REGULATION of the MINISTER of RELIGIOUS AFFAIRS of the REPUBLIC of INDONESIA NUMBER 23 by 2013 ABOUT the ORGANIZATION and the WORK of the STATE ISLAMIC INSTITUTE SULTAN THAHA SAIFUDDIN MOSQUE JAMBI with the GRACE of GOD ALMIGHTY MINISTER of RELIGIOUS AFFAIRS of the REPUBLIC of INDONESIA, Considering: a. that in order to improve the quality and organization of the Ministry of higher education, need to re-arrange the Layout and organization of the work of the State Islamic Institute Sultan Thaha Saifuddin mosque Jambi;
b. that based on considerations as referred to in letters a need to set a regulation of the Minister of religion about the Organization and the work of the State Islamic Institute Sultan Thaha Saifuddin mosque Jambi;

10. The decision of the Minister of finance Number 429/KMK. 05/2009 regarding the determination of the State Islamic Institute Sultan Thaha Saifuddin mosque Jambi on Ministry of religious affairs as the Government agencies that implement the financial management of the Agency's public service;

Decide: define: REGULATION of the MINISTER of RELIGION ABOUT the ORG ANISASI and the WORK of the STATE ISLAMIC INSTITUTE SULTAN THAHA ARUN JAMBI.
CHAPTER I the POSITION, duties, and FUNCTIONS of article 1 (1) the State Islamic Institute Sultan Thaha Saifuddin mosque Jambi are hereinafter referred to as the Institute is hosted by the Ministry of Religion that is under and responsible to the Minister of religious affairs. (2) the Institute referred to in subsection (1) is functionally built by Director General of Islamic education.

Article 2 the Institute has the task of carrying out the Organization of higher education include academic education programs, students and/or the profession, research and community services in the field of science and technology in Islamic religious and General Science in accordance with the provisions of the legislation.

Article 3 in carrying out the tasks referred to in article 2, the Institute runs the function of: a. the formulation and determination of the vision, mission, policies, and planning programs;
b. organizing and implementation of academic education, students and/or the profession, research and community services in the field of science and technology and Islamic religious sciences in General; c. implementation of coaching not only academic; and d.  implementation of administration and reporting.

Article 4 of the Organization of the Institute consists of organs, organ Manager of consideration, and supervision.

CHAPTER II Part I General MANAGER ORGANS article 5 organs of the Manager of the Institute consists of: a. the Rector and Vice Rector;

b. Faculty;

c. Graduate;

d. General Administration Bureau, academic, and Student Affairs;

e. Agencies; and f.  Implementing The Technical Unit.

The second part of the Rector and Vice Rector Rector article 6 article 5 referred to in letter a has a duty to lead and manage the Organization of higher education referred to in article 2 and article 3 based on the policy established by the Minister of religious affairs.

Article 7 (1) in carrying out the tasks referred to in article 6 and the Rector is assisted by three (3) people representative of the Rector.
(2) the Vice-chancellor as referred to in subsection (1) consists of: a. the Deputy Rector of the academic field and the development of institutions that have the task of helping the Rector in the field of academic and institutional;
b. Vice Rector Field in public administration, Financial planning and who has the task of helping the Rector in the areas of General Administration, planning, and finance; and c. the Vice-chancellor of Student Affairs and cooperation Fields which have the task of helping the Rector of Student Affairs and cooperation in the field.
The third part of the Faculty of General article 8 Paragraph 1 (1) the faculty as stipulated in article 5 and the letter b is an element of implementing academic Institute which has the task of organizing the academic education, students and/or profession within 1 (one) clumps of disciplines of science, technology, and/or art.
(2) the Faculty referred to in subsection (1) is led by a Dean who is under and responsible to the Rector.
Article 9 in carrying out the tasks referred to in article 8 paragraph (1), the Faculty hosted a function: a. implementation of the Organization of the academic education, students, and/or the profession, in the Faculty of environment;

b. implementation of the research and development of science and technology;

c. implementation of community services;

d. implementation of coaching not only academic; and e. administrative implementation and reporting.

Article 10 of the faculty at the Institute consists of: a. the Sharia;

b. Science and Pedagogy of Tarbiyah;

c. Usul; and d. Adab.

Article 11 Organization of the Faculty consists of: a. the Dean and Vice Dean;

b. the Department;

c. the laboratory; and d. The Section.

Paragraph 2 of the Dean and Vice Dean of the chapter 12 Dean as stipulated in article 11 letter a has the task of leading and managing the Organization of education as referred to in article 8 paragraph (1) and article 9 in accordance with the policy of the Rector.

Article 13 in carrying out its duties the Dean referred to in article 11 letter a is assisted by 3 (three) Vice Dean.

Article 14 Vice Dean as stipulated in article 13 consists of: a. the Vice Dean of Academics who have the task of assisting the Dean in implementing the academic, research, education and community services;
b. Vice Dean Field in public administration, Financial planning, and which has the task of assisting the Dean in the field of public administration, planning, and finance; and c. the Vice Dean of Student Affairs and cooperation Fields which have the task of assisting the Dean of Student Affairs and cooperation in the field.
Paragraph 3 Departments Article 15 (1) the Departments referred to in article 11 letter b is a unit of implementing academic faculty has a duty in organizing courses in 1 (one) disciplines of science, technology, and/or art.
(2) the Department referred to in subsection (1) is led by a Chairman of the Department which is under and responsible to the Dean.
Article 16 the Department referred to in article 11 letter b consists of: a. the Chair of the Department;

b. the Secretary of the Department; and c. a lecturer.

Article 17 the Chairman of the Department as referred to in article 16 letter a has a duty to lead and implement the Organization of the courses referred to in Article 15 paragraph (1) based on the policy of the Dean.

Article 18 the Secretary of the Department referred to in article 16 letter b has the task of assisting the Chairman of the Department in the field of public administration, finance, personnel, and reporting.

Paragraph 4 Laboratories article 19 (1) of the laboratory referred to in article 11 of the letter c represents the device supporting the implementation of environmental education in the faculty.
(2) Laboratory as referred to in subsection (1) is led by a functional in accordance with their fields under and responsible to the Dean.
The part of paragraph 5 of article 20 (1) The Part referred to in article 11 letter d has the task of carrying out public administration and academic services, Student Affairs, planning, and reporting on the environmental faculty.
(2) The Part referred to in paragraph (1) is headed by a Chief who was at bawag and responsible to the Dean.
Article 21 in carrying out the tasks referred to in article 20, section conducts Administrative functions: a. implementation of the programme and financial planning in the Faculty of environment;


b. implementation of academic administration, Student Affairs, alumni and Faculty in an environment;
c. implementation of the administrative staffing, administration, kerumahtanggaan, State-owned goods, and information systems at the Faculty of environment; and d.  implementation reporting faculty.

Article 22 The Section referred to in article 11 letter d consists of: a. Staffing and General Subsections;

b. Subsection planning, finance, and accounting; and c. Subsections academic and Student Affairs.

Article 23 (1) Subsections Staffing and Public referred to in section 22 letter a has the task of carrying out administrative services staffing, administration, public relations, management of State-owned goods, kerumahtanggaan, and information systems faculty.
(2) Subsections planning, finance, and accounting as referred to in article 22 of the letter b has the task of carrying out the preparation of plans and budgets, Treasury, financial reporting, accounting, and reporting of faculty.
(3) Subsections academic and Student Affairs as stipulated in article 22 of the letter c has the task of carrying out administrative services to academic, research and service to the community, daan Student Affairs.
The fourth part of the postgraduate section 24 Graduate as stipulated in article 5 subparagraph c is an element of implementing academic who has the task of organizing education master's degree Program, doctoral programs, and/or Program Specialist in the fields of science, technology, and art-based Islam.

The fifth section of the Bureau of the General Administration, academic, and Student Affairs Paragraph 1 General Article 26 (1) Bureau of Public, academic, Administrative and Student Affairs as stipulated in article 5 d the AUAK Bureau hereinafter referred to have carry out general administration, planning, finance, staffing, organization, legislation, academic administration, Student Affairs, alumni, empowerment and teamwork.

Article 27 AUAK Bureau referred to in Section 26 subsection (1) held the function of: a. the exercise of drafting the plans, programs and budgets, evaluation and reporting;
b. implementation of the public administration that includes the implementation of the Administration, archives, management of State-owned goods, documentation and publications, as well as kerumahtanggaan; c. implementation of structuring the Organization and staffing, governance, law and regulations;

d. implementation of the Treasury, accounting, and financial reporting;

e. implementation of academic administration, Student Affairs, alumni, and institutional cooperation; and f.   preparation of the Institute's reporting.

Article 28 AUAK Bureau referred to in Section 26 subsection (1) consists of: a. General section;

b. planning section;

c. Section finance and accounting;

d. Part of the Organization, Staffing, and law;

e. academic and Student Affairs Section; and f.  The Functional Position Of The Group.

Article 29 the General section as referred to in article 28 and the letter a has the task of carrying out the Administration, archives, management of State-owned goods, kerumahtanggaan, documentation, publications, and PR.

Article 30 in carrying out the tasks referred to in Article 29, the General section organizes functions: a. implementation of administration and archives;

b. implementation of the kerumahtanggaan and management of State-owned goods; and c. the execution of documentation, publications, and PR.

Article 31 General section as referred to in article 28 and the letter a consists of: a. State-owned Goods Subsection;

b. Subsection Households;

c. Administrative and Archival Subsections; and d. Subsections public relations, documentation, and publications.

Article 32 (1) Subsections State-owned Goods as referred to in article 31 of the letter a has the task of implementing the management of State-owned goods.
(2) Subsections Households as stipulated in article 31 letter b has the task of carrying out kerumahtanggaan.
(3) Subsections Administrative and Kearsipam as stipulated in article 31 of the letter c has the task of carrying out administration and archives.
(4) Subsections public relations, documentation, and publications referred to in article 31 letter d has the task of carrying out public relations, documentation, and publications.
Article 33 planning section as referred to in article 28 and the letter b has the task of implementing the management of data and information, preparation of plans, programs and budgets, evaluation, and reporting performance.

Article 34 in carrying out a task as referred to in article 33, the planning section hosted a function: a. implementation of the management of data and information for planning and budget;

b. implementation of the preparation of plans, programmes and budgets; and c. the implementation evaluation of the program, budget, and performance reporting.

Article 35 planning section as referred to in article 28 and the letter b consists of: a. the Subsection Data and information; and b. Subsections Preparation, evaluation and reporting of the Program and budget.

Article 36 (1) Subsections Data and information referred to in Article 35 the letter a has the task of implementing the management of data and information for planning and budget.
(2) Subsections Preparation, evaluation and reporting of the Program and Budget as referred to in article 35 the letter b has the task of carrying out the preparation of drafting the plans, programs, and budgets, as well as the evaluation and reporting of the program and budget.
Article 37 Section finance and accounting as referred to in article 28 of the letter c has the task of implementing the budget, Treasury, accounting agencies, management information systems and accounting state-owned goods (REFER to the BMN), accounting for public service bodies (BLU), and financial reporting.

Article 38 in performing the duty as referred to in article 37, part of the finance and accounting function: a. organizes the execution of the budget and the verification of the budget;

b. implementation of the Repertory.

c. implementation of accounting agencies and REFER to the BMN;

d. implementation of accounting BLU; and e. implementation of the preparation of the financial statements.

Article 39 Section finance and accounting as referred to in article 28 of the letter c consists of: a. implementation of the budget and Treasury of the Subsections; and b. Subsections verification, accounting, REFER to the BMN, and financial reporting.

Article 40 (1) Subsections of the implementation of the budget and Treasury as stipulated in article 39 letter a has the task of implementing the budget and Treasury.
(2) Subsections Accounting verification, REFER to the BMN, and financial reporting as stipulated in article 39 letter b has the task of carrying out the verification, accounting agencies, REFER to the BMN, accounting BLU, and the preparation of financial statements.
Article 41 Section organization, Staffing, and law as stipulated in article 28 d has the task of implementing the organizational structuring, corporate governance, staffing, and laws and regulations based on the policy established by the Rector.

Article 42 in the discharge of duties as referred to in article 41, part of the Organization, Staffing, and law hosts a function: a. implementation of organizational structuring, corporate governance, preparation of standard operating procedures, and minimum service standards; b. implementation of administrative personnel; and c.  the preparation of legislation and legal assistance.

Article 43 Section organization, Staffing, and law as stipulated in article 28 d consists of: a. Subsections organization and Governance;

b. Subsection Staffing; and c. Law Subsections.

Article 44 (1) Subsections organization and Governance as stipulated in article 43 the letter a has the task of carrying out the preparation of organizational structuring, corporate governance, standard operating procedures, minimum service standards, and performance evaluation and reporting.
(2) Subsections Employment as stipulated in article 43 the letter b has the task of implementing data management and information officer, the preparation of the implementation of the selection, appointment, line, mutation, just my assesment and development, and kesejehteraan employees in the environment of the Institute.
(3) Subsections Law as stipulated in article 43 of the letter c has the task of carrying out the preparation of laws and regulations, give due consideration and legal assistance.
Article 45 of the academic and Student Affairs Section referred to in Article 28 of the letter e has the task of implementing the academic administration, Student Affairs, alumni, and cooperation.

Article 46 in carrying out the tasks referred to in Article 45, part of academic and Student Affairs organizes functions: a. the exercise of drafting the plans, programs and budgets, evaluation and reporting;

b. information management and service of academic administration;

c. implementation of the student affairs administration and empowerment alumni; and d. the implementation of cooperation in higher education and the construction of a private Islamic Colleges (PTAIS).

Article 47 parts of academic and Student Affairs as stipulated in article 28 of the letter e consists of: a. the Subsections of the Data and information systems Academic;

b. Subsection Academic Administration; and c. Subsections Student, Alumni, and cooperation.

Article 48 (1) Subsections Data and Academic information system referred to in Article 47 the letter a has the task of carrying out the collection, processing, presentation, and data services and academic information.
(2) Subsections Academic Administration as stipulated in article 47 subparagraph b has the task of carrying out administrative and academic services.

(3) Subsections Student, Alumni, and cooperation as stipulated in article 47 subparagraph c has the task of carrying out the administration of Student Affairs, the construction of the talents and interests of students, alumni, empowerment, collaboration and the construction of College PTAIS.
The sixth Paragraph 1 Common Institutions Article 49 (1) the institutions referred to in article 5 of the letter e is an element of implementing academic performing some tasks and functions of the Institute in the field of research, community services, and quality assurance.
(2) the institutions referred to in subsection (1), each headed by a Chairperson who is under and responsible to the Rector.
Article 50 the institution referred to in Section 49 subsection (1) consists of: a. research institutions and community services; and b. the institution Guaranteeing Quality.

Paragraph 2 research institutions and community Article 51 research institutions and community services as stipulated in article 50 letters a hereinafter referred LP2M have the task of implementing, coordinating, monitoring and assessing the activities of research and community services based on the policy of the Rector.

Article 52 in the discharge of its duties as stipulated in article 51, LP2M organises functions: a. the exercise of drafting the plans, programs and budgets, evaluation and reporting;

b. implementation of pure and applied scientific research;

c. implementation of community services;

d. implementation of the publication of results of research and community services; and e. implementation of administrative agencies.

Article 53 LP2M as stipulated in article 51 consists of: a. the Chair;

b. the Secretary;

c. Center; and d. The Subsections.

Article 54 Chairman of the LP2M referred to in Article 53 the letter a has the task of leading and managing research activities and community services, as referred to in article 51 and article 52 upon policy the Rector.

Article 55 of the Secretary as stipulated in article 53 the letter b has the task of providing administrative support, financial, workforce, and reporting in accordance with the policy Chairman.

Article 56 (1) Centre as referred to in article 53 the letters c consists of: a. Research and publishing Center;

b. the Centre of devotion to the community; and c. Gender and child study center.
(2) Centre for research and publication as referred to in paragraph (1) letter a has the task of carrying out research and publishing.
(3) the center of the community as referred to in paragraph (1) letter b has the task of carrying out community.
(4) the Center for the study of Gender and children referred to in subsection (1) the letter c has the task of carrying out a study on gender and children.
(5) the Centre as referred to in paragraph (2), subsection (3), and subsection (4) are each headed by a Chief who is appointed by the President and responsible to the Chairman LP2M.
Article 57 The Subsection referred to in Article 53 the letter d has the task of carrying out administrative services, planning, finance, personnel, administration, and kerumahtanggaan in the LP2M environment.

Paragraph 3 of article 58 Quality Assurance Agencies the Agency's Quality Assurance as referred to in article 50 of the letter b which is hereinafter referred to as LPM has a duty to coordinate, implement, audit, monitor, assess, and develop the quality of academic activities.

Article 59 in carrying out the tasks referred to in Article 58, the LPM hosts functions: a. the exercise of drafting the plans, programs and budgets, evaluation and reporting;

a. implementation of the academic quality of development;

b. implementation of auditing, monitoring, and assessment of academic quality; and c. the execution of administrative agencies.

Article 60 LPM as stipulated in article 50 of the letter b consists of: a. the Chair;

b. the Secretary;

c. Center; and d. The Subsections.

Article 61 the Chairman LPM as stipulated in article 60 the letter a has the task of leading and managing quality control of academic activities as referred to in article 58 and article 59 on the basis of the policy of the Rector.

Article 62 of the Secretary as stipulated in article 60 letter b has the task of providing administrative support, financial, workforce, and reporting in accordance with the policy of the Chairman of the Agency.

Article 63 (1) the Centre as referred to in article 60 of the letters c consists of: a. standard quality development centre; and b. the Audit and quality control Centre.
(2) the center of the development of standard quality referred to in paragraph (1) letter a has the task of carrying out the development of academic quality standards.
(3) the Audit and quality control Centre as referred to in paragraph (1) letter b has the task of carrying out auditing and quality control of academic.
(4) the Centre as referred to in paragraph (2), and subsection (3), each headed by a Chief who is appointed by the President and responsible to the head of the institution.
Article 64 The Subsections on LPM as stipulated in article 60 d has the task of carrying out administrative services, planning, finance, personnel, administration, and kerumahtanggaan in an environment of LPM.

Part of the seven Technical Implementing Article 65 Technical Executing Unit as referred to in article 5 and the letter f is an ancillary element in implementing environmental education at the Institute.

Article 66 of the implementing Technical Units referred to in Article 65 consists of: a. the Central Library;

b. Centre for information technology and Data Bases;

c. Language Development Centre;

d. Central Ma ’ had Al-Jami ’ ah; and e. Business Development Center.

Article 67 (1) Central Library as referred to in article 66 the letter a has the task of implementing the services, coaching, and development libraries, conducting cooperation between library, control, evaluate, and report library.
(2) Central Library as mentioned in subsection (1) is headed by a Chief who is appointed by the Rector, is under and responsible to the Vice-Chancellor of Academics and development agencies.
Article 68 (1) Center for information technology and Database as referred to in article 66 the letter b has a duty to manage and develop information systems on the Environment Institute.
(2) the center of the information technology system referred to in subsection (1) is headed by a Chief who is appointed by the Rector, is under and responsible to the Vice-Chancellor of the field of public administration, planning, and finance.
Article 69 (1) Language Development Centre as referred to in article 66 the letter c has the task of implementing the language training and development for civitas akademika Institute.
(2) Language Development Centre as referred to in subsection (1) is headed by a Chief who is appointed by the Rector, is under and responsible to the Vice-Chancellor of Academics and development agencies.
Article 70 (1) Central Ma ’ had Al-Jami ’ ah as referred to in article 66 the letter d has the task of implementing the Islamic understanding of coaching and education through pesantren education model in the environment of the Institute.
(2) Central Ma ’ had Al-Jami ’ ah as referred to in subsection (1) is led by a Mudir (Chief) who is appointed by the Rector, is under and responsible to the Vice Rector of students Affairs and cooperation Fields.
Article 71 (1) of the business development centre as referred to in article 66 the letter e has the task of managing, marketing, business development and cooperation Institute.
(2) the business development centre as referred to in subsection (1) is headed by a Chief who is appointed by the Rector, is under and responsible to the Vice-Chancellor of the field of public administration, planning, and finance.
CHAPTER III ORGANS of CONSIDERATION and SCRUTINY is considered part of the Organ of the Considerations of article 72 of the organs of the Institute consists of the consideration of: a. the Council of Penyantun;

b. Senate Institute; and c. the Faculty Senate.

Article 73 of the Board Penyantun as referred to in article 72 the letter a is non structural entity composed of community leaders who have the function of providing advice and considerations in the field of non academic to the Rector.

Article 74 the Institute Senate as stipulated in article 72 of the letter b is the highest representative body of normative and Institute which has the task of providing advice and consideration of academic fields to the Rector.

Article 75 of the Senate of the Faculty referred to in Article 72 of the letter c is normative and representative bodies at the level of the faculty who has the task of providing advice and consideration of academic and non academic field to the Dean.

Bagiam Both an Organ of supervision Article 76 in the framework of supervision of the internally formed units of the Internal Examiners who have the task of carrying out the supervision, control, audit and evaluation, financial and performance Institute.

Article 77 in carrying out the tasks referred to in Article 76, the unit conducts an internal Examiner function: a. the formulation of a system of internal control;

b. implementation of the audit and the assessment of financial and performance Institute; and c. the submission of the report to the Rector.

Article 78 (1) the units Internal Inspectors as stipulated in article 76, led by a head under and responsible to the Rector.
(2) the head referred to in subsection (1) has the task of leading, coordinating, and implementing tasks referred to in Article 76 and article 77 based on policies of the Rector.
Article 79 (1) in carrying out its task, the head as referred to in article 78 paragraph (1) is assisted by a Secretary.
(2) the Secretary referred to in subsection (1) has the task of providing administrative support, financial, workforce, and reporting in accordance with the policy of the head.
CHAPTER IV TERM of FUNCTIONAL GROUPS Chapter 80
