Intent, Destination, Scope Room, and The Parties

Section 2
(1) The intent of the formation of this LPSE is as a guideline for work units in the Ministry of Forestry environment in electronic procurement of goods/services.
(2) The purpose of the formation of the LPSE in the Ministry of Forestry environment, is as follows:
a. enhance transparency and accountability;
B. enhance market access and healthy business competition;
c. enhancing the efficiency of the procurement process;

(3) The scope of the Ordinance of the Minister of Forestry is included:
a. Ethics;
B. Task;
C. Function and responsibility;

e. Mechanisms and procedures in the implementation of electronically procurement of goods/services in the Ministry of Forestry environment.

Section 3
The Parties To The Implementation Of Electronic Goods Procurement/Services in the Ministry of Forestry environment consist of:
a. LPSE Ministry Of Forestry;
B. Budget User or Budget User Power;
C. Commitment-Maker Officials;
D. The Procurement Committee or ULP; and
e. The Goods/Services Provider.

BAB II
The Procurement Ethics

Section 4
(1) The parties of the Acquisition of Goods/Services in the environment of the Ministry of Forestry are required to comply with the procurement ethics as set out in the Presidential Regulation No. 54 of 2010 on the Procurement of Government Services. Presidential Decree No. 35 of 2011 on the Change of Presidential Regulation No. 54 of 2010 on the Procurement of Government Goods/Services.
(2) In addition to complying with the ethics as referred to in paragraph (1), the Parties of Governing Goods/Services in the Ministry of Forestry environment, are required to:

Section 5
The Procurement/Services Procurement Parties in the Environment Ministry Environment are prohibited for:

BAB III
THE DUTIES AND FUNCTIONS OF THE PARTIES

LPSE Ministry Of Forestry

Section 6
(1) LPSE The Ministry of Forestry has the task of covering:

The Second Part
LPSE's use service

Section 17
LPSE maintainer of the Ministry of Forestry provides:
1. The entry of the bidding services (bidding room), training and verification.
2. Internet access and/or intranet for SPSE users visiting to the LPSE location of the Ministry of Forestry.
3. SPSE use consulting services via internet, telephone and visits to the LPSE location of the Ministry of Forestry.
4. Announcement or information to SPSE users if it is facing technical issues that can inhibit SPSE ' s use activities.

The Third Part
Problem Handling (Error Handling)

Section 18
(1) Maintainer Of The LPSE Ministry Of Forestry handles the technical issues that occur in the holding of the SPSE.

Electronic Document archiving (File Backup)

Section 21

Section 23
(1) Exchange of Electronic Documents in order to procure goods/services electronically in the Ministry of Forestry Environment, executed under the following conditions:

(2) The mechanism and procedure as referred to in paragraph (1) at least include:
