REGULATION of the MINISTER of EDUCATION and CULTURE of the REPUBLIC of INDONESIA NUMBER 49 by 2013 ABOUT the ORGANIZATION and the WORK of SAM RATULANGI UNIVERSITY with the GRACE of GOD ALMIGHTY the MINISTER of EDUCATION and CULTURE of the REPUBLIC of INDONESIA, Considering: a. that in order to improve its services and organization of education, research, and service to the community, need to do the setup of the Organization and the work of Sam Ratulangi University;
  b. that based on considerations as referred to in letter a, the need to set a regulation of the Minister of education and culture of the Organization and the work of Sam Ratulangi University;

Decide: define: REGULATION of the MINISTER of EDUCATION and CULTURE of the ORGANIZATION and the WORK of the UNIVERSITY of SAM RATULANGI.
CHAPTER I the POSITION, duties, and FUNCTIONS of article 1 (1) the University of Sam Ratulangi next in this ministerial regulation called UNSRAT is a college which is organized by the Ministry of education and culture.
(2) UNSRAT as referred to in subsection (1) is under and responsible to the Minister of education and culture and functionally built by the Director General of higher education of the Ministry of education and culture.
Article 2 (1) UNSRAT has organ consists of: a. the Rector as an organ that is running UNSRAT management function;
b. the Senate as an organ that runs the function of academic scrutiny and consideration;
c. Supervisory Unit as an organ that is running a non-academic oversight functions;
d. Board of Penyantun as an organ that is running a non-academic consideration of function and help the development of UNSRAT; and e. the Tribunal as an organ Professor who runs the function the giving feedback in the development of the field of science and academic quality.

CHAPTER II ORGANIZATION article 3 Rector as an organ of maintainers consists of: a. the Rector and Vice Rector;

b. the Bureau;

c. Faculty and graduate students;

d. Institutions; and e. the Unit Technical Implementers.

The first part of article 4 of the Rector of Rector as stipulated in article 3 letter a has the task of leading the Organization of education, research and community services as well as fostering educational personnel, educators, students, and their relationship with the environment.

Article 5 in carrying out the tasks referred to in article 4, the Rector of the organizing function of: a. the implementation and development of higher education;
b. implementation of the research in the framework of the development of science, technology, art, and/or sports; c. implementation of community services;

d. implementation of coaching not only academic and their relation to the environment; and e. implementation of administrative service activities.

The second Vice-Chancellor of article 6 (1) the Vice-chancellor as referred to in article 3 a is below and is responsible to the Rector.
(2) the Vice-chancellor as referred to in subsection (1) consists of: a. the Deputy Rector of the academic field;

b. Common field of Vice-chancellor and finance;

c. the Vice-Chancellor of students Affairs and Alumni Areas; and d. the Vice Rector of the areas of planning, budgeting, and cooperation.
(3) the Vice-Chancellor of Academics have helped the Rector in leading management education, research, and service to the community.
(4) the Vice-Chancellor of the field of Public Finance and has the task of helping the Rector in the lead management of activities in the field of public administration, finance, and personnel.
(5) the Vice-Chancellor of the field of Student Affairs and Alumni have helped the Rector in the lead management of activities in the field of Student Affairs and alumni.
(6) the Vice-Chancellor of the areas of planning, budgeting, and cooperation have helped the Rector in the lead management of activities in the areas of planning, budgeting, and cooperation.
The third section of the Bureau of article 7 (1) of the Bureau referred to in article 3 letter b is executing UNSRAT administration which organizes the administrative and technical services to all the items in the environmental UNSRAT.
(2) the Bureau is headed by a Chief who is accountable to the President and in the execution of daily tasks are coordinated by the Vice-chancellor in accordance with the field of duty.
(3) the Bureau consists of: a. the Bureau of academic and Student Affairs;

b. General Bureau and finance; and c. the Bureau of planning and information systems.
Article 8 the Bureau of academic and Student Affairs as stipulated in article 7 paragraph (2) letter a has the task of providing services in the areas of academic, student, and alumni.

Article 9 in carrying out the tasks referred to in article 8, the Bureau of academic and Student Affairs organizes functions: a. implementation of education, research, service and devotion to the community;

b. implementation of the evaluation of education, research and community services;

c. implementation of registration and statistics; and d. provision of Student Affairs and alumni.

Article 10 the Bureau of academic and student affairs consists of: a. the academic Part;

b. Part of Student Affairs; and c. a functional Office Group.

Article 11 of the academic Section has the task of implementing the outreach education, research, and service to the community.

Article 12 in carrying out the tasks referred to in article 11, part Academic hosts functions: a. implementation of education, research, service and devotion to the community;

b. implementation of registration and statistics;

c. implementation of the management of education; and d. the implementation evaluation of the educational activities, research, and service to the community.
Article 13 the academic Part consists of: a. Subsections Academic and evaluation;

b. Subsection registration and Statistics; and c. the subsection Means education.

Article 14 (1) Subsections academic and Evaluation have a job doing educational outreach, research, and community as well as the evaluation of the implementation of the education, research, and service to the community.
(2) Subsections registration and Statistics has the task of conducting the Affairs of the registration and statistics students.
(3) Subsections Means Education has the task of conducting the management means of education.
Article 15 Part of Student Affairs Student Affairs Administration has a duty and alumni Affairs.

Article 16 in carrying out the tasks referred to in Article 15, Part of Student Affairs organizes functions: a. implementation of administration in the field of interest, aptitude, and reasoning of Student Affairs;

b. implementation of the activities of the administration of Student Affairs;

c. implementation of the student welfare services;

d. implementation of the information management of Student Affairs; and e. the implementation of Administration alumni.

Article 17 Part of student affairs consists of: a. Subsections interest, reasoning, and information of Student Affairs; and b. the Welfare Ministry subsection of students and Alumni.

Article 18 (1) Subsections interest, reasoning, and information of Student Affairs has the task of carrying out administrative interest, reasoning, and student information.
(2) Subsections Student Welfare Service has the task of carrying out administrative activities for students, student welfare services, and alumni Affairs.

Article 19 the General Bureau and finance as stipulated in article 7 paragraph (1) letter b has the task of carrying out financial affairs, employment, State-owned goods, administration, legal, kerumahtanggaan, ketatalaksanaan, and public relations.

Article 20 in carrying out the tasks referred to in article 19, the Bureau conducts Public and financial functions: a. implementation of Administration Affairs;

b. implementation of the Financial Affairs and accounting;

c. implementation of Legal Affairs, ketatalaksanaan, and public relations;

d. implementation of the Civil Service Affairs;

e. implementation of kerumahtanggaan Affairs; and f. the execution of the Affairs of the State-owned goods.

Article 21 the General and financial Bureau consists of: a. the General section, law, Governance, community relations, and State-owned Goods; b. Personnel Section;

c. Finance Section; and d. the functional Position of the group.

Article 22 General section, law, Governance, community relations, and State-owned Goods has the task of carrying out the Affairs of the Administration, kerumahtanggaan, ketatalaksanaan, law, public relations, and State-owned goods.

Article 23 in carrying out the tasks referred to in Article 22, Part General, legal, Governance, community relations, and State-owned Goods organizes functions: a. implementation of Administration Affairs;

b. implementation of the kerumahtanggaan Affairs;

c. implementation of Legal Affairs, ketatalaksanaan, and public relations; and d. the execution of the Affairs of the State-owned goods.

Article 24 General section, law, Governance, community relations, and State-owned Goods consist of: a. The Subsections;

b. Subsection Households;

c. Subsection of law, Governance, and public relations; and d. Subsections State-owned Goods.

Article 25 (1) Subsections Administrative task conduct correspondence, keprotokolan, and service management.

Article 27 in carrying out the tasks referred to in Article 26, the section organizes the Staffing function: a. the preparation of development plans and the formation of educators and educational personnel;

b. implementation of the procurement, the Rapture, line, and other mutations;

c. implementation the development of educators and educational personnel;
d. implementation of the Affairs of the discipline and dismissal of educators and educational personnel; and e. other staffing administration implementation.

Article 28 Section Staffing consists of: a. Subsections Educators; and b. Subsections produce educators.

Article 29 (1) Subsections Educators have the task of doing the preparation of formation and development plan as well as procurement, adoption, mutation, development, discipline, termination, and staffing administration educators and academic support personnel.
(2) subsection of produce educators have the task of doing the preparation of formation and development plan as well as procurement, adoption, mutation, development, discipline, dismissal, and administration of educational personnel staffing.
Article 30 of the financial section has the task of implementing the financial management and accounting Affairs.
Article 31 in carrying out the tasks referred to in article 30, the part of finance organises functions: a. Implementation Affairs financing;

b. implementation of Treasury Affairs; and c. the execution of the Affairs of the accounting and financial reporting.

Article 32 the financial section consists of: a. the Non-acceptance of the Subsections of the country instead of taxes;

b. Acceptance of State Tax instead of Subsections; and c. Subsections Accounting and reporting.

Article 33 (1) Subsections of the Non-Acceptance of the State has a duty Tax is not doing Affairs financing, acceptance, storage, payments, budgets and accountability of non-State acceptance instead of taxes.

Article 34 of the Bureau of planning, Cooperation, and information systems as referred to in article 7 paragraph (3) the letter c has the task of carrying out the Affairs of the planning, collaboration, and management information systems.

Article 35 in carrying out the tasks referred to in Article 34, Bureau of planning, Cooperation, and information systems hosts functions: a. the exercise of drafting development plan UNSRAT;

b. implementation of the preparation of the program and budget;

c. implementation of the management information system;
d. implementation of the monitoring and evaluation of the implementation of plans, programs, and budget; and e. the implementation of cooperation activities.

Article 36 the Bureau of planning, Cooperation, and information systems consists of: a. Part of planning and Budgeting;

b. Cooperation and information Section; and c. a functional Office Group.

Article 37 Section planning and Budgeting has the task of carrying out the preparation of plans, programs, and budgets and evaluation and the preparation of the report.

Article 38 in carrying out the tasks referred to in Article 37, part planning and budgeting organizes functions: a. drafting development plan UNSRAT;

b. preparation of materials policy, plan, program and budget;

c. preparation of materials setting of the program and budget; and d. monitoring and evaluation of the implementation of plans, programs, and budget.

Article 39 Section planning and Budgeting consists of: a. Subsections Program and budget; and b. Subsections monitoring and evaluation.

Article 40 (1) Subsections Program and budget has the task of conducting the Affairs of the preparation of development plans and programs, activities, and budget.
(2) Subsections monitoring and evaluation has the task of monitoring and evaluation of the implementation of programs, activities, and budget as well as the preparation of the report.
Article 41 Section cooperation and Information has the task of implementing the cooperation as well as the collection, processing and presentation of data and information.

Article 42 in carrying out the tasks referred to in Article 41, part of cooperation and Information organized a function: a. implementation of cooperation activities;

b. the collection and processing of data and information;

c. peyajian of data and information;

d. granting of services of data and information; and e. the preparation report of the University.

Article 43 Section cooperation and Information consists of: a. Subsections Cooperation; and b. the subsection Data and information.

Article 44 (1) Subsections Cooperation activities has a duty of cooperation.
(2) Subsections Data and information have a job doing the collection, processing, presentation, and service data and information as well as the preparation of the report of the University.
Article 45 Term Functional Group as mentioned in letter c of article 10, article 21 d, and article 36 of the letter c has the task of carrying out the activities in accordance with the tasks of each functional term in accordance with the legislation.

The fourth part of the Faculty and the postgraduate Section 46 faculty and Graduate as stipulated in article 3 of the letter c is executing under academic and responsible to the Rector.

Article 47 Faculty consists of: a. the Faculty of medicine;

b. Faculty of agriculture;

c. Faculty of animal husbandry;

d. the law faculty;

e. the Faculty of Economics and business;

f. Faculty of social and Political Sciences;

g. Engineering Faculty;

h. cultural studies;

i. Faculty of fisheries and marine sciences;

j. Faculty of mathematics and natural sciences; and k. Faculty of public health.

Article 48 of the Faculty has the task of coordinating and implementing education in one or a number of science, technology, art and/or sports.

Article 49 in carrying out the tasks referred to in Article 48, the Faculty hosted a function: a. implementation and development of environmental education at the Faculty;
b. implementation of the research to the development of science, technology, art and/or sports; c. implementation of community services;

d. implementation of the construction of the civitas Academica;

e. implementation of administrative affairs.

Article 50 Faculty consists of: a. the Dean and Vice Dean;

b. Faculty Senate;

c. the Administrative Section;

d. the Department/Section; and e. the laboratory/Workshop/Studio;

Article 51 (1) of the Faculty is headed by a Dean.

(2) the Dean is assisted by 3 (three) Vice Dean.

(3) the Deputy Dean is under and responsible to the Dean.

Article 52 Vice Dean consists of: a. the Vice Dean of Academics and cooperation;

b. Vice Dean of Public and financial Fields;

c. the Vice Dean of Student Affairs and Alumni Field.

Article 53 (1) Vice Dean of Academics and cooperation have helped Dean in leading the implementation of education, research, community, cooperation, information systems, and planning.
(2) the Deputy Dean of Public and financial Fields has the task of assisting the Dean in leading the implementation of activities in the field of public administration and finance.
(3) the Vice Dean of Student Affairs and Alumni Field has the task of assisting the Dean in leading the implementation of activities in the field of Student Affairs and alumni.
Article 54 (1) of the Senate of the faculty have a job doing the giving consideration and scrutiny against Dean in the execution of academic Faculty in the neighborhood.

(2) Provisions on the Senate of the Faculty provided for in Rule Rector.
Article 55 (1) part of The administrative service unit is on the Faculty of environment.

Article 56 Administrative Section has the task of carrying out academic affairs, Student Affairs, planning, finance, personnel, administration, ketatalaksanaan, kerumahtanggaan, and State-owned goods in an environment of faculty.

Article 57 in carrying out the tasks referred to in Article 56, The Section organizes functions: a. the execution of the Affairs of the education, research and community services in an environment of Faculty; b. implementation of the students Affairs and alumni Affairs at the Faculty of environment;

c. implementation of the planning and financial affairs at the Faculty of environment;

d. implementation of ketatalaksanaan Affairs and employment in an environment of Faculty;
e. implementation of the administration of affairs, kerumahtanggaan, and State-owned goods in an environment of Faculty; and f. the implementation of data and reporting of Faculty Affairs.

Article 58 Administrative Section at the Faculty of medicine, Faculty of agriculture, Faculty of animal husbandry, Faculty of law, Faculty of Economics and business, Faculty of social and Political Sciences, Faculty of engineering, Faculty of cultural studies, Faculty of fisheries and marine sciences, and Faculty of mathematics and natural sciences consists of: a. Academic Subsections;

b. public and Subsections State-owned Goods;

c. financial and Staffing Subsections; and d. Subsections Student Affairs and Alumni.

Article 59 (1) Subsections Academic has the task of conducting the Affairs of the education, research, and service to the community.
(2) Subsections Public State-owned Goods and has the task of conducting the Affairs of the Administration, kerumahtanggaan, and State-owned goods.
(3) Subsections financial and Staffing has the task of conducting the Affairs of the planning, finances, staffing, and ketatalaksanaan.
(4) Subsections students Affairs and Alumni had the task of conducting the administration of Student Affairs and alumni.
Article 60 Administrative Section at the Faculty of public health consists of: a. academic and Student Affairs Subsections; and b. the Subsections.

Article 61 (1) Subsections academic and Student Affairs has the task of conducting the Affairs of the education, research, community services, Student Affairs, and alumni.
(2) Subsections have a job doing Public Affairs planning, finance, ketatalaksanaan, employment, State-owned items, administration, and kerumahtanggaan.

(2) Department/Section is headed by a Chairman of Department/Section is responsible to the Dean.

Article 63/parts Department has the task of carrying out education of students in academic and/or within 1 (one) clumps of disciplines of science, technology, art, and/or sports as well as the management of resources.

Article 64 Departments/Sections consist of: a. the Chair of Department/Section;

b. the Secretary Department/Section;

c. course of study; and d. the Group Functional Term Professors.

Article 65 (1) course is a program that includes the unity of learning plans as a guideline of organizing education organized on the basis of a curriculum as well as intended so that learners can master the knowledge, skills, and attitudes in accordance with the objectives of the curriculum.

Article 66 (1) Functional Term Group is a group of professional educators Lecturers and scientists with the main task of transforming, developing, and disseminating knowledge, technology, the arts, and/or sport through education, research, and service to the community. (2) the Lecturer responsible to the Dean/Department Chair through the part.

Article 67 (1) Lab/Workshop/Studio is a device supporting the implementation of environmental education in the faculty.

(4) the Director and Deputy Director of the Graduate was appointed and dismissed by the President.
Article 71 (1) Academia, Vice President for Student Affairs, and planning has the task of assisting the Director in leading the implementation of education, research, community services, Student Affairs and alumni, cooperation, information systems, and environmental planning in the Graduate.
(2) the Deputy Director General and financial Fields has the task of assisting the Director in leading the implementation of activities in the field of public administration, finance, staffing, and infrastructure.
Article 72 The Subsection referred to in Article 69 paragraph (4) letter b has the task of conducting academic affairs, Student Affairs, planning, finance, personnel, administration, kerumahtanggaan, State-owned goods, cooperation, and information systems at the Graduate environment.

Part five Institutions of article 73 (1) the institutions referred to in article 3 of the letter d is implementing elements under the academic Rector of performing some tasks and functions in the field of research, community services, learning development, and quality assurance. (5) the agency consists of: a. research institutions and community services;

b. the institution coaching and development of learning; and c. the guaranteeing Institution of quality.
Article 74 research institutions and community services as stipulated in article 73 paragraph (5) the letter a has the task of carrying out, coordinate, monitor, and evaluate the implementation of the research activities and community services.

Article 75 in carrying out the tasks referred to in Article 74, research institutions and community services, conducts the functions: a. the preparation of plans, programs, and budget of the Institute;

b. implementation of pure and applied scientific research;

c. implementation of community services;
d. coordination of the implementation of the research and community services in the neighborhood UNSRAT; e. implementation of the publication of results of research and community services;
f. increasing the relevance of the research program and the community in accordance with the needs of the community;
g. monitoring and evaluation of the implementation of the research and community services; and h. the implementation of Administrative Affairs of the institution.

Article 76 research institutions and community services consists of: a. the Chair;

b. the Secretary;

c. the Administrative Section;

d. Center; and e. the functional Position of the group.

Article 77 (1) part of The administrative service unit is the Environment Agency.
(2) The Section headed by a Chief who is accountable to the Chairman of the Institute for research and community services through the Secretary of the institution.
Article 78 The Part has the task of carrying out the Affairs of planning, finance, personnel, administration, ketatalaksanaan, kerumahtanggaan, and State-owned goods as well as the preparation of data and information research and service to the community.

Article 79 in carrying out the tasks referred to in Article 78, The Section organizes functions: a. the collection and processing of data for research and community services;

b. implementation of the preparation of plans, programmes, activities, and budget;
c. implementation of the Affairs of the documentation and publication of results of research and community services;
d. granting information services in the field of research and community services;
e. implementation of the Affairs of the acquisition of intellectual property rights (HKI) research results; and f. the implementation of financial affairs, personnel, administration, ketatalaksanaan, kerumahtanggaan, and State environmental agencies.
Article 80 Administrative Part consists of: a. a common Subsections;

Article 83 the institution coaching and Learning Development as stipulated in article 73 paragraph (5) the letter b has a duty to coordinate, implement, monitor, and evaluate the activities of the construction and development of learning.

Article 84 in carrying out the tasks referred to in Article 83, the coaching and development of Learning organized functions: a. the preparation of plans, programs, and budget of the Institute;

b. implementation of the construction and development of learning;

c. implementation of the monitoring and evaluation of the construction and development of learning;

d. implementation of improvements to the learning process; and e. implementation of the Administrative Affairs of the institution.

Article 85 the institution coaching and Learning Development consist of: a. the Chair;

b. the Secretary;

c. the Administrative Section;

d. Center; and e. the functional Position of the group.

Article 86 (1) part of The administrative service unit is the Environment Agency.
(2) The Section headed by a Chief who is accountable to the head of the institution coaching and development of Learning through the Secretary of the institution.
Article 87 The Part has the task of carrying out the Affairs of planning, finance, personnel, administration, ketatalaksanaan, kerumahtanggaan, and State-owned goods as well as the preparation of data and information of the construction and development of learning.

Article 88 in carrying out the tasks referred to in Article 87, The Section organizes functions: a. the collection and processing of data of the construction and development of learning;

b. implementation of the preparation of plans, programmes, activities, and budget;
c. implementation of the Affairs of the documentation and publication of results of the construction and development of learning;
d. granting information services in the field of construction and development of learning; and e. implementation of financial affairs, personnel, administration, ketatalaksanaan, kerumahtanggaan, and State environmental agencies.
Article 89 Administrative Part consists of: a. a common Subsections; and b. Subsections Program; and c. the subsection Data and information.

Article 90 (1) Subsections have a job doing Public Affairs Administration, staffing, financial, kerumahtanggaan, ketatalaksanaan, and State-owned goods.

Article 92 Institutions Guarantee Quality as referred to in article 73 paragraph (5) the letter c has the task of implementing, coordinating, and evaluating quality assurance activities to support the implementation of education, research and community services in an environment of UNSRAT.

Article 93 in carrying out the tasks referred to in Article 92, the Quality Assurance Agency organises functions: a. implementation of the preparation of plans, programs, and budget of the Institute;

b. implementation of the quality assurance system development education;

c. implementation of the guarantee the quality of education;

d. facilitation of implementation of quality improvement learning process;

e. monitoring and evaluation of development and guarantee the quality of education;

f. implementation of the Quality Assurance Agency report preparation; and g. the execution of the Affairs of the administration of the institution.

Article 94 the institutions Guaranteeing the quality, consisting of: a. the Chair;

b. the Secretary;

c. The Subsections;

d. Center; and e. the functional Position of the group.

Article 95 (1) the Centre has the task of implementing the quality assurance activities in accordance with their fields.
(2) conducting activities referred to in paragraph (1), the Rector can appoint a lecturer/functional as Coordinator.
(3) the establishment and closure of the Center are conducted by the Rector according to your needs.
Article 96 (1) Subsections Administrative task conduct planning, finance, personnel, administration, ketatalaksanaan, possession of the country, and the Quality Assurance Agency kerumahtanggaan.

Article 100 (1) UPT Library is implementing technical unit in the area of the library.
(2) the head of the UPT Library responsible to the Rector and co-ordinated by the Deputy Rector of the academic field.
Article 101 UPT Library has the task of carrying out outreach library for the purposes of education, research, and service to the community.

Article 102 in carrying out the tasks referred to in Article 101, the UPT Library organizes functions: a. implementation of the preparation of plans, programs, and budget UPT;

b. preparation of the plan needs and provision of library materials;

c. processing library materials;

d. granting of services and utilization of library materials;

e. maintenance of library materials; and f. the implementation of Administrative Affairs UPT library.

Article 103 UPT Library consists of: a. the head;

b. The Subsections; and c. Group Term Functional/Technical Personnel.

Article 104 (1) Subsections have a job doing Administrative Affairs of the drafting of the plan needs, supplying, processing and administering library services as well as planning Affairs, finance, employment, ketatalaksanaan, administration, State-owned goods, kerumahtanggaan and UPT library.
(2) Subsections Tata Venture headed by a Chief who is accountable to the head of the UPT library.
Article 105 (1) information and Communication Technology UPT is implementing technical unit in the field of development and management of systems and information and communication technology.
(2) UPT head of information and communications technology responsible to the Rector and Vice Rector is coordinated by Public and financial Fields.
Article 106 UPT information and communication technologies has the task of implementing the systems development and management of information and communication technology as well as the granting of information and communication technology services.

Article 107 in carrying out the tasks referred to in Article 106, UPT organizes the information and communication technology functions: a. the preparation of plans, programs, and budget UPT;

b. development of information and communication technologies;

c. management of information and communication technologies;
d. granting of services of information and communication technologies for the management of the University and education programs, research, and service to the community in environmental UNSRAT; e. the management, maintenance, and repair of networks; and f. the UPT Affairs implementation of information and communication technology.
Article 108 UPT information and communication technology consists of: a. the head;

b. The Subsections; and c. Group Term Functional/Technical Personnel.
Article 109 (1) Subsections Administrative task conduct planning, finance, personnel, administration, ketatalaksanaan, State-owned goods, and UPT kerumahtanggaan information and communication technology.
(2) Subsections Tata Venture headed by a Chief who is accountable to the head of the information and communication technology of the UPT.
Article 110 (1) Integrated Laboratory UPT is implementing technical unit in the field of laboratory services in the environment UNSRAT.
(2) the head of the Laboratory of integrated UPT responsible to the Rector and co-ordinated by the Deputy Rector of the academic field.
Article 111 UPT Integrated Laboratory has the task of carrying out basic laboratory services to education, research, and service to the community.

Article 112 in carrying out the tasks referred to in Article 111, UPT Integrated Laboratory organises functions: a. the preparation of plans, programs, and budget UPT;
b. implementation of laboratory services for the education, research and community services for faculty and students; c. maintenance and care of the laboratory; and d. implementation of Administrative Affairs UPT Integrated Laboratory.

Article 113 the integrated Laboratory consisting of UPT: a. head;

b. The Subsections; and


c. Office of the Functional Groups.

Article 114 (1) Subsections Administrative task conduct planning, finance, personnel, administration, ketatalaksanaan, goods belonging to the State, and the integrated Laboratory UPT kerumahtanggaan.
(2) Subsections Tata Venture headed by a Chief who is accountable to the head of the Laboratory of integrated UPT.
Article 115 (1) is the International Service unit UPT implementers in the field of technical services and facilitation of international affairs.
(2) the head of the UPT Service Internationally responsible to the Rector and Vice-Chancellor of the fields coordinated by the planning, budgeting, and cooperation.
Article 116 UPT international services have the task of carrying out the Affairs of facilitating international cooperation, services for students, educators, and local and foreign power as well as the promotion of international universities.

Article 117 in carrying out the tasks referred to in Article 116, the UPT Service International organizes functions: a. implementation of the preparation of plans, programs, and budget;

b. facilitation of international cooperation;

c. implementation of services for students, educators, and local and foreign power;

d. implementation of the international promotion of the University; and e. Administrative Affairs implementation of the UPT Service internationally.

Article 118 International Service consisting of UPT: a. head;

b. The Subsections; and c. a functional Office Group.

Article 119 (1) Subsections Administrative task conduct planning, finance, personnel, administration, ketatalaksanaan, goods belonging to the State, and kerumahtanggaan UPT Service internationally.
(2) Subsections Tata Venture headed by a Chief who is accountable to the head of the UPT Service internationally.
Article 120 (1) Archival UPT is implementing technical unit for the management of the archives.
(2) Archival UPT in the execution of daily tasks are coordinated by the Deputy Rector of the Public and financial Fields.
Article 121 UPT Archives has the task of implementing the management of archives.

Article 122 in carrying out the tasks referred to in Article 121, UPT Archives hosts functions: a. implementation of the preparation of plans, programs, and budget;

b. implementation of the management of the archives; and c. the execution of the Affairs of the UPT Archives.

Article 123 Section consisting of UPT: a. head;

b. The Subsections; and c. a functional Office Group.

Article 124 (1) Subsections Administrative task conduct planning, finance, personnel, administration, ketatalaksanaan, State-owned goods, and UPT kerumahtanggaan Archives.
(2) Subsections Tata Venture headed by a Chief who is accountable to the head of the UPT Archives.
Article 125 (1) is the implementing Language UPT technical learning and development in the field of linguistic services.
(2) the head of the UPT Language responsible to the Rector and co-ordinated by the Deputy Rector of the academic field.
Article 126 UPT Language has the task of carrying out the development of learning, improved skills, and language tests.

Article 127 in carrying out the tasks referred to in Article 126, the UPT Language organizes functions: a. the preparation of plans, programs, and budget UPT;

b. the development of language learning;
c. service improvement of language skills for professors, students, and educational personnel;
d. administering language tests services for professors, students, and educational personnel; and e. Administrative Affairs UPT implementation language.

Article 128 Language consisting of UPT: a. head;

b. Administrative Officer; and c. Group Term Functional/Technical Personnel.

Article 129 (1) printing and publishing UPT is implementing technical unit in the field of printing and publishing.
(2) printing and publishing UPT Head responsible to the Rector and Vice Rector is coordinated by Public and financial Fields.
Article 130 UPT printing and publishing has the task of carrying out the service of printing and publishing.

Article 131 in carrying out the tasks referred to in Article 130, the UPT printing and publishing organises functions: a. the preparation of plans, programs, and budget UPT;

b. implementation of the granting of printing and publishing services in the neighborhood UNSRAT;

c. implementation of the activities of printing and publishing in the neighborhood UNSRAT; and d. implementation of Administrative Affairs UPT printing and publishing.

Article 132 UPT printing and publishing consists of: a. the head;

b. Administrative Officer; and c. Group Term Functional/Technical Personnel.

Article 133 (1) guidance and Counselling UPT is implementing in the field of technical consulting services.
(2) UPT head guidance and Counselling is responsible to the Rector and Vice Rector is coordinated by the field of Student Affairs.
Article 134 UPT guidance and Counselling have the task of carrying out a consultation service to provide professors, students, employees, and communities.

Article 135 in carrying out the tasks referred to in Article 134, the UPT guidance and Counselling organizes functions: a. the preparation of plans, programs, and budget UPT;

b. provide and carry out tests on the scale of the ripeness;

c. provide consulting service for students, professors, employees, and society; and d. implementation of Administrative Affairs UPT Guidance and counseling.

Article 136 UPT guidance and Counseling consists of: a. the head;

b. Administrative Officer; and c. a functional Office Group.

Article 137 of the functional post of Group/Technical Personnel as referred to in article 103 of the letter c, article 108 of the letter c, letter c Article 113, article 118 of the letter c, article 123 of the letter c, article 128 of the letter c, article 132 of the letter c, and article 136 of the letter c has the task of carrying out the activities in accordance with the provisions of the legislation.

Article 140 (1) any direction of the units of the Organization in an environment of UNSRAT in the carrying out his duty is mandatory: a. apply the principle of coordination, integration, and synchronization, both in the neighborhood of each unit of the Organization in an environment of UNSRAT as well as with other institutions outside of the UNSRAT in accordance with its task of each;
b. oversee subordinate each and in case of deviations that it may take the necessary measures in accordance with the provisions of the legislation;
c. follow, comply with the instructions, and are accountable to their respective employer; d. delivering periodic reports on time; and e. be responsible to lead and conduct coordination with subordinate each and give guidance as well as guidance for the implementation of a task to a subordinate.
(2) any direction of the unit of organization that receives reports from the leadership of the organization units below the mandatory process and use in accordance with needs and those powers.
Article 141 the Deputy Rector, Dean, Postgraduate Director, Chairman of the Agency, Bureau Chief, and the head of Unit of the technical Implementers, submit a report to the President with a copy to the Public Agency and the financial and other organizational units are functionally have a working relationship with UNSRAT.

Chapter V MISCELLANEOUS PROVISIONS Article 142-other organizational changes and the work UNSRAT according to this rule, established by the Minister of culture and education after obtaining written consent of the Minister of the organizing Affairs of the Government in the field of utilization of State apparatus and reform the bureaucracy.

Article 143 (1) the duties and functions of the work units UNSRAT elaborated into details the tasks of each unit of work.
(2) further Provisions regarding the details of the assignment referred to in subsection (1) is controlled by a regulation of the Minister.
CHAPTER VI TRANSITIONAL PROVISIONS Article 144 (1) all tasks and functions as the implementation of the provisions of the decision of the Minister of education and culture Number 0198/O/1995 concerning the Organization of Work and the Sam Ratulangi University, Minister of education and culture Number 045b/O/1993 on the establishment of the Faculty of mathematics and natural sciences at the University of Sam Ratulangi, and the decision of the Minister of education and culture Number 0341/O/1996 on the establishment of the Faculty of fisheries and marine sciences at the University of Sam Ratulangi was still carried out until it does adjustment of Organization and the work of Sam Ratulangi University as set forth in the regulations of the Minister.
(2) the adjustments referred to in paragraph (1) will be conducted at the latest within a period of 1 (one) year since the establishment of this Ministerial Regulation.
Article 145 Office of Vice-chancellor as referred to in article 6 and the Office of the Vice Dean as referred to in article 52 is the same position with the Office of the Provost and the Dean of presidential Regulations as set forth in Number 65 in 2007 about the allowance of a lecturer.

CHAPTER VII PROVISIONS COVER Article 146 with the introduction of this Ministerial Regulation, a decision of the Minister of education and culture Number 0198/O/1995 concerning the Organization of Work and the Sam Ratulangi University, Minister of education and culture Number 045b/O/1993 on the establishment of the Faculty of mathematics and natural sciences at the University of Sam Ratulangi, and the decision of the Minister of education and culture Number 0341/O/1996 on the establishment of the Faculty of fisheries and marine sciences at the University of Sam Ratulangi was revoked and declared inapplicable.

Article 147 of this Ministerial Regulation comes into force on the date of promulgation.
