the B/Wustha Package Program and the Package C Program have a diploma from an educational unit that is a lower level with a minimum age of 3 (three) years of education or a minimum of two (two) years a lesson for the non-member of the non-current UNPK participant who is a member of the Program. 25 (twenty-five) years or more by proven the average UN educational average of at least 7.00;
D. for the Package C Program derived from Kulliyatul/Tarbiyatul Mu'allimin has a complete study report which proves that concerned has completed the education program for 3 (three) years in the unit of education;
e. the exception to the paragraph (2) item c may be given to the learnparticipant who demonstrates the privileged ability as evidenced by the academic ability of the educator and Intelligence Quotient(IQ) 130 (one hundred thirty) to the stated by a college that has an accredited psychology program or other institution approved by BSNP;
f. for UNPK participants abroad must be enrolled in a nonformal educational unit through the coordination of the Education Atase on the KBRI and/or the local Consulate General.
(3) In that case in a country there is no Education Attache as referred to in paragraph (2) the letter f, the coordination of UNPK participants abroad is carried out by the associated Directorate on the Ministry of Education and Culture that is next set in POS UNPK.
(4) UNPK participant requirements for learers who move paths from formal education to nonformal education:
a. enrolled in a nonformal education unit;
B. have a formal education national exam card participant and a caption letter does not pass or the evidence has completed the entire learning program in formal education;
c. specially for participants who will follow the Vocational C Package must already pass the national exam of the vocational competence.
Section 4
(1) The UNPK is exercised twice in one year.
(2) The UNPK as referred to in paragraph (1) for the first period was implemented in July and the second period took place in October.
(3) The UNPK ' s schedule of execution is set in the POS set by the BSNP.
Section 5
The UNPK grid is compiled based on the Basic Competency and Competency for the A/Ula Package Program, B/Wustha Package Program, Package C Program, and the Vocational C Package Program set by the BSNP.
Section 6
(1) The matter of UNPK is composed and assembled based on the UNPK grid.
(2) About the UNPK as referred to in paragraph (1) developed, managed, and redeemed by the Center for Education Assessment (Puspendik) of the Ministry of Education and Development of the Ministry of Education and Culture under the coordination and supervision of the BSNP.
(3) About the UNPK is set by the BSNP.
Section 7
(1) The UNPK is organised by the BSNP whose implementation is in cooperation with related agencies in the Government environment, the Provincial Government, the District/City Government, and the Subdistrict.
(2) The cooperation as referred to in paragraph (1) is set further in the UNPK POS.
Section 8
The duties and responsibilities of the Organizing of the Central and Regional UNPK Organizers are set in the UNPK POS.
Section 9
(1) The graduation of educated participants from the UNPK is determined based on the Final Value (NA).
(2) The NA as referred to in paragraph (1) is obtained from the combined value between the average value of the learnable report (NRLHB) on the nonformal education unit of equality of the subject matter and the UNPK Value, with a 40% disarmament (forty percent) for NRLHB and 60% (sixty percent) for the UNPK Value.
(3) The educated participant is declared to pass the UNPK if the average value of all NA as referred to in verse (2) reaches the lowest of 5.5 (five comma five) and NA each subject is lowest in 4.0 (four zero comma).
Section 10
The cost of hosting the UNPK is the responsibility of the Government and the Local Government.
Section 11
(1) The individual, group, and/or agency involved in the implementation of the UNPK must maintain the integrity, confidentiality, security, and agility of the implementation of the UNPK.
(2) The individual, group, and/or agency committing violations or irregularations in the implementation of the UNPK are subject to sanction in accordance with the provisions of the laws.
(3) The educated participants who were shown to be cheating in working on the UNPK were declared not to pass.
Section 12
Other things relating to the technical implementation of the UNPK are further set up in the UNPK POS set by the BSNP.
Section 13
The Minister ' s rules are beginning to apply at the set date.
