EXPLANATION for the law of the Republic of INDONESIA number 4 2013 of MAMUJU REGENCY of CENTRAL SULAWESI PROVINCE West of I.  The PUBLIC West Sulawesi province has an area of approximately 16,787.18 km2 with a population of 2011 amounts to ± 1,444,947 the soul consists of 5 (five) District, the need to spur an increase in the Organization of the Government in the framework of the unitary State of the Republic of Indonesia reinforces.

Mamuju Regency which has an area of approximately 8,014.06 km2 with a total population in 2012 amounted to approximately 468,783 inhabitants consists of 16 (sixteen) and 154 subdistricts (one hundred fifty-four) villages. The County has the potential that can be developed to support the improvement of the Organization of the Government.

The 56th regional autonomy must guarantee harmony relationship between the area of one with the other areas, that is able to establish interregional cooperation to enhance well-being and prevent joint interregional imbalances. Not less important that the autonomous region should also be able to ensure a harmonious relationship between the Government, meaning that it must be able to maintain and safeguard the country's territorial integrity and the unitary State of the Republic of tegaknya keep Indonesia in order to realize the goals of the State.

Seen from a historical aspect, the history of the struggle for the formation of Mamuju, the Middle has been started since 1963 by the name of Regency Bupas (Budong-Budong Pasangkayu) which is a combination of two regions i.e. regions of Budong-Budong and Tidal areas of the wood. But in his travels, the pair of Wood has become its own County in advance i.e. North Mamuju Regency. Hence the desire of Budong-Budong form became the district itself became a strong aspiration of the local community.

The extent of Mamuju Regency antarwilayah control range be made longer. Hence the formation of Mamuju Regency Central is expected to shorten the span of control of the service to the community. The would-be autonomous region of Mamuju Regency Central also connects between the Mamuju Regency North Mamuju Regency which will then increase the mobility of the population, the current goods or services.

Mamuju Regency Central has the potential for various types of agricultural commodities and plantations. The results of the agricultural commodity that became the pre-eminent besides padi is the citrus fruit, rambutan, durian, mango, and banana plantations, while for ungulan, commodities are oil palm, cocoa (chocolate) and coconut hybrids. Beside that, there are also types of materials such as copper mines, clay and sand iron.

With an area of and the magnitude of the population as mentioned above, the implementation of development and service to the community has not yet fully affordable. These conditions need to be overcome by shortening the range of control of the Government through the creation of new autonomous regions so that public services can be improved in order to accelerate the realization of the welfare society.

Based on this, has done a thorough and in-depth study regarding the feasibility of the establishment of the region and concludes that it needs to be formed Mamuju Regency Center.

The establishment of a Central Mamuju Regency is the expansion of Mamuju Regency comprises five districts, namely, Tobadak Subdistrict, district, sub-district of Budong Pangale Budong, Topoyo Subdistrict, Subdistrict and Karossa. Mamuju Regency Central has an area of approximately 3,014.37 km2 with an overall population of approximately 154,606 souls in 2012 and 56 (fifty-six) villages.

With the formation of Mamuju Regency Central as autonomous region of West Sulawesi province, the Government is obliged to assist and facilitate the establishment of institutional Representatives of the regional and other regions that efficiently and effectively in accordance with needs and capabilities, as well as assist and facilitate the transfer of personnel, transfer of assets and documents for the purpose of organizing local governance in order to improve public services and accelerate the attainment of community welfare in Mamuju Regency Center.

In carrying out autonomous region, Mamuju Regency Central need to do various economic upgrade effort, preparation of infrastructure governance, empowerment, and the improvement of human resources, as well as the management of natural resources in accordance with the legislation.
