ABOUT
COMMUNITY SOCIAL WORKER

WITH THE GRACE OF THE ALMIGHTY GOD

SOCIAL MINISTER OF THE REPUBLIC OF INDONESIA,

Weigh: a. that the Social Worker of the Community as one of the resources of social welfare has a wide-breadth opportunity to play a role in the social welfare.
B. that to improve the role of the Social Workers of the Society, it needs to perfect the Decision Social Minister Number 28 /HUK/1987 on the Change of the Decision of Social Ministers Number 14 /HUK/KEP/II/1981 on Pokok Duty, Functions and Work Social Counseling Society;
c. Based on the consideration as referred to in letter a and letter b, need to establish the Social Minister ' s Regulation on the Social Workers of the Society;

Given: 1. Law Number 32 Year 2004 on Local Government (Indonesian Republic of Indonesia Year 2004 Number 125, Additional Gazette Republic of Indonesia Number 4437) as amended by the Act of 2008 Number 12 (sheet Of State Of The Republic Of Indonesia 2008 Number 59, Additional Gazette Of The Republic Of Indonesia Number 4844);
2. Act No. 11 Year 2009 on Social Welfare (Sheet State Republic Indonesia Year 2009 Number 12, Additional Sheet Of State Republic Of Indonesia Number 4967);
3. Act No. 13 of 2011 on Handling Poor Facir (sheet Of State Of The Republic Of Indonesia In 2011 Number 83, Additional Gazette Republic Of Indonesia Number 5235);

9. Social Minister 's Decision 4/HUK/1985 on the Clothes of the Community Social Workers' Uniforms;
10. Decision Social Minister Number 36 /HUK/1986 about Catur Dharma Social Workers;
11. Social Minister Regulation Number 86 /HUK/2010 on the Organization and the Working Governance of the Ministry of Social Affairs;

DECIDED:

Establish: the social minister ' s regulation on social workers of the public.

BAB I
UMUM PROVISIONS

Section 1
1. The social worker of the Community, which is abbreviated to PSM, is a person who is a citizen of social welfare, will, and the ability to exercise social welfare, and has followed the guidance or training in the field of social welfare.
2. Social Welfare is the condition of which the material needs, the spiritual and social needs of the citizens in order to be able to live and be able to develop, so that it can perform its social functions.
3. The Social Welfare is a guided, unified, and sustainable effort undertaken by the Government, Local Government, and the public in the form of social services to meet the basic needs of each citizen, including Social rehabilitation, social security, social reinforcement, and social protection.
4. The Association of Community Social Workers (IPSM) is a PSM-compiled vessel as a coordination medium, consultation, exchange of information and experience and the development of administrative and technical capabilities in the field of social welfare.
5. Team Motivator and Dynamic PSM is a team formed with the intention to move PSM ' s potential and ability towards change and renewal in the hosting of social welfare.

Section 2
PSM is held with the intent to:
a. provide the public with the opportunity to participate in the performance of social welfare; and
B. enhance public awareness in addressing social problems.

Section 3
The purpose of the PSM:
a. the form of a social-well-well-being-welfare society;
B. It's a society of people who have social functioners who are able to meet their needs independently; and
c. It is a social issue.

BAB II
THE POSITION, DUTY, AND FUNCTION

Section 4
(1) Community Social Workers are based in desa/kelurahan.
(2) Community Social Workers as referred to in paragraph (1) have a working area in desa/kelurahan, sub-district, district/city, province, and national.

Section 5
Community Social Workers have a task:
a. initiating the handling of social problems;
B. encourage, drive, and develop the activities of social welfare;
c. as a social companion for the citizens of the beneficiaries in the host of social welfare;
D. as a government/institution partner in the host of social welfare; and
e. monitoring the social welfare hosting program.

Section 6
PSM functions in the implementation of social welfare include:
a. the planner and initiator of the program in the hosting of social welfare;
B. the executor and organization of the program in the event of social welfare;
c. Developer of partnerships and increased cooperation in the host of social welfare; and
D. Program controllers in the implementation of social welfare.

Section 7
PSM requirements, as follows:
a. Citizens of the Republic of Indonesia;
B. Loyal and obedient to Pancasila and the UUD of the Republic of Indonesia 1945;
c. have been 18 years to the top;
D. healthy physical and spiritual;
e. of willpower and self-interest without coercion of any party;
f. showing good faith in the host of social welfare;
G. continuing to show real work in hosting social welfare in the community environment;
