REGULATION of the HEAD of STATE POLICE of the REPUBLIC of INDONESIA number 13 in 2012 ABOUT the ORDINANCE GRANTING LEAVE of ABSENCE and PERMISSION in the ENVIRONS of INDONESIAN NATIONAL POLICE with the GRACE of GOD ALMIGHTY HEAD of STATE POLICE of the REPUBLIC of INDONESIA, Considering: a. that the leave and permission is the right for civil servants at State police of the Republic of Indonesia after a certain period work as spiritual coaching effort or interest of the personnel concerned; b. that, in order to leave and permission for the implementation of the orderly, regular, convenient, and can be accounted for, the necessary existence of the rules as guidelines the granting of leave and permission in the environment of the Republic of Indonesia national police; c. that based on considerations as referred to in letter a and letter b, need to establish the Rule of the Republic of Indonesia National Police Chief about the Ordinances Granting leave of absence and Permission in the environment of the Republic of Indonesia national police; Remember: 1. Presidential regulation Number 52 in 2010 about the Organization and the work of State police of the Republic of Indonesia; Decide: Define: REGULATION Of The HEAD Of The INDONESIAN NATIONAL POLICE ABOUT The PROCEDURES Of GRANTING LEAVE Of ABSENCE And PERMISSION In The ENVIRONS Of INDONESIAN NATIONAL POLICE. CHAPTER I GENERAL PROVISIONS article 1 In this regulation, the definition of: 1. the State police of the Republic of Indonesia which further shortened the national police is a tool of the State in the field of the maintenance of security and good order of society, law enforcement, protection, shelter, and service to the community in the framework of the rights of security in the country. 2. Civil servants at the Police who then called Officers are members of the national police and the civil servant (PNS) Police. 3. The head of the Union of the Functions hereinafter abbreviated to Kasatfung is the leader of an organizational unit that carries out the activity in accordance with the basic tasks and functions. 7. CHAPTER II is considered part of the leave Type LEAVE article 4 types of leave in the environment Police as follows: a. Annual Leave; b. sick leave; www.djpp.depkumham.go.id 2012, no. 685 4 c. If within 7 (seven) days the Officer concerned was still painful, should be consulted with a doctor's certificate for advanced examination of the Police Hospital/General Hospital; and c. If within 30 (thirty) days the Employee is continuously concerned still sick and hospitalized, the competent authority issuing the decision of the sick leave certificate based on the treating physician. (2) the decision of the sick leave referred to in subsection (1) the letter c applies the longest 6 (six) months and can be renewed two times 6 (six) months. (3) If after 1 (one) year 6 (six) months stated have not been cured, sick leave can be extended for a period of 6 (six) months of the next, and can be extended every 6 (six) months up to the longest of three (3) years. (4) If after three (3) years stated have not been cured, implemented the health evaluation by health examiners team led by: a. Kapusdokkes, National Police Officers for the higher-ranking officers (starch); b. officers of the national police, to Kapusdokkes the Secondary Officer (Pamen) up to the national police Brigades and Police CIVIL SERVANTS who served in the National Police Headquarters; and c. Kabiddokkes, a Police Officer for the National Police Brigade until Pamen and CIVIL Police on duty at the cantonal units. (5) in case the results of the evaluation of the health states that are concerned have not been cured, can be proposed to be dismissed from the Police Department cordially. (6) the Format of decisions of sick leave are listed in Appendix "A" which is part an integral part of this regulation. (3) employees who carry out Furlough is not granted special allowances performance. Article 9 Leave religious worship as referred to in article 4 letter d consists of: a. Leave the Hajj; b. (2) an employee referred to in subsection (1) do not earn allowances performance during her period of maternity leave. Article 14 Leave outside the dependents of State referred to in article 4 of the letter f is given to Employees with the terms: a. for personal reasons which are extremely important and urgent, so that should leave the task of limited; b. working time have had at least 10 (ten) years continuously; and c. give birth to the 3 (three) and so on. (3) during the Sabbatical runs outside State dependants as mentioned on paragraph (2), the concerned Employees are exempt from the duties and responsibilities of the position, as well as the rights of other countries. (4) the leave of absence outside the dependents of State as stipulated in article 2 letter c, the longest given three (3) months. (5) during the Sabbatical runs outside State dependants as mentioned on paragraph (4), the Employee concerned is not exempt from the duties and responsibilities of the position, as well as the rights of other countries. (6) a period of leave of absence beyond a dependent State are not counted as work time Police. Article 16 (1) after the period of leave referred to in Article 2 letter a and letter b ends, the Employee concerned is obliged to report themselves, in writing, addressed to the Assistant. (2) if the Employee did not report themselves after the leave of absence referred to in subsection (1) expires, may be subject to disciplinary action or code of ethics of the profession of the national police. Article 17 (1) the leave of absence due to important reasons as referred to in article 4 of the letter g is given to Employees, in terms of: a. the husband/wife, son/daughter-in-law, stepmother/biological parents, mother-in-law or ill or died; b. as a suspect/defendant in a criminal matter for the purposes of checks on the level of investigation/penuntutan/trial; and c. make a marriage. (2) the leave of absence referred to in subsection (1) was given the longest 6 (six) days within 1 (one) year, and if more than 6 (six) days, excess time is deducted from the Annual Leave entitlement. The third part Gives an authorized officer on leave article 19 Leave gives the competent authority in the country as follows: a. the National Police Headquarter level: 1. Assistant, to the main Police Headquarters and official Kapolda; and 2. Kasatfung, for Starch Pamen police, police, police, Police Brigadier Pama, CIVIL SERVANTS and Police on duty at the respective functions of the unit; b. the level of Police: 1. Kapolda, for Wakapolda, Kombes Pol, Assistant Commissioner of police (AKBP) as the main officials of the Police, and Kapolres; and 2. Kasatfung, for National Police Brigade until AKBP, CIVIL SERVANTS and police, on duty at each function unit; c. Polres level: 1. Kapolres Pamen, to police, and the police, as evidenced by Pama; and 2. Wakapolres, for the national police Brigades and Police CIVIL SERVANTS in Polres Polsek and environment. Article 20 the competent authority giving Leave to foreign countries as follows: a., Assistant to the national police, and Starch Kombes Pol as the main officials of the National Police Headquarters; b. U.s. HUMAN RESOURCES Assistant to Kombes Pol to national police Brigades and CIVIL SERVANTS with Police; and c. the care Bureau Chief of personnel (Karowatpers) SSDM Special religious police, leave of absence for up to Brigadier AKBP police, CIVIL SERVANTS and Police. Part four requirements of Administration Furlough clause 21 Annual Leave administration Requirements include: www.djpp.depkumham.go.id 2012, no. 685 10 a. written plea is concerned to the Kasatfung known by Direct Superiors; b. assessment of the performance of Employees; and c. the recommendations of Direct Supervisor or the competent authority. Article 22 the annual leave of absence administration Requirements abroad include: a. a written petition from concerned to the National Police Headquarters/Kapolda Kasatfung; b. list of publications known by officials in establishing HR functions; c. photocopying Decree/decision of appointment first became a clerk; d. the statement from the National Police Headquarters/Kapolda Kasatfung to: 1. Assistant to the principal officials, the National Police Headquarters and police and Starch; 2. U.s. HUMAN RESOURCES Assistant, to the rank of Kombes Pol up to Brigadier, and police and CIVIL SERVANTS. Article 23 (1) of the administration of sick leave Requirements include: a. notification of concerned or their families; b. recommendations from National Police Headquarters-level Kasatfung/Kasatwil; and c. a sick certificate from a doctor. (2) for Employees who are sick more than 30 (thirty) days or will seek treatment abroad, in addition to requirements as referred to in paragraph (1), compulsory to attach the certificate of Kapusdokkes: a. the national police, to Employees at the level of the National Police Headquarters and the national police on the cantonal level of Starch; or b. Kabiddokkes Polda, to Employees at the cantonal level. Article 24 (1) special leave of absence administration Requirements include: a. a written petition from concerned; b. list of publications known by officials establishing the function of HUMAN RESOURCES on the Satfung/Satwil respectively; c. warrants assignment: 1. following the development of public education; 2. operations in conflict areas in the country; and 3. peace missions abroad. www.djpp.depkumham.go.id


2012, no. 685 11 (2) the requirements of the administration of leave to Employees who follow national sporting Championship/international and/or the centrality of training, including a written petition from the leadership of the Organization of the sport followed or national sports Committee of Indonesia sysop (KONI). Article 25 Leave administration of religious worship Requirements include: a. a letter of petition from the National Police Headquarters-level Kasatfung/Kapolda to: 1. Assistant to the national police, Starch, and Initializing Pol as the main officials of the National Police Headquarters; 2. HR Assistant, to U.s. Kombes Pol; and 3. HR Assistant u.s. Karowatpers SSDM u.p. police, for up to Police Brigadier AKBP and CIVIL Police; b. Letter from the concerned note by Employer Directly; c. photocopying Decree/decision of appointment first; and d. a photocopy proof of deposit ONH/Mecca/other religious charges. Article 26 the administrative requirements of the maternity leave includes: a. a written petition from concerned Immediate supervisor; b. doctor affidavits; and c. the proposed letter from the Employer directly to the Kasatfung/Kasatwil. Article 27 administrative Requirements on leave outside the dependents of State include: a. a written petition from concerned to the National Police Headquarters/Kapolda Kasatfung; b. a written proposal of Kasatfung/Kapolda to Assistant National Police Headquarters; c. list of life unnoticed by officials establishing the function of HUMAN RESOURCES; d. affidavits or the reason concerned filed a leave of absence beyond a dependent State; e. waiver willing back served on time; f. photocopying Decree/decision first became a clerk; g. photocopying Decree/decision of the title; www.djpp.depkumham.go.id 2012, no. 685 12 h. photocopying a letter assignment for her husband, who served overseas; and i. explanation letter for doctor who gave birth to a third son and so on. Article 28 Leave administration Requirements due to important reasons include the following: a. a written petition from concerned Immediate supervisor; b. notification of death, when the family died; c. doctor affidavits, when the biological parents/in-laws/husband/wife/child very sick; d. marriage licence, for those who will carry out the marriage; or e. a letter description/explanation as the suspect/accused persons in a criminal cases from law enforcement officers. The fifth part of the Ordinance Proposing Furlough Article 29 Ordinance proposing Annual Leave, sick leave, Special Leave, maternity leave and leave of absence due to important reasons as follows: a. the National Police Headquarter level: 1. The National Police Headquarters and main officials Kapolda: a) apply in writing to the Assistant; and b) after approval Assistant, HR Assistant Us through Karowatpers SSDM Police prepare to Leave a letter signed by the Kapolri or Wakapolri if the Assistant was unable to; 2. Starch instead of the main Police Headquarters, national police officials and Kombes Pol: a) apply in writing to the Kasatfung; and b) after obtaining the consent of the Kasatfung, the last of the HUMAN RESOURCE function official at Satfung each prepared a letter of Furlough to sign Kasatfung; 3. The National Police Brigade until AKBP and CIVIL Police: a) apply in writing to the Kasatfung through a direct Supervisor; www.djpp.depkumham.go.id 2012, no. 685 13 b) after obtaining the consent of the Kasatfung, the last of the HUMAN RESOURCE function official at Satfung each prepared a letter of Furlough to sign Kasatfung; and c) Kasatfung can delegate authority to the signing of a letter of Furlough to the existing one-level officials under him; b. the level of Police: 1. Wakapolda, main Kapolres and Police officials: a) to apply the leave in writing to Kapolda; and b) after obtaining the consent of the Board, HR Kapolda Police prepare to Leave letter signed Kapolda or Wakapolda when Kapolda misadventure; 2. The National Police Brigade until AKBP and CIVIL Police: a) to apply the leave in writing to Kasatfung; and b) after obtaining the consent of the Kasatfung, the last official function of the administrative personnel at each Satfung prepares a letter of Furlough to sign Kasatfung; c. Polres level: 1. Wakapolres, Pamen/Pama Polres and Evidenced: a) to apply the leave in writing to Kapolres; and b) after obtaining the consent of the Kapolres, the head of the Section Resources Polres prepare letter of leave was signed Kapolres or Wakapolres when Kapolres was unable to; 2. After obtaining approval from the Assistant, HR Assistant U.s. prepares a letter of leave signed Assistant; b. Starch police instead of the main Police Headquarters officials: 1. apply the leave in writing to the Assistant via Kasatfung; and 2. After obtaining approval from the Assistant, HR Assistant U.s. prepares a letter of Furlough to sign Wakapolri; c. Kombes Pol: 1. apply the leave in writing to U.s. HUMAN RESOURCES Assistant via Kasatfung/Kapolda; and 2. After obtaining the approval of the US Assistant, HR Karowatpers SSDM Police prepared a letter of leave was signed U.s. HUMAN RESOURCES Assistant; d. AKBP until Police Brigades and Police CIVIL SERVANTS: 1. apply the leave in writing to U.s. HUMAN RESOURCES Assistant via Karowatpers SSDM Police; and 2. After obtaining the consent of the Karowatpers police, head of the SSDM Servicing Rights prepared a letter of leave was signed Karowatpers SSDM Police. (2) the application for Leave referred to in subsection (1) is lodged at the latest 30 (thirty) days prior to the implementation of a Furlough. Article 32 (1) of the Ordinance proposing on leave dependent countries outside as follows: a. apply the leave in writing to the Assistant via Kasatfung/Kapolda, with copy of the U.S. HUMAN RESOURCES Assistant; b. Article 33 (1) of the Ordinance proposing the annual leave of absence abroad as follows: a. main Headquarters and Police Officials Kapolda: 1. apply the leave in writing to the Assistant; and 2. After obtaining approval from the Assistant, HR Assistant U.s. prepares a letter of leave signed Assistant; b. Starch police instead of the main Police Headquarters officials: 1. apply the leave in writing to the Assistant via Kasatfung; 2. after the approval of the Assistant, HR Assistant U.s. prepares a letter of Furlough to sign Wakapolri; c. Kombes Pol to national police Brigades and CIVIL SERVANTS with Police: 1. apply the leave in writing to U.s. HUMAN RESOURCES Assistant via Kasatfung/Kapolda; and 2. After obtaining the approval of the US Assistant, HR Karowatpers SSDM Police prepared a letter of leave was signed U.s. HUMAN RESOURCES Assistant. (2) a written Application referred to in subsection (1) is lodged at the latest 30 (thirty) days prior to the implementation of a Furlough. Article 34 (1) the leave application Format listed in the Appendix "B" which is part an integral part of this regulation. (2) Permission in the country referred to in paragraph (1) was given the longest of three (3) days. The second part of permission to foreign countries of article 36 (1) Permission to be given to foreign Officers to: a. the invitation to attend the seminars, workshops, study, or academic activities at the expense of dinas, own/sponsors; b. medical treatment; c. drop off/pick up a sick person; d. take/took the corpse; and e. a personal interest. (2) Permission to foreign countries as referred to in paragraph (1) was given the longest 6 (six) days. The third part the competent authority Gives a permit Article 37 the competent authority gives a permit within the country as follows: a. the National Police Headquarter level: 1. Assistant, to the main Police Headquarters and Official Kapolda; and 2. Kasatfung, for Starch Pamen police, police, police, Police Brigadier Pama, CIVIL SERVANTS and Police on duty at the respective functions of the unit; www.djpp.depkumham.go.id

Kasatfung, for National Police Brigade until AKBP, CIVIL SERVANTS and police, on duty at each function unit. c. Polres level: 1. Kapolres Pamen, to police, and the police, as evidenced by Pama; and 2. Wakapolres, for the national police Brigades and Police CIVIL SERVANTS in Polres Polsek and environment. Article 38 officer authorized to grant permission to foreign countries as follows: a., Assistant to the national police, and Starch Kombes Pol as the main officials of the National Police Headquarters; and b. Wakapolda, main Kapolres and Police officials: a) apply for permission in writing to Kapolda; and b) after obtaining the consent of the Board, HR Kapolda Polda preparing licences for signed Kapolda or Wakapolda when Kapolda misadventure; 2. The National Police Brigade until AKBP and CIVIL Police: a) apply for permission in writing to Kasatfung; and b) after obtaining the consent of the Kasatfung, the last official function of the administrative personnel at each Satfung prepares a letter of Permission to sign Kasatfung; c. Polres level: 1.
