AND THE DUTIES OF THE MARINE AND FISHERY MASTER ' S OFFICE

THE MINISTER OF MARINE AND FISHERIES OF THE REPUBLIC OF INDONESIA,

c. that based on consideration as intended in letter a and b letters need to establish the Minister of the Marine and Fisheries Regulations on the Program Implementation Guidelines and

DECIDED: Establishing: MINISTER OF MARINE AND FISHERY RULES

ABOUT THE GENERAL GUIDELINES OF IMPLEMENTATION THE PROGRAM AND ACTIVITIES OF DECONCENTRATION AND THE TASK OF THE MASTER OF MARINE AND FISHERY.

Article 1 In this Ministerial Regulation is referred to:

1. Strategic Plan of the Ministry of Marine and Fisheries 2010-2014, which further called the Strategic Plan of the Ministry was the planning document of the Ministry of Marine and Fisheries for a period of 5 (five) years from 2010 to with 2014.

2. The Ministry of Marine and Fisheries Work Plan, later called the Ministerial Work Plan is the planning document of the Ministry of Marine and Fisheries for a period of 1 (one) year.

3. Work and Budget Plan of the Ministry of Marine and Fisheries, which is subsequently called the Work Plan and the Ministry Budget is a planning and budgeting document that contains programs and ministry/agency activities that are the definitions of the Ministry of Commerce and the Ministry of Commerce. The Government Work Plan and the Strategic Plan of the Ministry are concerned within a one-year budget, as well as the budget required to implement it.

4. The deconcentration of marine and fishing fields is the devolution of the Ministry of Oceans and Fisheries to the Governor as a representative of the Government.

5. The deconcentration of marine and fishery is a fund that comes from the budget of the central government of the Ministry of Marine and Fisheries, which is administered by the Governor as a government representative, which includes all the receipts and expenses. 6. The duties of the naval and fishery master are the assignment of the Ministry of Oceans and Fisheries to the provincial and/or district/city governments to carry out certain duties in marine and fishery with the obligation of reporting and/or in the United States. Article 3

e. monitoring and evaluation; and

f. reporting.

Section 4

(1) Deconcentrations and duties of marine and fishery management are directed to accelerate the achievement of national development priority goals, vision, and mission of marine and fishery development according to The Strategic Plan of the Ministry.

(2) The funding of marine and fishery concentrations is directed to fund non-physical activities which are the affairs of the Ministry that are devolve to the governor, covering the synchronization activities and coordination, facilitation, technical guidance, training, counseling, supervision, research and surveys, fish carantings, coaching and surveillance, as well as control and reporting.

(3) Marine and fishery management duties are directed to fund activities that are physical, which is a matter of The ministries assigned to the province and/or district/city, for the construction and/or development of marine and fishery means and infrastructure, include:

a. catch fisheries;

b. fishing fisheries;

c. marketing and processing fishery results;

d. Marine, coastal, and small islands;

e. surveillance of marine and fishery resources; and

Article 5

(1) The program and activities of marine and fishery fields devolve by the Ministry to the governor and/or assigned to a particular province and/or county/city are Programs and activities that can be deconcentrated and/or assigned and included in the Strategic Plan of the Ministry, the Ministry of Work Plan and the Ministry of Work and Budget with the performance indicators output and outcome measurable.

Article 6

(1) The program planning and development activities of the marine and fishery fields and/or assigned are performed through the Ministerial stages of the Ministry with:

b. Provincial, county/township governments; and c. Commission IV of the People's Representative Council of the Republic of Indonesia.

Article 10

Article 11
