INTERNATIONAL ROAMING (ROAMING) SERVICES

WITH THE GRACE OF THE ALMIGHTY GOD

MINISTER OF COMMUNICATIONS AND INFORMATICS
REPUBLIC OF INDONESIA,

Weigh: a.  that in order to maintain a healthy business competition and to ensure the transparency and transparency of the international roaming services in the host of mobile networks, there is a need for regulations regarding cruise services. (roaming) international;
B.   that based on consideration as referred to in the letter a, it needs to establish the Regulations of the Minister of Communications and Informatics about the International Jelajah (Roaming) Service;

3. Act No. 8 of 1999 on Consumer Protection (State Sheet of Indonesia Year 1999 Number 42, Additional Gazette Republic of Indonesia Number 3821);
4. Government Regulation No. 52 Year 2000 on the Hosting Of Telecommunications (Sheet State Of The Republic Of Indonesia 2000 Number 107, Additional Sheet Of State Republic Of Indonesia Number 3980);
5. Presidential Regulation No. 47 of 2009 on the Establishment and Organization of the Ministry of State as it has been several times amended last by Presidential Regulation No. 55 of 2013 on the Fourth Change of Presidential Regulation No. 47 Years 2009 on the Establishment and Organization of the Ministry of State;
6. Presidential Regulation No. 24 Year 2010 on Occupation, Duty, and Functions of the Ministry of State as well as Susunan Organization, Duty, and Functions of Eselon I Ministry of State as it has been several times amended last by Presidential Regulation No. 56 2013 on the Fourth Amendment of Presidential Regulation No. 24 of 2010 on Occupation, Duty, and Functions of the Ministry of State as well as the Susunan of the Organization, Duty, and Functions of the Ministry of State;
7. Decree Minister Perrelation Number KM 21 of 2001 on the implementation of the Telecommunications Service as it has been several times amended last with the Regulation of the Minister of Communications and Informatics Number 31 /PER/M. KOMINFO/09/ 2008 about Changes Third of the Decree of the Minister of Transportation Number KM 21 in 2001 on the Hosting Of Telecommunications Services;
8. Rules of Minister of Communications and Informatics Numbers 8/PER/M. KOMINFO/02/ 2006 about Interconnect;
9. Regulation of Minister of Communications and Informatics Number 9/PER/M. KOMINFO/04/ 2008 on the Tata Way of Establishing The Tariffs of Telecommunications Services Funneled through the Mobile Mobile Mobile Network;
10 .Regulation of Minister of Communications and Informatics Number 36 /PER/M. KOMINFO/10/ 2008 on the designation of the Indonesian Telecom Regulatory Agency as the last several times with the Regulation of Minister of Communications and Informatics Number 01 /PER/M. KOMINFO/02/ 2011 about the Second Amendment to the Regulation of the Minister of Communications and Informatics Number 36 /PER/M. KOMINFO/10/ 2008 on the designation of the Indonesian Telecom Regulatory Agency.
11 .Regulation of Minister of Communications and Informatics Number 01 /PER/M. KOMINFO/01/ 2010 on the Sponsorship Of The Telecommunications Network;

DECIDED:

Establish MINISTER OF COMMUNICATION AND INFORMATICS REGULATIONS ON ROAMING SERVICES (ROAMING) INTERNATIONAL.

BAB I
UMUM CONDITIONS
Section 1
In Regulation of the Minister this is referred to:
1. The organizer of the Mobile Mobile Network is the organizer who provides mobile mobile network services.
2. Roaming (Roaming) is the capability that is millialized by mobile mobile networks that enable the Purpose to stay able to use services in areas that are not yet served by a mobile network organizer by using The network belongs to the host of other mobile networks.
3. Cruising (Roaming) International is roaming (roaming) conducted between 2 (two) mobile network organizers with international coverage.
4. Use of the Program is a unit of measure by which the Program can be used.
5. Short Message Service (SMS) is a delivery service and/or short message receives text via a telecommunications network.
6. Notifications are notifications to customers via SMS about the use of international roaming services.
7. Unstructured Supplementary Service Data Menu Browser which is next abbreviated as UMB is a facility that is provided for Users to access the added value service information provided.
8. Users are customers and users.
9. The Minister is the Minister whose scope of duty and responsibility in the field of telecommunications.
10. Director General is the Director General whose scope of duty and function in the field of hosting telecommunications.
11. The subsequent Indonesian Telecommunications Regulatory Agency (BRTI) is the Directorate General of Hosa and Informatics, the Directorate General of Postal Resources and Informatics, and the Telecommunications Regulatory Committee.

BAB II
SERVICE PROVISIONING
Section 2
(1) The organizers of the Mobile Mobile Network can provide international roaming services.
(2) The international roaming services (roaming) as referred to in paragraph (1) are executed on the basis of cooperation with the organizers of mobile mobile networks in other countries.
(3) The international roaming service (roaming) as referred to in the paid paragraph (1) may be provided to the User upon obtaining the consent of the User.

Section 3
This type of international roaming service may be, but is not limited to voice, SMS, and data services.

Section 4
(1) In providing international roaming services, mobile mobile network organizers are required to provide the correct, clear, and transparent information.
(2) The information as referred to in paragraph (1) must be accessible easily via the medium of:
a.   internet site;
