Section Parts of Irrigation Assets

Section 5

(1) The Irrigation Asset Inventory as referred to in Section 4 of the letter a cover of data collection and registration activities Irrigation.

(2) The inventory of Irrigation Assets as referred to in paragraph (1) is carried out on irrigation networks and proponents of irrigation management.

(3) The Irrigation Asset Inventory on the Irrigation Network as referred to in paragraph (2) is intended to obtain data number, dimensions, types, conditions, and functions of all Assets Irrigation and water availability data, asset value, and service areal in any area of Irrigation in the framework of irrigation systems in any Irrigation Area.

(4) Irrigation Asset Inventory on proponents of irrigation management as well as referred to the paragraph (2) is intended to obtain the amount data, specifications, conditions, and the function of the irrigation management in each of the Irrigation Area.

(5) The data collection as referred to in paragraph (1) is conducted through data collection secondary and irrigation network search.

(6) Network Search Irrigation as referred to in verse (5) on primary irrigation networks and secondary irrigation networks involves the participation of water-user farming societies.

Article 6 (1) Inventory of Irrigation Assets as referred to in Section 5 begin

is done after the Irigation Asset is completed partially or entirely.

(2) Based on an inventory of the Irrigation Asset as referred to in paragraph (1) compiled an Irrigation Asset inventory report at each end of the year in question.

Section 7 (1) Technical guidelines inventory inventory as referred to in

(2) Encoding for Information Systems The management of irrigation assets as referred to in paragraph (1) consists of: a. County code/Kota; b. River Area Code; c. Irrigation Asset Code; and

(3) In the event of a change to the Regency/City code and river region code as referred to in paragraph (2) letter a and letter b, the District/City code and the river region code are adjusted to the provisions Laws.

(4) In addition to the encoding for the Irrigation Asset Management Information as referred to in paragraph (2) the technical guidelines are supplemented by the Isian Form and the Filing Instruction as set forth in Appendix I Section D which is part which are not separated from this Minister Rule.

(5) The Encoding for the Irrigation Asset Management Information as referred to in paragraph (2) as set forth in Appendix I Section A to the end of Appendix I Section C. an inseparable part of this Minister ' s Regulation.

The Second Part Irrigation Asset Management

section 8 (1) Planning of Irrigation Asset Management as referred to in

Section 4 of the letter b, performed with the preparation of an irrigation asset management plan.

(2) The management of the management plan Irrigation assets as referred to in paragraph (1) include data analysis activities of the Irrigation Asset inventory as referred to in Section 6 and the formulation of the follow-up plan to optimize the utilization of the Irrigation Asset at the service level.

(3) The drafting of the Irrigation Asset Management plan as referred to in verse (1) is performed on any Irrigation Area.

(4) The management plan of an irrigation asset includes an irrigation network asset management plan and an irrigation management supporting asset management plan.

(5) The Irrigation Asset Management Plan as referred to in paragraph (3) is compiled for planning time 5 (five) years and is specified every 5 (five) years.

(6) Irrigation Asset Management Plan as referred to in paragraph (4) includes the plan:

a. Asset security; b. Asset maintenance; c. Asset rehabilitation; d. increased assets; e. renewal or replacement of an asset; and/or f. Asset removal.

(7) In the event of a disaster, irrigation land function, and other technical considerations, may be made changes to the Irrigation Network asset management plan.

(8) The Irrigation Network asset management plan as referred to the paragraph (5) including the estimated cost requirement.

Article 9

(1) The management plan of the Irrigation Management as referred to in Article 8 of the paragraph (4) includes the plan:

a. the formation and empowerment of the water-user farming community in accordance with the need;

b. upgrade of a spokesman's capability, water door guard and hood operations officer as well as the development of the ranting/observer organization;

c. empowerment and resetting of the Irrigation Network maintainer power that is on the field;

d. development, upgrade, repair, update, and/or removal of office buildings, guard houses and other buildings necessary for the Irrigation Network Management activities;

e. the addition, repair, replacement, and/or removal of existing equipment and equipment in accordance with the need to achieve the specified service level target; and

f. Physical security, problem solving, land/land control document security as a support asset for irrigation management.

(2) In carrying out the planning of Irrigation Asset Management of the Irrigation Area that is authorized and responsible:

a. The Government, Technical Managing Unit is coordinating with the inter-province Irrigation Commission, or the provincial Irrigation Commission, the Provincial Government, and the County/City Government concerned;

b. Provinces, Provincial services are coordinating with the provincial Irrigation Commission, and the District/City Government is concerned; and

c. District/City, District/City service coordinates with the district/city Irrigation Commission.

24. Other Irrigation Network Managers are business entities, social bodies, and individuals.

Article 2

(1) This guideline is intended as a reference to the Government, the Provincial Government, the District/City government, the Village Government, the Community Farmers, and Other Governing Irrigation Networks in implementing the Irrigation Asset Management.

(2) The guidelines aim for irrigation managers to be able to carry out effective and efficient management of irrigation assets.

Section 3

(1) Irrigation Asset Management in this guideline includes Management Surface Irrigation assets and underground water irrigation.

(2) Irrigation Asset Management as referred to in paragraph (1) does not include the management of the country's assets/goods regulated under the laws of the field of the company consumer goods.

CHAPTER II OF IRRIGATION ASSET MANAGEMENT ACTIVITIErable part of this Ministerial Regulation.

Article 16 (1) The results of the evaluation of the implementation of the Irrigation Asset Management as

referred to in Section 15 are compiled in one report by the Technical Managing Unit, Provincial Service or service District/City in accordance with its authority and responsibilities.

(2) The Report as referred to in paragraph (1) is the input for the implementation of the Irrigation Asset Management the following year.

(3) Evaluation of the implementation of the Irrigation Asset Management conducted at any end of the fifth year into input in drafting Irrigation Asset Management of the next year.

Fifth Section

Update of Irrigation Asset Inventory

Article 17 (1) Update of the Irrigation Asset Inventory is done with

intent to keep the accuracy Irigation Asset data. (2) Updates of Irrigation Asset Inventory as referred to

in paragraph (1) are executed at any end of the year using the results of the corresponding year inventorization.

(3) The Implementation of the Results for an Inventory Irrigation Assets as defined in paragraph (1) are the activities of updating the Irrigation Asset's inventory data that includes: a. type, number, condition, function, and asset value when inventories; b. the availability of water and extensive irrigation services during inventory; c. extensive changes in irrigation services caused by decreased

network function, decrease in water availability in the source and over the irrigation land function; and

d. Asset management support asset management. (4) Asset management supporting asset management as referred to

paragraph (3) d letters include: a. The number and status of the water-user farming community; b. the number and qualifications of officers; c. the number and conditions of building buildings;

d. Operating equipment and maintenance are still viable and unworthy of use; and

e. Land area concerned with operating activities and irrigation network maintenance.

BAB III

IRRIGATION ASSET MANAGEMENT INFORMATION SECTION Article 18

(1) Irrigation Asset Management Information Systems were developed with the purpose of supporting the implementation of the Irrigation Asset Management.

(2) To host an irrigation asset management information system as referred to in paragraph (1) the component is required: a. Irrigation Asset Management unit (b). hardware consisting of computers as well as

its equipment, the global positioning system, and digital cameras; and

c. the software is a computer program. 3) The Irrigation Asset Management Unit (s) as referred to in paragraph (2)

letter a at the central level developed in the Directorate General, which has a policy execution function in the field of water resources.

(4) Asset Management Unit Irrigation as referred to in paragraph (2) of the letter a in the area is developed on each regional Technical Managing Unit or Provincial Service, and the municipal/City service.

(5) The development of irrigation data management units on the Irigation Network responsible for the management of other irrigation networks, water-speaking farmers ' societies, and the Government of the Village, implemented in each of the offices in question.

Article 19 of the Information on Irrigation Assets stored on the Irrigation Asset Data Management unit may be accessed by other agencies and the general public.

Section 20 of the Irrigation Asset Management information as referred to in Article 18 and Article 19 is a subsystem of water resources information.

CHAPTER IV AUTHORITY AND LIABILITY

Section of Irrigation Asset Management

on the Irrigation Area that became the Authority and Government Responsibility

Section 21 (1) Technical Managing Unit Host an irrigation asset management

in the Irrigation Area that is the authority and responsibility of the Government.

(2) The activities of the Irrigation Asset Management as referred to in Section 4 of the letter a and the corresponding c letter with physical activities can be done contractually.

(3) The Screening of the Updates Irrigation Asset Inventory results as referred to in Section 4 of the letter e associated with nonphysical activities may be done contractually.

(4) The implementation of the Irrigation Asset Management as referred to in paragraph (1) includes Review of the Tertiary Network conducted by the Water-user Farmers ' Society.

(5) The management activities of the irrigation assets as referred to in verse (2) and verse (3) can be carried out through the duties of the host to the Local Government.

(6) The execution of the duties of the host as referred to in the paragraph (5) specified with the Minister ' s decision.

Article 22 (1) The central Instancy performs a compilation of the Assets inventory results

Irrigation conducted by: a. Technical Managing Unit (of IBM); and Provincial Service.

(2) Compilation as referred to in paragraph (1) is executed at any end of the year and is the recapitulation of the Irrigation Asset inventories as referred to in Section 6.

Article 23

(1) the regional Technical Managing Unit or Provincial Service Conduct a Irrigation Asset Management in the Irrigation Area which is the authority and responsibility of the provincial government.

(2) The activities of the Irrigation Asset Management are referred to in Section 4 of the letter a and the corresponding c letter with physical activities can be done contractually.

(3) The Screening of the Updates Irrigation Asset Inventory results as referred to in Section 4 of the letter e associated with non physical activities may be done contractually.

(4) The implementation of the Irrigation Asset Management as referred to in paragraph (1) includes Review of the tertiary inventory of the tertiary network.

(5) Irrigation Asset Management Activities as referred to in Article 4 can be carried out through the duties of the host to the government. District/City.

(6) The execution of the master's duties as referred to in paragraph (5) is specified with the Governor's decision.

Section 24 (1) the regional Technical Managing Unit or Provincial Service performs

(5) Evaluation as referred to in paragraph (1) is executed under the Technical Guidelines of Implementation, Evaluation, and Updates of the Irrigation Asset Inventory as set forth in the applicable Attachment III. the insepaent

Section 25

Article 26 (1) of the County/City Service is compiling a compilation of inventories

An Irigation Asset performed: a. my own; and b. Village Government.

(2) Compilation as referred to in paragraph (1) is the recapitulation of the Irrigation Asset inventories as referred to in Section 6.

The Fourth Quarter of the Irrigation Asset Management is Authorized and Liability Answer

Section 27 (1) The Village Government and Other Irrigation Network Managers are in charge

a. Technical Managing Unit for the Region of Irrigation which is on the river region that is the authority and responsibility of the Government;

b. Provincial Service for the Region of Irrigation which is on the river region that is the authority and responsibilities of the Provincial Government; and

c. County/City service for the Region of Irrigation which is on the river region that is the authority and responsibility of the Province of Irrigation. Answer the county/City Government.

(4) The Government of the Village and Other Irrigation Network Manager assisting the Minister, Governor, or Regent/Mayor in conducting the evaluation of the implementation of the Irrigation Asset Management that is its responsibility for each year on a continuous.

Fifth Part Management Irrigation Asset That Is Entitled and Responsibility

Water-user Farmers Society Chapter 28

(1) Irrigation Asset Management on the Tertiary Irigation Network became the rights and responsibility of the Farmers ' Society of the Farmers Water.

(2) In executing the Irrigation Asset Management as referred to on the paragraph (1) the Water Use Farmers Society provides the Irrigation Asset Data and the implementation of the Irrigation Asset Management report to:

a. Technical Managing Unit on a tertiary irrigation network located in the Irrigation Area which is the authority and responsibility of the Government;

b. Provincial Service on the tertiary irrigation network located in the area of Irrigation which is the authority and responsibility of the provincial government; and

c. County/City services on the tertiary irrigation network that is on the Irrigation Area which is the The authority and responsibilities of the District/City Government.

(3) In terms of the Association of Agricultural Farmers not being able to carry out the Irrigation Asset Management on the Irrigation Network which is the right and responsibility, Government, Provincial Government and the Municipal Government/City can provide assistance

technical and financing to the Farmers Association of Water based on demand to the Government, Provincial Government and the Government/City with regard to the principle of self-reliance

(4) The Society Water-user farmers referred to in paragraph (3) assisting the Minister, Governor, or Regent/Walikotain conducting an evaluation of the implementation of the Irrigation Asset Management on the Tertiary Irigation Network with an update of the Irrigation Network Inventory Results and Other Irrigation Assets.

(5) Updates of Inventory Results Irrigation Network Irrigation Network and other Irrigation Assets as referred to in paragraph (4) which is the right and responsibility is performed on each year.

CHAPTER V MANAGEMENT OF THE UNDERGROUND WATER IRRIGATION ASSET

ARTICLE 29 (1) MANAGEMENT Underground water irrigation assets are authorized and

Government responsibility, Provincial Government, or the District/City government in accordance with its authority and responsibilities.

(2) In the implementation of the Irrigation Asset Management of the underground as referred to in paragraph (1) of the Government, the Provincial Government, the Government of District/City may include water-user farming.

(3) Implementation of the Irrigation Asset Management Activities as part of the Irrigation Asset Management activities based on the Asset Inventory Technical Guidelines Irrigation as set forth in Appendix I which is an inseparable part of the Regulation of this Minister.

BAB VI

THE IMPLEMENTATION ORGANIZATION Section 30

In the implementation of the Irrigation Asset Management as referred to in Article 21 to Section 26 may be formed a special task force on the Managing Unit Technical, regional Technical Managing Unit or Provincial Service, regional Technical Managing Unit or County/City Service, guidelines provided on the terms as set forth in Appendix I to the Annex III which is an integral part of the Cloud Service. from the Regulation of this Minister.

BAB VII FINANCING

Article 31 (1) In The Management Of Irrigation Assets, Government, Provincial Government,

District/City governments, Village Governments, and Network Maintain Other irrigation provides costs according to his authority and responsibilities.

(2) In terms of management of the Irrigation Assets conducted by the water-user growers, the cost of Management of Irrigation Assets is provided by the respective executors. in accordance with its responsibility.
