CHAPTER I GENERAL PROVISIONS article 1 In this regulation of the Minister, is: 1. Line fishing is the territorial waters that are part of WPP-NRI for setting and managing the activities of arrests using fishing that is allowed and/or banned. www.djpp.depkumham.go.id 3 2. CHAPTER II article 3 FISHING LINE the line Catching fish in the WPP-NRI consists of: a. i. fishing Line b. Line fishing II. c. Line fisheries III. Article 4 (1) Line Fishing I referred to in article 3 a, consisting of: a. Line fishing IT, covers the coastal waters up to 2 (two) nautical miles measured from sea level at the lowest low tide. b. IB fishing Line, including coastal waters outside of the 2 (two) miles of the sea up to 4 (four) miles to the sea. (2) Line Fishing II referred to in article 3, letter b include waters outside the fishing lines I up to 12 (twelve) nautical miles measured from sea level at the lowest low tide. www.djpp.depkumham.go.id 4 (3) Line Fishing III referred to in article 3 of the letter c, include the ZEEI and the waters outside the fishing line II. Article 5 (1) Line fishing in the WPP-NRI set based on characteristics of the depth of the water. (2) characteristics of the depth of the waters referred to in subsection (1) are distinguished into 2 (two), namely: a. the shallow waters (≤ 200 meters) that consists of: 1. the WPP-NRI 571, which covers the waters of the Strait of Malacca and the Andaman Sea; 2. the WPP-NRI 711, which covers the waters of Karimata Strait, Natuna Sea, and South China Sea; 3. the WPP-NRI 712, which covers the waters of the Java Sea; 4. the WPP-NRI 713, which covers the waters of Makassar Strait, the Gulf of Bone, the Flores sea, and the sea of Bali; and 5. WPP-NRI 718, which include the sea waters of Aru, the Arafura Sea, and the Timor Sea to the East. b. deep water (> 200 meters) that consists of: 1. the WPP-NRI 572, which covers the waters of the Indian Ocean West of Sumatra and the Sunda Strait; 2. the WPP-NRI 573, which covers the waters of the Indian Ocean south of Java until South of Nusa Tenggara, the sea, Savu sea, and the Timor Sea to the West; 3. the WPP-NRI 714, which covers the waters of the Gulf of Tolo and Banda Sea; 4. the WPP-NRI 715, which covers the waters of the Gulf of Tomini, Molucca sea, Halmahera sea, Ceram Sea, and the Gulf of Berau; 5. the WPP-NRI 716, which covers the waters of the Celebes Sea and North of Halmahera Island; and 6. WPP-NRI 717, which covers the waters of the Gulf of Cendrawasih and Pacific Ocean. CHAPTER III article 6 FISHING TOOL Tool capture fish in the WPP-NRI kind consists of 10 (ten) groups, namely: a. the net ring (surrounding nets); www.djpp.depkumham.go.id 5 b. pull trawl (seine nets); c. trawl hela (trawls); d. rake (dredges); e. the net lift (lift nets); f. the tool being dropped (the falling gears); g. Gill nets (gillnets and entangling nets); h. traps (traps); i. fishing tackle (hooks and lines); and j. the tool clamp and injured (grappling and wounding). Article 7 (1) ring road nets fishing Tools (surrounding nets) as stipulated in article 6 a, consisting of: a. the net rim laced wrinkle (with purse lines/purse seine); and b. the net ring without ropes wrinkle (without purse lines/Lampara). (2) the ring road Nets laced wrinkle (with purse lines/purse seine) as referred to in paragraph (1) letter a, consisting of: a. trawler rings with one ship (one boat purse seines operated); and b. trawler rings with two ships (two boats operated purse seines). (3) a Trawler boat with one ring (one boat operated purse seines) as referred to in paragraph (2) letter a, consisting of: a. small pelagic trawler rings with one ship; and b. the large pelagic trawl ring with one ship. (4) Trawler rings with two ships (two boats operated purse seines) as referred to in paragraph (2) letter b, consisting of: a. small pelagic trawl the Group ring; and b. the large pelagic trawl the Group ring. Article 8 (1) fishing trawler drag Tool (seine nets), as stipulated in article 6 letter b, consisting of: a. pull the trawler Beach (beach seines); and b. trawl pull boating (boat or vessel seines). Basic hela trawl (bottom trawls); b. trawl hela mid (midwater trawls); c. trawl hela berpapan twin (twin otter trawls); and d. trawl thrust. (2) the basic rigger Trawl (bottom trawls) as referred to in paragraph (1) letter a, consisting of: a. Basic hela berpalang trawl (beam trawls); b. Basic hela berpapan trawl (otter trawls); c. Basic rigger two vessels trawl (pair trawls); d. nephrops trawlers; and e. the basic rigger trawl shrimp (shrimp trawls), shrimp trawl. (3) the Trawl hela mid (midwater trawls), as referred to in paragraph (1) letter b, consisting of: a. trawl hela mid berpapan (otter trawls), such as trawl fish; b. trawl hela mid two vessels (pair trawls); and c. trawl hela mid-shrimp (shrimp trawls). Article 10 fishing Tool rake (dredges), as stipulated in article 6 letter d, consisting of: a. rake boating (boat dredges); and b. rake without ship (hand dredges). Article 11 (1) tools fishing nets lift (lift nets), as stipulated in article 6 letter e, consisting of: a. anco (portable lift nets); b. lift nets boat (boat-operated lift nets); and www.djpp.depkumham.go.id 7 c. Chart tancap (shore-operated stationary lift nets). (2) lift Nets boat (boat-operated lift nets), as referred to in paragraph (1) letter b, consisting of: a. Chart boating; and b. bouke ami. Article 12 fishing Tools in the form of the tool is dropped or scattered (falling gear) as stipulated in article 6 letter f consists of: a. the nets fell boating (cast nets); and b. the FishNet stocking (falling gear not specified). Article 13 (1) tools fishing nets gills (gillnets and entangling nets) as stipulated in article 6 letter g consists of: a. fixed gill nets (set gillnets (anchored)); b. Gill nets drift (driftnets); c. Gill nets (gillnets encircling) circumference; d. Gill nets staked end (fixed gillnets (on stakes)); e. Gill nets (trammel nets) layered form nets clitic; and f. combined gillnets-trammel net. (2) Net gills remain (set gillnets (anchored)) as referred to in paragraph (1) letter a form nets liong bun. (3) Gill Nets drift (driftnets) as referred to in paragraph (1) letter b in the form of net gillnet oceanic. Article 14 (1) tools fishing traps (traps), as stipulated in article 6 letter h consists of: a. stationary uncovered pound nets, set net; b. bubu (pots); c. bubu winged (fyke nets); d. stow the nets; e. barriers, fences, weirs, in the form of sero; f. Axel fish trap (aerial traps); g. muro ami; and www.djpp.depkumham.go.id 8 h. seser. (2) the Stow the nets referred to in paragraph (1) letter d consists of: a. trawl labuh (long bag set net); b. togo; c. ambai; d. jermal; and e. pengerih. Article 15 (1) rod fishing Tools (hooks and lines), as stipulated in article 6 letter i comprise: a. handlines and pole-lines/hand operated; b. handlines and pole-lines/mechanized; c. Basic rawai (set longlines); d. rawai drifting (drifting longlines); e. tonda (trolling lines); and f. fishing kite. (2) Handlines and pole-lines/hand operated as intended in paragraph (1) letter a consists of: a. Rod trade-off; b. fishing rod berjoran; c. huhate; and d. squid angling. (3) Handlines and pole-lines/mechanized, as referred to in paragraph (1) letter b composed of: a. squid jigging; and b. mechanical huhate. (4) Rawai drifting (drifting longlines), as referred to in paragraph (1) letter d consists of: a. rawai tuna; and b. rawai catch. Article 16 fishing Tools in the form of injuring clamp tool (grappling and wounding), as stipulated in article 6 letter j consists of: www.djpp.depkumham.go.id 9 a. Spears (harpoons); b. ladung; and c. the arrow. Article 17 the provisions regarding the designation, abbreviation, coding, and image tools fishing as referred to in article 6 are set individually with the Minister's decision. CHAPTER IV FISHING TOOLS Article 18 Fishing Tools consist of: a. rumpon; and b. the lights; Article 19 (1) Rumpon as stipulated in article 18 of the letter a is a tool to collect the fish using a variety of forms and types of decoy/atraktor from solid objects which serve to lure the fish in order to gather. (2) Rumpon as referred to in subsection (1) consists of: a. rumpon drifting rumpon is placed, not settled, not equipped with anchor and drift following the direction of the current; and b. rumpon settled the rumpon, is placed permanently using the anchor and/or ballast, consisting of: 1) rumpon surface, is rumpon lived equipped atraktor placed in the column surface waters to collect fish pelagic; and 2) basic rumpon, is rumpon lived equipped atraktor placed at the base of the waters to collect fish demersal. (3) Provisions regarding the installation and utilization of rumpon is controlled by a regulation of the Minister. www.djpp.depkumham.go.id 10 article 20 (1) Lamp as referred to in article 18 and the letter b is a tool to collect fish by using a decoy/atraktor in the form of a lamp or the light serves to lure the fish in order to gather. (2) the lights referred to in subsection (1) consists of: a. the electric lights; and b. the lights nonlistrik. Chapter V the PLACEMENT TOOL FISHING and FISHING TOOLS on LINE FISHING and FISHERY MANAGEMENT AREA of the REPUBLIC of INDONESIA Article 21 (1) Placement of fire and ABPI on line fishing and WPP-NRI adapted to: a. the nature of fire; b. high selectivity level and capacity of FIRE; c. type and size of ABPI; d. the size of fishing vessels; and e. the region capture. (2) the nature of the FIRE referred to in subsection (1) letter a differentiated into: a. static, is FIRE mounted settled and not moved for a long period; b. passive, is the FIRE mounted settled in a short time; c. active, is the fire of dioperasionalkan and actively moving. (3) the level of high selectivity and capacity of FIRE referred to in subsection (1) letter b, determined by size: a. mesh size; b. number lure; c. strap ris up; d. opening of the mouth; e. extents; f. penaju; and g. number of lure. (4) the type and size of ABPI referred to in paragraph (2) Letter c, consisting of: a. the amount of rumpon; and b. the power/the power of the lamp. (5) the size of the fishing vessel referred to in subsection (1) the letter d, consisting of: a. the ship without motor; www.djpp.depkumham.go.id 11 b. motor boat-sized up to 5 GT; c. motor boat measuring above 5 up to 10 GT GT; d. motor boat measuring over 10 up to 30 GT GT; and e. motor boat sized above 30 GT. (6) the area of arrest referred to in subsection (1) the letter e, is done on line fishing in the WPP-NRI. Section 22 (1) small pelagic trawler FIRE ring with one ship as stipulated in article 7 paragraph (2) letter a is an API that is active, operated by using size: a. mesh size ≥ 1 inch rope and ris over 300 m ≤ ABPI, using form rumpon and lamps with a total of 4,000 watt power 10 s/d 30 < GT, and operated on the line fishing II and III in the WPP-NRI 571 , WPP-WPP-711 NRI, NRI 712, WPP-WPP-713 NRI, NRI and NRI-WPP 715 718. c. mesh size ≥ 1 inch rope and ris upper ≤ 600 m, using the ABPI be rumpon and lamps with a total power wattage, using 16,000 < motor boat size ≥ 30 GT, and operated on the line fishing III in the WPP-WPP-571 NRI, NRI 711, 712, WPP-WPP NRI-NRI 713, WPP-WPP-715 NRI and NRI 718. (2) large pelagic trawl FIRE ring with one ship as stipulated in article 7 paragraph (1) letter b is an API that is active, operated by using size: a. mesh size ≥ 3 inch ris and rope top 700 m ≤ ABPI, using form rumpon and lamps with a total power < 16,000 watts, using a motor boat-sized > 10 s/d 30 < GT, and operated on the line fishing II and III in the WPP-WPP-572 NRI, NRI 573, WPP-WPP-714 NRI, NRI 716, and WPP-NRI 717. b. mesh size ≥ 3 inch rope and ris over 1,500 m ≤ ABPI, using form rumpon and lamps with a total power wattage, using 16,000 < motor boat size ≥ 30 GT, and operated on the line fishing III in the WPP-WPP-572 NRI, NRI 573, WPP-WPP-714 NRI, NRI 716, and WPP-NRI 717. (3) a FIRE ring small pelagic trawl the group as stipulated in article 7 paragraph (4) of the letter a is the API that is active, is operated by using the size: www.djpp.depkumham.go.id


12 a. mesh size ≥ 1 inch rope and ris upper ≤ 600 m, using a motor boat-sized > 10 s/d 30 < GT, and operated on the line fishing II and III in the WPP-WPP-571 NRI, NRI 711, 712, WPP-WPP NRI-NRI 713, WPP-WPP-715 NRI and NRI 718. b. mesh size ≥ 1 inch rope and ris upper ≤ 800 m, using a motor boat-sized ≥ 30 GT, and operated on the line fishing III in the WPP-WPP-571 NRI, NRI 711, 712, WPP-WPP NRI-NRI 713, WPP-WPP-715 NRI and NRI 718. (4) the FIRE ring large pelagic trawl the group as stipulated in article 7 paragraph (4) of the letter b is an API that is active is operated by using the size of mesh size ≥ 3 inch rope and ris over 1,500 m ≤ ABPI, using form rumpon and lamps with a total power < 16,000 watts, using a motor boat-sized ≥ 30 GT, and operated on the line fishing III in the WPP-WPP-572 NRI, NRI 573, WPP-WPP-714 NRI, NRI 716, and WPP-NRI 717. (5) FIRE ring net without wrinkle rope (without purse lines/Lampara) referred to in article 7 paragraph (1) letter b is an API that is active is operated by using the size of mesh size ≥ 1 inch rope and ris upper ≤ 150 m, using a motor boat-sized > 5 s/d 10 GT, and operated on the fisheries of the IB, II and III in the WPP-NRI 571 , WPP-WPP-711 NRI, NRI 712, WPP-WPP-NRI 713, 715, NRI and NRI WPP-718. (7) the FIRE of lampara basis as stipulated in article 8 paragraph (2) letter f is an API that is active is operated by using the size of mesh size ≥ 1 3/4 inch rope and ris upper ≤ 30 m, using a motor boat measuring 5 < GT, and operated on the fisheries of the IB, II and III in the WPP-WPP-573 NRI, NRI, 711 and 712, WPP-WPP NRI-NRI 713 , WPP-WPP-NRI 714, 715, NRI and NRI WPP-718. (5) prawn trawler FIRE (double rig trawls) as referred to in article 9 paragraph (2) letter e is an API that is active is operated by using the size of mesh size ≥ 1.75 inch ris upper strap and ≤ 30 m (2 units), using a motor boat-sized > 30 GT, and operated on the arrest fish II and III in the WPP-NRI 718 with the isobath-10 m, on the 1300BT towards the East. (6) FIRE fish trawl as referred to in article 9 paragraph (2) letter a is an API that is active is operated by using the size of mesh size ≥ 2 inch ris and ropes upon ≤ 60 m, using a motor boat-sized > 30 GT, and operated on the line fishing III in the WPP-WPP-571 NRI, NRI 572, WPP-WPP-711 NRI, NRI 716, WPP-WPP-717 NRI and NRI 718. (7) the FIRE of the middle two vessels trawl the hela (pair trawls) as referred to in article 9 paragraph (3) the letter b is an API that is active, and forbidden to operate on all lines and fishing in all WPP-NRI.
