CHAPTER I GENERAL PROVISIONS article 1 In this ministerial regulation is: 1. social organization is a group of Coral's community as a container and means of development of each Member of the community who grow and develop on the basis of awareness and social responsibility of, by, and for the public especially the young generation in the region of the village or kelurahan or other similar names are mainly engaged in the Organization of social welfare.

The third stage of Empowerment Coral Midshipman Article 22 stages of Empowerment Coral Midshipman include: a. the preparation of empowerment;
b. implementation of empowerment; and c.  sustainable utilization.
Article 23 (1) preparation of empowerment as stipulated in article 22 the letter a include: a. dissemination program;
b. social preparation;
c. the process of awareness; and d.  participatory planning.
(2) Socialization programme as referred to in paragraph (1) letter a is an activity open, develop insight, and awareness of the administrators, residents, and community Cadets Coral on Coral empowerment Midshipman.

(2) Improved organizational management Coral Midshipman as referred to in paragraph (1) letter a was intended to Coral a midshipman is able to construct a realistic work programme in accordance with the needs and problems of the existing challenges, as well as through the participation of the citizens and peoples. g. monitoring;

d. recommend the fixing location of empowerment to Social Minister Midshipman Coral;
e. Drawing up the planning of short-term, medium-term and long-term implementation of the provincial Districts of coral empowerment;
f. implement empowerment Coral Midshipman provincial level;
g. increase the capacity of the provincial level for the empowerment of the reef Manager Officer Cadets;
h. establishment of provincial level for companion Coral Midshipman;
i. carry out excavations and development potential of Reef Midshipman to the provincial level;
j. devised guidelines related to empowerment Coral Midshipman to the provincial level;
k. facilitates the development and improvement of coral Midshipman;

n. compiling reports of planning and financing the achievement of the minimum service standard field of social empowerment program in implementing Coral Midshipman; and o.  carrying out monitoring, evaluation, and reporting the implementation of empowerment Coral Midshipman.
CHAPTER VI COORDINATION of article 37 (1) Coordinating the implementation of empowerment Coral Midshipman implemented by Social Ministry is working with the provincial government, and district/city governments as well as working with the other party which is in the Centre, province, or district/city.
(2) the coordination of the implementation of the Empowerment Coral Midshipman as mentioned on paragraph (1) was carried out in accordance with the existing and ongoing phase of empowerment Coral Midshipman.
Article 38 the coordination of implementation of Empowerment can be implemented through a midshipman Reef development in cross-sector partnership network well with intansi, the public, or the corporate world.

CHAPTER VII FUNDING Article 39 (1) Funding the implementation of Empowerment Coral Midshipman held by the provincial government sourced from: a. budget revenues shopping areas of the province; and/or b.  a valid funding sources based on the provisions of the legislation.
(2) the funding implementation of empowerment Coral Midshipman organized by district/city government sourced from: a. budget revenue of regional shopping district/city; and/or b.  a valid funding sources based on the provisions of the legislation.
(3) the Government can provide assistance funding for implementation of empowerment Coral Midshipman held by the provincial government and/or district/city governments.
CHAPTER VIII MONITORING and EVALUATION is considered part of the Monitoring of article 40 (1) to ensure the synergy and effectiveness, sustainability, implementation of policies, programs, and activities implementation of empowerment Coral Midshipman, the Government, the Government of the province, kabupaten/kota Government monitoring.
(2) Monitoring as referred to in subsection (1) is intended to find out the developments and obstacles in the implementation of policies, programs, and activities of empowerment Coral Midshipman.
(3) Monitoring as referred to in paragraph (1), done in a tiered through coordination with the Agency/Department which organizes the affairs in the social field.
(4) Monitoring as referred to in paragraph (1), ranging from planning, budgeting up to the implementation of policies, programs, and activities of empowerment Coral Midshipman for the current year.
The second part of the evaluation of article 41 (1) evaluation of the implementation of the empowerment Coral Midshipman performed at the end of the fiscal year by the Government, the Government of the province, kabupaten/kota Governments through agencies/Department which organizes the affairs in the social field.
(2) the results of the evaluation of the implementation of the empowerment Coral Midshipman used as input for the preparation of policies, programs, and activities for the next year.
(3) the evaluation as referred to in paragraph (1) was carried out in accordance with the provisions of the legislation.
CHAPTER IX REPORTING Article 42 (1) the Bupati/walikota shall be obliged to submit a report of the implementation group of Coral in its territory of empowerment to the Governor.
(2) the Governor shall be obliged to submit a report execution of empowerment to the Minister that a midshipman Reef: Social Affairs and Government Affairs: Minister.
(3) implementation Report referred to in subsection (1) and paragraph (2) presented the end of each financial year.
(4) the form and manner of reporting as referred to in paragraph (1) and paragraph (2) was carried out in accordance with the provisions of the legislation.
CHAPTER X of the CONSTRUCTION and SUPERVISION of article 43 (1) the Minister of Social Affairs in organizing doing construction and supervision over the implementation of hierarchical empowerment Coral Midshipman to the provincial government.
(2) the Governor doing construction and supervision over the implementation of the Government's empowerment to Midshipman Coral kabupaten/kota.
(3) the Bupati/walikota doing construction and supervision in the implementation of empowerment Coral Midshipman on its territory.
Article 44 of the community can conduct surveillance against the execution of empowerment Coral Midshipman in accordance with the mechanisms and rules and regulations.

CHAPTER XI CLOSING PROVISIONS Article 45 at the time of this Ministerial Regulation entered into force, the regulation of the Minister of Social Affairs Number 77/HUK/2010 about the basic guidelines of the reef was declared a midshipman, still remain in force throughout does not conflict with the provisions of this regulation of the Minister.

Article 46 of the regulation was created as norms, standards, procedures, and criteria governing the implementation of the Midshipman into Coral Empowerment of reference for the regional Government of the province and the local government district/city.

Article 47 this Ministerial Regulation comes into force on the date of promulgation.

In order to make everyone aware of it, ordered the enactment of this Ministerial Regulation with its placement in the news of the Republic of Indonesia.
