THE SECOND CHANGE TO THE PRESIDENT ' S 2010 PRESIDENTIAL REGULATIONS ON THE POSITION, DUTIES, AND FUNCTIONS OF THE MINISTRY OF STATE AND THE FUNCTIONING OF THE ORGANIZATION, DUTIES, AND FUNCTION OF THE MINISTRY OF THE COUNTRY

WITH THE GRACE OF THE ALMIGHTY GOD

PRESIDENT OF THE REPUBLIC OF INDONESIA,

Weighing: that in order to improve the purpose and outcome of the Ministry of State's duties, it is considered necessary to fine-tune Presidential Regulation No. 24 of 2010 on Occupation, Duty, and the Functions of the Ministry of State as well as Susunan. Organization, Duty, and Functions of Eselon I Ministry of State as amended by Presidential Regulation No. 67 of 2010, by establishing the Presidential Regulation on the Second Amendment to the President's Regulation on Occupation, Duty and Functions Ministry of State as well as Susunan Organization, Duty, and Functions of Eselon I Ministry Country:

Remembering: 1. Section 4 of the paragraph (1) and Article 17 of the Basic Law of the State of the Republic of Indonesia Year of 1945;
2. Act Number 39 Year 2008 of the Ministry of State (the State Sheet of the Republic of Indonesia 2008 No. 166, Additional leaf of the Republic of Indonesia Indonesia Number 4916);
3. Presidential Regulation No. 47 of 2009 on the Establishment and Organization of the Ministry of State which has been several times amended last with the Presidential Regulation No. 77 of 2011;
4. Presidential Regulation No. 24 Year 2010 on Occupation, Duty, and Functions of the Ministry of State as well as Susunan Organization, Duty, and Functions of the Ministry of State which has been amended by Presidential Regulation No. 67 2010;

DECIDED:

SET: THE PRESIDENT 'S REGULATION OF THE SECOND CHANGE TO THE 2010 PRESIDENTIAL RULE OF 2010 ON THE POSITION, DUTIES, AND FUNCTIONS OF THE MINISTRY OF STATE AND THE ORGANIZATION' S ORGANIZATIONAL STRUCTURE, DUTIES, AND FUNCTIONS OF THE MINISTRY OF STATE.

Section 1
Some provisions in Presidential Regulation No. 24 of 2010 on Occupation, Duty, and Functions of the Ministry of State as well as the Organizational Functions, Duty, and Functions of the Ministry of State as amended by the Presidential Regulation No. 67 2010, modified as follows:
1. The provisions of Article 26 are changed so that it reads as follows:

Section 26
In performing the duties and functions as referred to in Article 24 and Section 25, the Ministry of Economic Coordinating Ministry coordinates:
a. Ministry of Finance;
B. Ministry of Energy and Mineral Resources;
C. Ministry of Industry;
D. Ministry of Commerce;
e. Ministry of Agriculture;
f. Ministry of Forestry;
G. Ministry of Transportation;

Section 30
Deputy field of Fiscal and Monetary Coordination has the task of preparing the synchronization and coordination of planning, drafting, and implementation of policies in the fiscal and monetary fields.

Section 31
In performing the duties as referred to in Section 30, the Deputy Field of Fiscal and Monetary Coordination organizes functions:
a. synchronization of planning, drafting, and execution of policies in the fiscal and monetary fields;
B. Preparation of planning, drafting, and execution of policies in the fiscal and monetary fields;
C. monitoring, analysis, evaluation, and reporting on issues or activities in the fiscal and monetary fields; and
D. the execution of other tasks provided by the Coordinating Minister for Economic Affairs.

Section 32
Deputy field of Food Coordination and Hayati Resources has the task of preparing the synchronization and coordination of planning, drafting, and implementation of policies in the field of food and biological resources.

Article 33
In carrying out the task as referred to in Article 32, the Deputy Food Coordinating Field and Hayati Resources are organizing a function:
a. synchronization of planning, drafting, and implementation of policies in the field of food and biological resources;
B. Preparation of planning coordination, drafting, and implementation of policies in the field of food and resources;
C. monitoring, analysis, evaluation, and reporting on issues or activities in the field of food and biological resources; and
D. the execution of other tasks provided by the Coordinating Minister for Economic Affairs.

Section 34
Deputy Field of Energy Coordination and Mineral Resources has the task of preparing the synchronization and coordination of planning, drafting, and implementation of policies in the field of energy and mineral resources.

Section 35
In carrying out the task as referred to in Article 34, the Deputy Field Coordination of Energy and Mineral Resources organizes functions:
a. synchronization of planning, drafting, and execution of policies in the field of energy and mineral resources;
B. the preparation of planning coordination, drafting, and implementation of policies in the field of energy and mineral resources;
C. monitoring, analysis, evaluation, and reporting on issues or activities in the field of energy and mineral resources; and
D. the execution of other tasks provided by the Coordinating Minister for Economic Affairs.

Section 36
Deputy field of Industrial Coordination, Innovation Technology, and Economic Area has the task of preparing synchronization and coordination of planning, drafting, and implementation of policies in the industry, technology innovation, and economic regions.

Section 37
In performing the duties as referred to in Article 36, the Deputy Field Coordination of Industry, Technology Innovation, and Economic Area organizes function:
a. synchronization of planning, drafting, and implementation of policies in the industry, technology innovation, and economic regions;
B. Preparation of planning, drafting, and implementation of policies in the industry, technology innovation, and economic regions;
C. monitoring, analysis, evaluation, and reporting on issues or activities in the industry, technology innovation, and economic regions; and
D. the execution of other tasks provided by the Coordinating Minister for Economic Affairs.

Section 38
Deputy field coordination and entrepreneurship has the task of preparing the synchronization and coordination of planning, drafting, and execution of policies in the field of commerce and entrepreneurship.

Section 39
In performing the duties as referred to in Article 38, the Deputy Field Coordination of Commerce and entrepreneurship organizes functions:
a. Synchronization of planning, drafting, and execution of policies in the business and entrepreneurship fields;
B. Setup of planning, planning, and implementation of policies in business and entrepreneurship fields;
C. monitoring, analysis, evaluation, and reporting on issues or activities in the business of business and entrepreneurship; and
D. the execution of other tasks provided by the Coordinating Minister for Economic Affairs.

Section 40
Deputy field of Infrastructure Coordination and Area Development has the task of preparing the synchronization and coordination of planning, drafting, and implementation of policies in the field of infrastructure and region development.

Section 41
In performing the duties as referred to in Article 40, the Deputy Field Coordination of Infrastructure and Regional Development organizes functions:
a. synchronization of planning, drafting, and execution of policies in the areas of infrastructure and region development;
B. Preparation of planning, drafting, and execution of policies in the areas of infrastructure and region development;
C. monitoring, analysis, evaluation, and reporting on issues or activities in the areas of infrastructure and region development; and
D. Another task force provided by the Coordinating Minister for Economic Affairs.

4. In between Section 41 and Section 42 are inserted 2 (two) articles, Section 41A and Section 41B which reads as follows:

Section 41A
Deputy field of International Economic Co-operation Coordinating Field has the task of preparing the synchronization and coordination of planning, drafting, and execution of policies in the field of international economic cooperation.

Section 41B
In carrying out the duties as referred to in Section 41A, the International Economic Co-ordination Coordination of the International Economic Cooperation organizes functions:
a. synchronization of planning, drafting, and execution of policies in the field of international economic cooperation;
B. Preparation of planning, drafting, and execution of policies in the field of international economic cooperation;
C. monitoring, analysis, evaluation, and reporting on issues or activities in the field of international economic cooperation; and
D. Another task force provided by the Coordinating Minister for Economic Affairs.

5. The provisions of Article 42 are changed so that it reads as follows:

Section 42
(1) Political, Legal, and Security Expert Staff have the task of providing a review to the Coordinating Minister for Economic Affairs on political, legal, and security issues.
(2) The Expert Staff of the People's Welfare and Countermeasures Poverty has the task of giving the Minister of Economic Coordination to the Coordinating Minister for Economic Affairs on the issues of people's welfare and poverty relief.
(3) The Expert Staff of Human Resources, Science and Technology has the task of giving the Minister of Economic Coordination to the Minister of Economic Affairs on the issue of human resources, science and technology.
(4) The Regional Development Field Expert Staff has the task of providing a recourse to the Coordinating Minister for Economic Affairs on the issue of regional development.
(5) Climate Change Field Expert staff has a duty to provide a review to the Coordinating Minister for Economic Affairs on the issue of climate change.
(6) National Saing Power Development Field Expert staff has the task of providing a review to the Coordinating Minister for Economic Affairs on the issue of national competability development.
(7) Staff of the Expert Communications and Information Affairs have a duty to provide the Coordination to the Coordinating Minister for Economic Affairs on matters of communication and information.

6. The provisions of Article 46 of the letter b are amended and Article 46 of the letter e is deleted so that Article 46 reads as follows:

Section 46
In performing the duties and functions as referred to in Article 44 and Section 45, the Coordinating Ministry for People's Welfare Coordinates:
a. Ministry of Health;
B. Ministry of Education and Culture;
C. Ministry of Social Affairs;
D. Ministry of Religion;
e. Deleted;
f. Ministry of the Environment;
G. Ministry of Women ' s Empowerment and Child Protection;
h. Ministry of People ' s Housing;

Part 6 is amended, in between Section 433 and Section 434 of the section 433A, the provisions of Section 436 of the letter are removed, Section 437 is removed, in between Section 447 and Section 448 of the section 447A and Section 4 of Section 448. 447B, and among Articles 453 and Section 454 are inserted 2 (two) sections of Article 453A and Article 453B, so Section Sixteenth reads as follows:

Section 433
(1) The Ministry of Education and Culture is under and accountable to the President.
(2) The Ministry of Education and Culture is led by the Minister of Education and Culture.

Section 433A
In leading the Ministry of Education and Culture, the Minister of Education and Culture as referred to in Article 433 of the paragraph (2) is assisted by 2 (two) Vice Ministers of Education and Culture of the Deputy Minister of Education and Culture of the Fields Education and Deputy Minister of Education and Cultural Affairs of Culture.

Section 434
The Ministry of Education and Culture has the task of organizing matters in the field of education and culture in the government to assist the President in organizing state government.

Section 435
In carrying out the duties as referred to in Article 434, the Ministry of Education and Culture organizes functions:
a. the formulation, designation, and implementation of policies in the field of education and culture;
B. the management of the property/wealth of the country that is the responsibility of the Ministry of Education and Culture;
c. supervision over the execution of duties in the Ministry of Education and Culture environment;
D. the implementation of technical guidance and supervision over the implementation of the Ministry of Education and Culture affairs in the area; and
e. implementation of the national-scale technical activities.

Section 436
The organizational arrangement of the eselon I Ministry of Education and Culture consists of:

Section 438
The General Secretariat has the task of carrying out the coordination of the execution of tasks, coaching, and administration of administrative support to the entire organizational unit in the Ministry of Education and Culture environment.

Section 439
In carrying out the duties as referred to in Article 438, the General Secretariat is organizing a function:
a. coordinate activities of the Ministry of Education and Culture;
B. coordination and drafting of the Ministry of Education and Culture plans and programs;
c. coaching and administration of administrative support including entrepreneurship, staff, finance, household, archive and documentation of the Ministry of Education and Culture;
D. coaching and hosting organization and governance, cooperation, and public relations;
e. coordination and drafting of law and legal assistance;
f. the hosting of the country ' s property/wealth management; and
G. the execution of another task given by the Minister of Education and Culture.

Section 440
The General Directorate of Early Children's Education, Nonformal, and Informal has the task of formulating and implementing technical policies and standards in the field of formal early-age education, nonformal education, and informal education.

Section 441
In performing the duties as referred to in Section 440, the Directorate General of Child Education Dini, Nonformal, and Informal organizes functions:
a. the formulation of policies in the field of formal, nonformal, and informal early childhood education;
B. implementation of policies in the field of formal, nonformal, and informal early childhood education;
c. The preparation of norms, standards, procedures, and criteria in the field of formal, nonformal, and informal-age children education;
D. providing technical and evaluation guidance in the field of formal, nonformal, and informal children ' s education; and
e. implementation of the administration of the Directorate General of Education General of the Dini Age, Nonformal, and Informal.

Section 442
The General Directorate of Basic Education has the task of formulating and carrying out technical policies and standardization in the field of primary education.

Section 443
In carrying out the duties as referred to in Article 442, the Directorate General of Primary Education organized the function:
a. a policy formulation in the field of primary education;
B. implementation of policies in the field of primary education;
c. The preparation of norms, standards, procedures, and criteria in the field of primary education;
D. technical guidance and evaluation in the field of primary education; and
e. implementation of the administration of the Directorate General of Basic Education.

Section 444
The General Directorate of Secondary Education has the task of formulating and carrying out technical policies and standardization in the field of secondary education.

Section 445
In carrying out the duties as referred to in Article 444, the Directorate General of Secondary Education organizes functions:
a. the formulation of policy in the field of secondary education;
B. implementation of policies in the field of secondary education;
c. The drafting of norms, standards, procedures, and criteria in the field of secondary education;
D. technical guidance and evaluation in the field of secondary education; and
e. implementation of the administration of the Directorate General of Secondary Education.

Section 446
The General Directorate of Higher Education has the task of formulating and carrying out technical policies and standardization in the field of higher education.

Section 447
In carrying out the duties as referred to in Article 446, the Directorate General of Higher Education organized the function:
a. a policy formulation in the field of higher education;
B. implementation of policies in the field of higher education;
c. The drafting of norms, standards, procedures, and criteria in the field of higher education;

a. Drafting of the technical policies, plans and development programs, coaching, and protection of Indonesian language and literature;

In carrying out the duties as referred to in Article 453A, the Human Resource Development Board of Education and Culture and the Assurance Of The Education Mutu organizes functions:
a. Drafting of the technical policy, plan and development programs of human resources education and culture and educational quality assurance;
B. implementation of the development of human resources education and culture and educational quality assurance;
