WORK LOAD ANALYSIS PERFORMANCE
IN THE NATIONAL ARCHIVES ENVIRONMENT OF THE REPUBLIC OF INDONESIA
BY THE GRACE OF THE ALMIGHTY GOD
NATIONAL ARCHIVES HEAD OF THE REPUBLIC OF INDONESIA,

Weigh: a.   that in order to achieve the performance of the National Archives of the Republic of Indonesia effectively and efficiently it needs to do the Workload Analysis on each working unit in the environment of the National Archives of the Republic of Indonesia;
B.   that under consideration as referred to in the letter a need to establish the Rule of the National Archives of the Republic of Indonesia on the Implementation of the Workload Analysis in the Environment of the National Archives of the Republic of Indonesia;

Given: 1. Act Number 8 of 1974 on the PoyPokok Keemployers (Sheets Of State Republic Of Indonesia 1974 Number 55, Additional Sheet Republic Of Indonesia No. 3041) as amended by Law Number 43 Of 1999 (Sheet State Of The Republic Of Indonesia In 1999 Number 169, Additional Sheet Of State Republic Of Indonesia Number 3890);
2. Act No. 43 of 2009 on Kearsipan (State Sheet of the Republic of Indonesia Year 2009 Number 152, Additional Gazette Republic of Indonesia Number 5071);
3. Government Regulation Number 16 of 1994 on Functional Office For Civil Servants (State Of The Republic Of Indonesia 1994 Number 22, Additional Gazette Republic Indonesia Number 5135) as amended by Regulation Government Number 40 Of 2010 (sheet Of State Of The Republic Of Indonesia In 2010 Number 51, Additional Gazette Of The Republic Of Indonesia Number 5121);
4. Government Regulation Number 100 Year 2000 on Appointment Of Civil Servants in Structural Office (State Of The Republic Of Indonesia 2000 Number 197, Additional Gazette Republic of Indonesia Number 4017) as amended with Government Regulation No. 13 of 2002 (State Gazette of the Republic of Indonesia 2002 No. 33, Additional Gazette Republic of Indonesia Number 4194);
5. Decree President Number 103 of 2001 on the Position, Duties, Functions, Authority, Organizational Arrangement and the Working Governance of the Non-Department of the Government as amended last by the Presidential Regulation No. 64 of 2005;
6. Presidential Decree No. 27 /M 2010 on the Appointing of the National Archives of the Republic of Indonesia;
7. Decree of the Minister of State of the State of Aparatur State Number KEP/75/M. PAN/7/ 2004 on Regulatory Requirements Calculation Needs Based On Workload In Order To Assemble Civil Servant Formations;
8. Regulation of the National Archives of the Republic of Indonesia No. 03 Year 2006 on the Organization and Tata Works of the National Archives of the Republic of Indonesia as amended last by the Rule of the National Archives of the Republic of Indonesia Number 05 2010;

DECIDED:

establish: NATIONAL ARCHIVE HEAD REGULATIONS ON THE DIRECTIONS OF EXECUTION OF WORKLOAD ANALYSIS IN THE NATIONAL ARCHIVE ENVIRONMENT OF THE REPUBLIC OF INDONESIA.

Article 1
In this Chief Regulation, which is referred to:
1. The office is the position that indicates the duty, responsibility, authority and right of a civil servant in an organization unit.
2. The task is the mandatory work done by civil servants who are part or component of a post.
3. Work Load Analysis is a systematic management technique to obtain information about the level of organizational effectiveness and efficiency of the organization based on the volume of work.
4. Work volume is a set of tasks or work that should/can be completed in a given time.
5. Bobot/The workload is a group of tasks or work that must/can be completed in a given time (Bobot work = work volume x norm time).
6. The effectiveness and efficiency of the work is a comparison between weighting or workload and effective working hours in order to resolve the organizational tasks and functions of the organization.
7. Employee needs analysis is a process that is performed logically, regularly, and continuous to know the number and quality of the employees required.
8. The Client is responsible for the use of the Cloud Service for the Cloud Service, and is not available for use with the Cloud Service.
9. Office of Work Hours is a formal working hours specified in accordance with the laws.
Ten. Effective Work Hours are hours of work that must be used to produce or perform tasks that are office hours of reduced leisure hours (Effective hours = office hours of free time).
11. Effective Work Day is the number of days in the calendar at the reduced holiday and leave of absence.
Twelve. Free time is the work hours that are allowed to be used unproductive.
13.5 Job Achievement Standard is the default value of the officials ' work ability or work unit normally.
14. A Managing Unit is a unit of organization that is functionally active in the organization's field.

Article 2
Guidance on the execution of Workload Analysis (ABK) in the Environment of the National Archives of the Republic of Indonesia is a reference in conducting data collection and the workload information of any working unit in the National Archives Environment of the Republic of Indonesia.

Article 3
(1) The guidance of the implementation of the workload analysis (ABK) in the National Archives Environment of the Republic of Indonesia is intended to allow all work units to carry out workload measurements/analysis.
(2) The guidance of the implementation of the Workload Analysis (ABK) in the Environment of the National Archives of the Republic of Indonesia aims to present information as a basis for a staffing management program based on the workload, structuring of institutional structures, and refinement of systems and working procedures in improving the effectiveness and efficiency of the organization.

Section 4
The workload analysis results are used as follows:
a. organization structure/refinement of organizational structure;
B. the assessment of the work achievement achievement and the unit work achievement;
c. The refinement of systems and procedures;
D. the means of improving institutional performance;
e. Build a real employee needs plan in accordance with the organization's workload; and
f. the promotion and employee mutation program of the unit overload to the deficient unit.

Section 5
The provisions of the Workload Analysis (ABK) Directive in the National Archives Environment of the Republic of Indonesia are listed in the Annex of this Regulation which is an inseparable part of this Regulation.

Section 6
The rule of the Head begins to apply to the specified date and if at a later date there is a mistake to be made improvements as it should be.
