ABOUT
THE APPLICATION OF THE DOCUMENT INTEROPERABILITY OF THE DOCUMENT
OFFICE FOR THE ORGANIZERS OF THE ELECTRONIC SYSTEM
FOR PUBLIC SERVICE
BY THE GRACE OF THE ALMIGHTY GOD
MINISTER OF COMMUNICATIONS AND INFORMATICS OF THE REPUBLIC OF INDONESIA,

Weigh: a.  that the use of Information and Communication Technology (ICT) by Electronic System Organizing for Public Service is experiencing high growth in line with the need for providing rapid, reliable and secure electronic system services;
B.   that the current office application has been used extensively by the Organizing Electronic System for Public Service in line with the need for the provision of public services;
c. that such office applications process different document formats, so that it may cause disruption to availability (availability) and wholeness (integrity) in exchange of office documents both between Organizers Electronic Systems for Public Service itself or against service delivery (service delivery) to the public;
D.  that in order to guarantee the provision and improve the quality of public services in accordance with good governance and corporate governance, the interoperability of office documents for the organizers of the electronic systems for public service;
e.  that office documents as one form of electronic information can be at least accessible, displayed, secured, and accounted for, in order to explain a state in accordance with the laws of the laws;
f.    that based on consideration as referred to in the letter a, the letter b, the letter c, the letter d and the letter e, need to establish the Minister of Communication and Informatics the Ordinance of the Interoperability of the Office document interoperability for the Organizer Electronic Systems for Public Service;

Given: 1.  Law No. 11 of 2008 on Information and Electronic Transactions (State of the Republic of Indonesia 2008 No. 58, Additional Gazette of the Republic of Indonesia No. 4843);
2. Law No. 25 Year 2009 on Public Service (Sheet State Republic Indonesia Year 2009 Number 112, Additional Sheet Of State Republic Of Indonesia Number 5038);
3. Presidential Regulation No. 47 of 2009 on the Establishment and Organization of the Ministry of State as amended last by the Decree No. 91 of 2011 on the Second Amendment to the Presidential Regulation Number 47 Year 2009 on the Establishment and Organization of the Ministry of State;
4. Presidential Regulation No. 24 of 2010 on Occupation, Duty, and Functions of the Ministry of State and Functions of the Organization, Duty, and Functions of the Ministry of State as it has been several times amended last with the Presidential Regulation Number 92 2011 on the Third Amendment to the Presidential Regulation No. 24 of 2010 on Occupation, Duty, and the Functions of the Ministry of State as well as the Organizational Functions, Duty, and Functions of the Ministry of State;
5. Ordinance of the Minister of Communications and Informatics Number 41 of 2007 on the General Guide of the Governance of Information Technology and National Communications;
6. Regulation of the Minister of Communications and Informatics Number 17 /PER/M. KOMINFO/10/ 2010 about the Organization and the Working Governance of the Ministry of Communications and Informatics.

DECIDED:

specify: MINISTER OF COMMUNICATION AND INFORMATICS REGULATIONS ON THE GUIDELINES OF APPLICATION OF OFFICE DOCUMENTS INTEROPERABILITY FOR ELECTRONIC SYSTEM ORGANIZERS FOR PUBLIC SERVICES

Article 1
The application of the interoperability of the Office of Office Documents for the Organizing Electronic System for Public Service (s) called the Guidelines, is a reference for the Organizing of Electronic Systems for Public Service in implementing the Format Open Document Format (ODF) and Portable Document Format or Portable Document Format (PDF) to guarantee interoperability of office documents both between the Organizing Electronic Systems for Public Service with Host of Electronic Systems for Other Public Services, and between the Organizing Electronic Systems for Public Service with the community as a service user.

Article 2
The Electronic System Organizer for Public Service is any state, corporation, independent agency that is formed under the law for public service activities, and other legal entities formed. solely for public service activities that provide, manage, and/or operate the Electronic System individually and together to an Electronic System User for the purpose of itself and/or other purposes of the other.

Article 3
(1) The guidelines as referred to in Section 1 are listed in the Attachment that are an inseparable part of the Regulation of the Minister of Communications and this Informatics.
(2) Each Electronic System Organizer must comply with the guidelines as in paragraph (1).

Section 4
The Regulation of the Minister comes into effect on the date of the promulctest.
