INDONESIA NATIONAL STANDARD ENFORCEMENT (SNI)
THE SINGLE INORGANIC FERTILIZER IS OBLIGATORY

WITH THE GRACE OF THE ALMIGHTY GOD

MINISTER OF INDUSTRIES OF THE REPUBLIC OF INDONESIA,

Weigh: a. that in order to optimize the implementation of the Indonesian National Standard (SNI) the Compulsory Single Inorganic Fertilizer and the agility in the international trade process over the intended product are related to the changing Number Harmonize System (HS) in the In 2012, the need to rearrange the Indonesian National Standard Treatment (SNI) is mandatory for the intended product;
B. that under consideration as intended in the letter a, it needs to be issued the Regulation of the Minister of Industry;

DECIDED:

Establish: REGULATION MINISTER REGULATION ON THE IMPLEMENTATION OF THE INDONESIAN NATIONAL STANDARD (SNI) COMPULSORY SINGLE INORGANIC FERTILIZER.

Section 1
In Regulation of the Minister this is referred to:
1. Sole Inorganic Fertilizer is the fertilizer yield of chemically, physically, and or biological processes is an industrial output or fertilizer-making plant that contains only one macro element.
2. The next SNI Usage Product Certificate called SPPT-SNI is a Certificate issued by the Product Certification Institution to a manufacturer capable of producing a Single Inorganic Fertilizer in accordance with the SNI requirements.
3. Product Certification Institute, which is subsequently called LSPro is an agency that performs the SNI Use Product Certification activities.
4. The Laboratory of Testing is a laboratory conducting testing activities on the example of goods according to the specification/test method of the SNI.
5. The National Accreditation Committee, which is subsequently referred to as a non-structural institution, is located below and is directly responsible to the President with the task of establishing an accreditation and certification system and authorized to be accredited. agencies and laboratories to conduct certification activities.
6. Surveyances are periodically checking and or specifically against companies/manufacturers that have acquired SPPT-SNI for the consistency of the application of SPPT-SNI, which is performed by LSPro.
7. The following Product Standard Supervising tasks are called PPSP (PPSP) is a civil servant in the center or area assigned to perform product supervision at the production site and outside of the locations of production activities that the SNInya has been enacted. Mandatory.
8. Minister is the Minister who organizes government affairs in the field of industry.
9. Directorate General Pembina Industry is the Directorate General of the Manufacturing Industry Base, Ministry of Industry.

11. BPKIMI is the Board of Climate Policy Studies and Mutu Industries, Ministry of Industry.

Section 2
(1) Enacting A Single Inorganic Fertilizer SNI of a Product type with the SNI Number and HS Number as follows

(2) The obligatory treatment as referred to in paragraph (1) applies to the Single Inorganic Fertilizer in packaging and or bulk.
(3) Single Inorganic Fertilizer as referred to in paragraph (1) is used in the agricultural sector which is covered:
a. Food plant;
B. Horticulture;
C. Estate;
D. Fisheries; and
e. The farm.

Article 3
(1) The Company that produces a Single Inorganic Fertilizer as referred to in Article 2 is required to apply SNI with:
a. have SPPT SNI Pupuk in accordance with the applicable provisions; and
B. grow SNI tags on each product with an easy to read tagging and not easily lost.
(2) For the fertilizer in bulk form, the creation of the SNI sign as referred to in paragraph (1) letter b is replaced by attaching the SPPT SNI document.

Section 4
(1) The provision of the Single Inorganic Fertilizer SNI as referred to in Section 2 does not apply to:
a. Import chemicals that have a Tarif Post group equal to a single Inorganic Fertilizer Type as referred to in Article 2 where used as raw materials and or helper materials in the industrial production process;
B. Single Inorganic Fertilizers used as examples of research and development tests or in the framework of SPPT SNI publishing;
C. The Sole Inorganic Fertilizer used outside the agricultural sector.
(2) The Import Of Single Inorganic Fertilizer and chemicals as referred to in paragraph (1) are required to have a Technical Consideration Letter of the Director General of the Industrial Pembina.
(3) The Technical Perconsideration Letter as referred to in paragraph (2) at least contains the following information:
a. company identity;
B. use;
c. capacity and production plan;
D. import volume; and
e. product specification.

Section 5
(1) Technical Licensing as referred to in Section 4 of the paragraph (2) performed under the request of a company that is equipped with a Letter of Articles of Paragraph is sufficient to be accounted for, and is not available to the IBM International Technical Support Service ("IBM"). which proves that products are imported:
a. is a chemical used as a raw material and or helper material in the industrial production process;
B. Single Inorganic Fertilizer used as an example of research and development test testing or in the framework of publishing SPPT SNI; or
C. The Sole Inorganic Fertilizer used outside the agricultural sector.
(2) In proving the truth over the overall document requirements to obtain the Technical Perscales, the Directorate General of Industrial Pembina can coordinate with the related agencies.

Section 6
(1) The Issuer Of SPPT-SNI Fertiliser as referred to in Article 3 of the letter a exercised by the designated LSPro Minister with the provision has been accredited by the KAN with the scope corresponding to the SNI Single Inorganic Fertilizer as referred to in Section 2, through execution:
a. National Standardization Guidelines (PSN) 302-2006: Fitness Assessment-Fundamental Certification System 5 (five), consisting of:
1. Single Inorganic Fertilizer Fertilizer Quality match match SNI as referred to in Section 2;
2. Audit of the SNI ISO 9001:2008 or other recognized quality of quality management systems; or
B. National Standardization Guidelines (PSN) 302-2006: Fitness Assessment-Fundamental Certification System 1 (one) b through testing of the suitability of the Single Inorganic Fertilizers According To SNI that originated from:
1. in the country on each production lot per 6 (six) months; or
2. Import on each production lot at each time-making with the provisions:
a) must be attached to a Certificate of Analysis (CoA) Certificate document that at least lists:
    1) the company name and address;
    2) the name of the tester laboratory;
    3) test date;
    4) testing method;
    5) test results that have met SNI parameters performed by the testers laboratory that have had MoU with LSPro in Indonesia; and
    6. Sample Action Event; or
b) which is not attached to the Certificate of Analysis (CoA) document must be sampling and testing in accordance with the SNI parameters as referred to in Section 2 of the paragraph (1) by the LSPro-designated tester laboratory.
(2) Audit of the quality management system as referred to in paragraph (1) letter a number 2 based on:
a. Letter of self-statement on the application of quality management systems according to SNI ISO 9001:2008; or
B. Certificate of quality management system (SNI ISO 9001:2008) of the Certified Quality Management System Certification or the Quality Management System Certification System that has signed the Agreement for each of the following:
Mutual Recognition of Arrangement (MRA)) with the KAN.
(3) The opening of a quality management system as referred to in paragraph (2) is done in accordance with the provisions of the National Accreditation Committee's Chief Regulation.

Section 7
LSPro as referred to in Article 6 of the paragraph (1) in publishing SPPT SNI Pupuk must specify a minimum:
a. company name and address;
B. factory address;
C. brand;
D. the name of the handler;
e. name and importer address;
f. The number and title of the SNI; and
G. type of product.

Section 8
(1) The LSPro as referred to in Section 6 of the paragraph (1) is required to report on the issuer of the SPPT SNI Single Inorganic Fertilizer Tuesday 7 (7) weekdays since the issuer of SPPT SNI to the Director General of the Industrial Pembina and the International Program. Head of BPKIMI.
(2) LSPro which publishes SPPT SNI Single Inorganic Fertilizer is responsible for the implementation of the survey use of SNI tags from SPPT SNI published.

Section 9
Any Single Inorganic Fertilizer as referred to in section 2 traded in the country derived from the results of domestic production or import shall meet the requirements of the SNI as referred to in Article 3.

Article 10
(1) Single Inorganic Fertilizer as referred to in Article 2 that is derived from the results of domestic production that does not meet the provisions as referred to in Article 9 is prohibited from circulating and must be destroyed.
(2) Single Inorganic Fertilizer as referred to in Article 2 that has circulated in the market derived from the domestic production that does not meet the provisions as referred to in Article 9 should be withdrawn from the circulation and destroyed by the manufacturer in question.
(3) Single Inorganic Fertilizer as referred to in Section 2 that are derived from the import and do not meet the provisions as referred to in Section 9 if entry to the Indonesian Pabean region is required to be withdrawn from circulation and completed Based on the rules of the invitation.
(4) The order of the product withdrawal from circulation, extermination as referred to in paragraph (1) and paragraph (2) is conducted under the provisions of the laws.

Section 11
(1) The coaching and supervision of the implementation of the application of SNI as referred to in Article 2 is conducted by the Directorate General of Industry Pembina exercised by the PPSP.
(2) Surveillance as referred to in paragraph (1) is performed against products ranging from pre-market to the circulation of products in the market held at least one (one) times in a year.
(3) In conducting oversight as referred to in paragraph (1) the Directorate General of Industrial Pembina can coordinate with the Provincial Service and or the County/City Service or related agencies.
(4) BPKIMI carries out coaching on the Institution Assessment of Conformity in order of application of the SNI Single Inorganic Fertilizer.
(5) In carrying out coaching as referred to in paragraph (4), BPKIMI may provide a written reprimand and sanction to LSPro that does not submit a report as referred to in Article 8 in accordance with the rules It's

Article 12
The offender, LSPro and or the Laboratory of Testing which commits a violation of the provisions in the Regulation of this Minister are subject to sanction in accordance with the provisions of the laws.

Section 13
Director General Pembina Industry sets Technical Lead and Supervision Of A Single Inorganic Fertilizer SNI Application.

Section 14
(1) SPPT SNI Pupuk Urea which is published in accordance with SNI 02-2801-1998 is declared to be at maximum until 1 (one) year since the Ordinance of this Minister's Rule.
(2) SPPT SNI Fertilizer Ammonium Sulfate (ZA), Fertilizer Tripel Super Phosphate, Single Super Phosphate Fertilizer (SP-36), Natural Phosphate Fertilizer for Agriculture, Fertilizer Potassium Chloride (KCl) issued before promulgated the Regulation of the Minister. still applies in accordance with the terms of the SPPT SNI in question.

Section 15
Acting Regulation governed under the Regulation of Minister of Industry Number 19/M-IND/PER/2/2009 on the Treatment of Indonesian National Standards (SNI) Fertilizer Compulsory as amended last with the Minister of Industry Regulation (NPW) The number 37/M-IND/PER/3/2010 related to the Single Inorganic Fertilizer as referred to in Article 2 is stated to be in effect as long as not contradictory and has not been replaced under this Minister's Regulation.

Article 16
At the time the Regulation of the Minister applies the provisions relating to the Single Inorganic Fertilizer as referred to in Article 2 of the Regulation Minister of Industry Number 19/M-IND/PER/2/2009 on the Treatment of Indonesian National Standards (SNI) Pupuk Conscription as amended last with Regulation Minister Perindustrian Number 37/M-IND/PER/3/2010 was declared revoked and did not apply.

Article 17
The Regulation of the Minister comes into effect on the date of the promulctest.
