ABOUT
THE GENERAL GUIDELINES OF MARINE AND FISHERY INDUSTRIALIZATION

WITH THE GRACE OF THE ALMIGHTY GOD

MINISTER OF MARINE AND FISHERIES REPUBLIC OF INDONESIA,

Weigh: a.  that in order to encourage the acceleration of marine and fishery sector development, the policy of marine and marine industrialization is necessary through increased value added and the competitize of marine and fishery products;
B.  that in order to the effectiveness of the industrialization of marine and fishery, it needs to draw up the general guidelines of marine and fisheries industrialization;
c. that under consideration as intended on letter a and letter b, need to establish the Minister of Marine and Fisheries Regulations on the General Guidelines of Marine Industrialization and Fisheries;

Given: 1.  Law No. 5 of 1984 on Industry (State Gazette of the Republic of Indonesia in 1984 No. 22, Additional Gazette of the Republic of Indonesia Number 3274);
2. Law No. 31 Year 2004 on Fisheries (State Gazette Indonesia Year 2004 Number 118, Additional Gazette Republic of Indonesia Number 4433), as amended by Law Number 45 Year 2009 (State Sheet) Republic of Indonesia Year 2009 Number 154, Additional Gazette of the Republic of Indonesia Number 5073);
3. Law No. 32 Year 2004 on Regional Governing Law (Indonesian Republic of Indonesia 2004 Number 125, Additional Gazette Republic of Indonesia No. 4437), as has been several times amended last by Act Number 12 Years 2008 (sheet Of State Of The Republic Of Indonesia 2008 Number 59, Additional Gazette Of The Republic Of Indonesia Number 4844);
4. Act Number 17 Year 2007 on Long-Term Development Planning 2005-2025 (State Sheet Indonesia Year 2007 Number 33, Additional Sheet State Republic Indonesia Number 4700);

Ten. Presidential Decree No. 24 of 2010 on Occupation, Duty, and Functions of the Ministry of State, as well as Susunan Organization, Duty, and Functions of Eselon I Ministry of State of the Republic of Indonesia, as have been several times amended, last with Regulation President Number 92, 2011;
11. Presidential Decree No. 84 /P of the Year 2009, as it has been several times amended, last with Presidential Decree Number 61 /P of 2012;
Twelve. The Regulation of the Minister of Maritime Affairs and Fisheries of PER.15/MEN/2010 on the Organization and the Working Governance of the Ministry of Marine and Fisheries;
Thirteen. The Regulation of the Minister of Maritime Affairs and Fisheries of PER.15/MEN/2012 on the Strategic Plan of the Ministry of Oceans and Fisheries (News of the Republic of Indonesia 2012 Number 858);

DECIDED:

SET: MINISTER OF MARINE AND FISHERY REGULATIONS ON THE GENERAL GUIDELINES OF MARINE AND FISHERY INDUSTRIALIZATION.

Article 1

In Regulation of this Minister, referred to by:
1. Fisheries are all activities related to the management and utilization of fish resources and its environment ranging from praproduction, production, processing to marketing, which is implemented in a fishing business system.
2. Fish is any type of organism that is all over or part of its life cycle to be in the aquatic environment.
3. The management of the fisheries is all efforts, including processes integrated in the collection of information, analysis, planning, consulting, decision making, fish resource allocation, and implementation, as well as enforcement of the regulations laws in the field of fisheries, undertaken by governments or other authorities directed to achieve the survival of the biodiversity of the water resources and the agreed objectives.
4. Management of coastal Areas and Small Islands is a process of planning, utilization, supervision, and control of coastal resources and small islands between sectors, between the Government and the Local Government, between the land ecosystem and the the sea, as well as between science and management to improve the welfare of the community.
5. Industrialization of marine and fishery is the integration of upstream and downstream production systems to increase the scale and quality of production, productivity, competitize, and value added marine and fishery resources on a continuous scale.
6. The Minister is the Minister of Oceans and Fisheries.

Article 2
Marine and fishery industrialization is carried out on the basis of principle:
a. increase the value of added marine and fishery products;
B. increased competability of marine and fishery products;
c. modernisation of upstream and downstream production systems;
D. the strengthening of marine and fishery industry offenders;
e. commodity-based, region, and region management systems with concentration on flagship commodities;
f.   the balance between the utilization of natural resources and sustainable environmental protection; and
G. changes in the mindset and behavior of modern society (social transformation).

Article 3
(1) The purpose of marine and fishery industrialization is the acceleration of the increased revenue of fertilization, fishermen, processors, marketers, and salt petambak.
(2) The target of marine and marine industrialization is the increasing scale and quality of production, productivity, competitization, and the added value of marine resources and fisheries.

Section 4
Marine and fishery industrialization is carried out by strategy:
a. Commodity development and market-oriented flagship products;
B. the alignment and development of the region and the production of the production on a continuous;
c. development of connectivity and infrastructure;
D. effort and investment development;
e. the development of science and technology as well as human resources;
f.   Quality control and product security; and
G. strengthening supervision of marine and fishery resources utilization.
Section 5
(1) The commodity development strategy and market-oriented flagship product as referred to in Article 4 of the letter a, includes:
a. the strengthening of the system and management of the management and recovery of the fish resources;
B. the strengthening of the fish landing system and landing management;
c. increased production, productivity, and commodity quality and raw materials;
D. expansion of global and national markets;
e. the development and revitalization of the fishing industry;
f.   the provision of basic means and infrastructure;
G. the development of production technology innovation;
h. development of SDM and institutional;
i.   Medium and large scale salt industry partnerships; and
J.   the quality control and safety system and the security of marine and fishery products.
(2) The alignment and development strategy of the region and the sentra of production on a continuous manner as referred to in Article 4 of the letter b, including:
a. the development of potential production strings as a base of marine and fishery industrialization;
B. Salt region setup;
c. ecstasy of salt tambak land; and
D. the development and centralization of the fishing industry.
(3) The strategy of development of connectivity and infrastructure as referred to in Article 4 of the letter c, includes:
a.   strengthening of the fishing port system and management;
B.   development and management of basic infrastructure and integrated public services;
c. The increase and expansion of the downstream, upstream and downstream business relationship through the communication network; and
D. Development of geographic relations between regions through the construction and management of the basic infrastructure of integrated public services.
(4) The business and investment development strategy referred to in Article 4 of the letter d, includes:
a. the strengthening of the system and the management of standardization and modernization of capture fishery means;
B. the strengthening of the system and the licensing management of fish capture efforts;
c. strengthening of the system and management of capital and investment;
D. reinforcement of the fishing system and management;
e. strengthening system and data management and information;
f.   strengthening of the monitoring system and reporting of the effort;
G. development of marine and fishery partnership patterns;
h. Optimize the utilization of marine and fishery resources;
i.   the promotion of marine and fishery investments;
J.   increased marine sector investment growth and fisheries;
No, the development of marine and fishery investment policies and fisheries conducive;
I.   the integration of cross-sector investment policies, centres and regions, as well as between regions;
m.strengthening of the cooperative role in salt marketing;
N. regulation and the alignment of salt efforts;
O. assignment of salt production quotas;
(5) The strategy of the development of science and technology as well as human resources as referred to in Article 4 of the letter e, includes:
a.   the current application of master breeding, seed and seed commodity production;
B.   strengthening research and policy recommendations for commodity development and flagship products;
c. stock research, migration patterns, habitats, and location/widening of the superior fish potential area;
D. research and development of superior strains and feed technologies, vaccines and medicines to support the increased production of cultivation fishery;
e.   the development of productive technology of cultivation and fishing as well as the processing of fisheries and salt results;
f.    Institutional development and implementation of the IPTEK/IPTEKS; application implementation model;
G.   the hosting of international standard quality marine and fisheries education at the SLTA, Academy, and College levels;
h.   the development of the applied education system through teaching factory;
i.    innovative institutional development;
J.   developing an alumni network of businesses with industry;
(6) The quality control and safety control strategy of the product as referred to in Article 4 of the letter g, includes:
a.   the application of quality control and assurance systems as well as the food safety of marine and fishery products;
B.   increased infrastructure capacity and means of quality assurance systems and the security of marine and fishery products;
c. standardisation and processing industry certification;
D.   the quality and quality control and safety systems of marine and fishery products;
e.   Disseminated with micro-and small-scale industrial salt processing technologies; and
f.    The carpentry system and the surveillance of fish disease.
(7) The strategy of strengthening oversight of marine and marine resources utilization as referred to in Article 4 of the letter h, includes:
a.   Monitoring of surveillance vessels in the area prone IUU fishing;
B.   enhance the role of indonesia in the CC RPOA forum to combat IUU fishing and reinforcement of MCS;
c. development of the supervising system and investment protection and effort;
D.   the increased effectiveness of the supervision of fishing vessels in fishing ports;
e.   the development of tank surveillance and small sekala port;
f.    developing a surveillance system for marine environmental protection, centring the production of cultivation fishery and industrial areas;
G.   the development of human resources surveillance and community empowerment in oversight;
h. the development and monitoring of the building design and supervising infrastructure in accordance with the need based on geographical constilation and strategic vulnerable areas; and
i.   coaching on the coordination forum between marine law enforcement apparatus and fisheries through meetings and joint activities at sea.

Section 6
(1) The general guidelines of marine and fishery industrialization as set forth in the Attachment are an inseparable part of the Regulation of this Minister.
(2) The general guidelines of marine and fishery industrialization as referred to in paragraph (1) are the references to officials in the environment of the Ministry of Marine and Fisheries, Ministry/related agencies, Provincial Government, Government District/City, and all marine and fishery stakeholders in carrying out marine and fishery industrialization.
(3) The Pening of strategy, operational steps, and activities to be lactated by the Ministry of Oceans and Fisheries will be established in the Ministerial Decree.
(4) Further arrangements on the conduct of marine and fishery industrialization per commodity are arranged in the Technical Guidelines to be established by echelon I officials in accordance with its authority.

Section 7
The Regulation of the Minister comes into effect on the date of the promulctest.
