REGULATION of the HEAD of STATE POLICE of the REPUBLIC of INDONESIA number 16 by 2013 on the WORKING PROCEDURES of the AGENCY'S PERSONNEL HEALTH EXAMINERS INDONESIAN NATIONAL POLICE with the GRACE of GOD ALMIGHTY HEAD of STATE POLICE of the REPUBLIC of INDONESIA, Considering: a. that the Agency health examiners personnel State police of the Republic of Indonesia do health checks resetting professionally and objectively to assess whether Candidates or qualified/civil servants at State police of the Republic of Indonesia in carrying out the task;
b. that the Decree of the head of State police of the Republic of Indonesia number: Skep/631/XII/2007 dated December 28, 2007 on the guidelines of The Committee for Health National Police Examiners already incompatible with developments and dynamics in the health field, so need to be replaced;
c. that based on considerations as referred to in letter a and letter b, need to establish the Rule of the Republic of Indonesia National Police Chief about the Working Procedures of the Agency's Personnel Health Examiners State police of the Republic of Indonesia;
Remember: 1. Act No. 2 of 2002 on State police of the Republic of Indonesia (the State Gazette of the Republic of Indonesia number 2, 2002 an additional Sheet of the Republic of Indonesia Number 4168);
2. Presidential regulation Number 52 in 2010 about the Organization and the work of State police of the Republic of Indonesia;
Decide: define: REGULATION of the HEAD of the INDONESIAN NATIONAL POLICE ABOUT the WORKING PROCEDURES of the AGENCY'S HEALTH EXAMINERS PERSONNEL STATE POLICE of the REPUBLIC of INDONESIA.
CHAPTER I GENERAL PROVISIONS article 1 in regulation this Assistant is: 1. State police of the Republic of Indonesia which further shortened the national police is a State that plays a role in maintaining security and order of society, enforce the law, as well as provide protection, shelter, and service to the community in the framework of the rights of security in the country.
2. Civil servants at the national police is a member of the national police and the civil servant (PNS) Police.
3. The medical examination which further shortened Rikkes is a series of activities conducted medical examination for Prospective/civil servant at Police.
4. The National Police Agency Personnel Health Examiners who then called the police and was a body 278 COMMENTS on duty and authorized to decide whether Candidates or qualified/civil servants at the national police in carrying out the task based on the results of Rikkes.

Article 2 the purpose of this Regulation: a. as a guideline for implementing officers in the national police carry out BPKP Rikkes Reset; and b.  the realization of uniformity of action, orderly administration and reporting is effective and efficient.
Article 3 the principle in these regulations: a. objective, namely in carrying out an examination of the police based on the BPKP Rikkes Re concerned having regard to the code of ethics of the medical profession;
b. accurate, that in carrying out the inspection of Police pay attention to precision and BPKP accuracy;
c. accountability, i.e. the implementation and results of the examination of the BPKP Police leadership as well as responsive to Candidates/public servants in the national police;
d. nondiskriminasi, namely in carrying out inspection of the BPKP Police did not distinguish the tribe, religion, race, and class; and e.  humanist, that in carrying out the inspection of national police Candidates treat the BPKP/civil servants on national police who checked humanely.
Article 4 (1) the purpose of the examination of the national police for the BPKP: a. conclude the type of disease or health disorder that is being suffered by Candidates/public servants in the national police; and b. provide input to the direction in decision accomplished or whether the candidate/civil servants on the national police to carry out the task.
(2) the inspection Target BPKP Police: a. candidate for civil servants at national police as follows: 1. Police Academy Cadets (Akpol);
2. School students police inspector Source Scholars (SIPSS);
3. The student Police Brigadier;
4. Students Bhayangkara Police; and 5.  Prospective CIVIL SERVANTS Police;
b. civil servants at the national police.
CHAPTER II the structure, DUTIES and RESPONSIBILITIES of the POLICE is considered part of the structure of the BPKP BPKP Police article 5 Structure BPKP Police consists of: a. the BPKP Police Headquarters levels (Headquarters) of the national police; and b.  BPKP Police level regional police (Polda).
Article 6 (1) Police Police Headquarters level BPKP as stipulated in article 5 a, consisting of: a. the person in charge: the head of the Med and Health Centre (Kapusdokkes) the national police;
b. the Chairman: Chief Health Kesamaptaan (Kabidkesmapta);
c. Secretary: Periodic Health and head of a special Subfield (Kasubbidkeslasus) Bidkesmapta; and d.  Members: the specialist in accordance with the type of illness.
(2) the BPKP Police Police level referred to in article 5 letter b, consisting of: a. the person in charge: the head of the field of medicine and health (Kabiddokkes) the Police;
b. the Chairman: Chief of Police Health Subfields (Kasubbidkespol);
c. Secretary: head of the Affairs of the Kesmaptaan (Kaurkesmapta); and d.  Members: general practitioners and/or a specialist.
(3) the BPKP Police referred to in subsection (1) and paragraph (2) was formed on the basis of a warrant: a. Kapusdokkes the national police to the National Police Headquarters level; and b.  Police Kabiddokkes to the level of Police.
(4) the structure of the BPKP Police referred to in article 5 are contained in the annex to “ A ” that is part of an integral part of this regulation.
The second part of the duties and responsibilities of the BPKP Police article 7 in charge of the national police in charge of 278 COMMENTS: a. issuing a warrant;
b. to conduct surveillance and control of implementation of BPKP Police; and c.  reporting the results of the implementation of the tasks of the national police to the BPKP: 1. Assistant to the National Police Headquarters level; and 2.  Kapolda for Police.
Article 8 (1) Chairman BPKP Police on duty: a. coordinate and oversee implementation of the BPKP Police;
b. lead results Re Rikkes BPKP Police;
c. establish and sign a Certificate of the results of appropriate meeting Re Rikkes BPKP Police; and d.  reporting the results of Repeated Rikkes BPKP Police.
(2) in the performance of tasks, responsible to the Chairman in charge of the BPKP Police.
(3) the Affidavits Re Rikkes Results referred to in paragraph (1) the letter c are listed in annex “ B ” which is part of an integral part of this regulation.
Article 9 (1) the Secretary of the BPKP Police on duty: a. making the minutes of the meeting results of the BPKP Police;
b. analyze and evaluate the results of the repeated Rikkes BPKP Police;
c. making the report of the implementation of the inspection of the BPKP Police; and d.  collect and store reports results Rikkes Re conducted by members.
(2) in the exercise of duties, the Secretary responsible to Chairman BPKP Police.
Article 10 (1) a member of the BPKP Police on duty: a. examine the medical history and previous medical record of the candidate/civil servants at the national police;
b. implement Rikkes Reset against the candidate/civil servants at the national police;
c. create a medical record results Rikkes Reset; and d.  report the results of the repeated Rikkes for submission to the Secretary of the BPKP Police.
(2) in the performance of duty, the Member is responsible to Chairman BPKP Police.
CHAPTER III IMPLEMENTATION RIKKES and APPEAL is considered part of the implementation of the Redesigned Rikkes article 11 (1) Execution by Rikkes BPKP police, as follows: a. Kasatker request to the Re Rikkes in charge: 1. Kapusdokkes the national police to the National Police Headquarters level; and 2.  Police Kabiddokkes to the level of Police;
b. in charge of the national police published the BPKP warrant acting BPKP Police;
c. BPKP Police carry out testing and research of medical history and medical record before from Prospective/civil servant at police will be examined;
d. the national police carry out Repeated Rikkes BPKP Candidate/civil servants at the national police in accordance with the type of ailment;
e. in the event that the police can carry out necessary BPKP citation and/or a second opinion to specialists and/or healthcare facilities outside the national police;
f. BPKP Police carry out meetings to provide an assessment of the results of the repeated Rikkes BPKP Candidate/Police civil servants at the national police;
g. BPKP Police published the results of the repeated Rikkes Affidavits of candidates/public servants in the national police;
h. Chairman BPKP Police reported the results of the implementation of the BPKP to national police in charge of the BPKP Police;
i. in charge of BPKP Police give recommendations on the results of Repeated Rikkes Candidate/civil servants on the national police to the Kasatker of the applicant; and j.   In charge of the national police reported the results of the implementation of the BPKP BPKP Police to: 1. Assistant to the National Police Headquarters level; and 2.  Kapolda for Police.
(2) Kasatker an applicant referred to in subsection (1) the letter i, is obliged to notify in writing the results of Repeated Rikkes Candidates/public servants in the national police.
Article 12 Assessment results Rikkes Reset as mentioned in article 11 letter f is expressed in the form of: a. The Stakes; and b.  Qualitative.
Article 13 (1) Stakes as stipulated in article 12 letter a consists of levels:

a. Stakes 1, namely the condition of no abnormalities or diseases at all or if any abnormalities are very light or no meaning, so that it meets the requirements of medical as a candidate/civil servants at the national police;
b. Stakes 2, namely the condition have disorders or diseases of the degrees of light do not interfere with body functions so that still meet the medical requirements as a candidate/civil servants at the national police;
c. Stakes 3, i.e. conditions have disorders or diseases which are not degree interfere with body functions, so that still meet medical requirements to follow education or perform the duties of the police force are limited in accordance with the disorder or disease;
d. Stakes 3 p, that is the condition of having a disorder or disease that would interfere with the heavy degree of bodily functions, so as to require care and/or treatment for a limited police duties in accordance with the disorder or disease; and e. Stakes 4, i.e. conditions have disorders or diseases of the degree of weight would disrupt the function of the body as a whole, so that it does not meet minimal requirements for duty and or continuing education as a candidate/civil servant at Police.
(2) Qualitative as stipulated in article 12 letter b, consisting of: a. the levels well;
b. Enough;
c. Less; and d.  Less All.
(3) assessment of the Stakes and qualitative for Prospective civil servants in accordance with the provisions of National legislation.
(4) the assessment of the Stakes and qualitative for civil servants at national police listed in annex “ and annex ” C “ D ” that is part of an integral part of this regulation.
The second part of the appeal of article 14 (1) in the case of candidates/public servants on the Police objections to the results of the repeated Rikkes BPKP police, may file a petition for appeal to Kapusdokkes Police.
(2) the petition for an appeal filed by Candidate/civil servants on Police Kapusdokkes Police to at least 14 (fourteen) days from the receipt of the notice of the results of Rikkes Kasatker.
(3) Kapusdokkes Police issued the warrant the establishment of the National Police Headquarters-level Police BPKP to members implementing the different national police, BPKP to implement Rikkes restarted.
(4) the result was decided in the meeting Repeated Rikkes BPKP Police to publish Certificate Re Rikkes results as recommendations.
(5) the certificate Restart Rikkes results referred to in paragraph (4) was delivered to the applicant with copies of the applicant's Kasatker.
CHAPTER IV SUPERVISION and CONTROL Article 15 Supervision and control of the implementation by Rikkes BPKP Police Police Headquarters and Police level, in the form of: a. a report; and b.  analysis and evaluation.
Article 16 (1) of the report referred to in Article 3 a, include: a. Report Chronicle disease Candidate/civil servants at the national police had done an examination of BPKP Police, attaching supporting examination results;
b. report the inspection results in the form of Police Affidavits BPKP Results Rikkes Reset; and c.  recapitulation report results Re Rikkes BPKP Police.
(2) Report the results of the repeated Rikkes recapitulation BPKP Police referred to in subsection (1) is made in the form of annual report and delivered by Kabidkesmapta Pusdokkes Police/Polri Kapusdokkes Kabiddokkes to the Police, at least early in the quarter IV fiscal year running.
Article 17 (1) analysis and evaluation referred to in Article 3, letter b include: a. implementation Rikkes Reset; and b.  Rikkes results.
(2) the results of the analysis and evaluation of Repeated Rikkes Kapusdokkes was reported by Police to the Assistant.
Chapter V CLOSING PROVISIONS Article 18 at the time these regulations come into force, the term Health Examiners Committee Police (PPKP) who has been there, read the Agency's Examiners Health Personnel (BPKP) Police.

Article 19 this regulation at the time Assistant comes into force, then the Assistant Decision Letter Number Skep/631/XII/2007 dated December 28, 2007 on the guidelines of The Committee for National Health Examiners (PPKP), repealed and declared inapplicable.

Article 20 of the regulation this Assistant took effect on the date of promulgation.
