GENDER RESPONSIVE PLANNING AND BUDGEING GUIDELINES
THE MARINE MINISTRY AND FISHERIES
WITH THE GRACE OF THE ALMIGHTY GOD
MINISTER OF MARINE AND FISHERIES REPUBLIC OF INDONESIA,
Weigh: a. that in order to integrate aspects of gender in compiling policies, programs, and activities that are the principal tasks and functions of the Ministry of Oceans and Fisheries, need to translate the gender primacy in the planning and budgeing process Marine and fishery development;
B. that in order the effectiveness of drafting the planning and budgeting of gender and gender responsive fisheries, the need for the Planning Guidelines and the Gender Responsive Gender and Fisheries Ministry ' s Gender Responsive Budgeting;
c. that under consideration as referred to in letter a and letter b, need to establish the Minister of the Marine and Fisheries Regulations on the Planning Guidelines and the Gender Responsive Gender of the Ministry of Marine and Fisheries;

Law No. 31 Year 2004 on Fisheries (State of the Republic of Indonesia 2004 number 118, Additional Gazette Republic of Indonesia Number 4433) as amended by Law No. 45 Year 2009 (State Sheet) Republic of Indonesia Year 2009 Number 154, Additional Gazette of the Republic of Indonesia Number 5073);
2. Act No. 16 of 2006 on Agricultural Systems, Fisheries, and Forestry (sheet of State of the Republic of Indonesia in 2006 Number 92, Additional Gazette Republic of Indonesia Number 4660);
3. Law No. 27 Year 2007 on Management Of Coastal Regions and Small Islands (sheet Of State Of The Republic Of Indonesia Year 2007 Number 84, Additional Sheet Of State Republic Indonesia Number 4739);
4. Act No. 17 Year 2007 on the National Long-Term Development Plan 2005-2025 (State Sheet of the Republic of Indonesia Year 2007 Number 33, Additional Sheet of State of Indonesia Republic No. 4700);
5. Presidential Regulation No. 47 of 2009 on the Establishment and Organization of the Ministry of State, as it has been several times amended, last with the Presidential Regulation Number 55 of 2013 (State Sheet of the Republic of Indonesia Year 2013 Number 125);
6. Presidential Regulation No. 5 of 2010 on the Intermediate Term Development Plan of 2010-2014;
7. Presidential Regulation No. 24 of 2010 on Occupation, Duty, and Functions of the Ministry of State as well as Susunan Organization, Duty, and Functions of the Ministry of State, as has been several times amended, last with the Presidential Regulation No. 56 Years 2013 (sheet of State of the Republic of Indonesia in 2013 No. 126);
8. Presidential Decree No. 84 /P of the Year 2009, as has been several times amended, last with Presidential Decree Number 60 /P Year 2013;
9. Regulation of the Minister of Oceans and Fisheries Number PER.15/MEN/2010 on the Organization and the Working Governance of the Ministry of Marine and Fisheries;
10.Regulation of Marine Minister and Fisheries Number PER.15/MEN/2012 on the Strategic Plan of the Ministry of Marine and Fisheries 2010-2014 (State News of the Republic of Indonesia of 2012 No. 858);
11.Regulation Marine Minister and Fisheries Number PER.25/MEN/2012 on the Establishment of the Regulation of Legislation in the Environment of the Ministry of Oceans and Fisheries (News of the Republic of Indonesia 2013 Number 1);
Paying attention: 1. President Number 9 of the Year 2000 President's instructions on Gender Equality in National Development;
2. Joint agreement between Ministry of Marine and Fisheries and Ministry of Women and Child Protection Number 06 /MEN-KP/KB/III/2011 and No. 12 Year 2011 on Increased Effectiveness of Gender Effectiveness in the Field of Oceans and Fisheries;
DECIDED:
Establish: MARINE MINISTER REGULATION AND FISHERIES ON THE PLANNING GUIDELINES AND GENDER RESPONSIVE BUDGETING OF MARINE MINISTRIES AND FISHERIES.
Section 1
The Planning and Gender Responsive Gender and Fisheries Ministry guidelines are intended as guidelines in the preparation of marine development planning and budgeting and gender-responsive fisheries.
Section 2
The Planning and Gender Responsiveness Guidelines of the Ministry of Marine and Fisheries as set forth in the Attachment are an inseparable part of the Regulation of this Minister.
Section 3
The rules of the Ministry are effective on the date of the promulgations.
