ABOUT
INDONESIA NATIONAL STANDARD ENFORCEMENT (SNI)
THE LPG STEEL TUBE IS OBLIGATORY
WITH THE GRACE OF THE ALMIGHTY GOD
MINISTER OF INDUSTRIES OF THE REPUBLIC OF INDONESIA,
Weigh: a. that in order to optimize the implementation of the Indonesian National Standard (SNI) the LPG steel tubes are mandatory and the agility in the international trade process over the product is referred to the changes in the number Harmonize System (HS) of 2012, need to rearrange the Indonesian National Standard Treatment (SNI) mandatory for the intended product;
B. that under consideration as intended in the letter a need to establish the Regulation of the Minister of Industry on the Treatment of Indonesian National Standards (SNI) LPG Steel Tubes;

17. Regulation of the Head of the National Standardization Board Number 1 of 2011 on the National Standardization Guidelines 301 of 2011 on the Indonesian National Standard Governing Guidelines;
DECIDED:
Establish: MINISTRY MINISTER REGULATION ON THE IMPLEMENTATION OF INDONESIAN NATIONAL STANDARDS (SNI) TUBES.
Section 1
In Regulation of the Minister this is referred to:
1. The next Certificate of Use of SNI Use Product called SPPT-SNI is an SNI-Mark Use Product Certificate issued by the Product Certification Institute to a manufacturer capable of producing LPG Gas Tabung as per SNI requirements.
2. Product Certification Institute, next called LSPro is an agency that performs the SNI Use Product Certification activities.
3. The Laboratory of Testing is a laboratory conducting testing activities on the example of goods according to the specification/test method of the SNI.
4. The National Accreditation Committee, which is subsequently referred to as a non-structural institution, is located below and is directly responsible to the President with the task of establishing an accreditation and certification system and authorized to be accredited. agencies and laboratories to conduct certification activities.
5. Surveyances are periodically checking and or specifically against companies/manufacturers that have acquired SPPT-SNI for the consistency of the application of SPPT-SNI, which is performed by LSPro.
6. The next Product Standard Supervising Officer called PPSP is a civil servant in the center or area assigned to conduct surveillance of goods and or services at the production site and beyond the locations of production activities that SNInya has It's mandatory.
7. LPG Tube Maintainer is the LPG steel tube owner ' s Company performing LPG Gas nits.
8. Minister is the Minister who organizes government affairs in the field of industry.
9. Directorate General Pembina Industry is the Directorate General of the Manufacturing Industry Base, Ministry of Industry.
10. Director General Pembina Industry is the Director General of the Manufacturing Industry Base, Ministry of Industry.
11. Director Pembina Industry is the Director who fostered the LPG Steel Tabung industry at the Directorate General of the Manufacturing Industry Base of the Ministry of Industry.
12. BPKIMI is the Board of Climate Policy Studies and Mutu Industries, Ministry of Industry.
13. Provincial Service is the Department of the Province which is the management of the government affairs of the industrial field.
14. District/City Services is the Department of the District/City which is a matter of government affairs of the industrial field.
Section 2
(1) Enforce LPG Steel Tube SNI Mandatory, with the SNI Number and the Number

(2) The LPG Steel Tabung as referred to in verse (1) is a LPG-fueled pressurized tube made from Metal Plate and Hot Canai Scrolls for Gas Tabung (BjTG) equipped with lPG steel tube valves and Karet Perapat (Rubber seal) LPG Steel Tabung at 1.5 kg up to 50 kg.
(3) LPG Steel Tube Valve and Karet Perapat (Rubber seal) A LPG steel tube attached to LPG Steel Tabung as referred to a paragraph (2) is required to meet the mandatory SNI provisions of each product set in Regulation Minister of Industry.
Article 3
The company that produces LPG Steel Tabung as referred to in Article 2 is required to apply SNI with:
a. have the SPPT-SNI Steel Tabung LPG in accordance with the applicable provisions; and
B. provide an SNI mark on each product on a place that is easy to read and in a way that is not easily lost.
Section 4
(1) Publishing SPPT-SNI LPG Steel Tube as referred to in Article 3 of the letter a performed by LSPro which has been accredited and appointed by the Minister in accordance with the scope of the SNI LPG Steel Tabong, through:
a. audit the application of the SNI ISO 9001:2008 or its revision of the Mutu SNI Management System; and
B. LPG Steel Tabung quality fitness testing in accordance with the provisions of the SNI as referred to in Article 2.
(2) Testing as referred to in paragraph (1) the letter b is implemented by:
a. The tester laboratory which has been accredited by the LPG Steel Tabung scope and is appointed by the Minister; or
B. Laboratories abroad that have been accredited by the accreditation institute in the site of the Laboratory of Contemplating Testing are in place with mutual recognition (Mutual Recognition of Arrangement (MRA)) with KAN (such as International Laboratory Accreditation (ILAC) or The Asia Pacific Laboratory Accreditation Cooperation (APLAC)), and the country is referred to have bilateral or multilateral agreements in the field of technical regulation with the Government of the Republic of Indonesia and appointed by the Minister.
(3) Audit of the application of quality management systems referred to in paragraph (1) letter of a quality management system certificate according to SNI ISO 9001:2008 or its revision of the Certification System Certification System accredited by the KAN or the accreditation institution of the Mutu Management System that has signed the Mutual Recognition of Arrangement (MRA) with the KAN.
(4) Audit of the application of quality management systems as referred to in paragraph (3) is performed at:
a. subsequent surveyons after enacted the Regulation of this Minister for the Company which has owned the SPPT SNI LPG Steel Tabong; or
B. after submission to the LSPro for:
1. The company that does not have an SPPT SNI; or
2. The company submitted an extension of SPPT SNI.
Section 5
LSPro as referred to in Article 4 of the paragraph (1) is required to publish the SPPT-SNI Steel Tabung LPG by listing the minimum:
a. company name and address;
B. the company ' s handler name;
c. factory address;
D. name and importer address;
e. Number and title of SNI;
f. product type; and
G. product brand.
Section 6
(1) The LSPro as referred to in Section 4 of the paragraph (1) is required to report on the issuer of the SPPT SNI as a result of the issuer of 7 (seven) working days since the issuer of SPPT-SNI to the Director General of the Industry and Head of BPKIMI.
(2) LSPro that publishes SPPT-SNI Tabung Steel LPG is responsible for the implementation of the survey use of SNI tags from the published SPPT-SNI.
Section 7
Each LPG Steel Tube as referred to in section 2, which is traded within the country, which is derived from the results of domestic production or import shall meet the requirements of the SNI as referred to in Article 3.
Section 8
In terms of fulfilment of lPG steel tube requirements, LPG tube maintainers are required to get LPG Steel Tabung from the LPG Steel Tabung manufacturer which has met the provisions as referred to in Article 3.
Section 9
To guarantee the quality of LPG Steel Tabung in accordance with SNI as referred to in Article 2, the LPG Steel Tabung manufacturer can only sell LPG Steel Tabung to the Tube Maintainer.
Article 10
(1) Related relationships between LPG Steel Tabung Manufacturers in terms of fulfillment of the LPG Steel Tabung requirement as referred to in Article 8 are amended in the Cooperation Agreement.
(2) The Cooperation Agreement as referred to in paragraph (1) of the minimum contains provisions about:
a. business professional association between the LPG Steel Tabung Manufacturers with the Tube Maintainer;
B. the quality of the LPG Steel Tabung quality matches the SNI that is on:
1. The LPG Steel Tabung manufacturer if the LPG Steel Tabung has not been moved to the Tube Maintainer;
2. The LPG Steel Tabung manufacturer if the LPG Steel Tabung has been transferred from the manufacturer to the Tube Maintainer to the time the product warranty is meant to end; or
3. The tube maintainer if the LPG Steel Tabung has been moved from the LPG Steel Tabung manufacturer.
c. provision that the LPG Steel Tabung can only be circulated by the LPG Tube Maintainer; and
D. It's the LPG Steel Tablehold.
Section 11
(1) The LPG Steel Tabung which has been produced before 14 November 2008 can only be used most of the time:
a. 20 (twenty) years from the date produced for LPG 3kg; Steel Tabung
B. 25 (twenty-five) years since the date is produced for the LPG Steel Tabung above 3 kg.
(2) The month and year of production as referred to in paragraph (1) are required to be listed on a product in a place that is easy to read in a way that is not easily lost.
(3) The LPG Steel Tabung which does not list the month and year of production as referred to in paragraph (1) is prohibited to be circulated and must be withdrawn from circulation no later than 31 December 2012.
Article 12
(1) To guarantee the quality of the LPG Steel Tabong as referred to in Section 11, the LPG Steel Tube Manager is required to perform retesting periodically in accordance with the provisions of the Press Act laws.
(2) The LPG Steel Tabung which has been conducted retesting in accordance with the provisions referred to in paragraph (1) is required to provide a replay of the test results by listing the month and year of testing on the LPG Steel Tabung referred to a place that is easy to read and by means of stamping.
Section 13
LPG Steel Tubes as referred to in Section 2 produced since 14 November 2008 which are derived from the results of domestic production and/or import shall meet the provisions of the SNI Tabung Steel LPG as referred to in Article 3 and accompanied the months and years of the production of LPG Steel Tabung which is put on place that is easy to read and in a way that is not easily lost.
Section 14
(1) The LPG Steel Tabung as referred to in Article 2 produced since the SNI of Wajib date of 14 November 2008 and does not meet the provisions as referred to in Article 3 are prohibited from circulating and must be destroyed.
(2) The LPG Steel Tabung as referred to in Article 2 produced since the work of SNI Wajib dated 14 November 2008 and has been circulating in the market derived from domestic production
(3) as well as not meeting the provisions as referred to in Article 3 should be withdrawn from circulation and destroyed by the Maintainer of the tube and or the Manufacturer.
(4) The LPG Steel Tabung as referred to in Article 2 produced since the SNI of Wajib date of 14 November 2008 and is derived from the import as well as not meeting the provisions as referred to in Article 3 if entered into Indonesian Pabean region is required to be completed under the terms of the invitation of the invitation
(5) The order of the product withdrawal from circulation and destruction as referred to in paragraph (1) and paragraph (2) is performed under the provisions of the laws.
Section 15
(1) The coaching and supervision of the implementation of the application of SNI as referred to in Article 2 is conducted by the Directorate General of Industry Pembina exercised by the PPSP.
(2) Surveillance as referred to in paragraph (1) is performed against products ranging from pre-market to the circulation of products in the market held at least one (one) times in a year.
(3) In conducting oversight as referred to in paragraph (1) the Directorate General of Industrial Pembina can coordinate with the Provincial Service and or the County/City Service or related agencies.
(4) BPKIMI carries out coaching on the Institution Assessment Institute in order of application of the SNI Tabung Steel LPG.
(5) In carrying out coaching as referred to in paragraph (4), BPKIMI may provide a written reprimand and sanction to LSPro that does not submit a report as referred to in Article 6 in accordance with the rules It's
Article 16
The offender, LSPro and or the Laboratory of Testing which commits a violation of the provisions in the Regulation of this Minister are subject to sanction in accordance with the provisions of the laws.
Article 17
Director General Pembina Industry sets Technical Lead and Supervision Guidelines of LPG Steel tubes are mandatory.
Section 18
(1) SPPT SNI Tabung Baja LPG published based on SNI 1452:2007 is stated to still be in effect for up to 1 (one) year since the Regulation of the Minister is in effect.
(2) Submission of SPPT SNI Tabung Baja LPG based on SNI 1452:2011 as referred to in Article 2 is required 2 months since the Ordinance of this Minister's Regulation.
Article 19
Regulation of the conduct set under the Regulation of the Minister of Industry Number 85/M-IND/PER/11/2008 on the Treatment of Indonesian National Standards (SNI) Against 5 (five) Industry Products Concurrent as amended by Regulation. The Minister of Industry Number 129/M-IND/PER/12/2010 related to the LPG Steel Tabung as referred to in Article 2 is stated still in effect as long as not contradictory and has not been replaced under this Minister's Regulation.
Article 20
At the time the Minister ' s Ordinance applies provisions related to the LPG Steel Tabung as referred to in Regulation Minister Perindustrian Number 85/M-IND/PER/11/2008 about the Treatment of Indonesian National Standards (SNI) Against 5 (five) Industrial products are mandatory as amended by the Regulation Minister of Industry No. 129/M-IND/PER/12/2010 revoked and stated to be not applicable.
Section 21
The Regulation of the Minister comes into effect on the date of the promulctest.
