GENERAL, AND THE TASK, AUTHORITY AND RESPONSIBILITY OF POWER
BUDGET USERS IN ORDER FOR IMPLEMENTATION OF THE BUDGET
STATE REVENUE AND SHOPPING (APBN) SCOPE

WITH THE GRACE OF THE ALMIGHTY GOD
MINISTER OF FORESTRY REPUBLIC OF INDONESIA,
Weigh: a. that under the Ordinance of the Minister of Forestry the number P. 07/Menhut-II/2006 has been defined by the provisions of the Devolution Of Some Of The Minister Of Forestry As A Budgeting/goods User To The Secretary-general Of The Forestry Department In Order Implementation Of The State Budget And Spending (APBN) The Scope Of The Department Of Forestry Department Headquarters;
B. that with the provision of the Financial Ministers Regulation Number 190 /PMK.05/ 2012 on the Order of Payment in the Order of the Revenue Budget and the State Shopping, then the Ordinance of the Minister of Forestry as a matter of a letter needs to be refined;
c. that with respect to the letter a and letter b need to specify the Ordinance of the Minister of Forestry concerning the Devolution Of The Authority Of The Minister Of Forestry As A User Of The Budget/Goods To The Secretary General, and the Duty, authority and Responsibility of the Power Budget Users In The Order Of The Implementation Of The Country 's Ministry Of Forestry Revenue And Shopping (APBN) Of The Ministry Of Forestry' s Office;
Given: 1. Law No. 41 of 1999 on Forestry (sheet of state of the Republic of Indonesia in 1999 Number 167, Additional Gazette of the Republic of Indonesia Number 3888) as amended by Law No. 19 of 2004 (State Sheet) Republic of Indonesia Year 2004 Number 86, Additional Gazette of the Republic of Indonesia No. 4412);
2. Undang–Invite Number 17 Year 2003 On State Finance (sheet Of State Of The Republic Of Indonesia In 2003 Number 47, Additional Sheet Of Republic Of Indonesia Indonesia Number 4286);

8. Finance Minister Regulation Number 190 /PMK.06/ 2012 on the Tata Way Payment In Order of the implementation of the State Budget and Shopping Budget;
9. Forest Minister Regulation No. P. 40/Menhut-II/2010 on the Organization and Workforce of the Ministry of Forestry (News of the State of the Republic of Indonesia 2010 Number 405) as amended by the Ordinance of the Forestry Minister Number P. 33/Menhut-II/2012 (State News of the Republic of Indonesia 2012 Number 779);
DECIDED:
establish: REGULATION OF THE MINISTER OF FORESTRY ABOUT THE EXTENT OF THE AUTHORITY OF THE MINISTER OF FORESTRY AS A USER OF THE BUDGET /GOODS TO THE SECRETARY GENERAL, AND THE TASK, AUTHORITY AND RESPONSIBILITY OF THE BUDGETED USER IN ORDER IMPLEMENTATION OF THE COUNTRY 'S REVENUE AND SPENDING BUDGET (APBN) THE SCOPE OF THE MINISTRY' S HEADQUARTERS OF FORESTRY.
Article 1
In this Minister ' s Rule, which is referred to:
1. State Shopping and Shopping Budget, subsequently called APBN is the annual financial plan of the State Government approved by the House of Representatives, which expires from 1 January to 31 December of the year. Regarding.

List of Budgeting Filings, subsequently called DIPA or other documents that are listed with the DIPA are budgeted implementation documents on the but by the Minister of Forestry or the Working Unit (Satker) as well as under the Director General The Treasury is on behalf of the Minister of Finance which serves as the basis for actions that result in State expenditure and the thawing of funds over the burden of APBN as well as supporting documents of government accounting activities.

4. The Power of the Budget User, which is later abbreviated to KPA, is the Official who obtained the Power of the PA to carry out the partial authority and responsibility of the Budget Use in the Ministry of State/Institution concerned.
5. Commitment of the Commitment Term, which is further abbreviated to the PPK, is the official who exercises the authority of the PA or the KPA to take and/or actions that may result in the expenditure of the APBN.
6. The PP-SPM (PP-SPM) Signatory Officer (PP-SPM) is an official who is authorized by the PA/KPA to perform testing on the Repayment Request and publishes the Payment Order.
7. The admission of the Program is a person who is appointed to receive, retain, lease, view and respond to the State of the income money in order to perform the APBN.
8. Revenue is a unit of work for which the Cloud Service can be obtained for the purpose of the Service.
9. The Secretary General is the Secretary General of the Ministry of Forestry.
10.Units of Work next called Satker is a unit of the Forestry Ministry line organization that carries out the activities of the Ministry of Forestry and has the authority and responsibility of budgeting use.
Article 2
Delegating a portion of the Minister's authority as a Budget User/Goods to the Secretary-General to implement part of the Minister's authority as a Budget User/Goods, for the implementation of the State Budget and Revenue Budget. (APBN) is the scope of the Central Office of the Ministry of Forestry.
Article 3
A portion of the authority devolve to the Secretary General as referred to in Article 2, includes:
1. Budgeting/Freight User Power Penetration.
2. Treasurer ' s Reception Reception; and
3. The Treasurer ' s Redemption.
Section 4
(1) Budget/Goods Users, Treasurer, and Treasurer (s) of the Spend as referred to in Section 3 is not bound to the budget year period.
(2) In the event of a change in the position of Head of the Working Unit, after the handover of the post of Head of the Chief of the Working Unit directly served as the Power of the Budget User/Goods.
Section 5
(1) The specified budgeting/Item User as referred to in Article 3 of the figure 1, next has the task and the authority to:
a. Drafting A Budget Implementation (DIPA) List;
B. Establish a Commitment Officer (PPK);
C. Establish The Signatory Officer Of The Pay Order Letter (PP-SPM);
D. Elevating the Committee/officials involved in the implementation of activities;
e. Lifting the Officer/Rebutting of the financial management;
f. Establish a plan to conduct activities and withdrawers in the form of an Activity Operational Lead (POK);
G. Provide supervision and consultation in the execution of activities and withdrawates;
h. Oversee the application of documents and transactions related to the execution of activities and budgets;
i. Compiling financial and performance reports on budget execution in accordance with the laws of the laws; and
J. Drafting the State-owned Goods report (BMN) in accordance with the laws of the Law.

Section 6
The Budgeting User Power (KPA) as referred to in Article 3 of the number 1, has the following responsibilities:
a. The implementation of activities and budgets that are in its authorized use to the Budget User (PA).

4. perform supervision for the execution of activities and the procurement of goods/services in accordance with the output (output) specified in DIPA;
5. Conduct monitoring and evaluation for the creation of the goods/services procurement contract/services and payment of the APBN load in accordance with the output (output) specified in the DIPA as well as the established plan;
6. formulate a policy for the payment of the APBN load in accordance with the output (output) specified in DIPA; and
7. Conduct monitoring, monitoring, and evaluation of the budgeting execution of the budget in order of drafting the financial statements.
Section 7
The duty, authority and responsibility of the Commitment Officer (PPK), the SPM Handler Officer (PP-SPM), and the Treasurer of Acceptance and Treasurer are governed under the provisions of the Laws.
Section 8
By the enactment of this Regulation, then:
a. Authorized User (PP-SPM) Authorized User (PP-SPM), which has been assigned by the User (PP-SPM) or Budgeter User Power (KPA) prior to this Regulation; and
B. Committee/officials engaged in the conduct of the activities and Officers/Rebutting of the financial management established by the Budget User (PA) prior to this Regulation;
is declared to be valid.
Section 9
Since the enactment of this rule, then Regulation Minister of Forestry Number p. 07/Menhut_II/2006 On the Devolution Of Some Of The Minister Of Forestry Authority As A Budget User/Goods To The Secretary General Of The Forest Department In Order The implementation of the State Budget and Revenue Budget (APBN) of the Department of Forestry ' s Central Office scope, revoked and stated does not apply.
Article 10
The Regulation of the Minister comes into effect on the date of the promulctest.
