REGULATION of the MINISTER of COMMUNICATIONS and INFORMATICS of the REPUBLIC of INDONESIA NUMBER 24 by 2013 REGARDING the SERVICE of INTERNATIONAL ROAMING (ROAMING) with the GRACE of GOD ALMIGHTY the MINISTER of COMMUNICATIONS and INFORMATICS of the REPUBLIC of INDONESIA, Considering: a. that in order to keep a healthy business competition and to ensure the certainty and transparency of service provision of international roaming (roaming) in cellular mobile networks, organizing the necessary existence of the regulation on the service of international roaming (roaming);
b. that based on considerations as referred to in letter a, the need to set a regulation of the Minister of communication and Information about the service of International Roaming (Roaming);
Remember: 1. Act No. 36 of 1999 regarding telecommunications (Gazette of the Republic of Indonesia year 1999 Number 154, additional sheets of the Republic of Indonesia Number 3881);

5. Presidential regulation Number 47 in 2009 on the establishment of Ministries and organizations as it has several times changed the last presidential regulation Number 55 Fourth of changes by 2013 presidential regulation Number 47 in 2009 about the formation and organization of the Ministries;
6. Presidential regulation Number 24 of 2010 about the position, duties, and functions of the Ministries as well as the Organization, duties, and functions of the Echelon I Ministries as it has several times changed the last presidential regulation Number 56 2013 regarding changes to the Fourth presidential regulation Number 24 of 2010 about the position, duties, and functions of the Ministries as well as the Organization, duties, and functions of the Echelon I Ministries;
7. The decision of the Minister of transportation KM Number 21 in 2001 about the Organization of Telecommunication Services as it has several times changed with regulation of the Minister of communication and Informatics Number 31/PER/m. KOMINFO/09/2008 about a third Change over the decision of the Minister of transportation KM Number 21 in 2001 about the Organization of Telecommunication Services;
8. Regulation of the Minister of Informatics and Communications No. 8/PER/m. KOMINFO/02/2006 of Interconnection;
9. Regulation of the Minister of communication and Information No. 9/PER/m. KOMINFO/04/2008 about the procedures for the determination of the price of the Telecommunications Services channelled through Cellular Networks;
10. Regulation of the Minister of communication and Informatics Number 36/PER/m. KOMINFO/10/2008 regarding the determination of the Agency regulation of Telecommunication Indonesia as it has the last few times with regulation of the Minister of communication and Informatics number 01/PER/m. KOMINFO/02/2011 about the second amendment over the regulation of the Minister of communication and Informatics Number 36/PER/m. KOMINFO/10/2008 regarding the determination of the Agency regulation of Telecommunication Indonesia.
11. Regulation of the Minister of communication and Informatics number 01/PER/m. KOMINFO/01/2010 56th of telecommunication networks;
DECIDED: setting:P ERATURAN MINISTER of INFORMATICS and COMMUNICATIONS REGARDING the SERVICE of INTERNATIONAL ROAMING (ROAMING).
CHAPTER I GENERAL PROVISIONS article 1 In this ministerial regulation is: 1. Cellular mobile networks Organizer is organizer that provides network services moving mobile.
2. Roaming (Roaming) is the ability of the dimilliki by moving mobile network that allows its users to still be able to use the service in areas not yet served by a cellular mobile networks with organizers using the network belongs to the organizers of other mobile networks.
3. International Roaming (Roaming) are roaming (roaming) conducted between 2 (two) network provider cell moves with international coverage.
4. Limitations on use is to some extent over the use of the service on a cost or volume of use.
5. Short Message Service hereinafter abbreviated SMS is a service delivery and/or acceptance of short message text through telecommunication networks.
6. Notification is a notification to the customer via SMS about the use of the service of international roaming (roaming).
7. Unstructured Supplementary Service Data Browser Menu which further shortened UMB is a facility provided for users to access the information value added service provided.
8. Users are customers and users.
9. The Minister is the Minister's scope of duties and responsibilities in the field of telecommunications.
10. The Director General is the Director General of the scope of tasks and functions in the field of organization of telecommunications.
11. The Agency regulation of Telecommunication Indonesia BRTI is hereinafter referred to as the Directorate General of organization of Posa and Informatics, Directorate General of Postal Resources and Informatics, and Telecommunications Regulatory Committee.
CHAPTER II SERVICE PROVISION article 2 (1) Moving Mobile network provider may provide international roaming (roaming).
(2) the provision of the service of international roaming (roaming) as referred to in paragraph (1) was carried out based on the cooperation with the organizers of cellular mobile networks in other countries.
(3) service of international roaming (roaming) as referred to in paragraph (1) are paid can be given to users after getting approval from the user.
Article 3 types of service of international roaming (roaming) can be, but are not limited to voice services, SMS, and data.

Article 4 (1) in providing the service of international roaming (roaming), organizer of the cellular mobile networks required to provide correct information, clear and transparent.
(2) the information referred to in subsection (1) must be easily accessible through the media such as: a. the internet site;
b. SMS; and c.  UMB.
(3) information provided through the media referred to in paragraph (2) provided to users free of charge.
(4) in obtaining the information referred to in paragraph (2) letter b and c, the user is free of charge.
(5) the information referred to in paragraph (1) contains at least: a. the type of service of international roaming (roaming);
b. retail tariff services (roaming) for the entire international roaming partners available; and c.  roaming partner network that is available in other countries.
Article 5 (1) information about the roaming partner network that is available in other countries as mentioned in article 4 paragraph (2) Letter c can be fitted with information on roaming partner network priority is suggested.
(2) information on roaming partner network organizers suggested priorities referred to in subsection (1) is based on: a. a decent rate consideration;
b. the widest range; and/or c.  the best quality of service.
Chapter 6-moving Mobile network provider that provides data service roaming (roaming) obligatory international provides information that a data service in international roaming (roaming) can be enabled or disabled through settings on the user's device.

CHAPTER III TARIFF TRANSPARENCY article 7 Information retail tariff Services roaming (roaming) for international voice services at least contain: a. rate voice services international roaming (roaming) to make local calls in the country visited;
b. the price of voice services international roaming (roaming) to make calls to the country of origin; and c.  outbound voice services tariff (roaming) International to receive a call from the country of origin and the country visited.
Article 8 Information retail tariff services international roaming (roaming) for SMS service at least contain: a. the price of sending SMS to the country visited;
b. the price of sending SMS to the country of origin; and c.  the rate of receiving SMS from the country of origin and the country visited.
Article 9 Information retail tariff services international roaming (roaming) data services to at least contain: a. data service rates per unit of volume;
b. data service rates per unit of time; and/or c.  price of the package data has to offer.
CHAPTER IV USE of NOTIFICATION article 10 (1) Moving the Mobile network provider service provides international roaming (roaming) as referred to in article 2 paragraph (1), required to provide notification that is free of charge to users of the service of international roaming (roaming) via SMS.
(2) the notification referred to in subsection (1) consists of: a. information about the partner network is used when the user starts to connect with a network of partners abroad are delivered immediately after the user arrived at the country of destination;
b. warning that the price of the service of international roaming (roaming) is higher than the domestic service rate;
c. warnings the use of data services and SMS in case of use of the service of international roaming (roaming) approaching the limits of use specified; and d.  warning the use of data services and SMS in case of use of the service of international roaming (roaming) reaches the limits of use specified.

(3) limitations on use set forth as referred to in paragraph (2) a grain of c and d is the grain usage limits agreed upon by the user.
(4) cellular mobile networks Providers required to provide a choice to the user the service of international roaming (roaming) to continue or discontinue use of the services after reaching the usage restrictions of use.
(5) the obligation of providing notifications regarding limitation of use as referred to in paragraph (2) a grain of grain, d, c and subsection (4) are excluded for the mobile moving network provider with the technology of Code Division Multiple Access (CDMA) all not possible technically.
Chapter V SUPERVISION and CONTROL article 11 BRTI carry out supervision and control of the implementation of the regulation of the Minister.

CHAPTER VI PENALTIES article 12 Moving Mobile network provider that provides services of international roaming (roaming) in violation of the provisions of article 2 paragraph (2), article 4 paragraph (1) and paragraph (2), article 6, article 7, article 8, article 9, and article 10 paragraph (1) and subsection (4) are administrative sanctions in accordance with the provisions of the legislation.

CHAPTER VII TRANSITIONAL PROVISIONS Article 13 in terms of Moving the Mobile network provider service provides international roaming (roaming) are not yet able to meet the conditions of giving the notification referred to in article 10 paragraph (2) for technical reasons, given extra time to implement these provisions more than 5 (five) months after promulgation of the regulations of the Minister.

CHAPTER VII PROVISIONS COVER Article 14 this Ministerial Regulation entered into force on the date of promulgation.

In order to make everyone aware of it, ordered the enactment of this Ministerial Regulation with its placement in the news of the Republic of Indonesia.
