REPUBLIC OF INDONESIA

ABOUT
THE PROVISIONS OF THE IMPLEMENTATION OF THE ELECTRICITY TARIFF
THAT IS PROVIDED BY THE PERSEROAN COMPANY (PERSERO)
PT THE STATE ELECTRIC COMPANY

WITH THE GRACE OF THE ALMIGHTY GOD

MINISTER OF ENERGY AND MINERAL RESOURCES REPUBLIC OF INDONESIA,

Weighing: that to carry out the provisions of Article 3 paragraph (3) and Article 6 of the Presidential Regulation No. 8 of 2011 on the Electrical Power Tariff provided by the Perseroan Company (Persero) of the State Electricity Company, need to set the Regulation Minister of Energy and Mineral Resources on the Terms of Implementation Of The Electricity Power Tariff Provided By The Company (Persero) PT Of The State Electricity Company;

Remembering: 1.   Law No. 8 Year 1999 on Consumer Protection (State Sheet of Indonesia Year 1999 Number 42, Additional Gazette Republic of Indonesia Number 3821);
2. Act No. 30 Year 2009 on the Serenagalistrikan (leaf of State of the Republic of Indonesia Year 2009 Number 133, Additional leaf of the Republic of Indonesia States No. 5052);
3. Government Regulation No. 10 Year 1989 on Supplied and Utilization Of Electric Power (State Sheet Of The Republic Of Indonesia 1989 Number 24, Additional Gazette Republic Indonesia Number 3394) as has been twice the last modified with Government Regulation No. 26 of 2006 (State Sheet Indonesia Year 2006 Number 56, Additional Gazette Republic of Indonesia Number 4628);
4. Government Regulation No. 23 of 1994 on Diversion Of The Form Of A Common Company (perum) The Power Of The Country Into The Perseroan Company (Persero) (state Gazette Of The Republic Of Indonesia In 1994 Number 34);
5. Presidential Regulation No. 8 of 2011 dated February 7, 2011 on Electricity Power Tariff provided by the Perseroan Company (Persero) of the State Electric Company;

9. Regulation of the Minister of Energy and Mineral Resources No. 18 of 2010 on the Organization and the Working Governance of the Ministry of Energy and Mineral Resources (National News of the Republic of Indonesia 2010 No. 552);

DECIDED:

Establish: REGULATION OF ENERGY MINISTER AND MINERAL RESOURCES ON THE PROVISIONS OF IMPLEMENTATION OF THE ELECTRIC POWER TARIFF PROVIDED BY THE COMPANY PERSEROAN (PERSERO) PT OF THE STATE ELECTRICITY COMPANY.

BAB I
UMUM PROVISIONS

Section 1
In Regulation of the Minister this is referred to:
1. Regular electricity tariff is the electricity tariff paid after the use of the power power by the consumer.
2. The Prepaid Electric Tarif is the electricity tariff paid before the use of the power power by the consumer.
3. The cost of splicing is the cost of a prospective consumer to obtain a power splicing, or the cost paid by the consumer for the addition of power.
4. The Subscription and Support of the IBM SaaS will be used for the IBM SaaS, as applicable, and the following terms:
5. The Connected Power is the power agreed between the Perseroan Company (Persero) PT Electric Country Company with consumers poured in the power-buying agreement.
6. The power of power is a proportionally and professional calculated power based on the limiting tool or ability of the current hantar (KHA) which is used by the power-wearers found at the time of the Implementation of the Ministry of Power. It's Electric Power.

BAB II
REGULAR ELECTRICITY TARIFFS AND PREPAID ELECTRICITY TARIFFS

Section 2
(1) The electric base Tarif as set forth in Annex I to the Annex VIII of Presidential Regulation No. 8 of 2011 consists of:
a.   Regular electric fare; and
B.   A prepaid electricity rate.
(2) The further provisions of the implementation of regular electricity tariffs and prepaid electricity tariffs as referred to in paragraph (1) are set forth by the Company ' s Directors of Perseroan (Persero) PT Companies Electricity Company.

BAB III
CHARGE OVERUSE OF REACTIVE POWER
AND THE DETERMINATION OF THE FACTOR “K ”

The Charge For Excess Reactive Power Use

Section 3
(1) Electrical Base Tarif as listed in Annex I to Annex VIII of Presidential Regulation No. 8 of 2011 applies to the use of electric power with an average power factor every month of at least 0.85 (eighty Five by a hundred.
(2) In terms of the average power factor every month is less than 0.85 (eighty-five per hundred), then against some of the tariff groups it charges an overuse of reactive power consumption (kVArh) as set forth in Annex I, Attachment III, Annex IV, Annex V, Annex VI, and Annex VII of the Presidential Regulation No. 8 of 2011.
(3) The charge of the excess use of reactive power as referred to in paragraph (2) applies if the use of the kVArh recorded in 1 (one) month is higher than 0.62 (sixty-two per hundred) the number of kWh in the month in question, so that power factor (Cos φ) averaged less than 0.85 (eighty-five per hundred).

Section 4
(1) The State Electric Company (Persero) Directors of the State Electric Company establish the factors magnate “K ”, as well as set the time and length of the Peak Burden Time (WBP) as set forth in Annex I, Annex III, Annex IV, Annex V, Appendix VI, and Appendix VII of the Presidential Regulation No. 8 of 2011.

The Connection fee

Section 6
(1) The charge of the Agreement as referred to in Section 5 for new splicing or the addition of electrised electrical power to the standard network is established as set forth in Appendix I of this Minister's Regulation.
(2) The Board of Directors of the Company (Persero) PT of the State Electricity Company may set the Cost of Further Splicing of the Linking Fees as set forth in Annex I of this Minister's Regulation, for the reason it can be found. Accounted for.
(3) In the event of a prospective consumer or consumer wanting a particular level of quality, reliability, and/or aesthetics so that a special network is needed, then the addition of such charges becomes the burden of consumer or consumer candidates with a fixed charge. Section 7
(1) The Board of Directors of Perseroan (Persero) PT of the State Electric Company is required to announce the magnitude of the Connecting Fees for each connection group in each service unit.
(2) The Board of Directors of Perseroan (Persero) PT of the State Electricity Company is required to report the realization of the implementation of the power of electricity to the Director General periodically every quarter.

The Third Part
The Warranty Money of the Subscription

Section 8
(1) The Subscription Guarantee as referred to in Section 5 is set to a national average account charge of 1 (one) month of the rate of the rate.
(2) The Subscription and Support of the IBM SaaS is subject to the terms of the IBM International Business Organization ("IBM SaaS").
(3) The State Electric Company (Persero) Directors of the State Electricity Company may set a lower Subscription Guarantee of the provisions as referred to in paragraph (1) with liability for account.
(4) Further terms on the implementation of the Subscription Guarantee as referred to in paragraph (1), paragraph (2), and paragraph (3) are set forth by the Company of Persero Company (Persero) of the State Electricity Company.

LATE PAYMENT FEE
POWER ACCOUNTS AND THE FOLLOW-UP BILL

The Delay Cost Of The Electric Account Payment

Section 9
(1) Customer is required to pay an electric account invoice according to the payment period specified by the Corporate Electricity Company (Persero) PT.
(2) If the customer pays an electric account bill beyond the payment term as referred to in the paragraph (1), it is charged with the Delay Payment Of The Electricity Account as set forth in Annex II of this Minister's Regulation.

Section 10
(1) The Persero Company (Persero) The State Electricity Company carries out the Implementation of the Electrical Force (P2TL) against the consumer and not the consumer performing the use of the electric power unlawfully.
(2) The unauthorized use of electric power as referred to in paragraph (1) is a violation of the use of electrical power, consisting of:
a.   The Golongan I (P I) violation is a violation that affects the power limit but does not affect energy measurement;
B.   The Golongan II (P II) violation is a violation that affects energy measurements but does not affect the power limit;
c. The Golongan III (P III) violation is a violation that affects the power limit and affects energy measurement; and
D.   The Golongan IV (P IV) violation is a violation committed by not consumers.

Section 11
(1) Consumer and non-consumer committing a violation of the use of electricity as referred to in Article 10 of the sanction is a follow-up bill, temporary disconnect and/or demolition of the rampung.
(2) The follow-up invoice as referred to in paragraph (1) is counted as follows:
a.   Group I (P I):
1. For Customers charged to the Load Cost
TS1 = 6 x (2 x Terdial Power (kVA)) x Load Cost (Rp/kVA);
2. For Customer to be charged the Minimum Account
TS1 = 6 x (2 x Minimum Account (Rupiah) customers according to the Basic Power Tarif);
B.   Group Violation II (P II):
TS2 = 9 x 720 hrs x Power Connected (kVA) x 0.85 x price per kWh the highest in consumer fare group according to the Basic Power Tarif;
C.   Group Violation III (P III):
TS3 = TS1 + TS2;
D.   Group Violation IV (P IV):
1. For the Power Power up to 900 VA
TS4 = {9 x (2 x Power Kedaples (kVA) x Load Cost (Rp/kVA)) + {(9 x 720 hours x Power Kedaples (kVA) x 0.85 x The highest rate on the tariff group according to the Power Base Tarif calculated based on Power Power)};

Section 12

BAB VI
SERVICE QUALITY LEVEL

Section 13
The quality of the electrical power services provided by the Perseroan Company (Persero) PT The State Electric Company contains a quality indicator of the service as follows:
a.   high voltage at the use point with the kV;

c. low voltage at the point of use with the volt unit;
D.   frequency at point of use with hertz unit;
e.   long interruption with the monthly/consular unit;
f.    number of interruptions with the monthly /consular unit;
G.   the speed of the new medium voltage connection service with the working day unit;
h.   low voltage new connection service speed with workday unit;
i.    Medium voltage power change service speed with a working day unit;
J.    low voltage power change service speed with working day unit;
No,   the speed of responding to the tampering with the unit of the hour;
I.    error reading kWh meter with the cali/quarterly unit/consumer; and
M.  Account error correction time with work day unit.

Section 14
(1) The State Electric Company (Persero) of the State Electricity Company is required to increase and realize the quality of the service quality.
(2) The State Electric Company (Persero) of the State Electric Company is required to announce its quality of service and realisation in each service unit for each start of the quarter.

Section 15
(1) The value of the quality level of the service as referred to in Article 13, specified by the Director General at each beginning of the year with regard to the proposal of the Company of Perseroan (Persero) of the State Electricity Company.
(2) The State Electric Company (Persero) of the State Electric Company is required to propose the value of the service quality level as referred to in paragraph (1) the slowest 30 (thirty) calendar days before it is specified.

Section 16
(1) The State Electric Company (Persero) of the State Electric Company shall provide a reduction of the electricity bill to a consumer of 10% (ten per hundred) of the Cost of Load or Minimum Account and are counted in the month ' s electricity bill next if the realization of a service quality level exceeds 10% (ten per hundred) above the specified service quality level value, in particular which relates to:
a.   long interruption;
B.   number of distractions;
c. low voltage power change service speed;
D.   error reading kWh meter; and/or
e.   account error correction time.
(2) Persero Company (Persero) The State Electricity Company is required to periodically report the quality of the quality of the service and the implementation of the reduction of electricity bills each quarter in writing to the Director General at least 30 (three) And the calendar days after the end of the quarter.

Section 17
(1) The State Electric Company (Persero) Company of the State Electric Company is exempt from the obligation of granting electricity bill reduction to the consumer as referred to in Article 16 paragraph (1) in the event of the kahar.

BAB VII
COACHING AND SUPERVISION

Section 18
The Director General conducts coaching and oversight of the implementation of this Minister ' s Regulation, including coaching and supervision against:
a.   increased efficiency of the company;
B.   improving the quality and reliability of the provision of electric power; and
c. increased service to the consumer.

BAB VIII
OTHER LAIN-CONDITIONS

Section 19
(1) In the case of the Perseroan Company (Persero) The State Electric Company receives payment on the levies of other agencies, it must be clearly stated on the bill sheet or the receipt of the consumer electricity payment.
(2) In the implementation of the Electrical Base Tarif, the Company ' s Persero Company (Persero) of the State Electric Company establishes the calculation of the electricity bill in order not to harm the interests of consumers and the Company of Perseroan (Persero) PT Electric Company The country.

BAB IX
CLOSING PROVISIONS

Section 20
At the time the Minister ' s Ordinance came into force:
1. Decree of the Minister of Energy and Mineral Resources No. 2038 K/40/MEM/2001 dated August 24, 2001 on the Cost of Linking Electric Power Provided by the Perseroan Company (Persero) PT Corporate Electricity Company;
2. Decision of the Minister of Energy and Mineral Resources No. 1616 K/36/MEM/2003 dated December 31, 2003 on the Terms of Implementation Of The Electricity Sale Price Year 2004 Provided By The Company Perseroan (Persero) PT Of The State Electricity Company; And
3. Minister Regulation Number 07 Year 2010 dated June 30, 2010 on the Electrical Power Tariff Provided by the Company of Perseroan (Persero) PT Corporate Electricity,
revoked and declared not valid.

Section 21
The rules of the Minister are valid on the designated date and have receded power since 1 July 2010.
