Section 2
(1) The intent of the formation of this LPSE is as a guideline for work units in the Ministry of Forestry environment in electronic procurement of goods/services.
(2) The purpose of the formation of the LPSE in the Ministry of Forestry environment, is as follows:
a. enhance transparency and accountability;
B. enhance market access and healthy business competition;
c. enhancing the efficiency of the procurement process;

(3) The scope of the Ordinance of the Minister of Forestry is included:
a. Ethics;
B. Task;
C. Function and responsibility;

e. Mechanisms and procedures in the implementation of electronically procurement of goods/services in the Ministry of Forestry environment.
Section 3
The Parties To The Implementation Of Electronic Goods Procurement/Services in the Ministry of Forestry environment consist of:
a. LPSE Ministry Of Forestry;
B. Budget User or Budget User Power;
C. Commitment-Maker Officials;
D. The Procurement Committee or ULP; and
e. The Goods/Services Provider.
BAB II
The Procurement Ethics
Section 4
(1) The parties of the Acquisition of Goods/Services in the environment of the Ministry of Forestry are required to comply with the procurement ethics as set out in the Presidential Regulation No. 54 of 2010 on the Procurement of Government Services. Presidential Decree No. 35 of 2011 on the Change of Presidential Regulation No. 54 of 2010 on the Procurement of Government Goods/Services.
(2) In addition to complying with the ethics as referred to in paragraph (1), the Parties of Governing Goods/Services in the Ministry of Forestry environment, are required to:
a. maintaining secrecy and preventing misuse of the access code (user idand password);
B. maintaining privacy and preventing misuse of data and electronic information that is not intended to be common; and
(c) IBM may provide IBM with a third party, including, without, the applicable, or any other third party, provided
Section 5
The Procurement/Services Procurement Parties in the Environment Ministry Environment are prohibited for:
a. interfering, screwing up, and/or damaging the goods procurement system/services electronically; and
B. Theft of information, manipulation of data, and/or cheating in the procurement of goods/services electronically that may affect the purpose of procuring.
BAB III
THE DUTIES AND FUNCTIONS OF THE PARTIES

Section 6
(1) LPSE The Ministry of Forestry has the task of covering:

15. The next Budget User is called the PA is the acting holder of the budget usage in each of the Working Units in the environment of the Ministry of Forestry.

D. An electronic document authentication in the implementation of e-procurement uses the MD5 methodology that generates a unique hash (hash key) for each electronic document; and

In terms of the goods/services providers have given consent and provided the statement that the electronic documents submitted in accordance with the documents received by the e-procurement system based on hash key generated from the MD5 methodology, then the provider is considered to have signed the document electronically.
