REGULATION of the HEAD of the NATIONAL ARCHIVES of the REPUBLIC of INDONESIA NUMBER 21 in 2012 on the IMPLEMENTATION of the ACTIVITIES of the FUND of the NATIONAL ARCHIVES of the REPUBLIC of INDONESIA DEKONSENTRASI FINANCIAL YEAR 2013 with the GRACE of GOD ALMIGHTY HEAD of the NATIONAL ARCHIVES of the REPUBLIC of INDONESIA, Considering: a. that in order the construction of the national archives, the need for Government Affairs pelimpahan archival field in order to enhance the capabilities and quality of human resources of archives Government villages;
b. that in the field of Government Affairs section pelimpahan required dekonsentrasi Fund National Archives of the Republic of Indonesia that is administered effectively and efficiently;
c. that based on considerations as referred to in letter a and letter b, need to establish the rules of the national archives of Indonesia Heads the implementation of activities of the Fund of the Republic of Indonesia Dekonsentrasi the national archives fiscal year 2013;

DECIDED: setting: RULE the HEAD of the NATIONAL ARCHIVES ABOUT the IMPLEMENTATION of the ACTIVITIES of the FUND of the NATIONAL ARCHIVES of the REPUBLIC of INDONESIA DEKONSENTRASI FINANCIAL YEAR 2013.
CHAPTER I GENERAL PROVISIONS article 1 in this Regulation, it is: 1. The Central Government which is hereinafter referred to as the Government of President of the Republic of Indonesia that holds the powers of the Government of the Republic of Indonesia as stipulated in the Constitution of the Republic of Indonesia in 1945.
2. Local governance is conducting the Affairs of Government by local governments and the REPRESENTATIVES according to the principle of autonomy and pembantuan with the principle of the autonomy of the existence in the system and the principle of the unitary State of the Republic of Indonesia as stipulated in the Constitution of the Republic of Indonesia Unity State in 1945.
3. Local Government is the Governor, Regent or Mayor and other areas as the organizer of the local government.
4. The National Archives of the Republic of Indonesia which is hereinafter referred to as ANRI is a non government agencies-shaped section of the Ministry who perform the duties of the State in the field of archives, based in the national capital.
5. Dekonsentrasi is pelimpahan the authority of the Government by the Government to the Governor as the representative of the Government and/or to the vertical institutions in certain regions.
6. Dana Dekonsentrasi is the funding comes from the STATE BUDGET that is exercised by the Governor as the representative of the Government in an area that includes all of the receipts and expenditure in the framework of the implementation of dekonsentrasi does not include the funds allocated to the vertical center of the agencies in the area.
CHAPTER II the ACTIVITIES of CONSTRUCTION ARCHIVES in the AREA AS the IMPLEMENTATION of article 2 of the DEKONSENTRASI Activity of the construction of archives held through Funds allocated to finance ANRI Dekonsentrasi organization of education and training in the management of Archives for the village Secretary/Head with the purpose of improving the ability and quality of human resources Reform in the Organization of the archives in the village.

Article 3 grant funds dekonsentrasi ANRI according TH the fiscal year 2013 to the Governor for the implementation activities as stipulated in article 2.

Article 4 the Governor mengadministrasikan, TH dekonsentrasi and informing work plan and budget the implementation of the activities financed from the Fund dekonsentrasi ANRI as referred to in article 2 to the DPRD.

CHAPTER III MANAGEMENT of the FUND DEKONSENTRASI article 5 to increase the performance of the Fund management dekonsentrasi by 2013 as stipulated in article 3, the Governor set a work area as the Device Unit implementing the activities of the Organization of education and training in the management of Archives for the village Secretary/Head.

Article 6 (1) the Governor is given the authority to set the budget management in the implementation of the activities financed from the Fund of dekonsentrasi as follows: a. the Officer authorized to perform the action that resulted in the spending of STATE BUDGET, namely a power user budget (KPA), the official Commitment Maker (PPK) and in charge of the Activities;
b. the Officials authorized to examine the Bills to the State and signed the Warrant pay (SPM); and c. the Treasurer of the expenditure for carrying out tasks in the framework of the implementation of the bursaries tend to budget.
(2) the determination of the budget Manager is done in accordance with the requirements and procedures set forth in the decision of the President Number 42 in 2002 about the guidelines of the implementation of the budget of the State Expenditures and Revenues as it has twice changed the last presidential regulation Number 53 in 2010 with attention to aspects of ability, honesty, devotion and loyalty.

Article 7 Before carrying out the disbursement of budget, budget managers prepare following things: a. Learn technical guide the implementation of the budget Implementation Checklist (DIPA);

b. Create Operational Instructions (POK);

c. make a Specimen to the Bank, the Office of the Ministry of the Treasury of the State (KPPN);

d. take care of the Principal Taxpayers Number (NPWP);

e. setting up the Public's cash Book;

f. Prepare the book Maid Supervisory Budget;

g. Prepare Helper Book Bank; and h. Preparing book Tax Helpers.

Article 8 (1) of the financial administration as the implementation of the activities of the dekonsentrasi in the area, carried out separately from the other financial administration.
(2) the receipt and expenditure of the budget to the implementation of acceptable dekonsentrasi diadministrasikan dekonsentrasi in the budget.

CHAPTER IV of the BUDGET REVISION of article 9 (1) the revision of the budget can be carried out in accordance with the regulation of the Minister of finance about The change of the details of the budget of the Central Government and changes in the budget Implementation Checklist.

Chapter V MONITORING IMPLEMENTATION ACTIVITIES of article 10 (1) monitoring the implementation of Governor dekonsentrasi covering the implementation of programs and activities.

(3) the report referred to in subsection (2) includes performance reports and periodic reports.

(4) periodic reports referred to paragraph (3) is a quarterly report.
(5) the periodic reports referred to in paragraph (3) include the report realization of budget funds the implementation of dekonsentrasi and submitted no later than the 10th of the next month after the quarter ends.
CHAPTER VII SUPERVISORY and EXAMINATION of article 12 Inspectors ANRI conducting surveillance in accordance with its functional areas based on legislation.

CHAPTER VIII the CONSTRUCTION of Article 13 (1) in the implementation of the activities and funds of dekonsentrasi needs to be implemented sustainable construction.
