(4) The data and information as referred to in paragraph (2) of the letter b include:
a. data on fish resources, among other things: potential, distribution, type composition, utilization rate;
B. environment, among other: oceanographic waters, important habitat of fisheries; and
C. Socio-economic, among other things: the number of fishermen, the productivity of fishermen, the income of fishermen, the problem of service.
(5) The analysis as referred to in paragraph (2) the letter c is performed based on data and information.
(6) The results of the analysis are poured in the initial document next to the public consultation by engaging:
a.   local government; and
B.   Stakeholders are considered directly affected by the management of the utilization of fish resources, among other fisheries associations, fishing groups, fisheries academics, law enforcement, public fishing institutions.
(7) Public Consultation is conducted in order to get input, response and repair suggestions to produce final documents.
(8) The final document as referred to in paragraph (7) is delivered to the Minister to obtain the designation.

Section 15
The RPP final document as referred to in Article 14 of the paragraph (8) at least contains:
a.   The introduction contains the background, intent and purpose, as well as the scope of the RPP disk;
B. Fisheries status that contains potential, distribution, type composition, resource utilization rate, environment (marine oceanography, fishery habitat), socioeconomic (number of fishermen, fishing productivity, fishing income, problems). keneservices);
c. The strategic plan of fisheries management that contains the issue of fisheries management, fisheries management objectives, and the plan for fisheries management measures.

Article 16
The established RPP document is a guideline for the Government and local governments in the implementation of the management of fish resources in the field of fishing.

BAB IV
EVALUATION
Section 17
(1) The Director General conducts evaluations against the implementation of the RPP periodically one time in one year.
(2) The Director General in conducting the evaluation as referred to in paragraph (1), involves the related eselon I work unit, related agencies, local government, and the National Commission of Fish Resource Studies.
(3) The evaluation as referred to in paragraph (2), may be done in the Coordinating Forum for the utilization of Fish Resource utilization (FKPPS).
(4) Evaluation carried out on fisheries status and/or strategic plan.
(5) The implementation of the evaluation is performed based on:
a. Capture fishing statistics data;
B. Fisheries research and development data;
c. data log book of fish capture;
D. monitoring data on board fishing vessels and fishing vessels; and
e. data and other fishery information.
(6) In order for evaluation of the RPP, the governor or regent/mayor is in compliance with its authority delivering data and fisheries management information to the Director General as an evaluation material.
(7) The evaluation results are used as the RPP ' s refinement material.

The Regulation of the Minister comes into effect on the date of the promulctest.

Article 12

BAB III
ORDER THE DRAFTING OF THE FISHERIES MANAGEMENT PLAN
Section 13
(1) The drafting of the RPP document includes:
a. creation of the Composed Team;
B. setting up the initial document;
C. consultation;
D. the formulation of the final document; and
e. Document assignment.
(2) In drafting of the RPP paying attention to the principle of caution, customary law and/or local kearifan, as well as the role as well as the society.

Section 14
(1) In the drafting of the RPP document, the Minister forms a team of RPP compilers coordinated by the Director General with the membership arrangement involving the related eselon I work unit, related agencies, local government, and the National Commission The study of Fish Resources.
(2) The team referred to in paragraph (1) compiled the RPP document with stage:
a. Drafting a work plan;
