INDONESIAN REPUBLIC OF INDONESIA EDUCATION AND CULTURE MINISTER REGULATION
No. 27 YEAR 2012
ABOUT
ASSISTANCE TO EARLY, NONFORMAL, AND SOCIETAL INSTITUTIONS EDUCATION UNITS
IN THE FIELD OF EARLY CHILD EDUCATION, NONFORMAL EDUCATION, AND INFORMAL EDUCATION

WITH THE GRACE OF THE ALMIGHTY GOD

MINISTER FOR EDUCATION AND CULTURE OF THE REPUBLIC OF INDONESIA,

Weigh: a. that to increase the expansion and alignment of access, quality improvement, relevance, and service governance, need to provide assistance to the Dini, Nonformal, and Nonformal Child Education Unit in the education area of the Dini Age Children's Education, Non-formal education, and Informal Education;
B. that based on consideration as intended in the letter a, it is necessary to establish the Minister of Education and Culture Regulation on the Assistance to the Educational Unit of the Dini Age, Nonformal, and the Institute of Corrections in the Education of the Age of Age Early, Nonformal Education, and Informal Education;

Remembering: 1. Act No. 20 of 2003 on National Education System (State Sheet of Indonesia Year 2003 Number 78, Additional Gazette Republic of Indonesia Number 4301);
2. Act Number 17 Year 2003 on State Finance (Sheet State Republic Of Indonesia In 2003 Number 47, Additional Sheet Of State Republic Of Indonesia Number 4286);
3. Government Regulation No. 90 Year 2010 on Drafting The Work Plan and the Ministry Budget/Institute (State Gazette Indonesia Year 2010 Number 152, Additional Lemabaran Negara Republik Indonesia Number 5178);
4. Presidential Decree Number 42 Year 2002 on the Implementation of the State Budget and Shopping Budget as amended last with the Presidential Regulation No. 53 of 2010 on the Second Amendment to Presidential Decree Number 42 Year 2022 about the State of the Business and the State Shopping Guidelines;
5. Presidential Regulation No. 47 of 2009 on the Establishment and Organization of the Ministry of State as amended last by the Presidential Regulation Number 91 of 2011 on the Third Amendment to the Presidential Regulation No. 47 Year 2009 on the Establishment and Organization of the Ministry of State;
6. Presidential Decree No. 84 /P Year 2009 regarding the Establishment of the United Indonesia Cabinet II as amended by Presidential Decree Number 59 /P Year 2011;

DECIDED:

SET: EDUCATION AND CULTURE MINISTER REGULATION ON AID TO EARLY-AGE, NONFORMAL, AND COMMUNITY EDUCATION UNITS IN THE FIELD OF EARLY CHILD EDUCATION, NONFORMAL EDUCATION, AND INFORMAL EDUCATION.

BAB I
UMUM PROVISIONS

Section 1
In Regulation of the Minister this is referred to:
1. Minister is the Minister of Education and Culture.
2. The Director General is Director General of Education of the Dini, Nonformal, and Informal Education.
3. The Local Government is the provincial government and the county/city government.

Section 2
The granting of assistance aims to enhance the expansion and alignment of access, quality improvement, relevance, and governance of the education unit services.

Section 3
(1) The help type consists of:
a. capital assistance;
B. help items; and
c. Social assistance.
(2) The assistance may be provided in the form of goods and/or money.

Section 4
Help can be provided to:
a. the child education unit of the early age of the line;
B. Child education unit early nonformal path;
c. institute of courses and training institutes;
D. community learning activities;
e. study group;
f. other same-sex nonformal education units;
G. The society of early childhood education and non-formal education; and
h. The technical executor unit of the local government, which organizes formal, nonformal, and informal education in cooperation with the education unit.

BAB II
REQUIREMENTS

Section 5
The requirement of a formal education unit to obtain the least assistance is as follows:
a. have the establishment permission of the authorized officer;
B. have a clear domicile;
c. have a bank account on behalf of the institution;
D. have a tax mandatory principal number on behalf of the institution; and
e. be able to account for assistance in accordance with the provisions of the laws.

Section 6
The requirement of a nonformal education unit to obtain the least assistance is as follows:
a. have the establishment permission of the authorized officer;
B. have a clear domicile;
c. have a bank account on behalf of the institution;
D. have a tax mandatory principal number on behalf of the institution;
e. have a recommendation from the head of a provincial education service/or a city or a designated official;
f. have a deed of establishment of a legal entity already receiving the passage of the Ministry of Law and Human Rights for the legal nonformal education unit; and
G. have a resident tag card for a non-formal education unit hosted by a person.

Section 7
The requirements of community education in the field of early child education and nonformal education that can obtain the least assistance are as follows:
a. has an organization-shaped organizer;
B. have the establishment permission of the authorized officer;
c. have a basic budget and household budget;
D. have access and the means and infrastructure that are reserved for Indonesian citizens;
e. selecting a work program; and
f. The organizer will be able to account for assistance in accordance with the provisions of the laws.

Section 8
The requirements of the regional government technical executable units that can obtain the least assistance are as follows:
a. have an organizational structure and organizational structure assignment letter of the local government's technical executive unit;
B. the same year does not receive assistance from other agencies for the program and the same target;
c. have either a study or an educator's workforce with a field of expertise in accordance with the program that is organized;
D. have a bank account and a mandatory principal number of taxes on behalf of the institution/technical executor unit of the local government.

BAB III
THE GIVING MECHANISM

Section 9
(1) Organizing, unit of education or civil society in the field of child education early age and nonformal education convees a proposal of a request for assistance addressed to the Minister u.p. Director General.
(2) Proposals as referred to in paragraph (1) at least contain the following:
a. background;
B. destination;
c. activities plan;
D. budget which shows the necessary funds;
e. barriers and problems;
f. conclusions; and
G. Cover.
(2) A request for assistance for a formal education is signed by the head of the education unit known to the leaders of the organizing unit of education.
(3) A request for assistance for a nonformal education is signed by the head of the education unit and special for the course institution and the training institute must be known by the leaders of the course of the course institute or the training institute.
(4) A proposal of a plea for assistance for a correctional institution in the field of early child education and a nonformal education is signed by the chairman and the secretary of the organization.
(5) A request for assistance for an area government 's technical executor unit signed by the head of the local government' s technical managing unit.

Section 10
(1) Assessment of proposals against the viability of the application of assistance for educational units and correctional institutions in the field of early child education and nonformal education are carried out by the Director General or the appointed officials.
(2) The assistance provided to the formal or non-formal educational unit as referred to in paragraph (1) is adjusted to the available list of budget implementation fillings.
(3) Based on the results of the eligibility assessment as referred to in the paragraph (1), the Director General or the appointed official published a grant of assistance.

BAB VI
Obligations

Section 11
Mandatory help recipients:
a. use assistance pursuant to the use plan listed in the proposal;
B. submit a report of the use of assistance to the Minister u.p. Director General or an appointed official; and
c. Return of the IBM Cloud Service, or any additional terms provided by IBM.

BAB VII
CONTROL AND SUPERVISION

Section 12
(1) The Director General or the designated officer in accordance with the authority of carrying out monitoring and evaluation in order to perform the control of aid for education units and the correctional institutions in the field of education of early childhood And a nonformal education.
(2) The Inspector General carries out the supervision of the use of assistance both periodically and at any time.
(3) The results of the supervision as referred to in paragraph (2) are reported to the Minister with the busan Director General.

BAB VIII
THE DISMISSAL

Section 13
The Minister or the Director-General can make a relief stop to the educational and cultural unit of education and culture as referred to in Article 4 of which the domiciled, which is unknown, is closed, dissolved, or does not match the proposal.

BAB IX
CLOSING

Section 14
Technical instructions on the requirements and mechanisms of assistance for assistance as are referred to in Section 5, Section 6, Section 7, Section 8, Section 9, and Section 10 are specified by the Director General on behalf of the Minister.

Section 15
With the enactment of the Ordinance of this Minister Regulation the National Education Minister Number 7 of 2009 on the Giving of Assistance to the Nonformal and Informal Education Instituations revoked and declared to be not valid.

Section 16
The Minister ' s rules came into force on January 2, 2012.
