Back NEWS REPUBLIC of INDONESIA No. 565, 2012 REGULATION of the MINISTER of EDUCATION and CULTURE of the REPUBLIC of INDONESIA NUMBER 35 in 2012 ABOUT ORGANIZING the NATIONAL EXAM EDUCATION EQUALITY with the GRACE of GOD ALMIGHTY the MINISTER of EDUCATION and CULTURE of the REPUBLIC of INDONESIA, Considering: that in the framework of the implementation of article 67 paragraph (3) and article 94 of the letter e Government Regulation number 19 in 2005 about National Education Standards, the need to set a regulation of the Minister of education and culture of the national exam Education Equality;

Decide: define: REGULATION of the MINISTER of EDUCATION and CULTURE of the NATIONAL EDUCATION EXAMINATION ABOUT equality.
Article 1 In regulation of the Minister, that is: 1. non-formal Education is education equality which organizes the educational equivalent of the SD/MI, SMP/MTs, SMA/MA, and CMS includes package A/B Pack/Ula, Wustha, package C, and the C Package Vocational;
2. Kulliyatul/Tarbiyatul Mu'allimin is a hierarchy of secondary education in boarding schools that are the equivalent of a JUNIOR HIGH/HIGH SCHOOL which is the equal of a four year study period/six years;
3. National Exam Education Equality, hereinafter called UNPK, is an activity measurement and assessment of competence of learners Program Package A/Ula, Package B/Wustha, Package C, and the C Package Program undertaken by the Government Vocational nationally;

Article 2 of the subjects examined in UNPK include: a. Package A/Ula include civic education, Indonesian Language, mathematics, natural sciences (IPA), and Social Sciences (IPS);
b. Package B/Wustha include civic education, Indonesian Language, language of the United Kingdom, mathematics, natural sciences (IPA), and Social Sciences (IPS);
c. Package C-IPA include civic education, Indonesian Language, language of the United Kingdom, mathematics, biology, physics, and chemistry;
d. Package C-IPS include civic education, Indonesian Language, language of the United Kingdom, mathematics, economics, geography, and sociology;
e. Package C includes Vocational Education to citizenship, Indonesian Language, language of the United Kingdom, mathematics, competence and expertise.
Article 3 (1) UNPK may be accompanied by: a. A Package Program learners/Ula, Package B/Wustha, Package C, and Package C of non formal education and vocational;
b. students who moved the line from formal education non-formal education. (2) the requirements of participants UNPK of units of non-formal education are: a. non-formal education units are registered;
b. have the full report the assessment results of the study on non-formal education unit;
c. for Package B/Wustha and Package C has a diploma unit lower-level education with a minimum age of diploma three (3) years of lessons or age minimum diploma 2 (two) years of lessons for UNPK participants aged 25 (twenty-five) years or more with the proven value of average minimum prior education level UN 7.00;
d. for Package C derived from Kulliyatul/Tarbiyatul Mu'allimin has a full study results the report proves that the concerned have completed educational programs during the three (3) years in the education unit;
e. exceptions to paragraph (2) grains c can be given to students who demonstrate exceptional ability as evidenced by academic ability of educators and the Intelligence Quotient (IQ) 130 (one hundred thirty) to top stated by College has accredited psychology courses or other agencies approved BSNP;
f. to UNPK abroad participants must be registered in an educational unit through the coordination of non-formal education on the military attaché of the EMBASSY and/or local Consulate General.

b. have a card of the participant signs the national formal education and examinations affidavits did not pass or proof of having completed the entire program of learning in formal education;
c. specially for participants who will follow the C Package must have passed the examination of vocational national vocational competence.
Article 4 (1) UNPK held twice in a year.
(2) UNPK as referred to in subsection (1) for the first period is carried out in July and the second period carried out in October. (3) the schedule of implementation of UNPK is set in the post specified by BSNP.

Article 5 the lattice UNPK arranged by a standard of competence and competencies basic to Package A/Ula, Package B/Wustha, Package C, and Package C Vocational set by BSNP.

Article 6 (1) Reserved UNPK compiled and assembled based on lattice UNPK.
(2) a matter of UNPK as mentioned in subsection (1) are developed, administered, and analyzed by the Center for Educational Assessment (Puspendik) research and Development Agency of the Ministry of education and culture under the coordination and supervision of BSNP. (3) a matter of UNPK set by BSNP.

Article 7 (1) UNPK held by BSNP which cooperate with the relevant agencies in the Government environment, the provincial government, County Government/cities, and districts.
(2) the cooperation referred to in paragraph (1) are governed further in the POST UNPK.
Article 8 duties and responsibilities of the Organizer UNPK Center and regional Level is set in the post UNPK.

Article 9 (1) Graduation students of the final Value is determined based on UNPK (NA).
(2) NA as mentioned on paragraph (1) is obtained from the combination of the value of the average value of a learning outcome report (NRLHB) on non-formal education equality unit from the subjects diujinasionalkan and UNPK Values, with a weighting of 40% (forty percent) to NRLHB and 60% (sixty percent) for a value of UNPK.

(3) the students declared pass UNPK when the average value of all NA as referred to in paragraph (2) to reach the least 5.5 (five comma five) and NA each subject least 4.0 (four zero comma).
Article 10 Costs of organizing UNPK the responsibility of the Government and the local government.

Article 11 (1) Individuals, groups, and/or institutions involved in the implementation of UNPK to safeguarding honesty, confidentiality, security, and smooth execution of UNPK.
(2) Individuals, groups, and/or agencies that conduct violations or irregularities in the implementation of UNPK be penalized in accordance with the provisions of the legislation.
(3) students who are proven to be cheating in matter of UNPK stated do not pass.
Article 12 other matters related to the technical implementation of UNPK is set further in the POST UNPK set by BSNP.

Article 13 this Ministerial Regulation comes into force on the date specified.

In order to make everyone aware of it, ordered the enactment of the regulation of the Minister of education and culture with its placement in the news of the Republic of Indonesia.
