b. that as a follow-up article 16 paragraph (5) the Government Regulation number 7 in 2008 about Dekonsentrasi and Pembantuan, pelimpahan the Affairs of governance from the Government to the Governor as the representative of the Government established by regulation of the Minister;
c. that based on considerations as referred to in letter a and letter b need to set rules of State Minister of the empowerment of women and child protection of Pelimpahan Most Government Affairs (Dekonsentrasi) the field of women empowerment and child protection by 2013 To 10 (ten) of the Governor As the representative of the Government.

DECIDING Set: the Minister of State for women's empowerment and child protection about Pelimpahan Most Government Affairs (Dekonsentrasi) the field of women empowerment and child protection by 2013 To 10 (ten) of the Governor As the representative of the Government.
CHAPTER I GENERAL PROVISIONS article 1 In this regulation, the definition of: 1. 4. Women's empowerment is an effort to improve the quality of life of women in various areas of development so that women can enjoy development results in a fair, effective, and accountable.

5. Gender Mainstreaming is next called PUG is a strategy that is built to integrate gender into one integral dimension of planning, budgeting, implementation, monitoring and evaluation of policy and program development activities.

6. Child protection is all activities to ensure the right of the child to be able to live, grow, evolve, and participate optimally in accordance with the dignity and the dignity of humanity, as well as the protection from violence and discrimination.

7. The regional unit of Work Device, hereinafter called the SEGWAY, is the Organization/institution on local governments which are responsible for the implementation of Dekonsentrasi in specific areas in the regions of the province.

CHAPTER II AIMS and OBJECTIVES article 2 (1) the intention of conducting dekonsentrasi field of women empowerment and child protection is to improve the conduct of the Affairs of the Government of the field of women empowerment and child protection in the province.

The second part Dekonsentrasi Implementation of article 4 (1) the Governor of the province of SEGWAY set handle the Affairs of the Government of the field of women empowerment and child protection as a Government Affairs managing areas of empowerment of women and protection of children assigned as stipulated in article 3.

(5) the implementation of the budget by the SEGWAY handles the Affairs of the Government of the field of women empowerment and child protection as referred to in paragraph (1), are bound to the laws and regulations in force.

(6) the management of the budget for the implementation of governmental affairs in the field of women empowerment and child protection assigned as stipulated in article 3, required in an orderly, obedient to regulations, efficient, economical, effective, transparent, and accountable with a sense of Justice and propriety.

(2) Reporting as referred to in paragraph (1) covers aspects of managerial and accountability aspects.

(3) managerial Aspects as referred to in paragraph (2) consists of the development of the realization of absorption of funds, achievement of target output, constraints encountered, and the follow-up suggestions.

(4) the accountability Aspects as referred to in paragraph (2) consists of the realization of the budget report, the balance sheet, notes to financial statements, and reports of the goods.

CHAPTER IV COACHING and SUPERVISION article 6

(1) the technical Coaching over the implementation of the dekonsentrasi referred to in article 3 held by Secretary of the Ministry of women empowerment and child protection, Deputy Field PUG Economics, Deputy Field Polsoskum Field PUG, Deputy field of protection of women, the child protection Field Deputy, Deputy Field Grown Flower child.

(3) functional Supervision over implementation of the dekonsentrasi referred to in article 3 and to review the financial statements of the Fund dekonsentrasi implemented by the Inspectors of the Ministry of women empowerment and child protection.

(4) the Minister may waive the Affairs of Government field women's empowerment and child protection didekonsentrasikan, in: a. Ministers changed policy; and/or b. the Governor implement dekonsentrasi as referred to in article 3 are not in accordance with the norms, standards, procedures and criteria determined by the Minister.

(5) the recall of the Affairs of the Government of the realm of women's empowerment and child protection as referred to in paragraph (4), established by regulation of the Minister.

(5) termination of payments in the current year may be done if: a. the SEGWAY does not deliver financial reports six monthly (semiannual) to the Minister within the fiscal year; and/or b. discovered the existence of the irregularities of the inspection results of the Agency's Financial Examiners, Financial and development Supervisory Agency, the Inspector of the Ministry of women empowerment and child protection, the Inspectorate-General of the Ministry of the Interior or the regional Inspectorates.

(6) the Minister establishes the decision of termination payments as referred to in paragraph (3), after coordinating with the Minister of finance.

CHAPTER VI CLOSING PROVISIONS article 8 this Ministerial Regulation comes into force on the date of promulgation.
