Back NEWS REPUBLIC of INDONESIA No. 270, 2012 RULES the MINISTER of FORESTRY of the REPUBLIC of INDONESIA NUMBER p. 9/MENHUT-II/2012 ABOUT PLANS in FULFILMENT of PRIMARY INDUSTRY RAW MATERIAL FOREST PRODUCTS TIMBER with the GRACE of GOD ALMIGHTY the MINISTER of FORESTRY of the REPUBLIC of INDONESIA, Considering: a. that based on the Government Regulation number 6 in 2007 about the grammar of the forest and the preparation of forest management Plans, as well as the utilization of the forest as amended by regulation of the Government No. 3 of 2008 predefined Rules, the Minister of forestry Number p. 16/Menhut-II/2007 on Plan fulfilment of industrial raw material (RPBBI) Primary forest products as amended by regulation of the Minister of forestry Number P. 43/Menhut-II/2010;
b. that based on the results of the evaluation of the implementation, as well as taking into account the current state of development, hence the need for reorganisation Plan fulfillment of Primary Industry raw material forest products Timber;
c. that based on considerations as referred to the letter b, need to establish the regulation of the Minister of Forestry of Plan fulfillment of Primary Industry raw material forest products Timber;

Decide: define: FORESTRY MINISTERIAL REGULATION ABOUT PLANS in FULFILMENT of PRIMARY INDUSTRY RAW MATERIAL FOREST PRODUCTS timber.
CHAPTER I GENERAL PROVISIONS Section I of article 1 In the sense of this regulation is: 1. The second part of the goal and purpose of article 2 (1) the determination of the industrial raw material Fulfillment Plan (RPBBI) of primary forest products timber is intended to provide legal certainty and guidelines to holders of IU-IPHHK in the preparation and submission of RPBBI, RPBBI changes and reports monthly realization of RPBBI to run in an orderly, smoothly and in a timely manner; (2) the purpose of the determination of the RPBBI are: a. c. realization of the ease, speed, effectiveness and flexibility of the holder of the IU-IPHHK in the preparation and submission of RPBBI, RPBBI changes and reports monthly realization of RPBBI; d. implementation of coaching and controlling the implementation of RPBBI;
e. the availability of data and information compliance and utilization/usage of raw materials as well as production of processed wood that can be accessed by public/general public.
CHAPTER II PLAN of the INDUSTRIAL RAW MATERIAL FULFILLMENT (RPBBI) is considered part of the preparation of the RPBBI article 3 (1) Every holder of a business license for the primary forest products Industry (IPHHK IU) for compulsory drafting RPBBI every year. (2) RPBBI as referred to in paragraph (1) contain among other things: a. the processed Wood Production Plan;

b. raw material Requirements Plan;

c. Plan Fulfillment of raw materials;

d. Utilization Plan/the use of raw materials; and e. a marketing plan of processed Wood.
(3) RPBBI as referred to in paragraph (2) was compiled using the format as contained in Annex I of this regulation.
Article 4 (1) of processed timber production is planned as stipulated in article 3 paragraph (2) letter a, based on the type of industry and the capacity of production permit.
(2) a planned raw material Requirements referred to in article 3 paragraph (2) letter b, shall be adjusted to plan production and processed timber yield standards.
(3) the fulfillment of planned raw material referred to in article 3 paragraph (2) Letter c, had to come from a legitimate source and enclosed/equipped with supporting documents required.
(4) Utilization/usage of raw materials that are planned as stipulated in article 3 paragraph (2) letter d, must be adjusted with the availability of raw materials in IPHHK.
(5) the planned production of Marketing referred to in article 3 paragraph (2) letter e, must be adjusted with the availability of production (production plan and/or ending inventory/stock production as per 31 December of last year).
Article 5 the source of raw materials that can be used for the preparation of RPBBI comes from: a. the ending inventory/stock of raw materials in IPHHK per 31 December last year;
b. business license utilization of forest products Timber In natural forest (IUPHHK-HA) on Forest production;
c. business license Harvesting Forest Wood Restoration of ecosystems In natural forest (IUPHHK-RE) On Forest production;
d. business license Harvesting Forest Wood On Forest Industrial Plant (IUPHHK-HTI) on Forest production;
e. business license Harvesting Forest Wood On Forest Plants (IUPHHK-HTR) on Forest production;
f. business license Harvesting Forest Wood On Forest Plant Rehabilitation Results (IUPHHL-HTHR) on Forest production; g. business license Harvesting Forest wood (IUPHHK) in Forest Villages;
h. business license Harvesting Forest wood (IUPHHK) in the forest Community;
i. Other Legitimate Permission (ILS) forest products timber or Timber Utilization Permission (GPA); j. Wood Perhutani;

k. Wood plantation State or privately owned;

b. Forest or forest people's rights or timber plantation;
m. other IPHHK business license in the form of round timber and processed wood or wood waste and or of the production process;
n. owner/Trader from legitimate origins or Shelter Listed Wood/Wood Processed Round; o. Wood Imports;

p. Wood auction proceeds;

q. the Wood yield preparation of cultivation HTI; and/or r. Wood waste from its own IPHHK.

Article 6 (1) the supporting documents required in the preparation of RPBBI obligatory are met by the holder of the IU-IPHHK before drafting RPBBI.
(2) preparation of RPBBI that uses the source of the raw materials referred to in article 5, shall be attached with the letter a/LMKB/LMKBK equipped IPHHK per 31 December last year.
(3) preparation of RPBBI that uses the source of the raw materials referred to in article 5 of the letter b, letter c, letter d, letter e, letter f, letter g, letter h, letter i, and the letter q, should be enclosed/equipped: a. letter of Agreement Contract Supply/supply of raw materials with holder IUPHHK/owner of source of raw materials;
b. Copy SK CTR/ILS/GPA or logging permits last year and LMKB/LMKBK source raw materials last month last year prior to the preparation of RPBBI, when using raw materials results of high fells last year; and or c. Copy SK CTR/ILS/GPA or a logging permit is the current year, when using raw materials results of high fells of the current year.
(4) in terms of source of raw materials to be used in the preparation of RPBBI as mentioned in article 5 letter b, letter c, letter d, letter e, letter f, letter g, letter h, letter i, and the letter q, belonging to the holder of the IU-IPHHK's name with the same legal entity, it must be enclosed/fitted the supporting documents referred to in subsection (3) or the letter b and the letter c , without the Agreement of the cooperation Contract Supply/supply of raw materials.
(5) preparation of RPBBI that uses the source of the raw materials referred to in article 5 the letter j, letter k, letter m, must be attached with a contract agreement letter furnished/partnership/supply raw material supply or plan of selling raw materials with the owner of the source of the raw material.
(6) the preparation of RPBBI that uses the source of the raw materials referred to in article 5 of the letter l, the pengangkutannya has been established using other transport documents/SKAU, need not be enclosed/comes a letter agreement contract supply/supply of raw materials and in the preparation of the raw material supply plan noted the name of the district and province of origin of the raw material source, there is no need to enclose the name of the individual/collector/owner of original sources of raw materials.
(7) the preparation of RPBBI that uses the source of the raw materials referred to in article 5 of the letter n, must be attached with the letter of the contract agreement furnished/collaboration plans and selling raw materials with merchant/owner of source of raw materials or a valid transport documents.
(8) the preparation of RPBBI that uses the source of the raw materials referred to in article 5 of the letter o, it must be enclosed/equipped document import or import plan.
(9) the preparation of RPBBI that uses the source of the raw materials referred to in article 5, shall be attached with the letter p/furnished copy excerpts from wood auction treatise UPLN.
The second part of delivery RPBBI article 7 (1) of the plan of the fulfillment of the Primary Industry raw material forest products Timber referred to in article 3, article 4, article 5 and article 6 submitted with a cover letter from the Executive Board Holder IU-IPHHK to the competent authority not later than was received on 31 January current year. (2) the competent authority referred to in subsection (1) is: a. the Head Office of kabupaten/kota to permit production with a capacity of IPHHK up to 2,000 (two thousand) cubic metres per year;
b. the Head Office of the province to permit the production with a capacity of IPHHK above 2,000 (two thousand) cubic metres annually up to 6,000 (six thousand) cubic metres per year; or c. the Director for permission with a capacity production of IPHHK above 6,000 (six thousand) cubic metres per year.
(3) submission of RPBBI to the competent authority as referred to in paragraph (1) and paragraph (2) was performed: a. manually by the holder of the IU-IPHHK with production capacity up to 2,000 (two thousand) cubic metres per year, to the Head Office of Kabupaten/Kota and ditembuskan to the head of Department and head of the Provincial Hall, as the construction and control;
b. electronically by the holder of the IU-IPHHK with production capacity of over 2000 (two thousand) cubic metres per year up to 6,000 (six thousand) cubic metres per year, as material for construction and control by the Head Office of the province, or manually to the Head Office of the province and the ditembuskan to the head of Department and head of the district/City Hall, when the application RPBBI crash or failed operations; or

(5) in terms of income is not done and the delivery of data electronically by the holder of the IU-IPHHK as referred to in paragraph (4), then the permit holder is found not prepare and submit RPBBI.
(6) For the holder of the IU-IPHHK with production capacity of over 2000 (two thousand) cubic metres per year which will communicate electronically using RPBBI raw material source ILS or GPA as stipulated in article 5 of the letter i, but the company name was a source of raw materials does not exist on the data base application system, are required to deliver a copy of the DECISION LETTER. ILS or IPK fitted cover letter using the format as contained in annex II of this regulation.
(7) in terms of GPA or the ILS as referred to in paragraph (6) has been concluded but still has stock wood and round or small round wood, then the delivery of the copy of the decision of the ILS or GPA, must be equipped with a copy of a News Event Stock Opname at the end of the validity period of licensing and copy LMKB and/or LMKBK since the end of the licensing.
Article 8 (1) submission of RPBBI evidenced by the letter of receipt issued: a. manually by the Head Office of district/city no later than 6 (six) business days after the RPBBI is received, to permit the production with a capacity of IPHHK up to 2,000 (two thousand) cubic meters per year, with copy to the head of Department and head of the Provincial Hall;
b. electronically by the Head Office of the province, to permit the production with a capacity of IPHHK above 2,000 (two thousand) cubic metres per year up to 6,000 (six thousand) cubic metres per year, which can be printed by the holder of the IU-IPHHK and applies as a legitimate instrument of evidence in accordance with the provisions of the legislation, or manually by the head of the provincial Office no later than 6 (six) days work after RPBBI received manually with copy to the head of Department and head of the district/City Hall When the application RPBBI crash or failed operations; or c. electronically by the Director, to permit the production with a capacity of IPHHK above 6,000 (six thousand) cubic metres per year, which can be printed by the holder of the IU-IPHHK and applies as a legitimate instrument of evidence in accordance with the provisions of the legislation, or manually by the Director no later than 6 (six) days work after RPBBI received manually with copy to the head of the provincial Office , Head of Department and head of the district/City Hall, when the application RPBBI crash or failed operations.
(2) a letter of receipt of delivery RPBBI as referred to in paragraph (1) letter a, letter b and the letter c is created using the format as contained in Appendix III to this Regulation.
(3) delivery of RPBBI and the publication of a letter of receipt of delivery RPBBI electronically as referred to in article 7 paragraph (1) letter b and c, as well as on paragraph (1) letter b and c can be monitored by the Director, head of Department of the province, head of Department and head of the district/City Hall through the log respectively.
Article 9 (1) a cover letter RPBBI as referred to in article 7 paragraph (1) tembusannya submitted to: a. the provincial head of Department and head of the porch, to permit the production with a capacity of IPHHK up to 2,000 (two thousand) cubic metres per year done manually;

(3) cover letters and resumes RPBBI as referred to in paragraph (1) letter b and subparagraph c and paragraph (2), to permit the production capacity of IPHHK above 2,000 (two thousand) cubic metres per year can be printed by the provincial Director, head of Department, head of Department and head of the district/City Hall via the access codes (User ID and Password) each corresponding area of work.

(3) For production permits with a capacity of IPHHK above 2,000 (two thousand) cubic metres per year, attachments or completeness of supporting documents RPBBI that uses the source of the raw materials referred to in article 5, are not included in the submission electronically but are stored as an archive by the holder of the IU-IPHHK, unless the source of the raw materials referred to in article 5 of the letter i.
(4) the holder of the IU-IPHHK with capacity permits the production of over 2,000 (two thousand) cubic metres per year which has delivered electronically through the RPBBI application RPBBI, and then it turns out not to have the completeness of the supporting documents referred to in article 6 or the RPBBI data are not correct or does not match the supporting documents required, the holder of the IU-IPHHK stated do not prepare and submit RPBBI.
Article 11 (1) in terms of RPBBI will use the source raw materials from IUPHHK/ILS or GPA but up to January 31, the current year has not been able to perform the contract supply/supply raw materials because the CTR/ILS or GPA has not been passed, then the RPBBI compiled and delivered upon the stock of 31 December of the previous year in IPHHK with supporting documents as referred to in article 6 paragraph (2) , or filled with numbers 0 (zero) and given the description "NIL" and explanations as necessary, if not have the ending inventory in IPHHK per 31 December last year.
(2) RPBBI as referred to in paragraph (1) do the changes in holders of IU-IPHHK has been able to do contract supply/supply of raw materials with the holder of the IU-PHHK/ILS or GPA with the terms of the volume of materials planned in the preparation and submission of RPBBI or RPBBI change does not exceed the target CTR/ILS or GPA who have passed.
(3) the letter of agreement contract supply/supply of raw materials as referred to in paragraph (2) contains among other things: a. the supply of raw materials volume plan;

b. origin of source of raw materials, and volume target CTR/logging;
c. number, the date of the decision letter of the annual work plan/Work/Annual Chart Other legal Permission/Permits the utilization of wood or Decree Permits Logging and logging year; and d. the contract period, the number and the date of publication of the contract signed by the parties, a binding agreement between the holder of the IU-IPHHK IUPHHK/holder and owner of the source of the raw material, and not note signed by the head of Department/district/city or head of Department of the province of origin of the raw material.
(4) letter of agreement contract supply/supply of the raw materials referred to in subsection (3) may be made long term (one year) or short-term (monthly/quarterly/semiannual) in the current year and in addition there is the volume of raw material delivery RPBBI or RPBBI before, then changes must be made adendum/change of contract agreement letter supply/supply of raw materials and changes to RPBBI.
Article 12 (1) based on the submission and issuance of letter RPBBI receipt of delivery RPBBI as referred to in article 7 paragraph (2) letter a and article 8 paragraph (1) letter a, head of the Office of district/city no later than on February 10, the current year made a list of names of holders of IU-IPHHK who gave RPBBI for manually delivered to the head of the Hall.
(2) a list of names of holders of IU-IPHHK as referred to in paragraph (1) lists the recapitulation of the volume of raw material based on the source category was compiled using the format as contained in Appendix V of this regulation.
(3) based on the submission and issuance of letter RPBBI receipt of delivery RPBBI as referred to in article 7 paragraph (1) letter b and article 8 paragraph (1) letter b, every 10th of February current year Provincial head of Department through the application of RPBBI made a list of names of holders of IU-IPHHK who gave the RPBBI as well as a recap of the volume of raw material based on the fulfillment of the source groups are arranged using the format as contained in Appendix VI to this Regulation.

(4) Upon submission of a list of names of holders of IU-IPHHK who gave the RPBBI and based on the delivery receipt letter CC RPBBI CC RPBBI cover letter and the enclosed resume RPBBI referred to in article 8 paragraph (1) letter a, and article 9 paragraph (2) letter a and subsection (2), the head of Hall no later than the date of February 20, the current year do the submission data electronically through the RPBBI application to the Director.
(5) based on the submission and issuance of letter RPBBI receipt of delivery RPBBI as referred to in article 7 paragraph (3) of the letters c and article 8 paragraph (2) Letter c, on February 10, the current year Director through the application of RPBBI made a list of names of holders of IU-IPHHK who gave the RPBBI as well as a recap of the volume of raw material based on the fulfillment of the source groups are arranged using the format as contained in Appendix VII of these regulations.
(6) a list of names of holders of IU-IPHHK as referred to in paragraph (3), subsection (4) and paragraph (5) for each Region, the province and the porch can be monitored by the Director, head of Department of the province and the head of the local Hall through the log respectively.
The third section Changes RPBBI Article 13 (1) the holder of the IU-IPHHK may make changes to RPBBI from RPBBI previously submitted, if it meets the requirements/completeness set out in this regulation. (2) change RPBBI as referred to in paragraph (1), drawn up on the basis of: a. a change of plan fulfillment of raw materials and/or the volume of raw material according to the category of the source or origin of the raw materials;
b. Change the plan of utilization/usage of raw materials and the production of appropriate capacity permits the production of KNOCKOUT;
c. change of plan fulfillment of raw materials for the production process and/or other uses;
d. the addition of plan fulfillment and utilization/usage of raw materials as well as the production of KNOCKOUT with tolerance up to 30% (thirty percent) of the capacity of the production permit;
e. changes (expansion/reduction, renewal/rekomposisi type of production) IU-IPHHK: or f. changes to data entry errors in the application of SI-RPBBI online, specifically to permit production capacity IPHHK above 2,000 (two thousand) cubic metres per year.
(3) the raw material used in the RPBBI change as referred to in paragraph (2) letter a, letter b, letter c, letter d and had to come from a legitimate source as referred to in article 5 and the enclosed/equipped with supporting documents required as mentioned in article 6.
(4) changes to RPBBI as referred to in paragraph (2) Letter c and the letter d, performed by the holder of the IU-IPHHK provided the fulfillment of raw material planned for a maximum of 30% (thirty percent) of the capacity and production permits are based on the standard yield of processed wood that has been set.
(5) change RPBBI as referred to in paragraph (2) Letter c, done/reported by the holder of the IU-IPHHK provided must be attached with a/recapitulation List comes with a monthly realization of fulfillment and utilization/usage of raw materials as well as production of KO, LMKB/LMKBK and LMHHOK/LMKO until the last month of the current year, as well as an affidavit of the holder of the IU-IPHHK stating/explain, among others, regarding the legality of the source of the raw material , raw materials that are not utilized as material production, and or sold to other parties, and has been verified by the competent authority as referred to in article 7 paragraph (2).
(6) change RPBBI as referred to in paragraph (2) letter d, done/reported by the holder of the IU-IPHHK provided production realization a KNOCKOUT until last month of the current year have already exceeded the standard of tolerance or reach normal production up to 30% (thirty percent) of the capacity of the production permission attached with a/recapitulation List comes with a monthly realization of fulfillment and utilization/usage of raw materials as well as production of KO , LMKB/LMKBK and LMHHOK/LMKO until the last month of the current year and have been verified by the competent authority as referred to in article 7 paragraph (2).
(7) changes to RPBBI as referred to in paragraph (2) letter e, done/reported by the holder of the IU-IPHHK provided must be enclosed/comes with changes in IU-IPHHK (expansion/reduction, renewal/rekomposisi type of production) of the competent authority in accordance with regulation of the Minister of forestry who set about business license's primary forest products Industry.
(8) change RPBBI as referred to in paragraph (2) letter f, done/reported by the holder of the IU-IPHHK provided must be enclosed with the notice from the holder of the IU-IPHHK on the reasons/causes of the occurrence of the data entry errors in the application of SI-RPBBI online come supporting documents required as mentioned in article 6 and have been verified by the competent authority as referred to in article 7 paragraph (1) letter b and subparagraph c.
(9) in the case at the end of the current year IPHHK excess raw materials then it is the end of the year stock which can be used to draw up the next year with RPBBI supporting documents LMKB and or LMKBK/LMHHOK.
(10) changes in RPBBI compiled by using the format as contained in annex VIII to this Regulation.
Article 14 (1) RPBBI Changes as referred to in article 13 is submitted with a cover letter from the Executive Board Holder IU-IPHHK to the competent authority in accordance with article 7 referred to in subsection (2), subsection (3), subsection (4), subsection (5), subsection (6), paragraph (7), article 9 paragraph (1) and article 10 paragraph (3).
(2) submission of changes to RPBBI as referred to in subsection (1) is accepted by the competent authority before the supply of the raw material is filled or before the raw material is received in IPHHK.
(3) in the event of a change of RPBBI submitted by the holder of the IU-IPHHK accepted by the competent authority after the fulfillment of the raw material is realised, the holder of the permit is stated not to prepare and submit RPBBI.
(4) delivery of changes RPBBI evidenced by receipt of a letter issued by the competent authority in accordance with the referred to in article 8.
(5) in the event of a change of RPBBI delivered does not meet the conditions referred to in Article 13, the unpublished letters of receipt holders and IU-IPHHK stated do not prepare and submit RPBBI.
Article 15 (1) RPBBI capacity permits the production of over 2,000 (two thousand) cubic metres per year who use the source of the raw materials referred to in article 5 of the letter b, letter c, letter d, letter e, letter f, letter g, letter h, letter i, and the letter q, except its own holder IU-IPHHK's name with the same legal entity or one/one management group with the owner of the source of the raw material/holder IUPHHK Article 5, as well as the letter j, letter k, letter l, letter m, letter n, letter o, letter p, and the letter r, if: a. after 30 calendar days since the RPBBI delivered raw material fulfillment turns out not realised it should be done by the holder changes RPBBI IU-IPHHK, by reducing the volume of raw material from a source that is not realised; or b. the Most volume of raw material RPBBI has been realised but the volume remaining will not be realised anymore then it should be done by the holder changes RPBBI IU-IPHHK by reducing the residual volume of the raw materials will not be realised.
(2) in the event that the holder of the IU-IPHHK as referred to in paragraph (1), do not make changes to RPBBI, then the holder of the IU-IPHHK stated do not prepare and submit RPBBI.
(3) based on RPBBI Changes of the delivery of copies of the holder of the IU-IPHHK with a capacity production permits up to 2,000 (two thousand) cubic meters per year and sign the letter of submission publishing copy changes RPBBI of head of Department Head, district/City Hall no later than the 20th of each month to convey the data electronically through the RPBBI application to the Director.
(4) the submission of changes to RPBBI and the issuance of a letter of receipt of delivery changes RPBBI to permit the production capacity of IPHHK above 2,000 (two thousand) cubic meters per year as referred to in article 14 paragraph (4), done electronically and monitored by the Director, head of Department of the province, head of Department and head of the district/City Hall through the log respectively.
The fourth part of reporting the realization of RPBBI article 16 (1) the holder of the IU-IPHHK obliged to prepare and submit monthly reports on the realization of RPBBI include: a. the realization of fulfillment of raw materials was compiled using the format in Appendix IX. 1, annex 2, annex IX. IX. 3 and annex IX. 4 of this regulation;
b. realization of utilization or use of raw materials as well as production compiled using the format in Annex x. 1, annex 2 and annex X. X. 3 of this regulation;
c. report on the efficiency of the use of raw materials and the production process waste wood utilization IPHHK organized using the format in Annex XI to this Regulation.
(2) monthly report realization of IPHHK RPBBI as referred to in paragraph (1), submitted to: a. Head Office of Kabupaten/Kota manually, no later than the 10th of the month have been received subsequent to permit production with a capacity of IPHHK up to 2,000 (two thousand) cubic metres per year with copy to the head of Department and head of the Provincial Hall;
b. the Head Office of the province of electronically, have been received no later than the 10th of the next month to permit the production with a capacity of IPHHK above 2,000 (two thousand) cubic metres annually up to 6,000 (six thousand) cubic meters per year or manually with copy to the head of Department and head of the district/City Hall, when applications crash or failed operations; or

c. the Director electronically, have been received no later than the 10th of the next month to permit the production with a capacity of IPHHK above 6,000 (six thousand) cubic meters per year or manually with copy to the head of Department of the province, head of Department and head of the district/City Hall, when applications crash or failed operations.
(3) based on the monthly reports on the realization of the RPBBI effluent IPHHK as referred to in paragraph (2) letter a, no later than on the next 20 months, the head of Hall doing delivery data electronically through the RPBBI application to the Director.
(4) the submission of monthly reports on the realization of RPBBI with a capacity of production permit IPHHK above 2,000 (two thousand) cubic metres per year up to 6,000 (six thousand) cubic meters per year as referred to in paragraph (2) letter b, can be monitored by the Director, head of Department and head of the district/City Hall through the respective login;
(5) submission of monthly reports on the realization of RPBBI with a capacity of production permit IPHHK above 6,000 (six thousand) cubic meters per year as referred to in paragraph (2) Letter c, can be monitored by the head of Department of the province, head of Department and head of the district/City Hall through the log respectively.
(6) in case the application RPBBI already do not experience interference or works again, then a RPBBI realization of the monthly report was submitted manually as mentioned in paragraph (2) letter b and subparagraph c, to do the infusion and the delivery of data electronically by the holder of the IU-IPHHK.
(7) in terms of income is not done and the delivery of data electronically by the holder of the IU-IPHHK as referred to in paragraph (6), then the permit holder is found not prepare and submit monthly reports on the realization of RPBBI.
(8) submission of monthly reports on the realization of the RPBBI CC capacity permits the production of over 2,000 (two thousand) cubic meters per year as referred to in paragraph (2) Letter c, letter b and can be printed by the provincial Director, head of Department, head of Department and head of the district/City Hall via the access codes (User ID and Password) each corresponding area of work.
Article 17 further Provisions regarding the determination of the category of industrial raw material, processed timber yield, as well as the preparation of instructions and the submission of reports on the efficiency of the use of raw materials, Technical Preparation and filing Instructions RPBBI, RPBBI changes and reports monthly realization of RPBBI, operational instructions application the RPBBI Online is governed by the regulation of the Director General.

The fifth part of the Operational application of the RPBBI Online Article 18 (1) the delivery of RPBBI, RPBBI, changes and reports monthly realization of RPBBI to permit the production capacity of IPHHK above 2,000 (two thousand) cubic meters per year is done electronically by IPHHK who have the access code in the form of User ID and password via the website address http://rpbbi.dephut.go.id.
(2) submission of electronically as referred to in subsection (1) done by Implementing e-Operator RPBBI (RPBBI Online) on IPHHK who already have a certificate issued by the Director.
(3) the User ID and password as referred to in paragraph (1), obtained by filing a Petition Letter from the Executive Board holder IU-IPHHK to: a. the Head Office of the province, to permit the production with a capacity of IPHHK above 2,000 (two thousand) cubic metres per year up to 6,000 cubic meters per year; or b. the Director, to permit the production with a capacity of IPHHK above 6,000 (six thousand) cubic metres per year.
(4) the statement referred to in subsection (3), enclosed/equipped with: a. Decree IU-IPHHK of an authorized officer; and/or b. a letter of authority from the Executive Board holder IU-IPHHK to designated company officer, signed by both parties and is made with part enough when delegated.
(5) based on the statement of the holder of the IU Trustees-IPHHK as referred to in paragraph (2) letter a, head of Department of the province made the list the name of the holder of the IU-IPHHK who apply for a user ID and Password using the format as contained in Annex XII to this regulation, and is submitted to the Director for consideration for further processing.
(6) Monitoring the delivery of RPBBI, change RPBBI and RPBBI to the realization of the monthly report on IPHHK capacity permits the production of over 2,000 (two thousand) cubic meters per year as referred to in paragraph (1), done electronically by the Head Office of the province, head of Department and head of the district/City Hall through the respective appropriate login area it works.
(7) Electronic Monitoring as referred to in paragraph (6), was conducted by officers of Implementing e-Operator RPBBI (RPBBI Online) at the service of the Province, Kabupaten/Kota and the Hall has had a certificate issued by the Director.
Article 19 (1) the delivery RPBBI, RPBBI changes and monthly statements electronically RPBBI realization can be done for 24 (twenty four) hours a day and seven days a week.
(2) the standard of time used to determine the time of delivery of RPBBI acceptable, change RPBBI and monthly statements electronically RPBBI realization is the time the western part of Indonesia/Indonesia central part Time/time the eastern part of Indonesia according to local provinces.
(3) submission of RPBBI, changes RPBBI and RPBBI realization that monthly reports done electronically at the end of the time limit of delivery that falls on a holiday, are considered on time.
(4) further Provisions regarding the determination of competencies and certification Officers Implementing e-Operator RPBBI (RPBBI Online) on IPHHK, Department of the province, Kabupaten/Kota and Porch set with regulation of the Director General.
The sixth section of the construction and control of article 20 (1) the Director General, Director, head of Department of the province, head of Department and head of the district/City Hall in accordance with its implementing coaching and controlling the implementation of RPBBI.
(2) the construction of the RPBBI implementation as referred to in paragraph (1), include: a. the granting Guidelines;

b. Guidance;

c. Socialization;

d. Supply;

e. Referrals; and/or f. Supervision.
(3) the control of the implementation of the RPBBI as referred to in paragraph (1), includes the following activities: a. Monitoring;

b. Evaluation;

c. grant of a reprimand; and/or the imposition of administrative sanctions. d.
Article 21 (1) the delivery by the holder RPBBI IU-IPHHK received by the competent authority after January 31, the current year is categorized as a RPBBI being delivered too late.
(2) delivery of changes RPBBI by holders of IU-IPHHK received by the competent authority after fulfilment of the raw material is categorized as a realised change in RPBBI which was delivered late.
(3) submission of monthly reports on the realization of RPBBI by the holder of the IU-IPHHK received by the competent authority after the 10th of the next month is categorized as a monthly report which was delivered late.
(4) the realization of the fulfillment of raw materials not in accordance with RPBBI, when the use of raw materials exceeded RPBBI and or volume of the fulfillment of the raw materials exceeds the RPBBI and or source of raw materials not in accordance with the applicable RPBBI.
(5) the realization of the production of the processed wood is not in accordance with the RPBBI in the production of the processed wood is not in accordance with the RPBBI compiled based on production capacity allowed.
(6) In the event of a discrepancy the applicable RPBBI with reports its realization, then holder of the IU-IPHHK given reprimand in writing.
(7) RPBBI or RPBBI or changes to monthly reports delivered late RPBBI realization referred to in subsection (1), subsection (2) and paragraph (3) or the realization of the fulfillment of the raw material does not match RPBBI, or realization of processed timber production does not fit RPBBI, or reprimand as referred to in paragraph (4), subsection (5), subsection (6) evaluation of IPHHK basis according to the provisions of legislation.
Section 22 (1) the holder of a business license late IPHHK deliver monthly reports realization RPBBI and reports RPBBI changes are subject to a written reprimand.
(2) the Reprimand as referred to in paragraph (1), or delay reports of monthly realization RPBBI and delay making changes RPBBI IPHHK evaluation basis.
(3) violation of the provisions referred to in article 3, article 7 and article 13, to the business license holder of IPHHK can be penalized in accordance with the provisions of the regulations, to the holder of the IU-IPHHK meet its as set forth in this rule.
CHAPTER III ADMINISTRATIVE PENALTIES Article 23 (1) the holder of the IU-IPHHK stated do not prepare and submit RPBBI, in: a. up to 31 January current year the competent authority had not yet received the submission of RPBBI years runs from the holder of the permit; or b. do not meet the conditions referred to in article 7 paragraph (5), article 10 paragraph (2), article 10 paragraph (4), article 14 paragraph (3), article 14 paragraph (5), article 15 paragraph (2) or article 16 paragraph (7).
(2) the holder of the IU-IPHHK stated do not prepare and submit monthly reports on the realization of RPBBI, in: a. up to the 10th of the next month the competent authority has not received a monthly report RPBBI from realization of the holder of the permit; or b. do not meet the conditions referred to in article 7 paragraph (5), article 10 paragraph (2), article 10 paragraph (4), article 14 paragraph (3), article 14 paragraph (5), article 15 paragraph (2) or article 16 paragraph (7).
Article 24 (1) the holder of the IU-IPHHK administrative penalties in the form of temporary suspension of the granting of services in accordance with the provisions of the Regulation, if: a. do not prepare and submit RPBBI; or b. do not prepare and submit monthly reports on the realization of RPBBI.
(2) Upon the imposition of sanctions referred to in paragraph (1), the Head Office of the province:


a. do not provide the service of petition for determination of serial number FA blanko-KO filed by holders of IU-IPHHK;
b. do not provide the service of the petition for the appointment of Publisher Invoices Processed Wood Transport (FA-KO) submitted by the holder of the IU-IPHHK;
c. do not provide the service of petition recommendations serial number blanko Logwood Transport Invoice (FA-KB) submitted by the holder of the IU-IPHHK; d. adoption Freeze Publisher FA-KO.
(3) Upon imposition of sanctions referred to in paragraph (1), the head of the Hall: a. do not provide the service of petition for determination of Number Register Publisher FA-KO filed by holders of IU-IPHHK;
b. do not provide the service of petition for determination of Number Register Publisher FA-KB filed by holders of IU-IPHHK; c. Publisher adoption Freeze FA-KB in the company of the holder of the IU-IPHHK.
(4) administrative Sanctions referred to in paragraph (1), charged up to the holder of the IU-IPHHK can meet its obligations.
(5) the provisions regarding the imposition of further sanctions the Administration in the form of temporary suspension of the granting of service referred to in subsection (1) and paragraph (2) follow the regulation of the Minister of forestry governing the Imposition of Administrative Sanctions Procedures Against the holder of the IUIPHHK,.
CHAPTER IV TRANSITIONAL PROVISIONS Article 25 (1) when the application of SI-RPBBI Online doesn't work or is still in the stage of preparation and infrastructure as well as human resources/SI-RPBBI Operators Online. The preparation and submission of RPBBI, changes RPBBI and RPBBI realization of monthly statements to permit production with a capacity of IPHHK above 2,000 (two thousand) cubic metres per year up to 6,000 (six thousand) cubic metres per year done manually/delivered by regular mail by the holder of the IU-IPHHK to head of Department of the province and ditembuskan to the head of Department and head of the district/City Hall.
(2) Upon submission of RPBBI, changes RPBBI and RPBBI realization of monthly statements referred to in subsection (1), the Head Office of the province carry out monitoring and submit the data electronically through the RPBBI application to the Director in accordance the provisions referred to in article 7 paragraph (1) letter b, article 8 paragraph (1) letter b, article 12, paragraph (3) and article 14.
Chapter V CLOSING PROVISIONS Article 26 (1) the preparation and submission of RPBBI, changes RPBBI and RPBBI realization of monthly statements to permit production with a capacity of IPHHK above 2,000 (two thousand) cubic metres per year up to 6,000 (six thousand) cubic metres per year online, took effect on January 1, 2013.
(2) with the enactment of this Ordinance, then the regulation of the Minister of forestry Number p. 16/Menhut-II/2007 on Plan fulfilment of industrial raw material (RPBBI) Primary forest products Timber as amended by regulation of the Minister of forestry Number P. 43/Menhut-II/2009 (news of the Republic of Indonesia year 2009 Number 187) revoked and declared inapplicable.
Article 27 of this regulation of the Ministry of forestry will take effect on the date of promulgation.

In order to make everyone aware of it, ordered the enactment of this Ministerial Regulation with its placement in the news of the Republic of Indonesia.
