ABOUT

THE FLAGSHIP SCHOLARSHIP WITH THE GRACE OF THE ALMIGHTY GOD,

THE MINISTER OF EDUCATION AND CULTURE OF THE REPUBLIC OF INDONESIA,

3. Government Regulation No. 48 Year 2008 on Educational Financing (State Sheet Of The Republic Of Indonesia 2008 Number 91, Additional Gazette Of The Republic Of Indonesia Number 4864);

4. The Presidential Decree No. 47 of 2009 on the Establishment and Organization of the Ministry of State as amended last several times with the Presidential Regulation No. 91 of 2011 on the Third Amendment to the Regulation of the President No. 47 of the Year 2009 on the Establishment and Organization of the Ministry of State;

5. DECIDED:

Establishing: The Rules Of The Minister Of Education And Culture On The Flagship Scholarship.

Article 1

In Regulation of this Minister referred to: 1. The Excellence Scholarship is the awarding of an education fee by

the Indonesian government to the best children of Indonesia and the foreign students elected on the school high recipient of the flagship of the flagship scholarship program.

2. The best children of the Indonesian nation are educated participants, teachers, employees, employees, artists, and journalists with achievement.

3. Elected Foreign Students are students of foreign citizens of the country of friends who are in the process of learning at an education level in the public college in Indonesia.

4. The government is the Central Government. 5. The Minister is the Minister in charge of the field

education and culture. 6. The Secretary General is the Secretary General of the Ministry

Education and Culture. Section 2

The preeminent grant of scholarship aims to: a. help the Indonesian nation's best children continue

her education to a higher level in college and/or abroad;

b. help foreign students get elected from a friend country who has diplomatic relations with Indonesia to continue his education to a higher level in Indonesian college that has a minimum accreditation of B.

Article 3 (1) The flagship scholarship is awarded to the nation ' s best daughters

Indonesia and foreign students are elected. (2) The best of the children of Indonesia as it is in

verses (1) are: a. International Olympic medallist; b. international, national, and regional level champion of science

knowledge, technology, art, and sport; c. feats teacher;

d. Employee and Employee:

e. Student achievement; and

f. Individual accomplishments.

(3) The selected foreign students as referred to in paragraph (1) are:

a. comes from a friend country that has diplomatic relations with Indonesia; and

b. meets the acceptance requirements by colleges in Indonesia that have a minimum accreditation B.

Article 4

(1) The flagship scholarship program is implemented by the Bureau of Planning and Foreign Cooperation, the General Secretariat Ministry of Education and Culture.

(2) The flagship scholarship is in the form of a domestic scholarship and/or an overseas scholarship.

(3) The domestic scholarship can be:

a. Strata scholarship 1/Diploma IV, Strata 2 and Strata 3;

b. creative scholarship of the champion;

c. scholarship scholarship, author, creator, artist, sportsman, journalist and figure.

(4) The overseas scholarship can be:

a. Strata scholarship 1/Diploma IV, Strata 2 and Strata 3;

b. credit transfer scholarship;

(5) The granted scholarship component may be in part or whole of:

a. education hosting fee (tuition fee);

b. book cost;

c. cost of research;

d. life cost;

e. plane ticket;

f. travel document costs;

g. health insurance; and/or

h. Other components.

(6) Other components referred to in paragraph (5) letter h are governed and specified by the User Power of the Budget.

Section 5

(1) Requirements for the Indonesian citizen the recipient of a seed scholarship:

a. Citizen of Indonesia; b. have the achievement evidenced by the certificate and/or

letter of information from the institution/related agencies;

c. has been received in college (get letter of acceptance from college);

d. Graduated selection from the Bureau of Planning and Foreign Cooperation; e. not being accepted a scholarship from the lainin source

the same components as referred to in Article 4 of the paragraph (3);

f. does not violate the agreement and the code of conduct that the college flagship scholarship has set out;

g. Never did the despicable deeds; and h. not to be involved in felon, as well as the misuse of narcotics and

other illicit drugs. (2) Requirements for a foreign citizen of the flagship scholarship:

a. the foreign nationals of a friend country who have diplomatic relations with Indonesia;

b. have been accepted in college (get letter of acceptance from the college);

c. passed the selection from the Bureau of Planning and Cooperation; d. not being accepted a scholarship from a lainin source

same component; e. does not violate the established agreement and code of conduct

the college ' s flagship scholarship; and f. not to be involved in felon, as well as the misuse of narcotics and

other illicit drugs. Article 6

(1) The flagship scholarship fund is sourced from the state budget and shopping budget.

(2) The recipient of the flagship scholarship fund may receive a portion of the education fund sourced from:

a. Income and regional spending; b. grant; and/or c. Other authorized and non-binding sources to pay

the unfinanced seed scholarship component of the country ' s income and shopping budget.

(3) The Funds as referred to in paragraph (2) may be accepted. directly on the basis of cooperation with the Ministry of Education and Culture.

(4) The flagship scholarship fund as referred to in paragraph (1) and paragraph (2) is accounted for in accordance with the rules of the invite-invitation.

Article 7 (1) The flagship scholarship is channeled through the scholarship recipient ' s account

the flagship and/or Recipient of a higher education program.

(2) The layout and responsibility of the flagship scholarship is conducted under the provisions of the laws.

Article 8 of the flagship scholarship is terminated if the recipient of the flagship scholarship: a. exceeded the specified learning limit; b. does not keep the scholarship agreement; c. receives another scholarship; d. Doing despicable deeds; and/or e. engaged in felon.

Article 9

(1) Monitoring and evaluation of a preeminent scholarship grant is performed by a team set by the power of the budget user.

(2) The monitoring and evaluation results as referred to in paragraph (1) reported to the Secretary General.

Article 10 of the Flagship Scholarship grant to the recipient of the flagship scholarship as referred to in Article 8 of the letter b up to the letter e resulting in state losses may be subject to sanction in accordance with the provisions of the laws.

Article 11 Oversight and examination of the implementation of the flagship scholarship program conducted by both internal and external supervisors agencies in accordance with the provisions of the laws.

Article 12

Further provisions concerning the program and the layout of the flagship scholarship are set in the technical directions set forth by the Secretary General.

Article 13 of the implementation of the current flagship scholarship program This Minister's Rule, which was held until the recipient of the preeminent scholarship completed his studies.

Article 14 With the Ordinance of this Minister Regulation, National Education Minister Regulation No. 20 of 2009 The Excellence Scholarship is revoked and declared not in effect.

Article 15
