Back NEWS REPUBLIC of INDONESIA No. 467, 2012 REGULATION of the MINISTER of EDUCATION and CULTURE of the REPUBLIC of INDONESIA NUMBER 27 in 2012 ABOUT AID to UNITS of EARLY CHILDHOOD EDUCATION, NON-FORMAL, and CIVIC INSTITUTIONS in the FIELD of EARLY CHILDHOOD EDUCATION, NON-FORMAL EDUCATION, and INFORMAL EDUCATION with the GRACE of GOD ALMIGHTY the MINISTER of EDUCATION and CULTURE of the REPUBLIC of INDONESIA, Considering: a. that to boost the expansion of and equitable access , an increase in the quality, relevance, and governance of service, the need to provide assistance to units of early childhood education, non-formal, and Civic Institutions in the field of early childhood education, non-formal Education, and Informal education;
b. that based on considerations as referred to in letter a, the need to set a regulation of the Minister of education and culture concerning assistance to units of early childhood education, non-formal, and Civic Institutions in the field of early childhood education, non-formal Education, and Informal education;
Remember: 1. Act No. 20 of 2003 on the national education system (State Gazette of the Republic of Indonesia Number 78 in 2003, an additional Sheet of the Republic of Indonesia Number 4301);
2. Act No. 17 of 2003 about State Finances (State Gazette of the Republic of Indonesia Number 47 in 2003, an additional Sheet of the Republic of Indonesia Number 4286);
3. Government Regulation Number 90 in 2010 about the preparation of the work plan and budget ministries/institutions (State Gazette of the Republic of Indonesia Number 152 of 2010, an additional Lemabaran of the Republic of Indonesia Number 5178);
4. Presidential Decree Number 42 of 2002 on the implementation of the budget of the State Expenditures and Revenues as amended last presidential regulation Number 53 in 2010 about the second amendment Above Presidential Decree Number 42 2022 on Guidelines Implementation Budget of revenue and Expenditure of the State;
5. Presidential regulation Number 47 in 2009 on the establishment of Ministries and organizations as it has several times changed the last presidential regulation Number 91 in 2011 about the third Change of top presidential regulation Number 47 in 2009 about the formation and organization of the Ministries;
6. Presidential Decree Number 83/P in 2009 regarding the formation of a United Indonesia Cabinet II as amended by presidential decree number 59/P in 2011;
Decide: define: REGULATION of the MINISTER of EDUCATION and CULTURE CONCERNING ASSISTANCE to UNITS of EARLY CHILDHOOD EDUCATION, NON-FORMAL, and CIVIC INSTITUTIONS in the FIELD of EARLY CHILDHOOD EDUCATION, NON-FORMAL EDUCATION, and INFORMAL EDUCATION.
CHAPTER I GENERAL PROVISIONS article 1 In this ministerial regulation is: 1. the Minister is the Minister of education and culture.
2. The Director General is the Director General of early childhood education, non-formal, and Informal.
3. Local Government is provincial governments and district/city governments.
Article 2 grant of assistance aimed at improving expansion of and equitable access, improved quality, relevance, and governance of service education unit.

Article 3 (1) the type of assistance consists of: a. capital assistance;

b. relief goods; and c. social assistance. (2) Assistance may be provided in the form of goods and/or money.

Article 4 Assistance can be given to: a. the unit early childhood education formal lines;

b. early childhood education unit line colloquial;

c. institutions courses and training institutions;

d. activity center learning community;

e. study groups;

f. other such non-formal education unit;
g. institutions viable field of early childhood education and non-formal education; and h. technical implementers of local government unit which organizes the formal education, non-formal, and informal education with the units used interchangeably.
CHAPTER II REQUIREMENTS article 5 Requirement to obtain a formal education units help the least are as follows: a. has the permission of the establishment of the competent authority;

b. have a clear domicile;

c. have a bank account in the name of the institution;

d. has a number of principal taxpayers on behalf of the institution; and e. able to guarantee his assistance in accordance with the provisions of the legislation.
Article 6 non-formal education unit Requirements for obtaining assistance at least are as follows: a. has the permission of the establishment of the competent authority;

b. have a clear domicile;

c. have a bank account in the name of the institution;

d. has a number of principal taxpayers on behalf of the institution;
e. have a recommendation from the head of the provincial education Office/district/city or the designated officer;
f. have the deed of establishment of legal entities that have got an endorsement from the Ministry of Justice and human rights for non-formal education unit incorporated law; and g. have a population sign cards for non-formal education units organized by individual people.
Article 7 terms of civic institutions in the field of early childhood education and non-formal education can obtain help at least is as follows: a. have organizers who shaped the Organization;

b. with permission of establishment of an authorized officer;

c. have statutes and bylaws;
d. have access as well as the facilities and infrastructure that are reserved for citizens of Indonesia; e. Select work programmes; and f. the Organizer is able to account for aid in accordance with the provisions of the legislation.
Article 8 Implementing Technical Requirements local governments that can get help at least are as follows: a. has a letter of determination of the organizational structure and the work of implementing the technical unit of local government;
b. the same year do not receive assistance from other agencies for programs and objectives;
c. have a teachers ' study or educators with expertise in accordance with the program which is organized;
d. has a bank account and tax payer number on behalf of institutions/technical implementing unit of local government.
CHAPTER III the MECHANISM of AWARDING of article 9 (1) organizers, civic institution or education unit in the field of early childhood education and non-formal education to convey the proposal requests for help addressed to Minister of u.p. Director General.
(2) the Proposal referred to in paragraph (1) contains at least the following: a. background;

b. destination;

c. plan of activities;

d. budget that shows the necessary funds;

e. obstacles and problems;

f. conclusion; and g. the cover.
(2) the Proposal Solicitation assistance for formal education was signed by the head of the education unit known by the leaders of the education unit of the Organizer.
(3) the Proposal requests for help to non-formal education was signed by the head of unit of education and specifically for the courses and training institutions should be known by the organizers of the institution of a course or training institutions.
(4) the Proposal Solicitation assistance to civic institutions in the field of early childhood education and non-formal education was signed by the Chairman and Secretary of the organization.
(5) the Proposal Solicitation assistance for implementing the technical unit of local Government was signed by the head of the unit of local government technical implementers.
Article 10 (1) the assessment of the proposal against the eligibility of requests for help to the unit of education and civic institutions in the field of early childhood education and non-formal education is carried out by the Director General or a designated official.
(2) the magnitude of the assistance given to the units of both formal or non-formal education referred to in subsection (1) is adjusted with a list of the available budget implementation field.
(3) based on the results of the feasibility assessment referred to in subsection (1), the Director General of the designated officials or publish decisions granting aid.
CHAPTER VI LIABILITY article 11 recipient is obligated to: a. use the assistance in accordance with the plan of use listed in the proposal;
b. report of the use of aid to the Minister or the Director General of the u.p. designated officials; and c. restoring assistance if funds are not used in accordance with the terms of the granting of assistance through the Office of the State Treasury.
CHAPTER VII CONTROL and SUPERVISION article 12 (1) the Director General or officer appointed in accordance with the authority to carry out monitoring and evaluation in order to perform the control of the granting of assistance for unit of education and civic institutions in the field of early childhood education and non-formal education.
(2) the Inspector General carry out supervision of the use of assistance either at regular intervals or at any time.
(3) the results of the surveillance referred to in paragraph (2) reported to the Minister with copies of the Director General.
CHAPTER VIII chapter 13 DISMISSAL of the Minister or the Director General can do to help stop the unit of education and civic education and institutions of culture referred to in article 4 of unknown domisilinya, closed, dissolved, or not in accordance with the proposal.

CHAPTER IX COVER Article 14 technical instructions concerning the requirements and the mechanisms of granting of the aid referred to in article 5, article 6, article 7, article 8, article 9, and article 10 designated by the Director General on behalf of the Minister.

Article 15 with the enactment of this regulation of the Minister of National Education Minister Regulation number 7 in 2009 on the granting of aid to non-formal and Informal education institutions was revoked and declared inapplicable.

Article 16 this Ministerial Regulation entered into force on 2 January 2012.
