The Second Part
Intent and Purpose

Section 2
(1) The determination of the Industrial Default Materials Fulfillment Plan (RPBBI) Primary Wood Forest Results intended to provide legal certainty and guidelines to IU-IPHHK holders in the drafting and delivery of RPBBI, RPBBI changes and the monthly report of realization RPBBI to run in an orderly fashion, smoothly and timely;

BAB II
INDUSTRIAL RAW MATERIALS FULFILLMENT PLAN (RPBBI)

RPBBI Drafting

Section 3
(1) Any Primary Customer Service Provider (IU IPHHK) is required to build a RPBBI every year.
(2) The RPBBI as referred to in paragraph (1) contains among others:
a. Planned Timber Production Plans;
B. Raw Materials Needs Plan;
C. Raw Materials Fulfillment Plans;
D. Utilization Plan/Use of the Baku Materials; and
e. Marketing Plan For Wood Processing.
(3) The RPBBI as referred to in paragraph (2) is compiled using the format as set forth in Appendix I of this Regulation.

Section 4
(1) The planned processed wood production as referred to

Section 8
(1) The delivery of the RPBBI is evidenced by a published receipt letter:

(3) The delivery of the RPBBI and the issuer of the RPBBI receipt of electronic RPBBI as referred to in Article 7 of the letter b and the letter c, as well as in paragraph (1) the letter b and the letter c may be monitored by the Director, the Head of the Provincial Service, Head of the District/City Service and the Head of the Hall via their respective login.

Section 9
(1) The RPBBI delivery letter as referred to in Article 7 of the paragraph (1) of its release is delivered to:

B. Section 10

Section 14

Section 15

(2) In terms of IU-IPHHK holders as referred to in paragraph (1), do not perform a RPBBI change, then the IU-IPHHK holder is declared not to compose and deliver the RPBBI.

RPBBI Realization Reporting

Section 16
(1) The IU-IPHHK holders are required to compose and deliver the monthly report of realization of RPBBI including:
a. Realization of the fulfilment of the raw materials compiled using the format in Appendix IX.1, Attachment IX.2, Attachment IX.3 and Annex IX.4 This Regulation;
B. The realization of the utilization or use of raw materials as well as production is compiled using the format in Appendix X.1, Annex X.2 and Annex X.3 This Regulation;
C. The report of the efficiency of the use of raw materials and utilization of waste wood the IPHHK production process is compiled using the format in Appendix XI of this Regulation.
(2) The monthly report of the realization of the IPHHK RPBBI as referred to in paragraph (1), delivered to:
a. The head of the District/City Service manually, at least it has been accepted the next 10 months for the IPHHK with a production permit capacity up to 2,000 (two thousand) cubic meters per year with a stew to the Head of the Provincial Service and Head of the Hall;
B. Section 22

BAB III
ADMINISTRATIVE SANCTION

Section 23
(1) The IU-IPHHK holder is declared not to compose and deliver RPBBI, if:
a. Until January 31 the year running officials have not received the delivery of the year RPBBI running from the permit holder; or
B. Do not comply with the terms referred to in Article 7 of the paragraph (5), Section 10 of the paragraph (2), Article 10 of the paragraph (4), Section 14 of the paragraph (3), Article 14 of the paragraph (5), Article 15 of the paragraph (2) or Article 16 of the paragraph (7).
(2) The IU-IPHHK Holder is declared not to compile and deliver a monthly report Realization of RPBBI, if:
a. Up to the next 10 months authorized officials have not received a monthly report realization of RPBBI from a permit holder; or
B. Do not comply with the terms referred to in Article 7 of the paragraph (5), Section 10 of the paragraph (2), Article 10 of the paragraph (4), Section 14 of the paragraph (3), Article 14 of the paragraph (5), Article 15 of the paragraph (2) or Article 16 of the paragraph (7).

Section 24
(1) The IU-IPHHK holders are subject to administrative sanction of a temporary termination of service delivery in accordance with the provisions of the Government Regulation, if:
a. Not compiling and delivering RPBBI; or
B. Not drafting and delivering a monthly report of the realization of RPBBI.
(2) Based on the imposition of the sanctions as referred to in paragraph (1), the Head of the Provincial Service:
a. Do not provide application for the blanko FA-KO serial number designation submitted by IU-IPHHKholders;
B. Do not provide services to the application of the Issuer Processed Wood Transport Invoice (FA-KO) submitted by IU-IPHHK;
C. Does not provide services to a serial number of Circular Timber Freight (FA-KB) recommendations submitted by the IU-IPHHK;
D. Freeze the appointment of a FA-KO publisher.
(3) Based on the imposition of the sanctions as referred to in paragraph (1), the Head of the Hall:
a. Do not provide service requests for the FA-KO Publisher Register Number submitted by IU-IPHHK;
B. Do not provide service requests for the FA-KB Publisher Register Number submitted by the IU-IPHHK;
C. Freezing the appointment of FA-KB Publishers in the IU-IPHHK holding company.
(4) The sanction of the administration as referred to in paragraph (1), imposed until the IU-IPHHK holder may fulfill its obligations.
(5) Further provisions of the imposition of administrative sanctions such as the termination of the interim service as referred to in paragraph (1) and paragraph (2) follow the Ordinance of the Minister of Forestry which governs the Order of the Introduction of the Sanctions It's An Administrative To The IUIPHHK.

BAB IV
THE TRANSITION PROVISION

Section 25

BAB V
CLOSING PROVISIONS

Section 26
(1) Drafting and delivery of RPBBI, RPBBI changes and monthly report realization of RPBBI for IPHHK with production permit capacity above 2,000 (two thousand) cubic meters per year up to 6,000 (six thousand) cubic meters per year online, entered into force on 1 January 2013.
(2) By the enacshment of this Regulation, then the Regulation of the Minister of Forestry Number P. 16/Menhut-II/2007 on the Plan of Fulfilment Of Industrial Raw Materials (RPBBI) Primary Results of Wood Forest as amended by the Regulation of the Minister of Forestry Number P. 43/Menhut-II/2009 (The State News of the Republic of Indonesia Year 2009 Number 187) was revoked and declared to be unapplicable.
