ABOUT
POSITION AND TASK
DEPUTY DEFENSE MINISTER
BY THE GRACE OF THE ALMIGHTY GOD
DEFENSE MINISTER OF THE REPUBLIC OF INDONESIA,
Weigh: a. that the Regulation of the Minister of Defense Number 12 of 2012 on the Occupation and Duty of the Deputy Minister of Defense, is no longer in compliance with the Presidential Regulation No. 60 of 2012 regarding the Deputy Minister, so that it needs to be replaced;
B. that based on consideration as referred to in the letter a, it needs to establish the Defense Minister ' s Regulation on the Occupation and Duty of the Deputy Defense Minister;
Given: 1. Law No. 39 of 2008 on the Ministry of State (State of the Republic of Indonesia 2008 No. 166, Additional leaf of the Republic of Indonesia Indonesia Number 4916);
2. Presidential Regulation No. 47 of 2009 on the Establishment and Organization of the Ministry of State as amended in the last few times with the Presidential Regulation Number 91 of 2011 on the Third Amendment to the Presidential Regulation No. 47 Year 2009 on the Establishment of the Organization of the Ministry of State (State of the Republic of Indonesia in 2011 Number 141);
3. Presidential Regulation No. 24 of 2010 on Occupation, Duty, And Functions of the Ministry of State and Functions of the Organization, Duty, And Functions of the Eselon I as have been amended several times with Presidential Regulation No. 92 of 2011 on The Second Changes To The Presidential Regulation Number 24 Of 2010 On Occupation, Duty, And Functions Of The Ministry Of State And The Functions Of The Organization, Duty, And Functions Of The Ministry Of State (sheet Of State Of The Republic Of Indonesia In 2011, Number 142);
4. Presidential Regulation No. 60 of 2012 on the Vice Minister (State Sheet of the Republic of Indonesia of 2012 Number 129);
DECIDED:
establish: DEFENSE MINISTER ' S RULES ON THE POSITION AND DUTIES OF THE DEPUTY MINISTER OF DEFENSE.
Article 1
The Deputy Secretary of Defense is under and is responsible to the Secretary of Defense.
Article 2
(1) The Deputy Minister of Defense has the task of assisting the Minister of Defense in the lead the implementation of the Ministry of Defence duties
(2) The scope of the Department of Defence's field of duty as referred to in paragraph (1) includes:
a. assist the Minister of Defense in the formulation and/or implementation of the Defense Ministry policy; and
B. assist the Minister of Defense in coordinating the achievement of the strategic policy of the organization Eselon I organizations in the Ministry of Defence environment.
Article 3
The details of the Deputy Defense Minister ' s duties as referred to in Article 2 include:
a. assist the Minister of Defence in the Defense Ministry ' s decision process;
B. assist the Minister of Defence in implementing a work program and performance contract;
c. provide recommendations and consideration to the Minister of Defense relating to the execution of the duties and functions of the Ministry of Defence;
D. helping the Minister of Defense develop an appropriate defense policy to deal with the threat to sovereignty and state integrity;
e. together with the TNI helping the Defence Minister design and execute the construction of the power and modernization of Alutsista;
f. helping the Defence Minister carry out the revitalization of the defense industry and the strategic industry;
G. help the Minister of Defense perform harmonization between policy, planning and budgeting, implementation of activities and procurement and related laws in the defense of the country in order to be accomplished. Effective, efficient, and accountable.
h. carrying out control and monitoring of the execution of the Ministry of Defence duties and functions;
i. assist the Minister of Defence in the assessment and designation of charging in the Ministry of Defence environment;
J. carrying out bureaucratic reform control in the Ministry of Defence environment;
No, represent the Secretary of Defense at a particular event and/or lead the meeting in accordance with the assignment of the Minister of Defense;
I. carrying out another task given by the Secretary of Defense; and
M. In certain respects, the Deputy Secretary of Defense carries out a special task given directly by the President or through the Secretary of Defense.
Section 4
(1) The Deputy Secretary of Defense is appointed and dismissed by the President.
(2) The term of the longest serving of the Deputy Minister of Defense is equal to the term of office or ends together with the end of the term of the President in question.
Section 5
(1) The financial rights and other facilities for the Deputy Minister of Defense are granted under financial rights and other facilities for the Minister of Defense and above the structural office of Eselon I.a.
(2) The provisions of the magnitude of the financial rights and other facilities as referred to in paragraph (1) in accordance with the Regulation of the Minister of Finance.
Section 6
The Deputy Secretary of Defense can be from the civil servant or not a civil servant.
Section 7
(1) The Deputy Minister of Defense who is from the Civil Servant is dismissed and/or temporarily dismissed from his organics office during his time as Deputy Minister of Defense without losing his status as a civil servant.
(2) Civil Servants who are dismissed or have ended their term as Deputy Secretary of Defense and have not yet reached the pension age limit may be reactivated in an organic office in accordance with the laws.
(3) Civil Servants Who Are Appointed As Deputy Minister Of Defense are dismissed with respect as a civil servant if it has reached the pension age limit and are granted the rights of its employees in accordance with regulatory provisions. It's
Section 8
The Deputy Secretary of Defense if it stops or has ended his term is not granted a pension right and/or severance as Deputy Secretary of Defense.
Section 9
(1) In carrying out its duties the Deputy Defense Minister is administratively supported by the General Secretariat.
(2) In carrying out his duties the Deputy Defense Minister is technically supported by the Directorate General, Inspectorate General, Agency and Center in the Ministry of Defence environment.
Article 10
(1) In carrying out the administrative grant of support the Deputy Minister of Defence is assisted by the unit carrying out the task of the highest level of enterprise field of the Eselon III.a level.
(2) In the conduct of technical support the Deputy Minister of Defense assisted in a functional power assigned specifically according to the need.
(3) Functional power as referred to in paragraph (2), is administratively a functional power under the acting unit and/or support unit of the Ministry of Defence.
Section 11
The Deputy Secretary of Defense is obliged to coordinate with the Secretary of Defense for:
a. establish alignment with the Defense Minister ' s policies;
B. follow and adhere to the Defence Minister ' s instructions; and
c. deliver a report of the results of his duties to the Minister of Defense.
Article 12
(1) The Deputy Secretary of Defense in carrying out its duties applies the principle of coordination, integration and synchronization with the Eselon I Officials in the Ministry of Defence environment.
(2) In carrying out coordination tasks, the Deputy Minister of Defense is authorized to hold a coordination meeting with officials in the Ministry of Defence environment.
Section 13
By the enactment of the Regulation of the Minister of Defense, then Regulation Minister of Defense Number 12 of 2012 on the Occupation and Duty of the Vice-Minister of Defence (News of the State of the Republic of Indonesia 2012 Number 366), revoked and declared no Valid.
Section 14
The Regulation of the Minister comes into effect on the date of the promulctest.
