21. Day is the calendar day.

Article 2

(1) The vote and the calculation of the Sound are based on asas: a. directly; b. generic;

c. free;

d. A secret; e. honestly;

f. Fair; g. effective;

h. Efficient; i. standalone;

j. legal certainty;

k. Order; l. Common interests;

m. Openness; n. proportionality;

o. professionalism;

p. accountability; and q. accessibility.

Article 3

(1) The vote for Voters is held in the span of 4 July to 6 July 2014.

(2) the KPU sets the day and date of the Vote as referred to in paragraph (1) based on the proposal of the PPLN.

(3) PPLN can set the polling place on TPSLN in the Representative region of the Republic of Indonesia or elsewhere permitted by the local Government.

(4) The vote on TPSLN as referred to in paragraph (1) is held from 8:00 a.m. to 6:00 pm local time.

Section 4

(1) The calculation of the Voice by KPPSLN is implemented at Office of the Republic of Indonesia on the day and the date of the State of the Vote in the country.

(2) The Count of Sound by Post and Drop Box as well as the recapitulation of the results of the Sound Count exercised by PPLN in the Republican Representative office Indonesia at the time span of the Presidential Election and Vice President.

Article 5

The form used in the implementation of the Vote and the Counting of the Vote on TPSLN as well as the Recapitulation of the Voting Acquisition Act by PPLN, consists of the form: a. Model C PPWP LN Poll News Event News

Voice on TPSLN;

b. Model C PPWP LN Count as News Event Event News on TPSLN;

c. Model C1 PPWP LN Hologram as the certificate of results and details of the Sound Count on TPSLN;

d. Attachment of Model C1 PPWP LN Holograms to record the details of the valid Voice Count;

e. The C1 PPWP model LN Plano Berhologram to record the results of the counting of the votes of each candidate mate on TPSLN

f. C2 PPWP model LN The polling is a special event record and a Witness's objection to the implementation of the Vote on TPSLN;

CHAPTER II OF VOTERS

Section 6

Voters entitled to follow the Poll The voice on TPSLN, is: a. Voters listed in the DPTLN on the TPSLN are concerned

(Model A3-PPWP LN);

b. Voters listed in the DPTbLN (Model A4-PPWP LN); c. Unregistered voters in DPTLN and DPTbLN, which include:

1. Special voters listed in the DPKLN (Special Model A-PPWP LN);

2. Additional special voters registered dalm DPKTbLN (Model A.K. Khusus-PPWP LN).

Article 7

(1) Voters listed in DPTLN as referred to in Article 6 of the letter a give its vote on TPSLN where the Selector is registered in DPTLN.

(2) In giving a voice in TPSLN as referred to in paragraph (1), Voters are showing the Model C6 PPWP LN.

Article 8

(1) Voters listed in DPTbLN as referred to in Article 6 of the letter b are voters who due to certain circumstances cannot vote on TPSLN the origin of the registered electorate in DPTLN and provide a voice on another TPSLN or TPS.

(2) Certain circumstances as referred to in paragraph (1) include:

a. exercised duties elsewhere on the day and date of the Vote;

Article 23

Article 18

(1) Chairman of KPPSLN is assisted by KPPSLN Members setting up the location and the creation of the TPSLN.

Article 19

Article 20

(1) TPSLN as referred to in Section 18 of the paragraph (1) is made in the work area of the Republic of Indonesia overseas.

(2) TPSLN can be made outside of the workspace as Referred to in verse (1) to the extent of the permission of the local government or state.

(3) TPSLN as referred to in verse (1) is prohibited from being made in a room where worship.

Article 21

Article 22

Section 17

(6) If Witness or Voters are not yet present, the voting meeting is opened and continued with the Vote.

(7) The witnesses present are entitled to receive: a. DPTLN copy;

b. copy of DPTbLN;

c. copies of DPKLN; d. BPKTbLN copy

e. copy of Event News; f. a copy of the certificate and the result of the result of the Vote and

Article 31

Article 32

Article 33

Article 34

Second Section Of Execution

Paragraph 1 Activities Prior to the Voting Meeting

Section 29

Prior to the Voting Meeting, Chairman of KPPSLN together Member KPPSLN, and Witness who was present performing the activities:

Article 47

Article 48

CHAPTER IV COUNTING VOTES

f. The seal; g. The ballot box is placed near the KPPSLN Chair ' s desk as well as

setting up its keys; and h. other equipment.

(4) Witness Placement, Panwas LN, Voters, Monitoring, and Society as referred to in paragraph (3) the letter b is set as follows: a. Witnesses and Panwas LN are placed in the polling stations;

b. Voters, Archers and Communities are stationed outside the TPSLN. (5) The Sarana and the prasarana as referred to in verse (3) are arranged

(1) After setting up the means and amenities as referred to in Article 49, KPPSLN wrote on the Model C1 PPWP LN form data as follows:

a. the number of registered voters in a copy of DPTLN that gives a voice;

b. the number of registered voters in DPTbLN voting; c. the number of registered Voters in the DPKLN that gives the vote;

d. Number of Voters who vote using Passport or Other Identity;

e. The number of ballots received included a backup letter;

f. the number of ballots returned by the Selector due to being damaged or erroneously attempting to blob;

g. unused amount of Voice Mail; and

h. unused backup of the backup Mail. (2) The number of ballots used, which was damaged, or erroneously coblos

the unused and the reserve letter of the number should be equal to the number of ballots received by KPPSLN.

(3) Broken Voice mail, unused coblos, as referred to in paragraph (2) are cross-marked on the face of the Voice Letter containing the name and photo of the Candidate Partner in the open state and the back of the Mail Letter which contains the Chief KPPSLN signature in a folded state by using large size markers.

(4) The backup ballots are recorded in the Model C PPWP LN Model form as well as the Model C1 PPWP LN form in the Mail Use Data column Sound and signed by KPPSLN Chairman and at least 2 (two) Member KPPSLN as well as can signed by the Present Witness.

Paragraph 3 Of The Task Force

Article 51

(1) The Chairman of KPPSLN set the task division at the Voting Counts meeting, as follows:

a. The KPPSLN Chairman assisted the Second KPPSLN Member on duty: 1. led the implementation of the Sound Count on TPSL in paragraph (1) can

be done in a way: a. sent back via post; or b. delivered to PPLN in Drop Box.

(3) The ballots used for the awarding through the Post and Drop Box were signed by the Chairman of PPLN.

(4) Use of Drop Box for Voters as referred to in paragraph (2) letter b, exercised with the provision: a. Drop Box is in places where the electorate is in

a large number; b. places that are far and difficult to access TPSLN or

Post Office; c. Drop Box brought by PPLN or any other officebjection to the Witnesses and Panwas LN as in paragraph (1) can be accepted, KPPSLN held the current at that time as well.

(4) The actual result of the calculation of the vote was made. correction by scribbling the wrong number and writing down the correct numbers by being made with the KPPSLN Chairman and the Witnesses present.

(5) In terms of the actual correcting the KPPSLN still have objections from the Witness, KPPSLN requested The Panwas LN's opinions and recommendations are present.

(6) The KPPSLN is required to follow up on recommendations Panwas LN.

(7) The KPPSLN is required to record the entire event in the meeting and the execution of the Voice Count on the Model C2 PPWP LN form.

(8) KPPSLN gives a chance to Witness, Panwas LN and Monitoring to document the results of the Count's Count.

(9) The Documentation as referred to in verse (8) may be a photograph or video.

Article 58

Objection Submitted by Election Participant, Witness, Panwas LN, Monitoring or citizen/Voters via Witness or Monitoring to the execution of the Count as referred to in Article 57, does not block the execution of the Count of Voting.

Fourth Section Announces Sound Count

Article 59

(1) KPPSLN announces the Model C1 PPWP LN form and the LN C1 PPWP Model Attachment.

(2) KPPSLN delivers 1 (one) Model C PPWP LN Model form, model form C1 PPWP LN, and Attachment Model C1 PPWP LN as referred to in Article 55 of paragraph (3) to PPLN.

(3) KPPSLN delivers 1 (one) copy of the Model C PPWP LN Model form, the Model C1 PPWP LN form, and the C1 PPWP LN Model Attachment, as referred to in paragraph (2) to the Witness and Panwas LN on the day and the Sound Count date or can be delivered to a Witness the slowest 1 (one) day after day and the date of the Voice Count, if on the day and the date of the Voice Reckoning is not yet delivered.

Article 60 (1) KPPSLN is mandatory to seal, maintain, secure the box

votes after the Voice-Count meeting in the Republic of Indonesia Representative office.

(2) KPPSLN is required to submit the ballot box as it is referred to in paragraph (1) to PPLN by using an introductory letter in the form of the Model C4 PPWP LN form the Count, which contains: a. Invalid and invalid voice mail in the voice box; b. form Model C PPWP LN Counts; c. form Model C1 PPWP LN, Model C1 PPWP LN Plano, Attachment

Model C1 PPWP LN. D. copy of DPTLN (Model A. 3-PPWP LN KPU), DPTbLN (Model A. 4-

PPWP LN KPU) and DPK (Model A. Khusus-PPWP LN KPU); e. Model Form A Model A. K-PPWP LN; f. PPWP LN model form LN; g. Model Form C3 PPWP LN; h. The C5 PPWP LN model form; and i. Model A5-PPWP LN form.

(3) The Surrender of the ballot box is sealed to the PPLN as referred to in paragraph (2), supervised and reported to Panwas LN.

CHAPTER V CALCULATION AND RECAPITULATION BY PPLN

First Section Counting Votes

Paragraph 1 Counting Votes Through Post

Article 61 (1) The Second PPLN Member opens the ballot box, issuing its contents,

then matching each name and address of the Voters listed on the Cover Number 3 with a Copy of the DPTLN (Model A. 3-PPWP LN).

(2) Third PPLN Member: a. open Cover Number 3 containing the Cover Number 2 and

form Model C6 PPWP LN; b. The Third PPLN member matches the number of Sampul Number 3

with the number of Sampul Number 2 referred to in the letter a;

c. Members of the Third PPLN opened the Number 2 Sampul containing the Letter of Voice, then examined one for one of the ballots, and declared the valid or invalid pencoblosan of the Voting Letter.

(3) The Fourth PPLN Member recorded the respective votes cast. The candidate pair by taking the procedure as referred to in Article 53, using the Model D1 PPWP LN Model form LN The Plano-size Post.

(4) The Witness, Panwas LN and the Baths present on the Count of Sound via Post were given the opportunity to document the Model D1 PPWP LN form A Plano-size Post as referred to in paragraph (3).

(5) The Documentation as referred to in paragraph (4) may be either a photo or video.

Paragraph 2 Of The Letter Count Via Drop Box

Article 62 (1) The Second PPLN Member opens the Drop Box and issues its contents. (2) Third Member of PPLN opened a Letter of Voice and examined one after

one Letter of the Voice, as well as stating the valid or invalid pencoblosan of the Voting Letter.

(3) Members of PPLN Fourth record the receiving of each Candidate Couple votes by passing the procedure as referred to in Article 53, using the Model D1 PPWP LN Drop Box the size of Plano.

(4) The Witnesses and Panwas LN present on the Sound Count via Drop Box were given the opportunity to document the Model D1 PPWP LN Drop Box the size of Plano, as intended on verse (3).

(5) The Documentation as referred to in paragraph (4) may be either a photograph or video.

The Second Part Recapitulated The Results of Voice Counting

Paragraph 1 Activity Execution

Article 63 After The Counting Of Votes from TPSLN, Pos, and Drop Box as referred to in Article 53, Section 61 and Section 62 is complete, PPLN performs the Recapitulation of the Voice based on the Certificate of Voice calculation of the entire KPPSLN in its work area.

Section 64

PPLN prepares administration equipment and means to recapitulate the calculation of the vote, consisting of: a. PPWP LN Model D forms, LN PPWP Model D1 forms, and

Attachment Model D1 PPWP LN;

b. paper cover; c. Electoral seal;

d. spidol; e. ballpoint; and

f. The glue.

Article 65

(1) The Form used in the recapitulation of the Voice by PPLN, in addition to the form as referred to in Section 64 of the letter a, consists of:

a. Witness ' s objection statement and special events related to the Recapitulation of Sound Counting in PPLN (Model D2 PPWP LN);

b. notice letter of time and place of the Recapitulation of the Voice in PPLN (Model D3 PPWP LN);

c. Letter of introduction (Model D4 PPWP LN); d. Sound of sound box reception, completeness files

Administration of TPSLN (Model D5 PPWP LN);

e. a caption letter to give a voice in another TPSLN (Model D6 PPWP LN).

(2) The paper steaming as referred to in Section 64 of the letter b is used to contain the Event News form and the Voice Counting certificate and the details of the candidate's voice acquisition.

(3) The Election Seal as referred to in Article 64 letters c as much as 1 (one) sheet, used to seal it by pasting on the paperback as referred to in verse (2).

(4) Spidol as referred to in Article 64 of the d, as many as 2 (two) fruit.

(5) Ballpoint as referred to in Article 64 of the letter e, as many as 2 (two) fruits.

(6) Lem/adhesives as referred to in Section 64 of the letter f as much as 1 (one) bottle, used for papt objections to the procedure and/or margin of the calculation of the votes to KPPSLN If there is a problem that is not in accordance with the provisions of the

Article 66

(1) PPLN received a sealed sound box from KPPSLN containing: a. Voicemail; b. News Event News; and

c. Voice Acquisition Counting Certificate.

(2) PPLN makes the News Show acceptance of the Results of the Candidate Couple after receiving the sealed voice box of KPPSLN as in paragraph (1).

Article 67

(1) PPLN performs the recapitulation of the Candidate Candidates of the entire KPPSLN in its work area with the presence of Witness and Panwas LN, after making the News Event as referred to in Article 66 of the paragraph (2).

(2) The Recapitulation of the Sound Count as in paragraph (1) is performed by opening the sealed voice box to retrieve the cover containing the Event News and the Certificate of Sound Count Results, then the box is closed and sealed back.

(3) PPLN makes the News Event Recapitulation Sound, Certificate of Sound Concession, and Details of the Voice of the Candidate Couple.

(4) The Event News Show Recapitulation of the Voice in PPLN as referred to in verse (3), for the Lead Couple using the Model D PPWP LN form.

(5) Voicelation Certificate Form and Details of the Candidate Partner's Voice Acquisition as referred to in paragraph (3), using the D1 PPWP LN Model form and the D1 PPWP LN Model attachment.

Article 68

The witness as referred to in Article 67 of the paragraph (1) must carry the mandate letter from the Prospective Spouse of the Campaign Team and submit it to PPLN at the time of the execution of the Vote.

Article 69

(1) The Recapitulation Event news form, the Recapitulation certificate, and the Details of the Couple's Voice Acquisition, signed by all Members of the PPLN and the Witness.

(2) PPLN announces the recapitulation of the Candidate Partner's Voice count in the open.

(3) PPLN handed the News Show Recapitulation, the Recapitulation Certificate, and the Details The Candidate Pairs Vote, as many as 1 (one) each to: a. Witness;

b. Panwas LN; and c. The PU.

Article 70

(1) Each Event News Event with its insert as referred to in Article 69 of the paragraph (3), entered in the paperback is then sealed.

(2) On the exterior of the paperback is written about the content and the the number, signed by the Chairman of PPLN, and at least 2 (two) Members of the PPLN.

(3) PPLN delivers Event News, Voice Count Certificate, Recapitulation of Sound Counting of all KPPSLN in its work region as well as Rekapitulation of Sound Counting via Post and Drop Box to KPU through Working Group Foreign Elections.

(4) The KPU carries out the recapitulation of the Foreign Vote in a guideline on the manner of the recapitulation of the outcome of the voice in the country.

Paragraph 2 Completion of Objection

Article 71

(1) Witnesses and Panwas LN may file objections to the procedure and/or difference The counting of the votes to the PPLN should be inconsistent with the provisions of the laws.

(2) In the event of a Witness and Panwas LN objection, PPLN is required to describe the procedure and/or match the margin of sound acquisition with the Sound Count results certificate form and the Model C1 PPWP LN Plano form.

(3) In terms of The objection posed by the Witness and the Panwas LN as referred to in verse (1) could be accepted, PPLN held the current at that time as well.

(4) The actual results of the calculation of the votes were corrected by scribbling the wrong number and writing the correct number with the buoking PPLN and the Witnesses present.

(5) In terms of The actual correcting of the PPLN is still objecting to the Witness, PPLN requesting the opinion and recommendation of the Panwas LN present.

(6) PPLN is obliged to follow up on the recommendation of Panwas LN.

(7) PPLN is required to record the entire event in a recapitulation meeting on the Model D2 PPWP LN form.

(8) PPLN gives a chance to Witness, Panwas LN and Monitoring to document the results of Recapitulation.

(9) The Documentation as referred to in verse (8) may be a photo or video.

CHAPTER VI OF OTHER PROVISIONS

Section 72

The type of the Voting Form, Sound Count and Recapitulation of the Voice of the Candidate Couple, as set forth in this Regulation Attachment which is an inseparable part of this Regulation.

BAB VII CLOSING PROVISIONS

Section 73

By the time this Regulation is in effect, the Regulation The Presidential Election Commission No. 46 of 2009 on the Technical Guidelines of Voting for the Citizen of the Republic of Indonesia abroad in the Presidential Election and Vice President in 2009, was revoked and declared not in effect.

Article 74

This General Election Commission Regulation is set to take effect on the date of the promulctest.
