THE MINISTER OF REGIONAL DEVELOPMENT LEFT BEHIND THE REPUBLIC OF INDONESIA

Weighing: that to implement the provisions of Article 10 of the Presidential Regulation No. 87 of 2013 on Employee Performance Benefits in the Environment of the Ministry of Sustainable Regional Development, it needs to establish the Regulation of the Minister of Development Trailing Area of Title, Class of Office and Employee Performance Benefits in the Ministry of Home Development Ministry Environment;

3. Government Regulation Number 100 Year 2000 on Appointment Of Civil Servants in Structural Office (State Of The Republic Of Indonesia 2000 Number 197, Additional Gazette Republic of Indonesia Number 4018) as amended with Government Regulation No. 13 of 2002 on the Changes to Government Regulation Number 100 Year 2000 on Appointment Of Civil Servants in Structural Office (State Gazette Indonesia Year 2002 Number 33, Extra Sheet) Republic of Indonesia Number 4194);
4. Presidential Regulation No. 87 Year 2013 on Performance improvement for Employees in the Environment of the Ministry of Sustainable Regional Development;
5. Presidential Decree Number 87 of 1999 on the Functional Functional Office Of Civil Servants;
6. Regulation of the Minister of the Development of the Regional Development Number 15 /M-PDT/VIII/2010 on the Organization and Workforce of the Ministry of Sustainable Regional Development;

DECIDED:

Setting: REGULATION OF REGIONAL DEVELOPMENT MINISTERS ON OFFICE, CLASS OFFICE AND EMPLOYEE PERFORMANCE ALLOWANCE IN THE AREA OF REGIONAL DEVELOPMENT MINISTRY IS LEFT BEHIND.

BAB I
UMUM CONDITIONS
Section 1
In Regulation of this Minister referred to:
1. Employees in the Ministry of Residence Ministry's environment are further referred to as employees are civil servants and other employees who are based on the decisions of the officials who are authorized to be appointed in a position or assigned to and work. 6. Certain Functional Functional posts are a position that indicates the duty, responsibility, authority, and right of a Civil Servlet in an organizational unit that is in the conduct of its duties based on the particular skill and/or skill of the person. 7. Structural officials are civil servants who are appointed, appointed, and have executed the duties in and of the Structural Office in the environment of the Ministry of Regional Development residing in accordance with the provisions of the laws.

BAB II
OFFICE AND CLASS OFFICE
Section 2
(1) The employees are obliged to carry out the duties in accordance with his post.
(2) The position referred to in paragraph (1) consists of:
a.  Structural Posts;
B.  General Functional Positions; and
C.  Certain Functional Positions.
(3) The Title as referred to in paragraph (2) has a Class of Title.
(4) The Title and Title Class as referred to in paragraph (3) is set forth in Annex I, Annex II, Annex III and Annex IV of the Regulation of this Minister.

Article 3
(1) The position for each Class of Office for Structural Officials and Certain Functional Officials is signed by the authorized officer based on:
a.  decision on the appointment and charge of the inner duties and of the Structural Office;
B.  decisions about the first appointment in a Certain Functional Office; or
c. The decision on the level of the level in a Certain Functional Functional Office;
(2) The term and term of the employee with the General Functional Office is based on the decision on the designation of the Office and the General Functional Office in the General Functional Office.
(3) The format of the decision on the designation of office and the Class of the Employed Officer in the General Functional Office as referred to in paragraph (2) is listed in Appendix VI and Appendix VII of the Regulation of this Minister.

Section 4
(1) The decision of office designation and the Employee Office Office in the General Functional Office as referred to in Section 3 of the paragraph (2) for the Employee of the Ministry of the Ministry of Regional Development is signed by the Secretary Ministry and can be delegated to the Chief of the General Bureau.
(2) Determination of the position of office designation and the Employee Office of the Public Functional Office in the environment of the Ministry of Regional Development is authenticating by the Chief of the General Bureau.

Section 5
Each of the employees in the General Functional Office must be specified by the determination of the position and the Class of the Employee of the Service in the new General Functional Office.

BAB III
PERFORMANCE BENEFITS
Section 6
Employees other than the right to receive income under the provisions of the laws are also given the Performance improvement of each month.

Section 7
(1) Performance improvements as referred to in Section 6 are provided to Employees Based On The Class Of Office.
(2) Performance improvement as referred to in paragraph (1) is set forth in an Attachment that is an inseparable part of the Regulation of this Minister.

Section 8
Performance Allowance as referred to in Article 7 is given as starting in July 2013.

Section 9
The provisions of the technical implementation of performance allowance in the environment of the Ministry of Residence Development are governed by the Minister ' s Rules.

BAB IV
CLOSING PROVISIONS
Section 10
The Regulation of the Minister comes into effect on the date of the promulctest.
