RULES OF THE GENERAL ELECTION COMMISSION

NUMBER 9 IN 2014 ABOUT

DRAFTING OF THE VOTER LIST FOR THE PRESIDENTIAL ELECTION AND VICE PRESIDENT OF THE YEAR 2014

WITH THE GRACE OF GOD ALMIGHTY THE CHAIRMAN OF THE ELECTION COMMISSION UMUM,

Draw: that to implement the provisions of Article 29 paragraph (6) of the Law No. 42 Year 2008 on the Presidential Election of the President and the Vice President, need to establish the General Election Commission Regulation on Drafting Voter Lists for Presidential General Election and Vice President of the Year of 2014;

Given: 1. Law No. 42 of 2008 on the Presidential Election of the President and Vice President (State Sheet of the Republic of Indonesia 2008 No. 176);

2. Act No. 15 Year 2011 on Organizing General Election (State Sheet of the Republic of Indonesia Year 2011 Number 101);

3. Regulation of the Electoral Commission Number 05 of 2008 on the Tata Election Commission, the Provincial Electoral Commission, and the District/City Elections Commission as it has been several times amended, last with the Election Commission Ordinance Number 01 of 2011;

Regulation of the Election Commission No. 06 of 2008 on Susunan Organization and the Working Tata Secretariat General Election Commission, Secretariat of the Provincial Election Commission, and the Secretariat of the Election Commission of the Regency/City as amended with the Election Commission Regulation No. 22 of 2008;

5. Regulation of the Election Commission Number 4 of the Year 2014 on the Tahapan, the Program, and the Schedule of the General Election of the President and Vice President of 2014;

DECIDE:

SET: THE REGULATION OF THE GENERAL ELECTION COMMISSION ON DRAFTING A LIST OF VOTERS FOR THE PRESIDENTIAL ELECTION AND VICE PRESIDENT.

CHAPTER I OF THE GENERAL PROVISION

Article 1

In the Regulation of this General Election Commission referred to: 1. The next General Election called Election is the means

2. 3. The National Electoral Commission (KPU) is a national, permanent, and self-organizing electoral organization responsible for the election.

5. The District/City Election Commission/Independent State/City Elections Commission (KPU/KIP) District/City, is the organizer of the elections in charge of elections in the district/city.

6. PPK is a committee formed by the KPU District/City to conduct elections in other sub-districts or other names.

7. The next voting committee (PPS) is a committee formed by the KPU Regency/City to conduct elections at the village level or another name.

8. The Organizing Group, later abbreviated as KPPS, is a group formed by the PPS to carry out voting at the polling station.

9. The next polling place called TPS was the polling place.

10. The next Election Supervising Agency is called Bawaslu, which is responsible for overseeing the holding of elections throughout the State of the Republic of Indonesia.

11. Voters are Indonesian citizens who have been even 17 (seventeen) years or more or already/have married.

13. List of Provisional Voters of the Presidential Election and Vice President, subsequently called the DPS PPWP, is a List of Permanent Voters (DPT) Election Members of the House, DPD, DPRD Provincial and DPRD Regency/City of 2014.

14. The next list of voters is called DPSHP (DPSHP) is a List of Provisional Voters (DPS) verification results for input or response from the public.

15. An Additional Chooser List is the data from the Government that contains additional population who meet the requirements as elector during the Presidential Election and Vice President in 2014.

16. Update of DPS PPWP is the processing activities of the Members of the DPR, DPD, DPRD Provincial, and DPRD Regency/City of 2014 to be refurbisted and to be the drafting material of DPS Results of the Presidential Election and Vice President.

17. Special Voters are Voters who do not have the identity of the Population and/or Voters that are not registered in the DPS, DPSHP and DPT.

18. Additional Special Voters are Voters who have a population identity but are not yet listed in the DPS, DPSHP and DPT which use their voting rights at polling stations on the polling day.

19. The next Chooser Data Information System is called Sipretext is a set of information systems and technologies to support the work of the Election organizers in compiling, co-ordinating, announcing and maintaining voter data.

20. Day is the calendar day.

CHAPTER II OF THE ELECTION ORGANIZERS

Article 2

Organizing Elections are guidelines to the asas: a. standalone;

b. honestly; c. fair;

d. legal certainty;

e. Order; f. Common interests;

g. Openness; h. proportionality;

i. professionalism; j. accountability;

k. efficiency; and

l. Effectiveness.

Section 3

KPU, Provinsi/KIP Aceh, KPU/KIP Regency/City, and PPS performing updates, announcements, fixes of Temporary Voters List and Redemption of Fixed Voters List.

Section 4

The task and responsibility Reply to the Provisional Government/KIP Aceh in an update List of Provisional Voters of the Presidential Election and the Vice President include: a. perform technical, control, and supervision guidance against

Section 5

The duties and responsibilities of KPU/KIP County/City in the Updates of the List of Voters While the Presidential Election and Vice Presidents include: a. conducting technical guidance, control, and supervision of

PPK and PPS; b. helping the KPU perform the socialization of the voter list update

Presidential elections to the public; c. print and deliver Additional Election Chooser Data

President and Vice President (Model A. PPWP) to PPS to perform matching and research;

d. Synchronization of DPS PPWP, DPK, and DPK Additional Representative Elections, DPD, DPRD Provincial and DPRD Regency/City and submit sync results in soft copy to PPK and PPS as the materials composing DPSHP PPWP;

e. perform recapitulation of DPSHP and DPT composition; and

f. assemble and establish DPT.

Article 6

The task and responsibility of the PPK in the Update of the List of Voters While the Presidential Election and Vice President include:

a. carrying out technical guidance, control and supervision of PPS in the PPK workspace;

b. help KPU/KIP County/City carry out the socialization of voter data updates;

c. deliver the Presidential Election Additional Chooser Data and Vice President (Model A. PPWP) to PPS to perform matching and research;

d. assist PPS in compiling DPSHP PPWP; and

e. carry out the recapitulation of DPSHP and DPT.

Article 7

The duties and responsibilities of PPS in the Updates List of Provisional Voters of the Presidential Election and Vice Presidents include: a. exercised the socialization of voter data updates at level

desa/kelurahan;

b. receive Additional Selector Data (Model A. PPWP) from KPU/KIP County/City via PPK;

c. perform matching and research on the Data Selector Additional Elections the President and Vice President (Model A PPWP) and DPTb Election Members of the House, DPD, DPRD Provincial/City DPRD/City-owned provinces owned by PPS; and

d. assemble and establish DPSHP PPWP in the Model A. 2-PPWP form.

CHAPTER III THE RIGHT TO VOTE

Article 8

(1) Indonesian Citizens who on the day of voting have been even 17 (seventeen) years or more or already/have married have the right to vote.

(2) Indonesian Citizens as referred to in paragraph (1) on the list of 1 (one) times by KPU, Provincial KPU /KIP Aceh, KPU/KIP District/City in the List of Voters.

Article 9

To be able to use the right to vote, Indonesian Citizens must be registered as Voters except as otherwise specified in the invite-invite.

Article 10

(1) A Selector only list 1 (one) times in the list of Voters in the PPS in any other village/kelurahan or other designation.

(2) In terms of the electorate having more than 1 (one) of the Population identity (KTP), the Voters must specify one in which one the address corresponds to the address indicated in the KTP to be specified as the residence listed in the Chooser list.

(3) In the case of the voter residence that resides does not correspond to the identity of the occupied occupation, The voter is required to determine the polling place in order to use the right of the vote.

CHAPTER IV UPDATE OF PROVISIONAL VOTER LIST UPDATES

Article 11

(1) KPU, KPU Provinsi/KIP Aceh, KPU/KIP Regency/City and PPS use DPT Election Members DPR, DPD, DPRD Provincial, and DPRD Regency/City (Model A. 3-KPU) as DPS PPWP by using Model A. 1-PPWP.

(2) The DPS PPWP referred to as paragraph (1) contains information:

a. family card number (NKK); b. population parent number (NIK);

c. name;

d. places and dates of birth; e. sex;

f. Mating status; g. address; and

h. The disaffect types of Indonesian citizens who have the right to vote.

(3) The DPS PPWP as referred to in verse (1) that does not have the Occupation Number (NIK), can be included in the DPT as long as eligible as Elector.

(4) To carry out activities as in paragraph (1), KPU/KIP Regency/City copies Model A. 3-KPU into Model A. 1-PPWP by using the Selector data information system or excel program for KPU/KIP District/City that has constraints internet network.

Article 12

(1) KPU, KPU Provinsi/KIP Aceh, KPU/KIP District/City did an update of the most current DPS PPWP 30 (thirty) days.

(2) Updates DPS PPWP performed by KPU/KIP District/City assisted by PPK and PPS.

Article 13

(1) KPU conducts coordination with the Ministry of the Interior to obtain data from the Government that contains additional population meeting requirements as Voters at the time of the General Election of the President and the Vice President President of the Year of 2014 or "Additional Chooser List".

(2) The KPU delivered the Additional Chooser List as referred to in paragraph (3) to KPU/KIP District/City through the Voting Data System into Data Chooser Data Additional Presidential and Vice President in Model A. PPWP.

Article 14

(1) KPU, Provincial KPU/KIP Aceh, KPU/KIP Regency/City performing synchronization against DPS as referred to in Article 11 paragraph (1) with DPTb, DPK, and DPKb in DPR Elections, DPD, DPRD Province and DPRD County/City and data from the Ministry of the Interior The Country as referred to in Article 13 of the paragraph (1).

CHAPTER V DRAFTING AND DESIGNATION

TEMPORARY VOTER LIST UPDATE

Article 15

(1) In the activities of matching and research activities of Model A PPWP, PPS ensures that the Voters have qualified as Voters and ensure the voter data is in compliance with the identity of the Population owned.

(2) In the event that voter data contained in Model A PPWP is not compatible with Voter-owned identity, PPS corrects the voter's data based on the identity of the rightful population of the electorate.

(3) PPS doodling or erasing the Selectors in the Model A PPWP if the voter does not meet terms as Voters, because:

a. Died; b. move domicile; c. not known; or d. To be a member of TNI/Polri.

(4) PPS provides a record of the type of disability for disabled voters and polling numbers in the captions column on the Model A. PPWP. form

(5) In matching and research activities against DPTb (Model A. 4-KPU) Election Members of the DPR, DPD, DPRD Provincial and DPRD District/City, PPS inspees and reenquire to the Selectors located at DPTb will use the voting rights in the DPTb. The same TPS.

Article 16 (1) PPS compiles DPSHP PPWP by combining the list

Selector results synchronize DPS PPWP, DPK, Additional DPK from KPU/KIP County/City with Data Chooser Additional Presidential Elections and Vice Presidents (Model A PPWP) and DPTb which have been conducted matching and research.

(2) DPSHP Drafting PPWP as referred to in paragraph (1) using the Model A. 2-PPWP. form

(3) Composed DPSHP PPWP with the highest number of Voters of 800 (eight hundred) Voters for each TPS.

(4) In determining the number of Voters for each TPS as referred to in paragraph (3), the PPS may combine the polling stations of the Members of the DPR, DPD, Provincial DPRD, and the Regency/City DPRD/City which are mutually adjacent to the principles of the principles: a. Article 17 (1) PPS assisted PPK compiled DPSHP PPWP as referred to

in Section 16 using the Model A. 2-PPWP form in the Voter Data Information System (Sipretext).

(2) In terms of PPK and PPS not having access to internet networks, PPK and PPS compose DPSHP PPWP using the microsoft excel program with a guideline format on Model A. 2 PPWP.

(3) In drafting the DPSHP PPWP using the Microsoft excel program paying attention to the provisions: a. 1 (one) sheet excel loading 1 (one) TPS; b. 1 (one) file document excel contains TPS all over/agurahan.

(4) PPK printing completed DPSHP PPWP compiled by as many as 3 (three) rduplicate used for: a. announced in the PPS office; b. announced in RT/RW secretariat/hall or strategic place

others; and c. for PPS archives.

(5) PPS establishes DPSHP PPWP in plenary PPS meetings poured in news of the event signed by the Chairman and Member of PPS.

(6) PPS submit soft copy DPSHP PPWP and recapitulation of DPSHP PPWP to KPU/KIP County/City via PPK.

(7) KPU/KIP District/City submit DPSHP PPW in a soft file to the Election Participant and Panwaslu.

CHAPTER VI ANNOUNCES AND CORRECTING OF VOTER LIST WHILE RESULTS

SETTLEMENTS

Article 18 (1) PPS announces the specified DPSHP PPWP as

referred to in Section 17 of the paragraph (5) for 7 (7) days in place-a place easily accessible to the public at the PPS office, and/or the RT/RW secretariat to obtain input and responses from the community, Election Supervisers and Political Parties Election Participants.

(2) Input and the response from the public to the announcement of the DPS PPWP as referred to in paragraph (1), delivered in writing to the PPS at most 7 (seven) days since the DPSHP PPWP was announced.

(3) The input and response of the Monitor, Election Participant, Bawaslu/Election Supervising to the announcement of DPS PPWP as referred to in paragraph (1), delivered in writing to PPS at most 7 (seven) days since DPSHP PPWP is announced.

(4) Voters who provide responses and input must show any other legitimate self-identity or letter.

(5) The input and response of the community and the Election Participant as referred to in the paragraph (2), among others:

a. repair of identity writing or voter data;

b. removal or scribdown of Voters who no longer meet the requirements as Voters;

c. register Voters into the DPSHP PPWP because it has not been registered; and

d. add/register Voters into the DPSHP PPWP due to changes in the status of TNI/Polri member status into civil status.

Article 19

(1) PPS fixes DPSHP PPWP based on input and response from the public, Monitoring, Election Participant, and An Election Supervisor who has been conducted edits of the truth over the input and response.

(2) The remediation of the DPSHP PPWP as referred to in paragraph (1) is performed at most times 7 (seven) days since the end of the public input and response.

(3) The DPSHP PPWP fixes are performed in the Model A. 3-PPWP. form (4) PPS submit soft copy repair of DPSHP PPWP as well as

recapitulation to KPU District/City via PPK.

BAB VII PERMANENT VOTER LIST

Article 20

(1) KPU/KIP Regency/City compiles and sets the DPT PPWP into Model A. 3 PPWP based on DPSHP PPWP improvements are received from PPS.

(2) KPU/KIP District/City compiles and sets the DPT PPWP as referred to in paragraph (1) based on TPS.

(3) The Redemption of DPT PPWP as referred to in paragraph (1) is specified in the KPU/KIP District/City open plenary meeting and signed by KPU/KIP Chairperson/City.

(4) The Redemption of DPT PPWP as referred to in paragraph (3) is held at least 30 (thirty) days prior to the vote.

Section 21

(1) DPT PPWP which has been set forth in Section 20 of the paragraph (1) submitted to KPU, KPU Province, PPK, and PPS.

(2) Surrender of DPT PPWP to KPU and Provincial KPU as referred to in paragraph (1) exercised by using the Selector Data Information System or in solid disk form.

(3) DPT PPWP handed over to PPK and PPS as referred to in paragraph (1) as much as 6 (six) double:

a. 1 (one) double for PPK; b. 2 (two) double for PPS to be announced; and

c. 3 (three) double for KPPS for voting purposes and vote counting at polling stations.

(4) KPU/KIP Regency/City is required to provide a copy of the DPT PPWP as referred to in paragraph (1) to the representative of the Election Participant and the Election Supervising is good at the Regency/City level in solid disk format with a PDF format that cannot be edited.

(5) The Surrender of DPT PPWP copies to the Election Participant and Panwaslu as referred to in paragraph (4) is performed at most times 7 (seven) days after the designation of DPT PPWP.

Article 22

(1) PPS announces DPT PPWP received from KPU/KIP District/City as referred to in Article 20 paragraph (1) since DPT PPWP is accepted by PPS up to the polling day.

(2) PPS in announcing DPT PPWP as referred to by paragraph (1) by attaching DPT PPWP on board Public affordable announcements and voters of the disabled.

(4) KPU, KPU Provinsi/KIP Aceh, and KPU/KIP Regency/City announce information that is part of the DPT at website KPU.

Article 23 (1) KPU/KIP District/City performs the recapitulation of DPT PPWP in

district/city by using the Model A. 3.3 PPWP form. (2) Provincial KPU/KIP Aceh performs a recapitulation of DPT PPWP in the province

by using the Model A. 3.4 PPWP form. (3) The KPU performs a nationwide DPT PPWP recapitulation with

using the Model A. 3.5 PPWP form.

(4) The Recapitulation of DPT PPWP performed by KPU/KIP Regency/City, Provincial KPU/KIP Aceh and KPU as referred to in verse (1), (2) and (3) are conducted in open plenary meetings and poured in the news of the event signed by Chairman and Member of KPU/KPU Provinsi/KIP Aceh/KPU/ KIP Regency/City.

BAB VIII ADDITIONAL VOTER LIST

Article 24 (1) DPT PPWP as referred to in Section 22 may be supplemented

with List of Additional Voters of the Presidential Election and Vice President (DPTb PPWP).

(2) DPTb PPWP as referred to in paragraph (1) may consist of Selector data that has been registered in a DPT PPWP at a polling station due to a certain state of the electorate unable to use its right to vote at the polling station in question. listed.

Section 25

(2) Voters as referred to in paragraph (1), report to the PPS of origin to obtain a DPTb PPWP notification letter (Model A5-PPWP) that will be used right to vote at other polling stations.

Article 26

(1) PPS based on the Selector report as referred to in Section 24 of the paragraph (2) and paragraph (3), examining the truth of the report is concerned.

CHAPTER IX SPECIAL VOTER LIST

PRESIDENTIAL ELECTIONS AND VICE PRESIDENT

Article 27

(1) DPT PPWP as referred to in Article 20, in addition to being able to be equipped with DPTb as referred to in Article 22, it can also be equipped with the Chooser List Special Election President and Vice President (DPK PPWP).

(2) The DPK PPWP as referred to in paragraph (1) is a list of Voters that contains Voters who do not have the identity of the Population and/or Voters who have the identity of the Population but are not listed in the DPS PPWP, DPT PPWP or DPTb PPWP

(3) DPK PPWP as referred to paragraph (1) is compiled and set by KPU Provinsi/KIP Aceh in Model A. PPWP.

(4) In compiling and setting the DPK PPWP, KPU Province is assisted by PPS, PPK, and KPU/KIP Regency/City.

Article 28

(3) PPS compiles DPK PPWP since DPT PPWP is set to 14 (fourteen) days before the poll vote.

(4) The Chairman and member of PPS are giving paraf on DPK PPWP compiled.

(5) PPS delivered DPK PPWP to KPU Provinsi/KIP Aceh through PPK and KPU/KIP Regency/City slowest 1 (one) days after the Chairman and Member PPS gives paraf on DPK PPWP compiled.

(9) Provinsi/KIP Aceh delivers a copy of electronic data (softcopy) of the DPK PPWP in the form of a solid disc in PDF format which cannot be changed to the representative of the Political Party of Elections at the provincial and Bawaslu Province level.

Article 29

In regard to the voting day there are voters who have the identity of the Population, Passpor or other resident identities who are in accordance with the rules of the invitation but are not yet listed in the DPT PPWP nor DPTb PPWP, concerned voters may be included in the Special Voters List Additional (Model A. T PPWP) at polling stations that match the address on the identity of the population.

CHAPTER X OF THE VOTER DATA INFORMATION SYSTEM

Section 30

(1) KPU and KPU/KIP District/City in providing the Selector data, the Chooser List Meanwhile, and the Permanent List of Permanent Voters has a voter data information system that can be integrated with the population administration information system.
