THE RULES OF THE REPUBLIC OF INDONESIA ' S INTERIOR MINISTER

ABOUT
COMMUNITY EMPOWERMENT HALL ORGANIZATION AND GOVERNANCE
AND VILLAGES IN YOGYAKARTA AND LAMPUNG
BY THE GRACE OF THE ALMIGHTY GOD
THE INTERIOR MINISTER OF THE REPUBLIC OF INDONESIA,
Weighing: that in order to implement the provisions of Article 1394 of the Regulation of the Minister of the Republic of Indonesia No. 41 of 2010 on the Organization and the Working Order of the Ministry of Internal Affairs, it needs to establish the Regulation of the Interior Minister Country about the Organization and the Working Services of the Society and Village in Yogyakarta and Lampung;
Given: 1. Law No. 32 Year 2004 on Local Government (Indonesian Republic of Indonesia 2004 Number 125, Additional Gazette Republic of Indonesia Number 4437) as amended several times, last by Act No. 12 2008 About The Second Change Of Law Number 32 Of 2004 On Local Government (sheet Of State Of The Republic Of Indonesia 2008 Number 59, Additional Gazette Of The Republic Of Indonesia Number 4844);
2. Act No. 39 of 2008 concerning the Ministry of State (State Sheet of the Republic of Indonesia 2008 No. 166, Additional leaf of the Republic of Indonesia Indonesia Number 4916);
3. Presidential Regulation No. 47 of 2009 on the Establishment and Organization of the Ministry of State;
4. Presidential Regulation No. 24 Year 2010 on Occupation, Duty, and Functions of the Ministry of State as well as the Susunan of the Organization, Duty, and Functions of the Ministry of State;
5. Regulation of the Minister of the Interior Number 41 of 2010 on the Organization and the Working Order of the Ministry of the Interior as amended by the Regulation of the Interior Minister Number 14 of 2011 on the Changes to the Regulation of the Republic's Interior Minister Indonesia Number 41 Year 2010 on the Organization and the Work Order of the Ministry of the Interior;
DECIDED:
Establish: RULES OF THE INTERIOR MINISTER ABOUT THE ORGANIZATION AND WORK OF THE EMPOWERMENT HALL OF THE COMMUNITY AND VILLAGES IN YOGYAKARTA AND LAMPUNG.
BAB I
THE POSITION, DUTY AND FUNCTION
Section 1
(1) Community and Village Empowerment Hall in Yogyakarta and Lampung are Technical Managing Units in the areas of empowerment of communities and villages that are below and are responsible to the Director General Empowerment of the Society and The village.
(2) Community Empowerment Hall and Village in Yogyakarta and Lampung are led by a Chief.
Article 2
Public empowerment halls and villages in Yogyakarta and Lampung have the task of carrying out training activities for the community that includes development cadres, government devices, members of the deliberation, administrators of the public institutions and citizens of the village and the agility according to the policy set by the Director General Empowerment Society and Village.
Article 3
In carrying out the duties as referred to in Article 2, the Community and Village Empowerment Hall in Yogyakarta and Lampung, organizes a function:
a. implementation of curriculum development, module development and Lab-site as well as evaluation monitoring;
B. implementation of training in the empowerment field of the Village and Kelurahan governance;
c. implementation of training in the areas of empowerment of the social and social institutions of culture;
D. The implementation of training in the areas of empowerment of Community Economics and Technology Is Right Guna; and
e. The administration of the hall.
BAB II
ORGANIZATIONAL STRUCTURE
Section 4
Public empowerment hall and Village in Yogyakarta and Lampung consists of:
a. Tata Subsection;
b. The Governing Governing Section of the Governing Village and Manage;
c. Section of the Empowerment of the Society of Corrections and Social Culture;
d. Section of the Community Economic and Appropriate Economic Efforts of the Guna; and
e. Functional Office Group.
Section 5
(1) The Subsection of Tata Business as referred to in Section 4 of the letter a has the task of drafting the program plan and budget, correspondence, employment, finance, equipment and household.
(2) The School of Personnel Empowerment Section of the Village and Kelurahan section on Section 4 of the letter b has the task of conducting the preparation of analytical materials and training in the field of empowerment of the village and the agility, development curriculum and training modules, monitoring and evaluation, as well as reporting of training execution.
(3) Institutional and Social Cultural Enablement Section of Section 4 of the letter c has the task of conducting the preparation of analytical materials and training in the areas of institution empowerment and social cultural culture, development curriculum and training modules, monitoring and evaluation, as well as reporting of training execution.
(4) Human Economic and Community Economic Empowerment Section in Section 4 of the letter d has the task of conducting the preparation of analytical materials and training in the areas of public economic and technological endeavour. For example, the development of the curriculum and training modules, monitoring and evaluation, as well as reporting of training execution.
BAB III
FUNCTIONAL OFFICE GROUP
Section 6
Functional-office groups have the task of performing activities in accordance with their respective Functional Posts based on the Perundang-Invitation Ordinance.
Section 7
(1) Functional Position Groups as referred to in Section 6 as per their field of expertise;
(2) Each functional office group as referred to in paragraph (1) is coordinated by a senior functional power;
(3) The number of functional posts as referred to in paragraph (1), determined based on the needs and workload;
(4) The type and type of functional office as referred to in paragraph (1), are governed under the Perundang-Invitation Regulation.
Section 8
The organizational structure of the Public Empowerment Hall and the Village of Yogyakarta and Lampung are listed in the Annex of this Minister ' s Regulation.
BAB IV
WORKSPACE
Section 9
(1) The working area of the Community and Village Empowerment Hall is located in Yogyakarta, covering:
a. Banten Province;
B. Jakarta DKI Province;
C. West Java Province;
D. Central Java province;
e. Province In Yogyakarta;
f. Province of West Kalimantan;
G. Central Kalimantan Province;
h. South Kalimantan Province; and
i. Province of East Kalimantan.
(2) The work area of the Community and Village Empowerment Hall is located in Lampung, covering:
a. Lampung Province;
B. South Sumatra Province;
C. Bangka Belitung province;
D. Jambi Province;
e. Bengkulu Province;
f. Province of West Sumatra;
G. Riau province;
h. Riau Islands Province;
i. North Sumatra Province; and
J. Province of Aceh.
BAB V
WORK LAYOUT
Section 10
In performing its tasks, each leader and unit of organization and functional office are required to implement the principles of coordination, integration and synchronization in both the respective environment and between organizational units in the environment. Ministry as well as with other agencies outside the Ministry in accordance with their respective duties.
Section 11
The leadership of the organization unit is required to supervise its respective subordinates and in the event of an aberration in order to take the necessary steps in accordance with applicable laws.
Article 12
The leadership of an organizational unit in the environment of the component is responsible for leading and coordinating their respective subordinates and providing guidance as well as the directions for the execution of subordinate tasks.
Section 13
The leadership of the organization unit is obliged to follow and adhere to the directions and take responsibility to their respective superiors and present the periodic reports just in time.
Section 14
The report received by the leadership of the organization unit of the subordinate, is required to be treated and used as a material for the drafting of further reports and to provide instructions to the subordinates.
Section 15
In passing the report each to the top of the busan report is required to be delivered to another organization unit that is functionally related to work.
Article 16
In carrying out its duties the leadership of the organization is assisted by the head of the organization units under it and in order to provide guidance to the respective subordinates each must hold a periodic meeting.
BAB VI
ESELON, APPOINTMENT, AND DISMISSAL OF
Section 17
(1) The Hall Head is the structural position of the III.a III.a.
(2) Subsection Chief and Section Head is the structural position of the IV.a echelon.
Section 18
(1) The head of the Hall is appointed and dismissed by the Minister of the Interior of the Republic of Indonesia on the proposal of Director General of the Empowerment of Society and Village
(2) Subsection of Tata Enterprises Subsection and Chief Section are appointed and dismissed by the Minister of the Interior of the Republic of Indonesia or appointed officials on the behalf of the Head of the Hall.
BAB VII
FINANCING
Section 19
All costs are required for the execution of the duties and functions of the Community and Village Empowerment Hall in Yogyakarta and Lampung is charged in the State Ministry of Internal Revenue and Shopping Budget.
BAB VIII
CLOSING PROVISIONS
Section 20
The changes to the organization and the work according to this rule are established by the Minister of the Interior of the Republic of Indonesia after first having the consent of the Minister responsible in the field of the country's apparatus and the government of the Republic of Indonesia. Section 21
