WITH THE GRACE OF GOD ALMIGHTY

MINISTER HEALTH OF THE REPUBLIC OF INDONESIA,

DRAW: that to provide standards for the main unit in carrying out public information service activities and improving information services in the Ministry of Health ' s environment to produce quality information services as well as guarantee fulfillment the right of citizens to obtain access to public information, need to establish a Public Information Service Standard in the Ministry of Health with the Minister of Health Ordinance;

SET OUT: HEALTH MINISTER REGULATIONS ON THE STANDARDS OF INFORMATION SERVICES THE PUBLIC AT THE HEALTH MINISTRY.

Article 1

The standard setting of public information services in the Ministry of Health aims to provide reference to the main and vertical units in the Ministry of Health ' s environment to provide public Information services in the Ministry Health.

Article 2

The standard of public information services as referred to in Article 1 is set forth in this ministerial Regulation Attachment.

ABOUT THE STANDARDS OF PUBLIC INFORMATION SERVICES AT THE HEALTH MINISTRY

PUBLIC INFORMATION SERVICE STANDARDS

IN MINISTRY OF HEALTH

I. Prelude

A. Background

Act No. 14 of 2008 on Openness

Public Information (KIP) began effective effective April 30, 2010.

The Act mandates to the public body to

provide, provide and or publish public information that

is under its jurisdiction to the public information applicant, other than

information that Excluded according to the terms. Public information

provided by the public body must be information that

is accurate, correct and unmisleading.

To carry out such obligations, the Ministry of Health

as the country ' s organizer in the field the health of the entire fund

is the public body that builds and develops the system

information and documentation to manage public information in good

In order establishing and developing information systems and

documentation in the Ministry of Health, needs to be made Standard Services

Public Information. The Public Information Service standard aims to provide

directions for execution and technical instructions for the Principal Unit in the Ministry

Health in carrying out the Openness Act

Public Information.

B. General Information Management and Public Information Services

Absolute information openings are needed to encourage

community participation in public policy retrieval processes.

Health also establishes the principles of information openness and

the characteristics of open governance as a management paradigm and

public information services for the rights of each citizen to be met.

1. Asas-Asas Information Openness

a. rights to the public information are part of human rights;

b. rights to the public information is the constitutional right of citizens;

c. The openness of public information is part of accountability

the implementation of the governance mandate;

d. any public information must be accessible to the public quickly,

on time, the cost of the light, and the simple way;

e. Excluded information is strict and limited; and

f. Information exempts are performed through test mechanisms

2. Open Government

II. CATEGORIZATION OF HEALTH MINISTRY PUBLIC INFORMATION

In carrying out public information services, the Ministry of Health

is required to follow the provisions of the information category as set out in

The KIP Act as follows:

a. mandatory information is provided and announced on a regular basis;

b. mandatory information is announced as well as merta;

c. The mandatory information is available at any time; and

d. information excluded.

A. Required information is provided and announced at a time

1. The information that is mandatory is provided and announced periodically in

the scope of the Ministry of Health is:

a. information about the Health Ministry ' s profile, which includes:

(1) the position or domicile, function, vision and mission, program

health, as well as the full address of the Ministry of Health;

(2) the organizational structure, the general overview of each the unit of work,

and the name of the structural officer in the scope of the Ministry

Health;

(3) the scope of activities run by the Ministry

Health; and

(4) other information about the Ministry Profile Health.

b. a summary of information about the program and/or activities that

is being run within the Ministry of Health,

includes:

(1) the name of the program/persistence;

(2) the program/persistence of the program;

(3) the target and/or Program and activities:

(4) the schedule of execution of the program;

(5) the source and quantity of funds;

(6) other information describing the accountability of the program/

activities;

(7) information about acceptance of prospective employees, and/candidates

educated participants; and

(8) information about the health care placement.

m. the public information that has been declared open to the community

based on the mechanism of objection and/or dispute resolution

as referred to in Article 48, Section 49 and Section 50

2. All of the full information that is mandatory is provided and announced

periodically as referred to in Section 11 of the Invite-

D. Excluded information

1. Exempted information is a confidential information,

e) harms the national economic resilience;

f) harms the interests of foreign relations;

4. Includes public information excluded:

a) a memorandum or other public or intra-body letters or letters

Thus all major units including the Technical Managing Unit

III. MECHANISM OF COORDINATION OF INFORMATION SERVICES BETWEEN THE MAIN UNITS

AND TECHNICAL MANAGING UNIT

IV. INFORMATION SERVICES MECHANISM

In accordance with the categorization of the information as described, there are two ways

in conducting information services to the community, namely:

a. for information that is mandatory or announced periodically

and the mandatory information was announced as well as merta, service

information is done without waiting for a request from the public.

b. for mandatory information available at any time, the information service

is done when there is a public information request.

c. the information service is done after the information applicant fills

VI. PUBLIC INFORMATION SERVICE MECHANISM

A. Service Term

B. Information Request Acceptance Procedure

VII. ORDER THE PUBLIC INFORMATION EXCEPTION

1. The exception of information in the Ministry of Health is conducted

based on strict, limited principles and through the test process of consequences

of the public and set by authorized officials.

2. The Primary PPID is required to test the consequences based on

the reason in Article 17 of the Public Information Openings Act

before declaring a public information as public information

which is excluded.

3. In conducting testing of consequences based on reason in

Section 17 of the Public Information Openness Act, the mandatory
