THE ORGANIZATION AND TATA WORK OF SAM RATULANGI UNIVERSITY

WITH THE GRACE OF GOD ALMIGHTY

THE MINISTER OF EDUCATION AND CULTURE OF THE REPUBLIC OF INDONESIA,


Weighing: a.that in order to improve the service and hosting of education, research, and devotion to the community, need to conduct the organization's organization and governance of Sam Ratulangi University;
  b.that based on the consideration as referred to in the letter a, it needs to establish the Minister of Education and Culture Regulation on the Organization and Work of the University of Sam Ratulangi;

Given: 1. Act Number 20 of 2003 on National Education System (State Sheet Indonesia Year 2003 Number 78, Additional Gazette Republic of Indonesia Number 4301);

DECIDED:


SET: THE REGULATION OF THE MINISTER OF EDUCATION AND CULTURE CONCERNING THE ORGANIZATION AND THE WORK OF SAM RATULANGI UNIVERSITY.

BAB I
THE POSITION, TASK, AND FUNCTION

Article 1

(1) The subsequent University of Sam Ratulangi in the Regulation of the Minister is called UNSRAT which is a college organized by the Ministry of Education and Culture.
(2) UNSRAT as referred to in paragraph (1) is below and is responsible to the Minister of Education and Culture and is functionally scouted by the Director General of Higher Education of the Ministry of Education and Culture.

Article 2

(1) UNSRAT has an organ consisting of:
a. Rector as an organ running the management function of UNSRAT;
B. The Senate as an organ that exercises the function of consideration and academic supervision;
C. Supervision Unit as an organ that exercises non-academic supervision functions;
D. The Board of truss as an organ that exercises non-academic considerations and assists the development of UNSRAT; and
e. The Grand Master's Assembly as an organ performs the functions of input and advice in the development of scientific fields and academic quality.
(2) Further provisions of the Senate, the Oversight Unit, the Board of Forbearing, and the Great Teachers ' Assembly as referred to in paragraph (1) letter b, the letter c, the letter d, and the letter e are arranged in the UNSRAT statutes.

BAB II
ORGANIZATIONAL STRUCTURE

Article 3

Rector as the maintainer organ consists of:
a. Rector and Vice Rector;
B. Bureau;
c. Faculty and Graduate;
d. Institut; and
e. Technical Managing Unit.

First Part
Rector

Section 4

The Rector as referred to in Article 3 of the letter a has the task of leading the hosting of education, research, and devotion to the community as well as fostering educators, education, students, and its relationship with the environment.

Section 5

In carrying out the task as referred to in Article 4, the Rector organizes function:
a. implementation and development of higher education;
B. implementation of research in the framework of the development of science, technology, art, and/or sport;
c. execution of the service to the community;
D. implementation of the coaching sivity of academics and its relationship with the environment; and
e. implementation of the administrative services activities.

Second Part
Deputy Rector

Article 6

(1) The Vice Rector as referred to in Article 3 of the letter a is below and is responsible to the Rector.
(2) The Vice Rector as referred to in paragraph (1) consists of:
a. Vice-rector of Academic Fields;
B. Deputy Rector of Public and Financial Affairs;
C. Deputy Rector of the Ministry of Students and Alumni; and
D. Deputy Rector of Planning, budgeting, and Cooperation.
(3) The Vice Rector of Academic Affairs has the task of assisting the Rector in leading the management of education, research, and devotion to the community.
(4) The Vice Rector of Public and Financial Affairs has the task of assisting the Rector in leading the management of activities in the areas of general administration, finance, and employment.
(5) The Vice Rector of the Field of Students and Alumni has the task of assisting the Rector in leading the management of activities in the field of scholarship and alumni.
(6) The Vice Rector in Planning, budgeting, and Cooperation have the task of assisting the Rector in leading the management of activities in the areas of planning, budgeting, and cooperation.

Third Part
Bureau

Article 7

(1) The bureau as referred to in Article 3 of the letter b is the UNSRAT administrative executor that organizes technical and administrative services to all elements in the UNSRAT environment.
(2) The bureau is led by a Chief responsible to the Rector and in the implementation of the day-to-day tasks coordinated by the Vice Rector in accordance with the field of duty.
(3) The Bureau consists of:
a. Academic and Kemahasising Bureau;
B. General Bureau and Finance; and
C. Bureau of Planning and Information Systems.

Section 8

The Academic Bureau and the Student Ministry as referred to in Article 7 of the paragraph (3) of the letter a have the task of providing services in the academic field, scholarship, and alumni.

Section 9

In carrying out the duties as referred to in Article 8, the Academic and Student Bureau organizes the function:
a. the execution of educational services, research, and devotion to the community;
B. implementation of education evaluation, research, and devotion to the community;
c. execution of registration and statistics; and
D. The student services and alumni services.

Section 10

The Academic Bureau and the Student Ministry consist of:
a. Academic Part;
b. Kemahasiswaan section; and
c. Functional Office Group.

Section 11

The Academic section has the task of carrying out the granting of educational services, research, and devotion to the community.

Article 12

In carrying out the task as referred to in Article 11, the Academic Section organizes the function:
a. the execution of educational services, research, and devotion to the community;
B. implementation of registration and statistics;
c. implementation of the management of the educational means; and
D. implementation of the evaluation of educational activities, research, and devotion to the community.

Section 13

The Academic section consists of:
a. Academic Subsection and Evaluation;
b. Registration Subsection and Statistics; and
c. Subsection Sarana Education.

Section 14

(1) Academic and academic subsections are required to perform educational services, research, and devotion to the community and the evaluation of the implementation of education, research, and devotion to the public.
(2) The Registrations and Statistics Subsections have the task of conducting registration and student statistics.
(3) The Sarana Subsection of Education has the task of managing the means of education.

Section 15

The student section has the task of carrying out student administration and alumni affairs.

Article 16

In carrying out the task as referred to in Article 15, the Student Section holds a function:
a. implementation of administration in the field of interest, talent, and student-student reasoning;
B. the execution of the administration of student activities;
c. implementation of student welfare services;
D. the execution of the student information management; and
e. implementation of the alumni administration.

Article 17

The student section consists of:
a. Subsections of Interest, Reasoning, and Efficacy Information; and
b. Subsections of Student Welfare Services and Alumni.

Section 18

(1) Subsections of Interest, Reasoning, and Efficacy Information have the task of carrying out the administration of interest, reasoning, and student information.
(2) The Student Welfare Services Subsection has the task of carrying out the administration of student activities, student welfare services, and alumni affairs.

Article 19

The General and Financial Bureau as referred to in Article 7 of the paragraph (3) of the letter b has the duty of carrying out financial affairs, employment, state goods, entrepreneurship, public affairs, law, agility, and public relations.

Article 20

In carrying out the duties as referred to in Article 19, the General Bureau and Finance are organizing a function:
a. The management of the company's business;
B. the implementation of financial and accounting affairs;
c. implementation of legal, dexterity, and public relations affairs;
D. the execution of a staffing business;
e. the execution of the affairs of the household; and
f. the implementation of the state-owned goods.

Section 21

The General Bureau and Finance consists of:
a. General, Legal, Public Relations, Public Relations, and State Property;
b. Part of the Service;
c. Financial part; and
d. Functional Office Group.

Section 22

General, Law, Tata Laksana, Public Relations, and State-owned Goods have the task of carrying out the business of entrepreneurship, public affairs, law, natural agility, public relations, and property of the state.

Section 23

In carrying out the duties as referred to in Article 22, General Section, Law, Tata Laksana, Community Relations, and the State-owned Goods organizes function:

Section 24

General, Legal, Governance, Community Relations, and State Goods consist of:
a. Tata Subsection;
b. Household Subsection;
c. Legal Subsection, Tata Laksana, and Community Relations; and
d. Subsection of the State Property.

Section 25

(1) The Tata Business Subsection has the task of conducting business, protocoltion, and leadership services.
(2) Household Subsection has the duty of conducting security, order, beauty, hygiene, setting up use of office means, maintenance and care of state-owned goods as well as service meeting services and hosting services Ceremony.
(3) Subsection of Law, Tata Laksana, and Public Relations have the task of dealing with the drafting of laws, legal services, organizations, agility, and public relations.
(4) The State-owned Subsection of Goods has the task of conducting business planning, procurement, storage, distribution, inventory, and removal of state goods.

Section 26

Part of the workforce has the task of carrying out its employment management business in the UNSRAT environment.

Section 27

In carrying out the task as referred to in Article 26, the Workforce Section organizes function:
a. The drafting of the formation and development plan of educators and educationist;
B. the implementation of procurement, appointment, rank, and other mutations;
c. implementation of the development of educators and educationist;
D. the implementation of disciplinary matters and the dismissal of educators and the power of education; and
e. The execution of another employee administration.

Section 28

Part of the Employee consists of:
a. Educuse Subsection; and
b. Subsection of the Educational Workforce.

Article 29

(1) The Educators Subsection has the task of conducting formation and development plans and plans for development, appointment, mutation, development, discipline, termination, and administration of the workforce of educators and support. Academic.

Article 33

(1) Non-Reception of the State Non-Acceptance Tax (s) has the duty of conducting financing, acceptance, storage, payment, and the non-acceptance of the country's non-acceptance of non-tax revenue.

Section 34

The Bureau of Planning, Cooperation, and Information Systems as referred to in Section 7 of the paragraph (3) of the letter c have the task of carrying out the planning, cooperation, and information system management.

Section 35

In carrying out the task as referred to in Article 34, the Planning Bureau, Cooperation, and Information Systems organizes functions:
a. implementation of the implementation of the UNSRAT development plan;
B. execution of programs and budgets;
c. implementation of the management of the information system;
D. implementation of monitoring and evaluation of the execution of plans, programs, and budgets; and
e. execution of cooperation activities.

Section 36

Bureau of Planning, Cooperation, and Information Systems consists of:
a. Planning and budgeing part;
b. Part of the Cooperation and Information Section; and
c. Functional Office Group.

Section 37

The Planning and budgeting section has the task of carrying out the preparation of plans, programs, and budgets and the evaluation and drafting of the report.

Section 38

In carrying out the task as referred to in Article 37, the Planning and budgeting Section is organizing a function:
a. Setting up the UNSRAT development plan;
B. the drafting of policy materials, program plans, and budgets;
c. The preparation of program and budgeting materials; and
D. monitoring and evaluation of execution of plans, programs, and budgets.

Section 39

The Planning and budgeting section consists of:
a. Program and Budget subsections; and
b. Subsection Monitoring and Evaluation.

Section 40

(1) The Program's subsections and the Budget have the task of drafting the development plan as well as programs, activities, and budgets.
(2) The Monitoring and Evaluation Subsection has the task of conducting the monitoring and evaluation of program execution, activities, and budgets and the preparation of the report.

Section 41

The cooperation and information section has the task of carrying out the cooperation and collection, processing and presentation of data and information.

Section 42

In carrying out the task as referred to in Article 41, Section of Cooperation and Information organizes function:
a. execution of cooperation activities;
B. collection and processing of data and information;
c. presentation of data and information;
D. the granting of data and information services; and
e. University report composition.

Section 43

The cooperation and information section consists of:
a. Co-share of the Cooperation; and
b. Data and Information Subsections.

Article 44

(1) The Co-Working Subsection has the task of performing the activities of cooperation.
(2) The Data and Information Subsection has the task of conducting collection, processing, presentation, and service of data and information and the preparation of the university report.

Section 45

The functional office group as referred to in Article 10 of the letter c, Section 21 of the letter d, and Article 36 of the letter c has the task of carrying out activities according to the tasks of the functional office each according to the rules Applicable laws.
Fourth Quarter
Faculty and Graduate

Section 46

Faculty and Graduate as referred to in Article 3 of the letter c are the academic executors who are below and are responsible to the Rector.

Article 47

Faculty consists of:
a. Faculty of Medicine;
b. Faculty of Agriculture;
c. The Faculty of the Ranch;
d. Faculty of Law;
e. Faculty of Economics and Business;
f. Faculty of Social and Political Sciences;
g. Faculty of Engineering;
h. Faculty of Cultural Sciences;
i. Faculty of Fisheries and Marine Sciences;
j. Faculty of Mathematics and Natural Sciences; and
k. Faculty of Public Health.

Section 48

Faculty has the task of coordinating and carrying out education in one or a number of branches of science, technology, art and/or sport.

Section 49

In carrying out the duties as referred to in Article 48, the Faculty organizes functions:
a. implementation and development of education in the Faculty environment;
B. execution of research for the development of science, technology, art and/or sport;
c. execution of the service to the community;
D. the execution of the coaching of the academic civitas;
e. the execution of the business of business.

Section 50

Faculty consists of:
a. Dean and Vice Dean;
b. Faculty Senate;
c. Tata Business;
D. Majors/Bagian; and
e. Laboratory/Bengkel/Studio;

Section 51

(1) The Faculty is led by a Dean.
(2) The Dean is assisted by 3 (three) Vice Dean people.
(3) The Vice Dean is under and is responsible to the Dean.

Section 52

The Vice Dean consists of:
a. Vice Dean of Academic Fields and Cooperation;
b. Vice Dean of General Field and Finance;
c. Vice-Dean of the Ministry of Student Affairs and Alumni.

Article 53

(1) The Vice Dean of Academic and Co-operation Works has the task of assisting the Dean in leading the implementation of education, research, devotion to society, cooperation, information systems, and planning.
(2) The Vice Dean of Public and Financial Affairs has the task of assisting the Dean in leading the implementation of activities in the areas of general administration and finance.
(3) The Vice Dean of Student Affairs and Alumni has the task of assisting the Dean in leading the conduct of activities in the field of scholarship and alumni.

Section 54

(1) The Faculty of the Faculty has a duty to provide consideration and oversight of the Dean in academic conduct in the Faculty environment.
(2) Further provisions on the Faculty Senate are set up in the Rector Ordinance.

Section 55

(1) The Tata Business Unit is an administrative service unit in the Faculty environment.
(2) The Tata Effort is led by a Chief responsible to the Dean.

Section 56

Part of the Business System has the task of carrying out academic affairs, student employment, planning, finance, employment, indiscretion, entrepreneurship, overcrowding, and state goods in the Faculty environment.

Section 57

In carrying out the task as referred to in Article 56, the Tata Business section organizes functions:
a. the implementation of education, research, and devotion to the community in the Faculty environment;
B. the execution of student affairs and alumni affairs in the Faculty environment;
c. implementation of planning and financial affairs in the Faculty environment;
D. the implementation of the personal and civil affairs matters in the Faculty environment;
e. The conduct of entrepreneurship, house-to-state, and state-owned goods in the Faculty environment; and
f. the implementation of data matters and faculty reporting.

Section 58

Parts of the Business Department of Medicine, Faculty of Agriculture, Faculty of Agriculture, Faculty of Law, Faculty of Economics and Business, Faculty of Social and Political Sciences, Faculty of Engineering, Faculty of Cultural Sciences, Faculty of Fisheries and Marine Sciences, and The Faculty of Mathematics and Natural Sciences consists of:
a. Academic Subsection;
b. General Subsection and State Property;
c. Financial and Workforce Subsections; and
d. Subsections Kemahasiswaan and Alumni.

Section 59

(1) Academic Subsection has the task of conducting educational, research, and devotion to the community.
(2) State Subsection and State-owned Goods has the task of doing business, community-owned, and property.
(3) Subsection of Finance and Workforce has a duty to conduct planning, financial, financial, and employment matters.
(4) The student subsections of the Ministry of Students and Alumni have the task of conducting the administration of the student and alumni.

Section 60

Part of the Effort on the Faculty of Public Health consists of:
a. Academic Subsection and Student Service; and

Majors/Part consists of:
a. Chairperson/Bagian;
b. Secretary of the Business/Bagian;
c. Program of study; and
d. Group of Functional Teaching Positions.

Section 65

(1) The study program is a program that includes a unity of learning plan as a guideline for education organized on the basis of a curriculum and is intended that learnants can master knowledge, skills, and attitudes according to the goals of the curriculum.
(2) In the hosting of the study program, the Rector can appoint a lecturer as a coordinator.

Section 66

(1) The Faculty Functional Position Group is a group of professional educators and scientists with the primary task of transforming, developing, and disseminating science, technology, art, and/or sports through education, research, and devotion to the community.
(2) Dosen is responsible to the Dean through the Chairman/Section.
(3) The type and type of functional office of lecturers are governed under the laws of the negotiations.

Section 67

(1) Laboratory/Bengkel/Studio is an educational performance support device in the Faculty environment.

Section 68

Section 69

(1) The Graduate has the task of carrying out the education of the master's program and doctoral programs for the field of multidisciplinary science and carrying out the quality of the master's degree program and doctoral programs organized by the faculty.

a. Deputy Director of Academic Affairs, Kemahasiswaan, and Planning; and
B. Vice Director of Public and Financial Affairs.
(3) The Deputy Director is responsible to the Graduate Director.
(4) The Director and Deputy Director of the Graduate were appointed and dismissed by the Rector.

Article 71

(1) Deputy Director of Academic, Student Affairs, and Planning to have the task of assisting the Director in leading the implementation of education, research, devotion to the community, student and alumni, cooperation, system information, and planning in the Graduate environment.
(2) The Deputy Director of Public and Financial Affairs has the task of assisting the Director in leading the implementation of activities in the areas of general administration, finance, staffing, and infrastructure facilities.

Section 72

Subsection Tata Business as referred to in Section 69 of the paragraph (4) letter b has the task of conducting academic affairs, student affairs, planning, finance, employment, entrepreneurship, household, state property, cooperation, and system information in the Graduate environment.

Fifth Part
The institution

Section 73

(1) The institution as referred to in Article 3 of the letter d is an academic managing element under the Rector who carries out a portion of the tasks and functions in the field of research, devotion to the community, the development of learning, and Quality assurance.
(2) The institution is led by a Chairman responsible to the Rector.
(3) The Chairman in performing his duties is assisted by a Secretary of the Institution.
(4) The Chairman and Secretary of the Institution are appointed and dismissed by the Rector.
(5) The institution consists of:
a. Institute of Research and Engagement to the Society;
B. Institute of Coaching and Learning Development; and
C. Mutu Security Agency.

Section 74

Research and Engagement to the Community as referred to in Section 73 (5) the letter of the letter has the duty to perform, coordinate, monitor, and evaluate the execution of research activities and services to the public.

Section 75

In carrying out the task as referred to in Article 74, the Institute of Research and Engagement to the Society, organizes a function:
a. Institute plans, programs, and agencies budget;
B. implementation of pure and applied scientific research;
c. execution of the service to the community;
D. coordination of the conduct of research and devotion to the public in the UNSRAT environment;
e. execution of research results and devotion to the community;
f. the improvement of the relevance of research programs and devotion to the public in accordance with the needs of
G. monitoring and evaluation of the conduct of research and engagement to the community; and
h. implementation of the Institution administration.

Article 76

Research and Engagement Institute to the Society consists of:
a. Speaker;
B. Secretary;
c. Tata Business;
d. Center; and
e. Functional Office Group.

Section 77

(1) The Tata Business Unit is an administrative services unit in the Institution ' s environment.
(2) The section of Tata Effort is headed by a Chief responsible to the Chair of the Society for Research and Engagement to the Society through the Secretary of the Institution.

Section 78

Part of the Business System has the task of carrying out the planning, financial, staffing, agility, entrepreneurship, corporate property, and state goods and the creation of data and research information and devotion to the community. />

In carrying out the task as referred to in Article 78, the Tata Business section organizes functions:
a. collection and processing of research data and devotion to the community;

(1) The Tata Business Unit is an administrative services unit in the Institution ' s environment.
(2) The Governance Section is led by a Chief responsible to the Chair of the Coaching Institute and the Development of Learning through the Secretary of the Institution.

e. monitoring and evaluation of the development and quality of education quality;
f. execution of the Mutu Warranty Institution's report; and

THE TRANSITION PROVISION

Section 144

(1) All duties and functions as the implementation of the Decree of the Minister of Education and Culture Number 0198 /O/1995 about the Organization and the Work of the University of Sam Ratulangi, the Decision of the Minister of Education and Culture Number 045b/O/1993 about the Establishment of the Faculty of Mathematics and Natural Sciences at the University of Sam Ratulangi, and the Decree of the Minister of Education and Culture Number 0341/O/1996 on the Establishment of the Faculty of Fisheries and Marine Sciences at Sam University Ratulangi is still in place until he's made an adjustment. With the enactment of the Regulation of this Minister, Decree of the Minister of Education and Culture Number 0198 /O/1995 about the Organization and Work of the University of Sam Ratulangi, Decree of the Minister of Education and Culture Number 045b/O/1993 about the Establishment Faculty of Mathematics and Natural Sciences at Sam Ratulangi University, and the Decree of the Minister of Education and Culture Number 0341/O/1996 on the Establishment of the Faculty of Fisheries and Marine Sciences at Sam Ratulangi University revoked and declared does not apply.
