ABOUT
THE OPERATIONAL ASSISTANCE OF THE COLLEGE HOSTED BY THE GOVERNMENT

WITH THE GRACE OF THE ALMIGHTY GOD

MINISTER FOR EDUCATION AND CULTURE OF THE REPUBLIC OF INDONESIA,

Weigh: a. that to ease the student burden on education financing that is in accordance with minimum service standards, the Government sets out no increase in tuition (SPP) and uses single tuition (UKT) money;
B. that to maintain the continuity of learning processes in college organized by the Government in accordance with the minimum service, the Government allocates operational assistance to cover the shortage of operational costs in the college high as a result of the designation as referred to in the letter a;
c. that the management of the operational assistance funds hosted by the Government on which the Government is allocated must be exercised in an orderly manner and responsible;
c. that under consideration as intended on the letter a, the letter b, and the letter c, need to establish the Minister for Education and Fitness about the Operational Assistance of the Higher Education held by the Government;

Remembering: 1. Act No. 20 of 2003 on National Education System (State Sheet of Indonesia Year 2003 Number 78, Additional Gazette Republic of Indonesia Number 4301);
2. Government Regulation No. 17 Year 2010 on Management and Hosting Education (State Gazette 2010 Number 23, Additional Gazette Republic Indonesia Number 5105) as amended by Regulation. The Government of the Republic of Indonesia No. 66 of 2010 on the Changes to Government Regulation No. 17 Year 2010 on Management and Hosting Education (sheet Of State Of The Republic Of Indonesia In 2010 Number 112, Additional Sheet Of State Republic of Indonesia No. 5157);
3. Presidential Regulation No. 47 of 2009 on the Establishment and Organization of the Ministry of State as amended by the Regulation of the President of the Republic of Indonesia Number 91 of 2011 on the Third Amendment to the Regulation of the President of the Republic of Indonesia Number 47 of 2009 on the Establishment and Organization of the Ministry of State;
4. Presidential Regulation No. 24 of 2010 on Occupation, Duty, and Functions of the Ministry of State as well as Susunan Organization, Duty, and Functions of the Ministry of State as amended by the Presidential Regulation No. 92 of 2011 on The Second Changes to the Presidential Regulation No. 24 of 2010 on Occupation, Duty, and the Functions of the Ministry of State as well as the Organizational Functions, duties, and Functions of the Ministry of State;
5. Presidential Decree No. 84 /P Year 2009 on the United Indonesia Cabinet II as amended with Presidential Decree Number 61 /P Year 2011;

DECIDED:

Establish: Education and Culture Minister 's Rules of Higher Education' s Operational Assistance Culture-Hosted BY THE GOVERNMENT.

Section 1
The government-organized college operational assistance called BOPTN is a cost aid from the Government given to the public college to finance the shortage of operational costs as a result of the absence of a rise in education donations (SPP) in public colleges.

Section 2
BOPTN is used for:
a. the execution of research and devotion to the community;
B. the maintenance cost of the restraint;
c. addition of the practical materials/lectures;
D. library material;
e. Quality assurance;
f. the execution of the student activities;
G. the financing of power subscriptions and services;
h. implementation of the support activities;
i. the development of information technology and communication (ICT) in learning;
J. honor non-civil servant lecturers;
No, procuring guest lecturers; and/or
I. other activities that are a priority in their respective college renstra.

Section 3
BOPTN is not used for:
a. shopping capital in the form of physical investment (gedungdanappliances);
B. additional teaching incentives for civil servants;
c. Additional insentifand honor for administrative power; and
D. Operational needs for management.

Section 4
BOPTN was given to the college by considering the criteria:
a. the amount of state acceptance is not a tax (PNBP) per student for the level of S1 and diploma;
B. the proportion of the bidicated participants against the number of students;
c. The PNBP proportions of the other SPP
D. index against the study program type/characteristic;
e. study program accreditation;
f. high school type;
G. the proportion of the PNBP of the third party in the research, development and devotion activities to the community; and
h. the number of college students.

Section 5
The provisions regarding the allocation of funds and the layout of the BOPTN are set up in the technical directions set by the Director General of Higher Education.

Section 6
The Minister ' s rules are beginning to apply at the set date.
