IMPLEMENTATION OF COMPONENT SUITE TECHNICAL REQUIREMENTS
THE KONVETER KIT FOR THE MOTOR VEHICLE IS MANDATORY

WITH THE GRACE OF THE ALMIGHTY GOD

MINISTER OF INDUSTRIES OF THE REPUBLIC OF INDONESIA,

Weigh: a. that in order to guarantee the quality, and reliability of the Konverter Kit with fuel Compressed Natural Gas (CNG) and the fuel Liquefied Gas For Vehicle (LGV), to protect health, safety, and security consumer as well as the living environment, it needs to impose technical requirements on the Konverter Kit (Converter Kit) for motor vehicles with fuel Compressed Natural Gas (CNG) or Liquefied Gas For Vehicle (LGV)
B. that based on considerations as referred to in the letter a need to establish the Regulation Minister of Industry on the Treatment of Convergence Technical Requirements For Motor Vehicles;

DECIDED:

Establish: INDUSTRY MINISTER REGULATION ON THE IMPLEMENTATION OF TECHNICAL REQUIREMENTS OF THE SUITE OF CONVEYTER KIT COMPONENTS FOR MOTORIZED VEHICLES

Section 1
UMUM PROVISIONS
In Regulation of this Minister, it is referred to:
1. The component of the Konverter Kit Component is a series of special components for converting/converting petrol to gas fuel inserted/injected into the fuel chamber of the cylinder motor vehicle engine, and next called the Konverter Kit.
2. Compressed Natural Gas (CNG) is a gas fluid that has been processed into a high-pressure natural compression gas for motor vehicles.
3. Liquefied Gas for Vehicles (LGV) is a gas fluid that is processed into a liquid gas (Liquefied Petroleum Gas/ LPG) low pressure for motor vehicles.
4. Tabung CNG is a tube used as a gas-based fuel storage device that is made of metal and non-metal mounted on a motor vehicle.
5. The LGV tube is a tube that is used as a gas-or non-metal fuel storage device that is mounted on a motor vehicle.
6. Technical requirements are the requirements that are required to be met by a person of domestic or foreign business related to the application of the standards used with the safety, health, human security, animal and plant and protection of the IBM International Basic General Terms. 7. UN-ECE R110 (United Nations Economic Commission for Europe) is the regulation of the European Commission World Agency for the standard Converter Kit CNG.
8. UN-ECE R67 (United Nations Economic Commission for Europe) is the regulation of the European Commission World Agency for the LGV/ LPG Converter Kit standard.
9. 11. ISO 15500 (International Organization for Standardization) Series is the international standard for the CNG Kit Konverter.
12. ISO 15500-1:2000/Amd.1:2003 is the international standard for the General Requirements and the Definition of the CNG System Components.
13. ISO 15500-2:2001 is the international standard for the Performance and General Test Methods of the CNG System Components.
14. ISO 15500-3:2001 is the international standard for the CNG Systems Component- Check Valve.
15. ISO 15500-4:2001 is the international standard for the CNG System Component-Manual Valve.
16. ISO 15500-8:2001 is the international standard for CNG System Components-Pressure Indicators.
17. ISO 15500-9:2001 is the international standard for the CNG System Component-Pressure Regulator.
18. ISO 15500-10:2001 is the international standard for the CNG System Component-the Gas Flow Governing Body.
19. ISO 15500-11:2001 is the international standard for the CNG Systems Components- Gas/Air Mixer.
20. ISO 15500-15:2001 is the international standard for the CNG System Component- Gas Tight Housing and Ventilation Hose.
21. ISO 15500-17:2001 is the international standard for the CNG Systems Component- Flexible Fuel Line.
22. ISO 11439 (International Organization for Standardization) is the international standard for CNG tube manufacturing.
23. SNI ISO 7407: 2009 is SNI for Pressurised Earth Gas Fuel Conversion Equipment (Compressed Natural Gas/CNG) on the Motor Vehicle.
24. SNI ISO 7408: 2009 is SNI for the Way of the pressurized Earth Gas Cylinder (Compressed Natural Gas/CNG) for Motor Vehicles.
25. SNI ISO 15500-5: 2009 was the SNI for the Mutu Terms and the Way of the Pressurized Fuel Tube Manual test (compressed Natural Gas/CNG) for the Motor Vehicle.
26. Accreditation is a series of formal recognition activities by the National Accreditation Committee (KAN), which states that an institution/laboratory has met the requirements for conducting certain certification activities.
27. The National Accreditation Committee, which is henceforth a non-structural institution, is located below and is directly responsible to the President with the task of establishing an accreditation and certification system as well as authorized personnel. Accredited institutions and laboratory testers to perform certification activities.
28. The product certificate is a written guarantee provided by the product certification agency stating that the Converter Kit has met the standard required.
29. The Test Results certificate/Report is a certificate/report published by the Tested Laboratory that is accredited by the scope of the test field (the type of testing/nature measured) in the Kit Konverter.
30. Technical Licensing is a letter of consideration given by the Director General of the Industry Pembina stating that the Converter Kit or the part of the Konverter Kit is intended to have met the provisions of the Technical Requirements under the Regulation. This minister.
31. Product Certification (LSPro) is a Product Certification institution that has been accredited by the National Accreditation Committee and/or appointed with the Trade Minister Regulation to perform the signature product certification activities. SNI.
32. The Foreign Product Certification Institute is a Product Certification Institution accredited by the Accreditation Agency in the country where the LSPro is referred to and has mutual recognition of the KAN.
33. The Test Laboratory is an accredited laboratory and/or international certification agency in the scope of the product in the Converter Kit to conduct test activities for sample items according to the technical requirements that It's mandatory. Test Lab is a laboratory accredited to the scope of the product in the Converter Kit to perform testing activities on the example of goods according to the mandatory technical requirements.
34. Minister is the Minister who organizes government affairs in the field of Industry.
35. Directorate General of Industrial Pembina is the General Directorate of High-tech-based Excellence Industry and/or the Directorate General of the Manufacturing Industry Ministry of Industry.
36. Director General Pembina Industry is Director General of the High Technology Based Excellence Industry and Director General of the Manufacturing Industry Base, Ministry of Industry.
37. Related Technical Instances are government agencies that enlist industrial sector, trade, pertinence, energy and mineral resources, technology, employment, environment, defense and POLRI.

Section 2
THE SCOPE OF THE KIT CONVERTER AND THE TUBE
(1) Based on the fuel the Konverter Kit and Tabung for motor vehicles consist of 2 types namely:
a. Kit converters and tubes for motor vehicles with a Compressed Natural Gas (CNG);
B. Kit converters and tubes for motor vehicles with a Liquefied Gas For Vehicle (LGV) fuel.
(2) The Converter Kit series at least consists of:
1) Converter Kit with fuel CNG:
a) conduction pipe;
b) regulators (regulators);
c) mixer (mixer)/ injector;
d) cylinder valve (cylinder valve);
e) isolation valve (isolation valve);
f) non-return valve filler (refuelling non-return valve);
g) the charging connection (refuelling connection);
h) automatic bleaching tool (safety cut-off device);
i) gas pressure control equipment;
j) an indicator of the volume of gas fuel;
k) electronic control tools (Electronic Control Unit); and
I) perkabelan (electrical wiring) for the Gas Conversion Component Series.
2) Converter Kit with fuel LGV:
a) conduction pipe (piping);
b) regulators (regulators);
c) injector (distributor);
d) LGV filter (LGV filter);
e) change over switch (on/off);
f) volume indicator (volume indicator);
g) the refuelling link (refuelling point);
h) electronic control unit (Electronic Control Unit); and
i) the closing valve (shut-off valve/solenoid valve);

Article 3
GAS CONVERSION TUBE SPECIFICATION
(1) Compressed Natural Gas (CNG) as referred to in Article 2 is a tube that has a working pressure of 200 bars and is used on motor vehicles as a place of fuel Compressed Natural Gas (CNG).
(2) Tube Liquefied Gas For Vehicle (LGV) which is equipped with multiple valves (multi-valve) as referred to in Article 2 is a tube that has a work pressure of 20 bar and is used on motor vehicle as a fuel Liquefied Gas For Vehicle (LGV).

Article 4
QUALITY REQUIREMENTS
Converter Kit and/or Tabung with fuel Compressed Natural Gas (CNG) and the Konverter Kit and Tabung with fuel Liquefied Gas For Vehicle (LGV) as referred to in Article 2 of the production In a country or in a country or import is required to meet Technical Requirements by having the Product Certificate:
(1) Economic Commission for Europe R110 and/or ISO 15500 series, ISO 11439, ISO 14469, SNI ISO 15500-5-2009, SNI 7407-2009, SNI 7408-2009 for the Converter Kit for the fuel Compressed Natural Gas (CNG); or
(2) Economic Commission for Europe R 67 for the Converter Kit for the fuel Liquefied Gas For Vehicle (LGV);

Article 5
Certifications
Converter Kit and Tabung as referred to in Section 2 that are derived from domestic production or import must have an SNI Certificate or UN-ECE or ISO Certificate as referred to in Section 4 issued by:
a. the certification institution of the product is accredited by the Accreditation Board which is mutually recognized with the KAN;
B. authority authorities according to the provisions of UN ECE; or
c. Product certification institution that is accredited by the Program.
Article 6
TECHNICAL CONSIDERATIONS
(1) As a sign of the fulfillment of the Technical Requirements as referred to in Section 4, the Converter Kit Component Suite for the fuel Compressed Natural Gas (CNG) or Liquefied Gas For Vehicle (LGV) Domestic and imported results, as referred to in Article 2, have the Technical Letter of the Directorate General of High-tech-based Excellence Industry.
(2) The Technical Perconsideration Letter as referred to in paragraph (1) is provided under a request that is supplemented with the following document:
a. The company ' s identity and permission;
B. Product certificates as referred to in Section 4; and
C. Import Plans in 1 (one) year for the importer; or
D. Production Plan in 1 (1) year for the domestic manufacturer;
(3) The Directorate General of High Technology-Based Excellence Industry can coordinate with the related parties to ensure the truth and validity of the documents as referred to in paragraph (2).
(4) Technical Perscale Letters as referred to in paragraph (2) for:
a. import products apply only at any time import;
B. import products used as original equipment manufacturing apply for 12 (twelve) months;
c. The domestic product applicable to the certificate of the kit converter product and the tube as referred to in Section 2 of the letter b is not yet over.

Article 7
TESTING FOR PRODUCTS THAT HAVE BEEN
PRODUCED/CIRCULATE BEFORE IT IS DONE
THE RULES OF THIS MINISTER
(1) Converter Kit and/or Tabung with a Compressed Natural Gas (CNG) or Liquefied Gas For Vehicle (LGV) as referred to in Section 2 of the domestic production results and import and have been produced and/or imported prior to the implementation of this Ministerial Regulation and are not yet installed on the mandatory motor vehicle to be tested in accordance with:
a. ECE R110 or ISO 15500-1 s/d 20, ISO 11439, ISO 14469, SNI ISO 15500-5-2009, SNI 7407-2009, SNI 7408-2009 for the Converter Kit and/or Tabung with the fuel Compressed Natural Gas (CNG); or
B. ECE R 67 for the Konverter Kit and/or Tabung with the fuel Liquefied Gas For Vehicle (LGV);
by the manufacturer for domestic products or importers for imported products.
(2) The fulfilment of the test provisions as referred to in paragraph (1) is evidenced by the Certificate of Product issued by the Certification Institution as referred to in Article 5.
(3) Testing as referred to in paragraph (1) must have been exercised by the importer or the manufacturer of the Konverter Kit and/or Tabung no later than 6 (six) months since the signing of this Minister's Regulation.

Article 8
SANCTIONS
(1) Since the enactment of this Minister ' s Regulation Converter Kit for fuel Compressed Natural Gas (CNG) or Liquefied Gas For Vehicle (LGV) as referred to in Article 2 does not meet the quality requirements as referred to in Section 4 and Section 6 that are derived from:
a. import is prohibited in and circulated in Indonesian Pabean region;
B. The country is banned in the Indonesian territory.
(2) 6 (six) months since this Minister's Regulation applies, the Converter Kit for the fuel Compressed Natural Gas (CNG) or Liquefied Gas For Vehicle (LGV) as referred to in Article 2 that has been circulated on the market before the enactment of this Minister Regulation and derived from domestic and import production that does not meet the provisions as referred to in Article 7:
a. must be withdrawn from the circulation by the manufacturer or the importer concerned; and
B. It's forbidden to circulate in Indonesia

Article 9
COACHING AND MONITORING
(1) The coaching and supervision of the application of the Regulation of the Minister is carried out by the Directorate General of Industrial Pembina.
(2) The execution of the supervision as referred to in paragraph (1) is implemented in coordinating with the relevant instance under the authority under the laws.
(3) In conducting the coaching and supervision of the application as referred to in paragraph (1) and (2) the Director General Manager of Industry and the associated Technical Instances may coordinate with the Provincial Service and/or the District/City Service.

Article 10
TECHNICAL INSTRUCTIONS
Director General Pembina Industry sets the Technical Instruction of the Implementation and Monitoring of the Application of the Regulation of this Minister.

Article 11
THE CURRENT PERIOD
The rules of the Minister are in effect on the date of promulgations.
