ABOUT THE GENERAL GUIDELINES AND THE TEACHER ' S PROFESSION ALLOWANCE ALLOCATION

FINANCE MINISTER OF THE REPUBLIC OF INDONESIA,
Weigh: a. that to implement the Act No. 10 Year 2010 on the State Budget and Shopping Budget Year 2011 as amended by Law No. 11 of 2011, it has been designated the Regulation of the Minister of Finance Number 11 Year 2010. 71 /PMK.07/ 2011 on the General Guidelines and the Allowance Allocation of the Teacher of the Regional Civil Service Professions to the Provincial District, County, and the City of Budget 2011;
B. that in order to smooth the implementation of the distribution and payment of the benefits of the Civil Servlet Teacher's profession in 2011, a change to the Regulation of Finance Minister Number 71 /PMK.07/ 2011 on the General Guidelines and the Allowance Allocation The Teacher's Office of the Regional Civil Servers to the Province, County, and City of the Budget Year of 2011;
c. that under consideration as in the letter a and the letter b, need to establish the Finance Minister's Regulation on the Changes to the Regulation of Finance Minister Number 71 /PMK.07/ 2011 on the General Guidelines and the Allocation Of Teacher's Professions Benefits Regional Civil Service to the Province, County, and the City of Budget Year 2011;
Remembering: 1. Finance Minister Regulation Number 126 /PMK.07/ 2010 on the Implementation and Accouncability of the Transfer Budget to the Regions;
2. Finance Minister Regulation Number 71 /PMK.07/ 2011 on the General Guidelines and Allocation Allowance of the Civil Service Teacher of the Region to the Province, County, and the City of Budget Year 2011;
DECIDED:
Establish: FINANCIAL MINISTER REGULATION ON THE CHANGES TO THE REGULATION OF FINANCE MINISTERS NUMBER 71 /PMK.07/ 2011 ABOUT THE GENERAL GUIDELINES AND THE ALLOCATION OF BENEFITS OF CIVIL SERVANTS CIVIL SERVANTS OF THE AREA TO PROVINCIAL, COUNTY, AND MUNICIPAL AREAS OF THE BUDGET YEAR 2011.
Section 1
Some provisions in the Regulation of Finance Minister Number 71 /PMK.07/ 2011 on the General Guidelines and the Allocation Allowance Of Civil Servants Of Civil Servants Of Regional Civil Servants To Provinces, County, and City of Budget 2011 were changed as follows:
1. The provisions of paragraph (1), paragraph (2), and paragraph (3) of Section 5 are amended, so that Article 5 reads as follows:
Section 5
(1) In terms of the PNSD Teacher's benefit fund which has been channeled by the Central Government insufficient need as referred to in Article 4 of the paragraph (1), the Local Government can carry out optimizing the absorption of the salaried funds in a manner Making payments to the PNSD teacher based on the number of months.
(2) In terms of still there is the unsalted PNSD Teacher ' s Profession Allowance fund after the realization of payment on:
a. The First Quarter, then the fund becomes a pagu in the Second Triwulan funding system;
B. Second quarter, then the fund becomes the Third Triwulan funding pagu; and
C. The Third Quarter, then the fund becomes a pagu in the Fourth Triwulan funding.
(3) In terms of still there is the unsalted PNSD Teacher ' s Profession Allowance fund until the realization of the Fourth Triwulan payment, due to the conditions as follows:
a. All of the PNSD Teachers ' Benefits Teachers of the PNSD Teachers have earned their rights, so there is an overfunding of the funds; or
B. The PNSD teacher of the PNSD Teacher's Allowance Is Not Entirely Entitled, as funds are channeled by the Central Government to the Regional Government insufficient funding needs,
then the funds will be counted on the PNSD Teacher's Profession Allowance next budget year.
2. The terms of the paragraph (1) of Section 6 are changed, and the paragraph (2) of the letter c number 4), number 5), and number 6) is removed, so that Article 6 reads as follows:
Section 6
(1) The Local Government is required to create and deliver the Report Realization Payment Allowance of the PNSD Teacher Professions to the Minister of Finance c.q. Directorate General of the Financial Balance and Minister of Education and Culture Semestically.
(2) The report of the realization of the PNSD Teacher ' s Allowance Profession is delivered with the provision as follows:
a. The First Semester Realization Report consisted of the First Triwulan Report and the Second Triwulan Report of 2011 and was delivered the slowest in the first week of August 2011;
B. The Second Semester Realization Report consists of the Third Triwulan Report and the Fourth Triwulan Report of 2011 delivered the slowest in the last week of April 2012;
C. The payment realization report is made in a double (two), consisting of:
1) The number of PNSD Teachers who have received the PNSD Teachers ' Profession Allowance and the total amount of payment, arranged in order of the Payment Realization format as set forth in the Inseparable Annex II of the Minister of Finance this;
2) The number of PNSD Teachers who are entitled to obtain but have not received the PNSD Teachers ' Profession Allowance and the total number of payment shortcomings, compiled according to the example of the Payment Shortfall Format as listed in Appendix III which is not be separated from this Financial Minister Regulation;
3) Rekapitulation Realization Payment Of The PNSD Teacher Profession Per Semester both the First semester Realization Report and Second semester Realization Report, compiled according to the example of Recapitulation format Per Semester as set forth in the Attachment IV inseparable from the Regulation of this Minister;

3. The provisions of paragraph (1), paragraph (2) d and letter e, and paragraph (3), and paragraph (4) of Section 7 are amended, so that Article 7 reads as follows:
Section 7

B. The number of funds and the number of PNSD Teachers who have received the PNSD Teachers ' Professions allowance up to the First Semester of 2011 along with less or more difference or difference in rank than Section 6 of the paragraph (2);
C. Estimates of the number of PNSD Teachers who are entitled to the 2011 PNSD Teacher's Profession allowance and the amount of funding needed up to the end of 2011;
D. Estimates of the number of PNSD Teachers are entitled but have not received a full allowance for the 2010 PNSD Teacher's Professions and its funding number; and
e. Estimates of the number of PNSD Teachers are eligible to benefit the PNSD Teachers ' Professions and the funding of the 2012 Budget Year and the amount of funding needed until the end of 2011.
(3) The results of data reconciliation as referred to in paragraph (1) and paragraph (2) shall be input to the Ministry of Education and Culture in compiling the allocation plan of the PNSD Teacher's Professions of the 2012 Budget Year.
(4) The allocation plan of the PNSD Teacher Professions Year of the Budget Year 2012 per area as referred to in paragraph (3) is recommended by the Ministry of Education and Culture to the Ministry of Finance c.q. Directorate General of Financial Balance.
4. The provisions of Article 8 are changed so that it reads as follows:
Section 8
The Government of the Local Government, which does not deliver the First Term Realization Report and the Second Semester, as referred to in Section 6, are subject to the delay in the delay of the delivery of the PNSD Teacher's Allowance of the First Quarter of the budget year. next.
