DECIDING Set: the MINISTER of STATE FOR HOUSING of HOUSING PROCUREMENT GUIDELINES through CONSTRUCTION LOANS HOME PROSPEROUS TREAD with LIQUIDITY FACILITIES SUPPORT the FINANCING of housing.
Article 1 In this ministerial regulation is: 1. the Minister is the Minister of State for Housing.

3. Legal entities are legal entities established by the citizens of Indonesia that its activities in the field of organization of housing and settlement area.

5. Implementing Bank is a public Bank in cooperation with the Ministry of Housing in order to FLPP Program implementation through mutual agreement and cooperation agreement operational.

7. Low income Communities, hereinafter called the MBR, is a society which has a limitation of buying power so need to get government support to acquire the home.
8. Home Prosperous Tread is home built by public legal entities with the same specs with simple home as set forth in the decision of the Minister of Settlement and infrastructures of the region Number 403/KPTS/M/2002 on Technical guidelines on construction of simple home healthy.
9. Construction loans Home Prosperous, hereinafter called KK is prosperous, Home mortgage or financing the construction of a Prosperous home construction Footprint for the MBR published by implementing Bank to legal entities conventionally or with the principles of the Sharia.
10. Construction loans Home Prosperous Tread, hereinafter called KK Home Prosperous footprint, is credit with the support of the FLPP is published by implementing Bank to legal entities in the framework of the prosperous home construction development Footprint for the MBR.
11. Mortgages Prosperous Tread, hereinafter called the prosperous MORTGAGE credit is the footprint, with the support of the FLPP is published by implementing Bank to the MBR in the framework of the prosperous Home ownership Tread purchased from legal entities.
12. Liquidity Facilities Housing Financing, hereinafter called FLPP, is liquidity facilities support the financing of housing to the MBR management implemented by the Ministry of Housing.
13. The target group is the legal entity that the prosperous Home construction footprint.
14. Verify the eligibility assessment activities is the target group KK Home Prosperous Tread through checking of completeness of formal documents, analysis, and checking the location of land and housing development site plan.
15. The accounts of the Fund-run BLU-Kemenpera BLU-Kemenpera account is used to hold funds that can't be put into account Operational BLU-Kemenpera and the Cash Management Account BLU-Kemenpera in public Bank.
16. The operational Account BLU-Kemenpera BLU-Kemenpera account is used to hold the entire reception and pay the entire expenditure BLU-Kemenpera that funds sourced from PNBP BLU on commercial banks.
17. Cash Management Account BLU-Kemenpera BLU-Kemenpera-account is for the placement of idle cash in commercial banks related to cash management.
Article 2 (1) of these Guidelines are intended as guidelines for the implementation of the disbursement and utilization as well as channeling funds for FLPP KK Home Prosperous Tread by the Satker BLU-Kemenpera.
(2) Instructions this implementation aims in order to make the implementation of disbursement and channeling the funds for FLPP KK Home Prosperous Tread by the Satker BLU-Kemenpera carried out in an efficient, effective, transparent and accountable as well as provide great benefits for the community.
Article 3 (1) of the implementation of procurement Through Housing construction loans Home Prosperous Tread with Liquidity Facilities Support the financing of Housing based on the instructions of implementation as on attachment that is inseparable from the regulation of the Minister.

Article 4 this ministerial regulation will take effect from the date set.
