REGULATION of the PRESIDENT of the REPUBLIC of INDONESIA NUMBER 107 2013 ABOUT CERTAIN HEALTH SERVICES RELATED to the OPERATIONAL ACTIVITIES of the MINISTRY of DEFENCE, ARMED FORCES, and INDONESIAN NATIONAL POLICE with the GRACE of GOD ALMIGHTY the PRESIDENT of the Republic of INDONESIA, Considering: that in order to implement the provisions of article 57 and article 60 of Law Number 24 year 2011 about social security governing body, need to set Rules about Specific health services President relates to the operational activities of the Ministry of defence , Indonesia, national army and police force of the Republic of Indonesia;
Remember: 1. Article 4 paragraph (1) of the Constitution of the Republic of Indonesia in 1945;
2. Act No. 40 of 2004 on National Social Security Systems (State Gazette of the Republic of Indonesia Number 150 in 2004, an additional Sheet of the Republic of Indonesia Number 4456);
3. Law Number 24 year 2011 about social security governing body (State Gazette of the Republic of Indonesia Number 116 in 2011, an additional Sheet of the Republic of Indonesia Number 5256);
Decide: define: PRESIDENT of the REPUBLIC of INDONESIA REGULATION CONCERNING CERTAIN HEALTH SERVICES RELATED to the OPERATIONAL ACTIVITIES of the MINISTRY of DEFENCE, ARMED FORCES, and the INDONESIAN NATIONAL POLICE.
CHAPTER I GENERAL PROVISIONS article 1 In this regulation of the President is: 1. The specific health services health services are organized in order to provide health support for operational activities and to support the basic tasks and functions of the Defense Ministry, Indonesia national army, and State police of the Republic of Indonesia, which is not guaranteed by the social security Health Providers.

5. the State police of the Republic of Indonesia, hereinafter abbreviated to police, is the country that plays a role in maintaining security and order of society, enforce the law, as well as provide protection, shelter and service to the community in the framework of the rights of security in the country.
6. Operation of the police force is a series of Police actions in the framework of prevention, mitigation, penindakan against the security and order of the community disruption and disaster security organized by period, goals, how to act, power, and support the involvement of particular resources by some police functions in the form of a task force.
7. TNI Operation is an action planning and organization of the army, air and naval operations covering land, marine operations, and air operations for the purposes of the defence of the country.

16. CIVIL SERVANTS Kemhan is a civil servant in an environment of Kemhan and the TNI.
17. Civil servants at the national police is a member of the national police and the CIVIL Police.
18. Police Medicine is the application of science and technology in medicine for the benefit of police tasks.
19. Health and health services is the Police Department of health kesamaptaan given to civil servants at the national police.
Article 2 (1) members of the INDONESIAN ARMED FORCES, CIVIL SERVANTS, civil servants at the Kemhan Police and their family members get health services referred to in the presidential Regulation No. 12 2013 about health coverage.
(2) in addition to the health service referred to in subsection (1), a member of the TNI, PNS Kemhan, and civil servants at the national police provided health services and health support to the operational activities of the Kemhan, the TNI and police, which are not guaranteed by the BPJS health.
CHAPTER II SPECIFIC HEALTH SERVICES RELATED to the OPERATIONAL ACTIVITIES of the DEFENSE MINISTRY and the INDONESIAN ARMED FORCES is considered Part of a particular health care Kemhan article 3 (1) of certain health services to support the basic tasks and functions of the Kemhan include: a. promotif and preventive health services;

b. periodic health examination service of members of the Indonesian armed forces and CIVIL SERVANTS Kemhan;

c. Ministry of health checks prospective participants disabled integrated rehabilitation Kemhan and the TNI personnel;

d. rehabilitation of disability health services Kemhan and the TNI personnel;

e. the Ministry of health checks prospective CIVIL SERVANTS Kemhan; and f. the Ministry of health education development examination of CIVIL SERVANTS Kemhan.
(2) health care promotif as referred to in paragraph (1) letter a at the very least include health education, dissemination of information, or other activities to support the achievement of a healthy life.
(3) preventive health services as referred to in paragraph (1) letter a at the very least include an effort to avoid or reduce risks, problems and harms resulting from the disease.
(4) periodic health examination Service (medical check-up) as referred to in paragraph (1) letter b was implemented at least one (1) times within 1 (one) year.
(5) the medical examination of prospective participants disabled integrated rehabilitation personnel referred to in paragraph (2) Letter c is carried out to determine the level of the general health status of disabled personnel sufferers.
(6) health service rehabilitation disability referred to in paragraph (1) the letter d at the least include the efforts to restore the health status, restore body functions due to illness, and/or due to defects or eliminate defects.
(7) the Ministry of health checks prospective CIVIL SERVANTS and health checks Kemhan education Kemhan PNS development referred to in subsection (1) the letter e and the letter f includes physical and mental pemeriksaaan, as well as other support.
(8) the provisions on the implementation of certain health services to members of the Indonesian armed forces and CIVIL SERVANTS in the environment Kemhan as referred to in subsection (1) until subsection (7) is set by regulation of the Minister of the organizing Affairs of the Government in the field of Defense.

c. examination of the health of members of the INDONESIAN ARMED FORCES;

d. health services due to the activities of the training and operations of the AIR FORCE; and e. promotif activities, preventive, and rehabilitative health.

Article 6 (1) the awarding of health support the AIR FORCE exercises as stipulated in article 5 letter a include the fulfillment of health devices need to support the activities of the AIR FORCE exercises.
(2) the granting of health support the AIR FORCE exercises including the granting of health support for prospective members of the INDONESIAN ARMED FORCES at a time when the education establishment.
(3) a health device Needs as referred to in subsection (1) include materially health medical and non medical.
(4) the health to support health exercise the TNI as referred to in paragraph (3) are defined by the Commander of the TNI.
Article 7 (1) the awarding of health support TNI operations referred to in article 5 letter b include the fulfillment of health devices need to support activities: a. military operations for the war; and b.  military operations other than war.

(2) a health Device referred to in subsection (1) include the individual health and wellness devices unit.
(3) the health of the INDONESIAN operation as referred to in paragraph (1) established by the Commander of the TNI.
Article 8 medical examination TNI members as referred to in article 5 subparagraph c include fulfillment materials and activities to support health checks: a. operating the unit maintenance health screening of TNI;

b. maintenance of TNI personnel health screening;

c. health inspection personnel of the TNI special maintenance;

d. health checks the assignment of TNI in domestic operations;

e. health checks the assignment of TNI foreign operations;

f. educational selection medical examination; and g. werving health checks.

Article 9 health services due to the activities of the training and operations of the AIR FORCE as stipulated in article 5 and the letter d include fulfillment materials and activities of medical services in hospital Operations and exercise the TNI backrest to support: a. medical services resulting from an accident of exercise; and b.  health services due to the victims of the operation.

Article 10 promotif Activities, preventive, and rehabilitative health referred to in article 5 of the letter e includes the following: a. medical services which are disease prevention with emphasis on health promotion activities; b. Prevention of health problems or illness with medical intervention activities;
c. health services determination of the level of disability of TNI personnel due to the activities of the training and operations of the AIR FORCE;
d. medical rehabilitation services for disabled Kemhan and the TNI personnel due to the activities of the training and operations of the AIR FORCE; and e.  materials to support health activities promotif, preventive, and rehabilitative programmes as referred to in letter a, letter b, letter c and d letter. Paragraph 3 health services to support the basic tasks and functions of the TNI article 11 of Ministry of health to support the basic tasks and functions of the AIR FORCE as referred to in article 4 letter b include: a. the coaching ability of health units in the field and Hospital Operations and exercise the TNI backrest; and b.  the construction of the ability of the health institution the TNI and INDONESIAN health research and development.

Article 12 (1) the construction of the ability of the health units and field hospitals rely on operations and Exercise the TNI as stipulated in article 11 letter a covering human resource capacity and health sciences which include matra health field, health, marine and aerospace health.
(2) the Ministry of health in order to increase the ability of human resources as well as the Health Science Committee as referred to in paragraph (1) was organized by TNI, the matra health agencies include: a. Health Institution the TNI Military-Army;

b. health agencies Keangkatan the seas of the Indonesian Navy; and c. the Aviation Health Institute of the Indonesian air force.
Article 13 the coaching ability of INDONESIAN institutes of health and the health of the INDONESIAN research and development as stipulated in article 11 letter b include: a. pemeriksaaan, identification, and the creation of a database of odontogram TNI members;
b. producing drugs and health for the fulfillment of the objective needs of the AIR FORCE exercises and operations; and c.  improved quality of health in order to support operations and exercises through the research and development of the health of the TNI Article 14 (1) Pemeriksaaan, identification, and the creation of a database of odontogram TNI members as referred to in article 13 the letter a was organized by the Institute of oral health include: a. Institute of oral health of the Indonesian Army;

b. institution of Dentistry of the Indonesian Navy; and c. the Institute of oral health of the Indonesian air force.
(2) the grant of support operations and exercise the TNI by producing drugs and health the objective referred to in Article 13 the letter b which is organized by: a. the pharmaceutical Institute of the Indonesian Army;

b. the pharmaceutical Institute of the Indonesian Navy;

c. the pharmaceutical Institute of the Indonesian air force;

d. biomedical Agency of the Indonesian Army; and e. the Agency tools and equipment health of the Indonesian army.
(3) improvement of the quality of health in order to support operations and exercises through the research and development of the health of the INDONESIAN ARMED FORCES as referred to in article 13 of the letter c was organized by all institutions/agencies/healthcare facilities in an environment of Kemhan and the TNI for the development of science and technology in the field of medicine and health in order to support operations and exercise the TNI.
Article 15 Provisions on implementation of the health service of the TNI members related to operational activities, and the Ministry of health to support the basic tasks and functions of the INDONESIAN TNI Commander to the rule set.

CHAPTER III SPECIFIC HEALTH SERVICES RELATING to OPERATIONAL ACTIVITIES of the INDONESIAN NATIONAL POLICE is considered Part of the General Health Services article 16 specific environment the national police includes the following: a. medical services for civil servants at national police operational tasks in order; and b.  the Ministry of health in order to support basic tasks and functions of the national police.

The second part of the medical services For civil servants at national police Operational Tasks article 17 For medical services for civil servants at national police operational tasks as referred to in article 16 the letter a include: a. health Polices;

b. support the health Police exercise; and c.  health support operation of the police force.

Article 18 Health Police as referred to article 17 the letter a include: a. medical services; and b.  Ministry of health kesamaptaan the national police.

Article 19 health service as stipulated in article 6 letter a include the following: a. medical services for civil servants at the national police due to accidents and/or pain in the execution of the tasks, exercises, and operations;
b. medical rehabilitation medical services for civil servants at the national police due to the execution of tasks in the field of narcotics and illegal drugs; and c.  health services due to the implementation of the exercise and operation of the national police.
Article 20 (1) Health Ministry kesamaptaan Police as stipulated in article 6 letter b include the following: a. medical examination in the framework of the education establishment, education development, selection of assignments within and outside the country;
b. health examination of civil servants at the Police at regular intervals of at least 1 (one) time within 1 (one) year;
c. health checks on the Police civil servants in particular before and after performing a task or operation both within and abroad, and other special assignments; and d.  medical examination and/or appeal by the Committee of Examiners the health Police (PPKP).
(2) the medical examination referred to in subsection (1) letter b include promotif and preventive health.
(3) Health promotif as referred to in paragraph (2) at least include health education, dissemination of information, or other activities to support the achievement of a healthy life and samapta.
(4) Preventive Health as mentioned in subsection (2) at least include an effort to avoid or reduce risks, problems and harms resulting from the disease.
Article 21 (1) of the health Police exercise Support referred to in article 17 the letter b include the fulfillment of health devices need to support the activities of police practice.
(2) Needs a health device referred to in subsection (1) include materially health medical and non medical.
(3) the grant of a Police exercise health support including the granting of health support for prospective members of the national police at the time of the education establishment.
(4) a health Device referred to in subsection (1) and paragraph (2) are defined by the head of State police of the Republic of Indonesia.
Section 22 health services including health support in the Police operations referred to in article 17 the letter c in the form of coaching dental health for civil servants at national police who will perform the operation.

Article 23 (1) support the health Police operations referred to in article 17 the letter c includes the fulfilment of health devices for operating activities: a. intelligence;

b. safeguards activities;

c. the maintenance of security;

d. law enforcement;

e. restoration of security;

f. kontijensi; and g.  the assignment of keeping world peace.
(2) Needs a health device referred to in subsection (1) include materially health medical and non medical.
(3) the health to support health Police operations as referred to in paragraph (1) and paragraph (2) are defined by the head of State police of the Republic of Indonesia.
The third section of the Ministry of health to support the basic tasks and functions of the national police Article 24 health services to support the basic tasks and functions of the national police as stipulated in article 16 and the letter b include the following: a. Medical Police; and b.  the activities of the institutes of health police.

Article 25 (1) the Ministry of health to support the basic tasks and functions of the national police be Police Medicine referred to in Article 24 letter a cover: a. service of the Disaster Victim Identification (DVI), the health field and countermeasures to Chemical, Biological, Radiological and Nuclear (CBRN) in disaster situations;
b. service of forensic medicine are not guaranteed by the BPJS health, medical aspects of sports SCENE, health law and medikolegal for the sake of the law and the judiciary;
c. health services safety and order of society, perpolisian society, health wellness and food security to support the task of the national police in maintaining order and keeping the community;
d. the Ministry of traffic medicine;
e. health care of prisoners at Police;

f. health service on victims of violence women and children that are not guaranteed by the BPJS Health; and g.  Health Services report recipient institution on healthcare facilities the national police.
(2) Disaster Victim Identification (DVI) as referred to in paragraph (1) letter a is the activity of identification of victims die due to the disaster that was done scientifically appropriate standard Interpol and can be accounted for by law.
Article 26 the Ministry of health to support the basic tasks and functions of the national police be Police institutes of health activities as stipulated in article 24 the letter b include: a. organizes the production and provision of health devices to support the task of the national police by the pharmaceutical Institute of police;
b. provide dental identification and storage of the data base for the members of the national police and odontogram community groups with a high risk of the laboratory by Clinic Odontologi police (LKOK); and c.  identification and data storage Deoxyribonucleic Acid (DNA) by the laboratory of Deoxyribonucleic Acid (DNA) Police Department.
Article 27 the provisions on the implementation of specific health care services for civil servants at the national police in order to carry out operational and health services in order to support basic tasks and functions of the national police are set by regulation Chief of police of the Republic of Indonesia.

CHAPTER IV HEALTH FACILITIES of article 28 (1) of specific health care services for CIVIL SERVANTS Kemhan supported health facilities which include hospitals, clinics, and other health facilities in the neighborhood Kemhan.
(2) certain health services to members of the INDONESIAN ARMED FORCES who conducting the operational tasks supported health facilities which include hospitals, clinics, and other health facilities in an environment of Kemhan and the TNI.
(3) certain medical services for civil servants at the national police carry out operational activities supported health facilities include hospitals, clinics, and other health facilities in the neighborhood Police station.
(4) in the case of health facilities Kemhan, TNI, and police cannot carry out specific health services referred to in subsection (1), subsection (2), and subsection (3), reference can be made to other health facilities outside health facilities Kemhan, TNI and Polri in accordance with the provisions of the legislation.
Chapter V FUNDING Article 29 (1) Organizing specific health services relating to operational activities Kemhan, TNI, Polri and funded from the budget of the State Expenditures and Revenues having regard to the financial capabilities of the State.
(2) the magnitude of the budget referred to in paragraph (1) proposed hierarchical each health unit is Kemhan, the TNI and police, in accordance with the provisions of the legislation.
CHAPTER VI CLOSING PROVISIONS article 30 of this presidential Regulation comes into force on the date of promulgation.
