No. 11 YEAR 2013
ABOUT
GENERAL FUNCTIONAL OFFICE GUIDELINES
IN THE NUCLEAR POWER SUPERVISORS ENVIRONMENT

WITH THE GRACE OF THE ALMIGHTY GOD,

CHIEF SUPERINTENDENT OF NUCLEAR POWER,

Weigh: a.   that under Article 17 of the paragraph (1) of the Law No. 43 of 1999 on the Changes to the Law No. 8 of the Year of the Public Service, each Civil Server is appointed in a particular position and rank;
B.  that to support the agility of the execution of the task, in addition to structural offices and functional posts as referred to in the letter a, need to be developed a general functional office;
c. that the coaching and supervision of the Civil Servant Management management in the Nuclear Power Supervising Agency environment is determined by the Officer Pembina of the Public Works;
D.  that based on consideration as referred to in the letter a, the letter b, and the letter c, need to establish the Regulation of the Head of the Nuclear Power Supervising Board on the Guidelines of the General Functional Office in the Environment of the Nuclear Power Regents;

Given: 1.  Law No. 8 of the Year 1974 on Subjects of the Republic of Indonesia (1974) Number 55, Additional Gazette of the Republic of Indonesia Number 3041) as amended by Law No. 43 of 1999 on Changes to the Law No. 8 Year 1974 on Subjects Keworkforce (State Gazette Indonesia Year 1999 Number 169, Additional Gazette Republic of Indonesia Number 3890);
2. Act Number 10 of 1997 on Liabilities of the Republic of Indonesia in 2004 Number 125, Additional Gazette of the Republic of Indonesia Number 4437);
3. Government Regulation No. 9 of 2003 on Authority Appointment, Transference, and Dismissal Of Civil Servants (State Of The Republic Of Indonesia In 2003 Number 15, Additional Sheet Of State Republic Indonesia Number 4263) as has been amended with the Government Regulation No. 63 of 2009 on the Changes to Government Regulation No. 9 of 2003 on the Authority Of Appointment, Transference and Dismissal Of Civil Servants (State Sheet Of The Republic Of Indonesia In 2009 Number 164);
4. The Presidential Decree Number 103 of 2001 on the Position, Duties, Functions, Authority, Organizational Arrangement, and Work Governance of the Non-Department of the Non-Department, as it has been seven times amended, last with the Presidential Regulation No. 3 of 2013 (State of the Republic of Indonesia in 2013 Number 10);
5. Regulation of the Head of the Nuclear Power Supervising Board No. 11 of 2008 on about the Changes to the Decree of the Head of Nuclear Power Supervising Board Number 01 rev.2/K-OTK/V-04 about the Organization and the Workforce of Nuclear Power Supervising Agency;
6. Regulation of the Head of the Nuclear Power Supervising Board Number 12 of 2008 on the Organization and the Working Hall of Education and Training;

DECIDED:

establish: A REGULATION OF THE HEAD OF NUCLEAR POWER SUPERVISORS ON THE GUIDELINES OF THE COMMON FUNCTIONAL OFFICE IN THE NUCLEAR POWER SUPERVISORS ENVIRONMENT.

Article 1
In the Rule of the Chief of the Nuclear Power Supervising Board this is referred to:
1. The next Nuclear Power Supervising Board (BAPETEN) is an agency responsible for carrying out surveillance through regulations, licensing, and inspections of all activities of the Nuclear Power Expediency.
2. BAPETEN employees who are henchmen are the candidates for civil servants and civil servants working in the BAPETEN environment, including the Civilian Civil Servants Employed and secondhand in the BAPETEN environment.
3. The General Functional Office is the position that demonstrates the duty, responsibility, authority and rights of a Civil Servsor in order to perform the underlying tasks and functions of the skill and/or skill to achieve the organization's objectives.
4. Certain Functional Functional positions are the positions that show the task, responsibility, authority and right of a Civil Servlet in a unit of organization which in the conduct of its duties is based on a particular skill and/or skill As well as self-suss, and the increase in rank is required by credit.
5. Structural Office is a position that indicates the duty of responsibility, authority, and the right of a civil servant in order to lead a unit of state organization.
6. Task Details-is an exposures or fortification of all office tasks that are the principal tasks that are performed by the holder in processing work materials into a specific condition.

Article 2
(1) Any Employee Who Does Not Occupy A Particular Structural And/Or Functional Office is appointed in the General Functional Title.
(2) The appointment of the Employee in the General Functional Title as referred to in paragraph (1) is specified by the Decision of Chief BAPETEN.

Article 3
The General Functional Post as referred to in Article 2 aims to:
a. provide clarity of employee duties in assisting the execution of the lowest eselon tasks in each working unit; and
B. provide clarity of employee duties in accordance with the educational background.

Section 4
(1) The naming of General Functional Office is formulated based on the results of the office analysis.
(2) The names of the General Functional Office in the BAPETEN environment as set forth in the Attachment are an inseparable part of this BAPETEN Chief Regulation.
(3) The names of the General Functional Title as referred to in paragraph (2) may be adjusted to the needs of the organization units.

Section 5
(1) General functional office penetration as referred to in Article 4 of the slowest 1 (one) year after the BAPETEN Chief Regulation is specified.
(2) In the event of a change in the name of the general functional office as referred to in paragraph (2) is specified by the Decision of Chief BAPETEN.

Section 6
(1) The names of the General Functional Office as referred to in Article 4 are the basis of the formation of the office.
(2) The formation of the post as referred to in paragraph (1) is used as the basis for the acceptance of the Candidate of the Civil Service.

Section 7
(1) The Prospective Civil Servant appointed in the General Functional Office as referred to in Article 2 of the paragraph (1), cannot be moved before being appointed to the civil servant.
(2) Transfer Of Civil Servants in the General Functional Office in the BAPETEN environment is set by the Decision of Chief BAPETEN.
(3) Transfer Of Civil Servants in the General Functional Office as referred to in paragraph (2) may be devolve to the Principal Secretary.

Section 8
This BAPETEN Chief Regulation is starting to apply on the date of the promulcteration.
