REGULATION of the PRESIDENT of the REPUBLIC of INDONESIA NUMBER 57 2013 ABOUT INSTITUTION of STATE ADMINISTRATION with the GRACE of GOD ALMIGHTY the PRESIDENT of the Republic of INDONESIA, Considering: a. that in order to encourage the acceleration of the reform of the bureaucracy and support the effectiveness and efficiency of the implementation of the duties and functions of the institutions of State administration, perceived need to make refinements to the Organization and the work of the institutions of State administration;
b. that based on considerations as referred to in letter a, the need to establish the Rule of the President of the institution of State administration;

2. Act No. 39 of 2008 of the Ministry of State (State Gazette of the Republic of Indonesia Number 166 in 2008, an additional Sheet of the Republic of Indonesia Number 4916);
Decide: define: PRESIDENTIAL REGULATION on INSTITUTIONS of STATE ADMINISTRATION.

CHAPTER I the POSITION, duties, and FUNCTIONS of article 1 (1) the State Administration Institutions hereinafter referred to LAN nonkementerian is a government body that is under and is responsible to the President through the Minister of governmental affairs wing in the area of utilization of State apparatus and reform the bureaucracy.
(2) LAN led by a head.
Article 2 of the LAN has a duty of carrying out the task of the Government in the field of State administration in accordance with the provisions of the legislation.

Article 3 in carrying out the tasks referred to in article 2, the LAN hosts functions: a. the assessment and preparation of specific national policy in the field of State administration;
b. study of State administration in the field of administrative reform policy, decentralized and autonomous region, a system of State administration, law and public administration;
c. innovation development State administration in the field of governance, the public service, as well as institutional resources and apparatus; d. grant of facilitation and coaching against the activities of government agencies in the field of State administration;

e. coaching, quality assurance, and conducting education and training resources of the State apparatus;
f. coaching position of certain functional authority into LAN according to the provisions of legislation; g. capacity development the State administration; and h.  coaching and organizing administrative support in the implementation of tasks and functions.

Article 4 in carrying out the duties and functions referred to in article 2 and article 3, LAN coordinated by Minister of Government Affairs wing in the area of utilization of State apparatus and reform the bureaucracy.

CHAPTER II Organizational Arrangement is considered part of the ORGANISATION article 5 LAN consists of: a. the head;

b. Secretariat;

c. Deputy Policy field of study;

d. Deputy education and Training Apparatus; and e. Administrative Innovation Field Deputy.

The second part of the head article 6 Head has the task of leading the LAN in carrying out the tasks and functions.

Article 8 the main Secretariat has the task of implementing the coordination of implementation, coaching, and the granting of administrative support to the entire organizational unit in the LAN environment.

Article 9 in carrying out the tasks referred to in article 8, the secretariat hosted the Main functions: a. coordination of environmental activities in the LAN;

b. coordination of the preparation of the plan of environmental programs and activities on the LAN;
c. coaching and administering administrative support which include administration, personnel, finance, kerumahtanggaan, archives, and documentation on the LAN environment; d. the construction and organization of the Organization and governance, cooperation, and community relations;

e. coordination and drafting of legislation and legal assistance;

f. Organization of management of State-owned goods/wealth of the country; and g.  the execution of the other tasks given by the head.

Article 10 (1) of the main Secretariat is composed of at most three (3) Bureau.

(2) the Bureau is composed of at most four (4) parts.

(3) Section consists of at most three (3) Subsections.

The fourth part of the study Field Deputy Policy article 11 (1) Deputy Field study of implementing some elements of the policy is the task and function of LAN in the field of study which is under the policy and is responsible to the head.

Article 12 deputies of the field of study has a duty to formulate Policies and implement policies in the field of the study of the reform of the administrative system of State administration, law and public administration, decentralization and regional autonomy, as well as the construction of a functional policy analyst position.

Article 13 in carrying out the tasks referred to in article 12, the Deputy Policy field of study organizes functions: a. formulating, implementing, and monitoring and evaluation of policies in the field of the study of the reform of the administrative system of State administration, law and public administration, decentralization and regional autonomy, as well as the construction of functional Office policy analyst;
b. provide technical guidance and facilitation in the area of assessment and implementation of policy reform of the administrative system of State administration, law and public administration, decentralization and regional autonomy, as well as the construction of functional Office policy analyst; and c.  carry out other assignments given by the head.
Article 14 (1) Deputy Policy field of study consists of at most four (4) Center.
(2) the Centre as referred to in subsection (1) consists of: a. a Center handle function study; and b. the Center handles the functions of construction (3) Center that handles the functionality of the study consists of one (1) part that handles the functions of administration and functional Office group.
(4) the functions which handle the coaching Center consists of: a. one (1) part which handle administration functions;

b. at most three Fields; and c. a functional Office group.
(5) section that handles the functions of Administration referred to in paragraph (2) letter a consists of at most three (3) Subsections.
(6) the areas referred to in paragraph (4) letter b consists of two Subfields.
Part five Deputy education and Training Apparatus of article 15 (1) Deputy education and Training Apparatus is implementing some elements of the task and function of LAN in the field of education and training apparatus which are below and are accountable to the head.
(2) a Deputy Field education and training Apparatus headed by Deputy.
Article 16 Deputy education and Training Apparatus has a duty to formulate and implement policies in the field of education and training resources, as well as the construction of the apparatus functional Office widyaiswara.

Article 17 in carrying out the tasks referred to in article 16, the Deputy Field education and training Apparatus organizes functions: a. formulating, implementing, and monitoring and evaluation of the technical policy in the field of education and training resources, as well as the construction of the apparatus functional position widyaiswara;
b. provide technical guidance and facilitation in the area of education and training resources, as well as the construction of the apparatus functional position widyaiswara; and c.  carry out other assignments given by the head.
Article 18 (1) Deputy education and Training Apparatus consists of at most four (4) Center.
(2) the Centre as referred to in subsection (1) consists of: a. one (1) part which handle administration functions;

b. at most three Fields; and c. a functional Office group.
(3) section that handles the functions of Administration referred to in paragraph (2) letter a consists of at most three (3) Subsections.
(4) the field referred to in paragraph (2) letter b consists of two Subfields.
The sixth Deputy Innovation State administration article 19 (1) Deputy Innovation State administration is implementing some elements of the task and function of LAN in the field of public administration innovation under and are accountable to the head.
(2) a Deputy field of Innovation the State administration led by deputies.
Article 20 Deputy Innovation State Administration has the task of formulating and implementing policy innovation development State administration in the field of governance, the public service, as well as institutional and resource agencies.

Article 21 in carrying out the tasks referred to in article 20, the Deputy Field Innovation State administration organizes functions: a. formulating, implementing, and monitoring and evaluation of innovation policy of the State administration in the field of governance, the public service, as well as institutional resources and apparatus;
b. provide technical guidance and facilitation of innovation the State administration in the field of governance, the public service, as well as institutional resources and apparatus; and c.  perceived other tasks given by the head.
Section 22 (1) Deputy Innovation State administration consists of at most four (4) Center.
(2) the Centre as referred to in subsection (1) consists of: a. a Center handle function innovation development; and b. the Center handle of the function of promotion of innovation and capacity building.
(3) the Center handle innovation development function consists of one (1) part that handles the functions of administration and functional Office group.

(4) the Center handle of the function of promotion of innovation and capacity building consists of one (1) part that handles the functions of administration and at most three (3) Field.
(5) section that handles the functions of Administration referred to in subsection (4) is composed of at most three (3) Subsections.
(6) the areas referred to in paragraph (4) consists of two Subfields.
Part of the seven elements of the Supervisory of article 23 (1) LAN environment Inspectorate was formed In as Trustees.
(2) the Inspectorate referred to in subsection (1) is the element of internal auditing under LAN and liable to head and administratively coordinated by the Secretary.
(3) the Inspectorate is headed by the Inspector.
Article 24 Inspectorate has the task of implementing the internal LAN environments.

Article 25 in carrying out the tasks referred to in Article 24, the Inspectorate organizes functions: a. completion of internal auditing policy formulation;
b. implementation of internal auditing on performance and finance through audit, reviu, evaluation, monitoring, and other surveillance activities; c. implementation of oversight for a specific purpose over the assignment of head;

d. preparation of reports on the results of supervision; and e. Administrative Inspectorate implementation.

Article 26 Inspectorate consists of Administrative and Subsections Group functional Office auditor.

The eighth section of the supporting elements of article 27 (1) in addition to the Centre as referred to in article 14, article 18, and article 22, in an environment of LAN can formed the central element supporting the implementation of the duties and functions of a LAN.

Article 28 (1) the Centre referred to in article 27 in subsection (1) consists of: a. one (1) part which handle administration functions;

b. at most four (4) Fields; and c. a functional Office group.
(2) section that handles the functions of Administration referred to in paragraph (1) letter a consists of at most three (3) Subsections.
(3) the field referred to in paragraph (1) letter b composed of at most three Subfields.
The ninth section Technical Implementing Article 29 (1) to carry out the operational technical and/or technical support tasks in the LAN environment can be shaped unit technical implementers.
(2) implementing technical Unit led by the Chief of the unit technical implementers.
Article 30 establishment of technical implementing unit as stipulated in article 29, set by a head after obtaining written consent of the Minister of Government Affairs wing in the area of utilization of State apparatus and reform the bureaucracy.

The tenth part of the functional Position article 31 In the LAN environment can be assigned a particular functional position in accordance with the requirements of the implementation is done in accordance with the legislation.

CHAPTER III GOVERNANCE WORK Article 32 in exercising the duties of each organization unit leadership is obliged to apply the principle of coordination, integration, and synchronization in their respective environments as well as between units of organization in an environment of LAN with other relevant agencies in accordance with their respective tasks.

Article 33 Any organizational unit leadership is responsible to lead and coordinate their respective subordinates and provide guidance as well as guidelines subordinate tasks.

Article 34 Any organizational unit leadership is obligated to supervise the execution of the duties of subordinates, and in case of deviations is obligated to take the necessary measures in accordance with the legislation.

Article 35 Any organizational unit leadership is obligated to follow and comply with the instructions and is responsible to the respective employer and delivering periodic reports on time.

Article 36 every report received by the subordinate organization of the unit leadership is obligated to be processed and used as a basis for drawing up the report further and to provide technical guidance to subordinates.

CHAPTER IV ECHELON, appointment, and TERMINATION of article 37 (1) the Head Office of structural Echelon is I.a.

(2) the principal and Deputy Secretary is the structural position Echelon I.a.

(3) the head of the Bureau, the head of the Centre, and the Inspector is a structural position Echelon II a.

(4) the head of the section and the head of the structural position is Echelon III a.

(5) subsection of the Head and the head of the structural position is a subfield of Echelon IV a.

Article 38 a head appointed and dismissed by the President upon the proposal of the Minister of governmental affairs wing in the area of utilization of State apparatus and reform the bureaucracy.

Article 39 (1) the Principal Secretary and the Deputy are appointed and dismissed by the President upon the proposal of the Minister of governmental affairs wing in the area of utilization of State apparatus and bureaucratic reform based on the proposal of the head. (2) structural Officials Echelon II down was appointed and dismissed by the head.
(3) structural Officials Echelon III down appointed and dismissed by the officials given authority by the head pelimpahan.
Chapter V FUNDING article 40 all the funding necessary for the implementation of the duties and functions of a LAN charged to the budget of the State Expenditures Revenue.

CHAPTER VI MISCELLANEOUS PROVISIONS Article 41 others tasks, functions, organization, and the work of the LAN is defined by a head after approval from Minister of Government Affairs wing in the area of utilization of State apparatus and reform the bureaucracy.

CHAPTER VII TRANSITIONAL PROVISIONS Article 42 at the time of this presidential Regulation came into force, all existing Office along with officials assume office in the environment the LAN as stipulated in Presidential Decree Number 110 in 2001 about the Task and Organizational Unit Echelons of Non Government agencies I Departments as have been modified several times, the last presidential Regulation number 4 by 2013, remains valid and its headquarters remain to perform the duties and functions up to the creation of a new position and new officials are appointed on the basis of this Regulation of the President.

CHAPTER VIII PROVISIONS COVER Article 43 at the time of this presidential Regulation came into force, all laws and regulations that are the rules of implementation of: a. Presidential Decree Number 103 in 2001 about the position, duties, functions, authorities, Organization of work, and the Non Governmental Departments as have been modified several times, the last presidential Regulation No. 3 by 2013; and b.  Presidential Decree Number 110 in 2001 about the Task and Organizational Unit Echelons of Non Government agencies I Departments as have been modified several times, the last presidential Regulation number 4 by 2013;

stated still remain in force throughout has not been modified and/or replaced with new legislation based on Article 44 of this regulation of the President at the time of this presidential Regulation came into effect: a. provisions on LAN as provided in Presidential Decree Number 103 in 2001 about the position, duties, functions, authorities, Organization of work, and the Non Governmental Departments as have been modified several times, the last presidential Regulation No. 3 by 2013; and b.  Provisions regarding Organizational Unit Echelons I LAN stipulated in Presidential Decree Number 110 in 2001 about the Task and Organizational Unit Echelons of Non Government agencies I Departments as have been modified several times, the last presidential Regulation number 4 by 2013;

revoked and declared inapplicable.

Article 45 of the regulation this President comes into force on the date of promulgation.

In order to make everyone aware of it, ordered the enactment of regulations this President with its placement in the State Gazette of the Republic of Indonesia.
