Back NEWS REPUBLIC of INDONESIA No. 760, 2012 REGULATION of the MINISTER of EDUCATION and CULTURE of the REPUBLIC of INDONESIA NUMBER 58 in 2012 ABOUT the COLLEGE OPERATIONAL ASSISTANCE ORGANIZED by the GOVERNMENT with the GRACE of GOD ALMIGHTY the MINISTER of EDUCATION and CULTURE of the REPUBLIC of INDONESIA, Considering: a. that to lighten the load of students towards the financing of education in accordance with the minimum service standard, the Government set no increase in tuition fees (SPP) and using a single tuition (UKT);
b. that to maintain the continuity of the process of teaching and learning in higher education organized by the Government in accordance with the minimum service, the Government is allocating operational assistance to cover a shortage of operational costs in College as a result of the determination as referred to in subparagraph a;
c. that the operational grant Management College which is organized by the Government allocated the Government must be carried out orderly and responsible;
c. that based on considerations as referred to in letter a, letter b, letter c, and the need to set a regulation of the Minister of education and the Kebudayaaan of the operational Assistance of the College which is organized by the Government;

5. Presidential Decree Number 83/P in 2009 about a United Indonesia Cabinet II as amended by Presidential Decree Number 62/P in 2011;
Decide: define: REGULATION of the MINISTER of EDUCATION and CULTURE TENTANGBANTUAN the COLLEGE'S OPERATIONS CONDUCTED by the Government.
Article 1 the College operational Assistance organized by the Government of the hereafter BOPTN is the cost of Government assistance given to universities to fund the shortage of operational costs as a result of the absence of an increase in the contributions of education (SPP) in universities.

Article 2 of the BOPTN used for: a. the implementation of research and community services;

b. maintenance cost pengadaaan;

c. the addition of lab course/lecture;

d. references;

e. quality assurance;

f. implementation of the activities of Student Affairs;

g. financing resources and subscription services;

h. implementation of complementary activities;

i. the development of information and communication technology (ICT) in learning;

j. honor lecturer non civil servant;

k. provision of guest lecturers; and/or b. other activities is a priority in renstra College respectively.

Article 3 BOPTN not used to: a. capital expenditures in the form of physical investment (gedungdanperalatan);

b. additional incentives to teaching for civil servants;

c. additional insentifdan honor for labor administration; and d. the operational needs for management.

Article 4 BOPTN was given to the College by considering the criteria of: a. the amount of the tax receipt is not a country (PNBP) per student for Bachelor degree and diploma level;

b. the proportion of participants bidikmisi against a number of students;

c. the proportion of other SPP PNBP d. index against the types/characteristics of the course of study;

e. accreditation of study programs;

f. types of colleges;

g. proportion PNBP from third parties in the activities of research, development and community services; and h. the number of college students.

Article 5 provisions on the allocation of funds and the procedures for the granting of BOPTN set in the technical instructions determined by the Director General of higher education.

Article 6 this Ministerial Regulation comes into force on the date specified.
