MEASUREMENT, REPORTING, AND VERIFICATION OF MITIGATION ACTIONS

CLIMATE CHANGE

WITH THE GRACE OF THE ALMIGHTY GOD

THE ENVIRONMENT MINISTER OF THE REPUBLIC OF INDONESIA,

DRAWS: that to implement the provisions of Article 6 paragraph (2) of Presidential Regulation No. 71 of 2011 on the Governing Inventory of the National greenhouse Gas, it needs to establish the Environment Minister Regulation on Measurement, Reporting, and Verification Climate Change Mitigation Action;

Given: 1. Law No. 32 of the Year 2009 on the Protection and Management of the Environment (Indonesian Republic of the Republic of Indonesia in 2009);

2. 2010 Presidential Decree No. 71 of the Year of the National Glass House Gas Inventory Inventory;

3. Environment Minister Regulation Number 16 of 2010 on the Organization and the Working Environment of the Ministry of the Environment as amended by the Regulation of the Minister of the Environment Number 18 of 2012 on the Change of the Regulation of the Minister of the Environment Life No. 16 of 2010 on the Organization and the Working Environment of the Ministry of the Environment (Indonesian State News 2012 Number 1067);

DECIDED:

SET: THE ENVIRONMENT MINISTER ' S REGULATIONS ON MEASUREMENT, REPORTING, AND VERIFICATION OF CLIMATE CHANGE MITIGATION ACTION.

Article 1

1. Climate change is a climate change that is either directly or indirectly by human activity, resulting in global atmospheric composition changes and changes in the natural climate variability observed in the period of time. Can be compared.

2. The next greenhouse gas (GRK) is a gas contained in the atmosphere, both natural and anthropogenic, which absorbes and emits infrared radiation.

3. Climate Change Mitigation is a controlling effort to reduce the risk of climate change through activities that can lower emissions or increase GRK absorption of various emission sources.

4. GRK emission is the release of GRKs into the atmosphere in a given area within a given period of time.

5. GRK absorption is the GRK's capture of the atmosphere in a given area within a given period of time.

6. Baseline emissions is the magnitude of the GRK Emissions resulting in the absence of the Climate Change Mitigation Act.

7. National registration system is the tabulation system of climate change mitigation information in Indonesia as well as its captaincy.

8. Climate Change Mitigation is the responsibility for the action and/or the activities responsible for the implementation of the Climate Change Mitigation action.

9. The Minister is the minister who organizes government affairs in the field of protection and environmental management of the environment.

Article 2

The Minister ' s Regulation aims to provide the guidelines for the implementation of measurement, reporting and verification Climate Change Mitigation action to the Acting Responsible for aware of the accurate, transparent, and accessible climate change Mitigation action.

Article 3

(1) Climate Change Mitigation Action is performed through the activities stage:

a. measurement;

b. reporting; and c. verification.

(2) The Mitigation of Climate Change Mitigation as referred to in paragraph (1) is exercised by:

a. government; and b. nongovernment.

Section 4

(1) Measures as referred to in Article 3 of the paragraph (1) of the letter of the Acsiterface:

a. planning; and

Article 5

c. methodology of the calculation of the Change of Climate Change Mitigation action, results of monitoring of the activity data performed, including size, location, and the period of implementation of the Climate Change Mitigation action;

d. Climate Change Mitigation action descriptions include measures, locations, and periods of implementation of the Climate Change Mitigation action;

e. statement of depreciation and/or absorption of the GRK Emission any Mitigation Climate Change action performed, as well as depreciation and/or absorption of the GRK Emissions aggregation;

f. the applied managerial system description includes the name of Action Responsor as well as the system in which it is built to monitor and collect activity data related to the Climate Change Mitigation action performed; and

g. obstacles and obstacles.

Article 6

(1) The Report Climate Change Mitigation action as referred to in Section 5paragraph (1) must be verified.

Article 7

(1) Verify as referred to in Section 6 of the paragraph (1) is performed by verificator.

(2) Verificator as referred to in paragraph (1) is designated by the Action Responsor.

(3) The designated Verificator as in paragraph (2) must:

a. not directly involved in the implementation of the Climate Change Mitigation action; b. have a competency certificate as a verificator of the Mitigation action

Climate Change.

(4) The terms of the event and the requirements of obtaining a competency certificate are referred to in paragraph (3) b is set in Regulation My own minister.

Section 8

The Stability of Climate Change Mitigation Act as referred to in Article 3 of the paragraph (2) letter a and letter b, must convey the results of the measurement, reporting and verification to the Minister.

Section 9

(1) The Minister conducts an assessment of the measurement results, reporting and verification as referred to in Section 8.

Article 10

(1) In conducting an assessment as contemplated in section 9 of the paragraph (1), the Minister forms the National MRV Commission.

(2) The National MRV Commission as referred to paragraph (1) is in charge of:

a. assess the measurement results, reporting, and verification of the Climate Change Mitigation action as referred to in Section 3, Section 4, and Section 5; and

b. host the Climate Change Mitigation System for Climate Change Action.

(3) The ComisiMRVNasional as referred to in paragraph (1) is chaired by the Deputy Minister in charge of Climate Change and a member of the level of officials. eselon I ministry or non-ministry related non-ministry.

Article 11

The National Registration System as referred to in Article 10 of the paragraph (2) the letter b serves to provide:

a. information about the certified Climate Change Mitigation action, following its description as referred to in Article 9 of the paragraph (4); and

b. information about the measurement, reporting, and verification of the Climate Change Mitigation action as contemplated in Section 4 of the paragraph (2), Section 5 of the paragraph (2), and Section 6 of the paragraph (2).

Article 12

Climate Change Mitigation action information on the National Registration System as referred to in Article 11 is the official information of the government for national and international needs.

Article 13
