MINISTRY OF EDUCATION AND CULTURE

BY THE GRACE OF THE ALMIGHTY GOD

MINISTER FOR EDUCATION AND CULTURE OF THE REPUBLIC OF INDONESIA,

Weigh: a.  that by the presence of organizational changes in the Ministry of Education and Culture environment, need to rearrange the grammar of service in the Ministry of Education and Culture environment;
B. that based on the consideration as referred to in the letter a, it needs to establish the Minister of Education and Culture on the Order of the Service in the Environment of the Ministry of Education and Culture;

Given: 1.  The Presidential Decree No. 47 of 2009 on the Establishment and Organization of the Ministry of State as amended last several times with the Presidential Regulation No. 91 of 2011 on the Third Amendment to the Regulation of the President No. 47 of the Year 2009 on the Establishment and Organization of the Ministry of State;
2. Presidential Regulation No. 24 Year 2010 on Occupation, Duty, and Functions of the Ministry of State, as well as Susunan Organization, Duty, and Functions of the Ministry of State as amended last with the Presidential Regulation No. 92 of 2011 about the Second Amendment to the Presidential Regulation No. 24 of 2010 on Occupation, Duty, and the Functions of the Ministry of State, as well as the Organizational Functions, Duty, and Functions of the Ministry of State;
3. Presidential Decree No. 84 /P Year 2009 regarding the Establishment of the United Indonesia Cabinet II as amended by Presidential Decree Number 61 /P of 2012;
4. Regulation of the Minister of State Pendayagunaan The State of Personnel Number 22 of 2008 on the General Guidelines of the Service Governance Act;
5. Regulation of the Minister of National Education Number 48 of 2011 on the Change of Name of the Ministry of National Education Into the Ministry of Education and Culture;
6. Order of the Minister of Education and Culture Number 1 Year 2012 on the Organization and the Working Governance of the Ministry of Education and Culture (News of the Republic of Indonesia Indonesia Year 2012 Number 257) as amended by the Regulation of the Minister of Education and Culture Number 69 of 2012 on the Changes to the Regulation of the Minister of Education and Culture Number 1 of 2012 on the Organization and the Working Governance of the Ministry of Culture and Cultural Culture (State News of Indonesia 2012 Number 1134);

DECIDED:

Establish: The Ministry Of Education And Culture Of The Grammar Of Service In The Ministries Of Education And Culture.

BAB I
UMUM CONDITIONS
Section 1
In Regulation of this Minister referred to:
1. Service scripts are the management of a written information that includes setting up type, format, setup, security, attestation, distribution, and storage of service scripts, as well as the media used in kedinasan.
2. The service manuscript is the written information as a dukehead communication tool created and/or issued by authorized officials in the Ministry of Education and Culture ' s environment.

9. The Centre is the Center for Information Technology and Communication Education, Information Center and Public Relations, the Data Center and Statistics Education and Culture, and the National Archaeological Center.
Ten. The next public college (PTN) is a university, institute, high school, and a polytechnic in the Ministry of Education and Culture.

(1) The Ordinance is a governing service manuscript.
(2) The rule type consists of:

The decision
Section 16
(1) The decision is a service script that contains a policy that is set.
(2) The decision component consists of:
a. decision-head;
B. decision name;
C. opening;
D. body bar or contents; and
e. Cover.

Article 17
The decision chief consists of:
a. the coat of arms of the country and the name of office are listed symmetically for the decision of the Minister, or the head of the service script

Section 30
(1) The Ordinance of the Minister which has been established and promulred in the News of the State of Indonesia is made a copy signed by an official in charge of the law.
(2) The established Minister ' s Decision and Instruction, created a copy signed by the responsible official in the field of law.
(3) Rules, Decision, and Instruction other than as referred to in paragraph (1) and paragraph (2) that have been established by the authorized official, the copy is signed by the responsible official in the field of law.

The standard operating procedure is a service script that contains a series of clues about the way and order of certain activities.

The standard operating procedure consists of:
a. work unit symbol;

Seventh Part
The circular letter
Section 35
(1) The circular letter is a service manuscript that contains notifications of certain matters of importance and urgency.
(2) The circular mail parts consist of:
a. the header of the circular letter;
B. Circular mail opener;
c. contents of the circular letter; and
D. Cover.

Section 36
The head of the circular letter is made using the provisions as referred to in Article 2 of the paragraph (2) of this Minister ' s Regulation.

Section 37
(1) The circular mail open consists of:
a. phrase circular letter;
B. number;
C. about; and
D. the destination address of the circular mail.
(2) Frasa The circular letter written with a capital letter under the head of the script is symmetrical.
(3) The word number is written with a capital letter aligned with the phrase the circular letter.
(4) The word about is written with capital letters below the number and symmetric with the phrase the circular letter.
(5) The address of the circular mail destination preceded the abbreviation Yth., written below the left of the word about, followed by the name and the intended address without preceding the word in at the destination name.

(2) The service letter component consists of:
a. mail header;
B. letter opener;

Section 43
Head of a Service Letter is made using the provisions as referred to in Article 2 of the paragraph (2) of this Minister ' s Regulation.

Article 44
The service letter opener consists of:
a. mail number;
B. mail attachment;
c. thing of mail;
D. letter date; and
e. mail destination address.

Section 45
(1) The mail number contains a number of letters, letter codes, and letter-making years.
(2) The word number is written on the left below the service header line.
(3) The order number is not combined with the letter.

Article 46
(1) The word attachment is written under the word number and mentions the number of attachments.
(2) The number of appendices that can be written with one or two words written with letters and beginning with capital letters, not preceded or followed by numbers, whereas the three or more words are written using Arabic numeration.
(3) The word attachment is not written if no one is attached.

Article 47

The form of a service letter is made using the example of the format as listed in Numbers 9a and 9b in an Attachment that is an inseparable part of this Minister's Regulation.

Ninth Part
The Service Note
Section 56
(1) Service (s): (1) the service of a service that is internal to a subordinate or subordinate to a direct or a degree person, containing a short note or message about a subject matter of dismay.

Section 59

e.   The name of the official who signed the commission note was written below, parallel to the name of the office, and used capital letters at each beginning of the word without being flanked with parentheses and without underlines; and

The signing of a letter addressed to the instance outside the Ministry ' s environment is determined as follows:
a.   a letter of the Minister addressed to the authority of the agency outside the Environment Ministry is signed by the Minister;
B. if the Minister delegates the signing of a letter to an official under it, the signing is done by the official with the mention of anb.;
c. If the recipient of a delegate from the minister is impeded, the signing may be delegated to the official below with the mention of u.b. after the inclusion of the anb.;
D. the central letter of the head, the leader of the public college, and the head of the UPT addressed to the leader of the agency outside the Ministry signed by the head of the center, the leader of the PTN, or the head of the concerned UPT;
e. if head of center, the PTN leader and the head of the UPT delegated the signing of a letter to an official under it, the signing was conducted by the official by the mention of a.n.;
f. If the delegate is to be delegated, the signing can be delegated to the official below with the mention of u.b. after the inclusion of a.n.

Article 158
The signing of a letter addressed to the organizational unit within the Ministry ' s environment:
a. a letter of the leader of an eselon I organization unit which is addressed to the Minister signed by the leader of the ethselon I organizational unit in question;
B. If the leader of the eselon I organation unit is hindrable, the signing may be delegated to the level below with the mention of a.n. and if the authorized official signs a hindrance, the signing of the letter can be found. delegated to the official below with the mention of u.b. after the inclusion of a.n.;
c. letter of the leader of an organizational unit or eselon II work unit addressed to the Minister signed by the leader of the organizational unit or the work unit of the eselon II concerned with the busan leader of an eselon unit of the organization;
D. a letter of the leader of an eselon II organization unit aimed at the leader of an organizational unit or other eselon II work unit in the Ministry environment signed by the leader of the echelon II organization unit in question;
e. letter of the leader of the eselon II work unit aimed at the leaders of other eselon II work units in the Ministry environment signed by the leader of the eselon II work unit concerned with the busan leader of an eselon organization unit I;
f.   a letter of the leader of the eselon III work unit aimed at the leader of another eselon III work unit in the Ministry environment signed by the leader of the eselon III work unit concerned with the busan leader of the organization unit or the working unit eselon II;
G. letter of the leader of the eselon IV work unit in the main unit, center, and public community environment, addressed to the leader of another eselon work unit in the organizational unit of his organization signed by the work unit leader of the eselon IV. concerned with the stews of the leader of the eselon III work unit; and
h. a letter of the leader of the eselon IV work unit in the technical unit environment that is addressed to the leader of another eselon IV work unit in the organizational unit of his organization signed by the leader of the eselon work unit IV concerned with the leader's gust Eselon III work unit.

Article 159
The authority of the signing of the service is governed as set forth at Number 28 in the Annex which is an inseparable part of this Minister's Regulation.

Article 160
Writing and inclusion anb. (on behalf of him), a.n. (on behalf of), u.b. (for him), apb. (at his command), a.p. (on command), wks. (interim representative), plt. (executor), plh. (daily executor), and u.p. (for attention) are defined as follows:

BAB VII
TITLE STAMP AND SERVICE CAP
Section 162.
(1) The office cap is a stamp or stamp used by a particular official to fulfill the validity of a letter in carrying out the duties in accordance with his post.

Section 163

Section 164
Cap office in the public college environment consists of:
a. the university ' s rector title or institute rector;
B. the high school chairperson title; and
c. stamp the position of the politeknik director.

Article 165
(1) The service cap of the Ministry is used by the Deputy Minister, the General Secretariat, and staff of the chief minister.
(2) In addition to the stamp of office and stamp of service in the Ministry environment it is also a special service stamp whose form is the same as the title stamp and the stamp of service, but the size is smaller.
(3) The special service cap as referred to in paragraph (1) is used for the employee ID card, student card, and the like.

ELECTRONIC TEXT
Section 167
An electronic script is a script that is a communication and information that is done electronically or that is recorded in electronic multimedia.

Section 168
The electronic scripts include electronic mail, archive, and electronic documentation, electronic transactions, as well as other electronic manuscripts.

Section 169
The electronic script has the same validity as the non-electronic service script.

BAB IX
SERVICE MANUSCRIPT COMPLETENESS
Section 170
(1) The completion of the service manuscript is a disposition sheet.
(2) The disposition of the disposition is one unit with the manuscript of the corresponding service.
(3) The disposition of the disposition contains written instructions regarding the follow-up to the management of the letter which It's written clearly.

Article 171
The disposition of the dispositions sheet is made using the provisions as referred to in Article 2 of the paragraph (2) of this Minister's Regulation.

Article 172
A disposition sheet form is created by using the format example as set out at Number 31 in the Attachment that is an inseparable part of this Minister's Rule.

BAB X
TRANSITION PROVISIONS
Section 173.
Proceed to the Ministry's environment gradually to be adjusted to the Ordinance of this Minister at the slowest 1 (one) year after the Minister's Ordinance is promulred.

BAB XI
CLOSING
Section 174.
By the enactment of this Minister Regulation, the Regulation of National Education Minister Number 42 of 2006 on Tata Persuratan in the environment of the National Education Department was revoked and declared not applicable.

Article 175
The Regulation of the Minister comes into effect on the date of the promulctest.
