ORDER THE SUBMISSION OF TITLES, MERIT MARKS, AND HONOR MARKS
FOR SERVICEMEN AND CIVIL CIVIL SERVANTS THE MINISTRY OF DEFENSE

WITH THE GRACE OF THE ALMIGHTY GOD

DEFENSE MINISTER OF THE REPUBLIC OF INDONESIA,

Weighing: that to implement the provisions of Article 51, Section 52, and Article 53 of the Government Regulation Number 35 of the Year 2010 on the Implementation of the Law No. 20 Year 2009 on the Title, the Sign of Merit and the Sign of Honor, need to establish the Regulation Minister of Defence on the Order of the Submission Of Titles, Signs of Merit, and Honorary Sign For Soldiers and Civil Service Ministry of Defense;

Remembering: 1. Law No. 20 Year 2009 on Title, Order of Merit and Honorary Sign (State Sheet of Indonesia Year 2009 Number 94, Additional Gazette Republic of Indonesia No. 5023);
2. Government Regulation No. 35 Year 2010 on Implementation of Law No. 20 Year 2009 on Title, Order of Merit and Honorary Sign (State Sheet of the Republic of Indonesia Year 2010 Number 43);
3. Presidential Regulation No. 10 of 2010 on the Susunan of the Indonesian National Army Organization;
4. Defense Minister Regulation Number 16 of 2010 dated 27 September 2010 on the Organization and the Working Tata Ministry of Defence (State News of the Republic of Indonesia 2010 Number 469);

DECIDED:

SET: THE DEFENSE MINISTER ' S REGULATION ON THE TERMS OF THE SUBMISSION OF TITLES, MARKS OF MERIT, AND THE MARK OF HONOR FOR THE SOLDIERS AND CIVIL SERVANTS OF THE MINISTRY OF DEFENSE.

BAB I
UMUM PROVISIONS

Section 1
In Regulation of the Minister this is referred to:
1. The title is the state award given by the President to the soldier and the PNS Kemhan who has fallen or died of the struggle, devotion, darmafilial and outstanding work to the nation and country.
2. The sign of merit is the state award given the President to the soldier and the PNS Kemhan who is credited and outstanding outstanding in developing and advancing a particular field of great benefit to the nation and the country.
3. The mark of honor is the state award given the President to the soldier, the PNS Kemhan, the WNI, the WNA, the unity, government institution, or the organization of the outstanding service and loyalty to the nation and the country.
4. The Minister is the minister who organizes government affairs in the field of defence.
5. Commander-in-Chief of the TNI (TNI) The next commander is a high-ranking military officer in command.
6. The Chief of Staff of the Army is the Chief of Staff of the Army, the Chief of Staff of the Indonesian Navy, and the Chief of Staff of the Air Force.
7. Soldiers are members of the Indonesian National Army.
8. TNI is the Indonesian National Army.
9. Indonesian citizens who are later abbreviated to the WNI are the people of the native Indonesians and other people of the nation who are passed by law as citizens.
10. Foreign Citizens who are next abbreviated to WNA are the people of others who are passed with legislation as citizens.
11. Civil civil servants of the Ministry of Defence which subsequently abbreviated as PNS Kemhan are civil servants who work or are assigned to the environment of the Ministry of Defence and TNI.
12. The TNI/Force Mabes Researcher Team is the Board of the Signature Signature Board.

Section 2
(1) The title is given to the soldier and the PNS Kemhan who has passed away under the laws.
(2) The title as referred to in paragraph (1) is proposed by the Ministry of Defence to the Ministry of Social Affairs.

Section 3
The Services mark is provided to:
a. Soldiers in the Indonesian environment and outside of the TNI structure; and
B. PNS Kemhan.

Section 4
Sign of Honor given to:
a. Soldiers in the Indonesian environment and outside of the TNI structure;
B. PNS Kemhan;
C. Other wNI that complies with the rules of the legislation;
D. WNA (Head of State/Head of Government, Chief of Police and Commander-in-Chief or Chief of Staff of the Armed Forces); and
e. unity in the TNI environment.

BAB II
TYPE OF TITLE, MERIT SIGN AND HONORARY SIGN

The Kesatu section
Title

Section 5
(1) The title is a National Hero.
(2) The granting of the title can be accompanied by the granting of the Order of Merit and/or Honorary Sign.

The Second Part
The Service Sign

Section 6
(1) The merit sign of the Medal.
(2) The service mark as referred to in paragraph (1) consists of:
a. The Pioneering Medallion;
B. The Glory Medal; and
C. The Peace Medal.
(3) The medallion as referred to in verse (1) has the same degree.

The Third Part
Honor Sign

Section 7
(1) The courtesy mark is:
a. Stars;
B. Satyalancana; and
C. Samkaryanugraha.
(2) The honor mark as referred to in paragraph (1) of the letter a and the letter b is given to the individual.
(3) The honor mark as referred to in paragraph (1) the letter c is given to the unity, government institution, or organization.

Section 8
(1) The mark of the Order of the Stars as referred to in Article 7 of the paragraph (1) of the letter a consists of:
a. Civil Stars; and
B. The Military Star.
(2) The honor mark of the Civil Star as referred to in paragraph (1) of the letter a consists of:
a. Stars of the Republic of Indonesia;
B. The Mahaputera star;
C. The Services star;
D. Humanitarian Star;
e. Star of Democratic Enforcement;
f. Culture Star Parama Dharma; and
G. The star of Bhayangkara.
(3) The Order of the Military Star as it is referred to in paragraph (1) the letter b consists of:
a. Guerrilla Stars;
B. Milky Way stars;
C. Dharma star;
D. Star Yudha Dharma;
e. Kartika Eka Paksi Star;
f. The Jalasena star; and
G. Swa star Bhuwana Paksa.
(4) The Honorary Sign of a Military Star that can be given to the WNA consists of:
a. Star Yudha Dharma;
B. Kartika Eka Paksi Star;
C. The Jalasena star; and
D. Swa star Bhuwana Paksa.

Section 9
(1) The mark of an Order of Satyalancana as referred to in Article 7 of the paragraph (1) letter b consists of:
a. Civil Satyalancana; and
B. Satyalancana Military.
(2) The Honorary Sign of Civil Satyalancana as referred to in paragraph (1) of the letter a consists of:
a. Satyalancana Pioneering Independence;
B. Satyalancana Development;
C. Satyalancana Hero Masterpiece;
D. Satyalancana Social Services;
e. Satyalancana Culture;
f. Satyalancana Education;
G. Satyalancana By Satya;
h. Satyalancana Dharma Sport;
i. Satyalancana Dharma Youth;
J. Satyalancana Rascal;
No, Satyalancana By Bhakti Praja Nugraha;
I. Satyalancana Engagement;
M. Satyalancana Bhakti Education;
N. Satyalancana Jana Main;
O. Satyalancana Knight Bhayangkara;
p. Satyalancana By Bhakti;

(3) The Honorary Sign of the Military Satyalancana as referred to in paragraph (1) the letter b consists of:

e. Satyalancana Dwidya Sistha;
f. Satyalancana Dharma Nusa;
G. Satyalancana Dharma Bantala;
h. Satyalancana Dharma Ocean;
i. Satyalancana Dharma Dirgantara;
J. Satyalancana Hero Nusa;
No, Satyalancana Hero Dharma;

(4) The Honorary Sign of a Military Satyalancana which can be given to the WNA which is Satyalancana Dwidya Sistha.

Section 10
(1) The honor mark of the Samkaryanugraha as referred to in Article 7 of the paragraph (1) the letter c consists of:
a. Civilian Samkaryanugraha; and
B. Military service. Military.
(2) The Honorary Sign of the Civil Service as referred to in paragraph (1) of the letter a consists of:
a. Parasamya Purnakarya Nugraha; and
B. Nugraha Sakanti.
(3) The sign of the Order of the Military (Samkaryanugraha) as referred to in verse (1) letter b is Samkaryanugraha.

SUBMISSION PROCEDURE
TITLE, MERIT MARK AND HONOR MARK

The Kesatu section
The procedure for obtaining the Title For the Private

Section 11
(1) The head of the Ministry and the Institute of Non-Ministry of Government proposes a soldier in the environment he has led to meet the requirements to the Commander in Chief.
(2) The Commander proposed the soldier as referred to in verse (1) and the soldier in the neighbourhood of the Mabes TNI who met the requirements to the Kas of the Force.
(3) The Kas of the Force proposes the soldier as referred to in verse (2) and the soldier in the Force environment that has met the requirements of the results of the Team Researcher Team to the Commander in Chief.
(4) The Commander proposed the soldier as referred to in verse (3) which has met the requirements of the results of the TNI Mabes Researcher Team to the Minister.
(5) The Minister proposes the soldier as referred to in verse (4) which has met the requirements of the results of the Central Research Team to the Minister of Social Affairs.

The Second Part
The procedure for getting
The service mark for the Private in the Indonesian Environment

Section 12
(1) The Commander proposed a soldier in the neighbourhood of the TNI Mabes who met the requirements to the Kas of the Force.
(2) The Kas of the Force proposes the soldier as referred to in verse (1) and the soldier in the Force environment that has met the requirements of the results of the Team Researcher Team to the Commander in Chief.
(3) The Commander proposed the soldier as referred to in verse (2) which has met the requirements of the results of the TNI Mabes Researcher Team to the Minister.
(4) The Minister proposes the soldier as referred to in verse (3) which has met the requirements of the results of the Central Researcher Team to the Minister who is entitled to provide the Order of Merit.

The Third Part
Procedures for Getting the Honorary Mark
for Soldiers in the Indonesian Environment

Paragraph 1
Honorary Sign of the Civil Star

Section 13
(1) The Commander proposed a soldier in the neighbourhood of the TNI Mabes who met the requirements to the Kas of the Force.
(2) The Kas of the Force proposes the soldier as referred to in verse (1) and the soldier in the Force environment that has met the requirements of the results of the Team Researcher Team to the Commander in Chief.
(3) The Commander proposed the soldier as referred to in verse (2) which has met the requirements of the results of the TNI Mabes Researcher Team to the Minister.
(4) The Minister proposes the soldier as referred to in verse (3) which has met the requirements of the results of the Central Researcher Team to the Minister entitled to provide the Honorary Mark.

Paragraph 2
The Honorary Sign of the Civil Satyalancana

Section 14
(1) The Commander proposed a soldier in the neighbourhood of the TNI Mabes who met the requirements to the Kas of the Force.
(2) The Kas of the Force proposes the soldier as referred to in verse (1) and the soldier in the Force environment that has met the requirements of the results of the Team Researcher Team to the Commander in Chief.
(3) The Commander proposed the soldier as referred to in verse (2) which has met the requirements of the results of the TNI Mabes Researcher Team to the Minister.
(4) The Minister proposes the soldier as referred to in verse (3) which has met the requirements of the results of the Central Researcher Team to the Minister entitled to provide the Honorary Mark.

Paragraph 3
Honorary Sign of the Military Star

Section 15
(1) The Commander proposed a soldier in the neighbourhood of the TNI Mabes who met the requirements to the Kas of the Force.
(2) The Kas of the Force proposes the soldier as referred to in verse (1) and the soldier in the Force environment that has met the requirements of the results of the Team Researcher Team to the Commander in Chief.
(3) The Commander proposed the soldier as referred to in verse (2) which has met the requirements of the results of the TNI Mabes Researcher Team to the Minister.
(4) The Minister proposes the soldier as referred to in paragraph (3) which has met the requirements of the results of the Central Researcher Team to the President through the Title Council, the Sign of Merit and the Honorary Sign.

Honorary Sign of Military Satyalancana

Section 16
(1) The Commander proposed a soldier in the neighbourhood of the TNI Mabes who met the requirements to the Kas of the Force.
(2) The Kas of the Force proposes the soldier as referred to in verse (1) and the soldier in the Force environment that has met the requirements of the results of the Team Researcher Team to the Commander in Chief.
(3) The Commander proposed the soldier as referred to in verse (2) which has met the requirements of the results of the TNI Mabes Researcher Team to the Minister.
(4) The Minister proposes the soldier as referred to in paragraph (3) which has met the requirements of the results of the Central Researcher Team to the President through the Title Council, the Sign of Merit and the Honorary Sign.

Procedures for Getting a Service Sign for Private
outside the TNI Structure

Section 17
(1) The leadership of the Ministry and the Institute of Non-Ministry of Government proposes servicemen who meet the requirements to the Commander
(2) The Commander proposed the soldier as referred to in verse (1) which meets the requirements to the Kas of the Force.
(3) The Kas of the Force proposed the warrior as referred to in verse (2) which had met the requirements of the results of the Team Researcher Team to the Commander in Chief.
(4) The Commander proposed the soldier as referred to in verse (3) which has met the requirements of the results of the TNI Mabes Researcher Team to the Minister.
(5) The Minister proposes the Soldiers as referred to in paragraph (4) who have met the requirements of the results of the Central Researcher Team to the Minister who is entitled to provide the Order of Merit.

The Fifth Part
Procedures for Getting the Honorary Mark
for the Soldiers outside the TNI Structure

Paragraph 1
Honorary Sign of the Civil Star

Section 18
(1) The leadership of the Ministry and the Institute of Non-Ministry of Government proposes servicemen who meet the requirements to the Commander
(2) The Commander proposed the soldier as referred to in verse (1) which meets the requirements to the Kas of the Force.
(3) The Kas of the Force proposed the warrior as referred to in verse (2) which had met the requirements of the results of the Team Researcher Team to the Commander in Chief.
(4) The Commander proposed the soldier as referred to in verse (3) which has met the requirements of the results of the TNI Mabes Researcher Team to the Minister.
(5) The Minister proposes the soldier as referred to in verse (4) who has met the requirements of the results of the Central Researcher Team to the minister who is entitled to provide the Honorary Mark.

Paragraph 2
Honorary Sign of the Military Star

Section 19
(1) The leadership of the Ministry and the Institute of Non-Ministry of Government proposes servicemen who meet the requirements to the Commander
(2) The Commander proposed the soldier as referred to in verse (1) which meets the requirements to the Kas of the Force.
(3) The Kas of the Force proposed the warrior as referred to in verse (2) which had met the requirements of the results of the Team Researcher Team to the Commander in Chief.
(4) The Commander proposed the soldier as referred to in verse (3) which has met the requirements of the results of the TNI Mabes Researcher Team to the Minister.
(5) The Minister proposes the soldier as referred to in paragraph (4) who has met the requirements of the results of the Central Researcher Team to the President through the Title Council, the Sign of Merit and the Honorary Sign.

The procedure for obtaining the Title for the Kemhan PNS

Section 22
(1) Kasatker in the Kemhan neighborhood proposed PNS Kemhan which meets the requirements to the Secretary General of Kemhan.
(2) The Kas of the Force propose a PNS that has met the requirements of the results of the Team Research Team to the Commander in Chief.
(3) The Commander proposed PNS as referred to in verse (2) and PNS in the neighbourhood of TNI Mabes which has met the requirements of the results of the TNI Mabes Researcher Team to the Minister.
(4) The Secretary-General proposes PNS as referred to in paragraph (1) and paragraph (3) which has met the requirements of the results of the Kemhan Setjen Researcher Team to the Minister.
(5) The Minister proposes PNS as referred to in paragraph (4) which has met the requirements of the results of the Central Research Team to the Minister of Social Affairs.

The Seventh Part
The procedure for obtaining a Service Sign for the Kemhan PNS

Section 23
(1) Kasatker in the Kemhan neighborhood proposed PNS Kemhan which meets the requirements to the Secretary General of Kemhan.
(2) The Kas of the Force propose a PNS that has met the requirements of the results of the Team Research Team to the Commander in Chief.
(3) The Commander proposed PNS as referred to in verse (2) and PNS in the neighbourhood of TNI Mabes which has met the requirements of the results of the TNI Mabes Researcher Team to the Minister.
(4) The Secretary-General proposes PNS as referred to in paragraph (1) and paragraph (3) which has met the requirements of the results of the Kemhan Setjen Researcher Team to the Minister.
(5) The Minister proposes a PNS as referred to in paragraph (4) which has met the requirements of the results of the Central Researcher Team to the Minister who is entitled to provide the Order of Merit.

The Eighth Part
Procedures for Getting an Honorary Sign for the Kemhan PNS

Paragraph 1
Honorary Sign of the Civil Star

Section 24
(1) Kasatker in the Kemhan neighborhood proposed PNS Kemhan which meets the requirements to the Secretary General of Kemhan.
(2) The Kas of the Force propose a PNS that has met the requirements of the results of the Team Research Team to the Commander in Chief.
(3) The Commander proposed PNS as referred to in paragraph (2)
and PNS in the TNI Mabes environment that has met the requirements
results from the TNI Mabes Researcher Team to the Minister.
(4) The General Secretary proposes a PNS as referred to in paragraph (1) which has met the requirements of the results of the Kemhan Setjen Researcher Team to the Minister.
(5) The Minister proposes PNS as referred to in paragraph (3) and paragraph (4) which has met the requirements of the results of the Central Researcher Team to

Paragraph 2
Honorary Sign of the Military Star

Section 25

(5) The Minister proposes PNS as referred to in paragraph (3) and paragraph (4) which has met the requirements of the results of the Central Researcher Team to the President through the Title Council, the Order of Merit and the Honor Mark.

Procedures for Getting the Honorary Mark
for the other WNI

Paragraph 1
Honorary Sign of the Military Star

Section 28
(1) The leadership of the Ministry outside the Ministry of Defence and the Institute of Government Non-Ministry proposes a PNS that meets the requirements to the Minister.
(2) The Governor, the Regent, or the Mayor proposed the PNS, the citizens, or the public who meet the requirements to the Minister.
(3) The Minister forwarding the proposed PNS as referred to in verse (1) and civil servant, citizen, or society as referred to in paragraph (2) which meets the requirements to the Commander in Chief.
(4) The Commander forwarding the proposal of a civil servant, citizen, or society as referred to in verse (3) who has fulfilled the requirement to the Kas of the Force.
(5) The Kas of the Force propose a civil servant, citizen, or society as referred to in verse (4) which has met the requirements of the results of the Team Researcher Team to the Commander in Chief.
(6) The commander proposed PNS, citizen, or community as referred to in verse (5) which has met the requirements of the results of the TNI Mabes Researcher Team to the Minister.
(7) The Minister proposes PNS, citizens, or society as referred to in paragraph (6) that has met the requirements of the results of the Central Researcher Team to the President through the Title Council, the Order of Merit and the Honorary Sign.

Paragraph 2
Honorary Sign of Military Satyalancana

Section 29
(1) The leadership of the Ministry outside the Ministry of Defence and the Institute of Government Non-Ministry proposes a PNS that meets the requirements to the Minister.
(2) Gubernu, Regent, or Mayor proposed the PNS, the citizens, or the public meeting the requirements to the Minister.
(3) The Minister forwarding the proposed PNS as referred to in verse (1) and civil servant, citizen, or society as referred to in paragraph (2) which meets the requirements to the Commander in Chief.
(4) The Commander forwarding the proposal of a civil servant, citizen, or society as referred to in verse (3) who has fulfilled the requirement to the Kas of the Force.
(5) The Kas of the Force propose a civil servant, citizen, or society as referred to in verse (4) which has met the requirements of the results of the Team Researcher Team to the Commander in Chief.
(6) The commander proposed PNS, citizen, or community as referred to in verse (5) which has met the requirements of the results of the TNI Mabes Researcher Team to the Minister.
(7) The Minister proposes PNS, citizens, or society as referred to in paragraph (6) that has met the requirements of the results of the Central Researcher Team to the President through the Title Council, the Order of Merit and the Honorary Sign.

The Tenth Part
Procedures for Getting an Honorary Sign for the WNA

Paragraph 1
The Military Star Honour sign of the Star Yudha Dharma


Section 30
(1) The Commander submitted the WNA who fulfilled the requirement to obtain the Order of the Military Star of the Bintang Yudha Dharma to the Minister.
(2) The Minister proposes the WNA as referred to in paragraph (1) the results of the Central Research Team to the President through the Degree Council, the Order of Merit and the Sign of Honor.

Section 31
