THE CHIEF OF THE REPUBLIC OF INDONESIA ' S STATE POLICE,

DRAWS: A. that to ensure objectivity, quality,

transparency, and accountability in career coaching

Country employees on the Republican State Police

Indonesia executed competency-based assessments

through Assessment Center;

b. that Assessment Center as set in

Regulations of the State Police Chief of the Republic of Indonesia

Number 12 of 2012 on the Alignment

Assessment Center at the State Police Environment

The Republic of Indonesia already is not compatible with

SET: THE RULE OF THE REPUBLIC STATE POLICE CHIEF

INDONESIA ABOUT HOSTING ASSESSMENT

CENTER OF THE STATE POLICE OF THE REPUBLIC OF INDONESIA.

BAB I

provisions of UMUM

Article 1

In this Police Chief Regulation in question

with:

1. The next Indonesian State Police

abbreviated as Polri is a state tool in the role of

maintaining public order of security and order,

law enforcement, as well as providing protection,

10. The competency is a list of competencies,

definitions of competencies, and descriptions for each level

competence/competency drafted.

11. Competency profile is a competency that

is required for a particular position.

Section 2

The following Assessment Center Polri aims to

obtain Assessee which has competency profiles as appropriate

with the required post profile.

Section 3

Assessment Center Polri is organized with the principle:

a. objective, hosting Assessment Center

illustrates the real competency that is entitled

Assessee;

b. account, which is the Assessment Center

can be accounted for;

c. neseslity, i.e. host Assessment Center

is executed as needed;

d. transparent, which is the Assessment Center

executed publicly; and

e. Independent, hosting Assessment Center

is not affected by other parties.

Article 4

Characteristic Assessment Center Polri as follows:

a. is designed for a particular position;

b. use multiple scoring methods;

c. each group (batch) followed at least 5 (five)

Assessee and at most 6 (six) Assessee;

d. comparison in assessments between Assessor and

Assessee is 2 (two) Assessor versus 1 (one)

Assessee;

e. Assessee is assessed based on the term criteria that has been

specified;

f. Assessment results are based on observations and data

others during the Assessment Centerprocess;

g. The final assessment is determined based on the results of the integration

data obtained through the Assessor Meeting;

h. Assessment Center results can be used for 2 (two)

years after the Assessment Center results

issued; and

i. Assessment Center results can be made feedback

for Assessee.

Section 5

The following Assessment Center Polri uses:

a. multi method/tools, i.e. use of multiple methods

or competency test tools to assess Assessee;

b. multi Assessor, the competency assessment is implemented

by some Assessor by using the multi

method; and

c. integration, which is the process of merging assessment results from

multi method and multi Assessor to get

conclusions of competency value from Assessee.

BAB II

ORGANIZER

Article 6

(1) Assessment Center Polri is organized by:

a. Career Coaching Bureau Competencies

Polri Human Resources Staff led by

Head of the Training Bureau Competency Section

Career Staff Human Resources Polri as

organizers Assessment Center Polri at the level

The Polri Headquarters; and

b. Resource Bureau Career Coaching Section

Local Police Force led by

Head of the Career Development Bureau's Career

Human Police Force as the organizer

Assessment Center at the level Area Police.

(2) In any activity Assessment Center Polri

is exercised by Assessor and Administrator.

(3) Executing Assessment Center at the Police level

The area is set up by Team Assessor with a warrant

The Regional Police Chief.

(4) Organizers as referred to in paragraph (1)

carry out Assessment Center starting from

planning, staging, monitoring and evaluation

and co-ordinating Assessor.

(5) The following Assessment Center Polri at the level

The Regional Police as referred to in paragraph (1)

letter b, the Regional Police are required to coordinate and

may request technical assistance to Section Assessment

The Competency of the Staff Career Staff Career Development Bureau

Human Polri.

(6) Organizers as referred to in paragraph (1)

execute Assessment Center for office in

the authority of the authority in accordance with applicable terms.

Article 7

(1) Assessor as referred to in Section 6 is composed

of:

a. Assessor Polri; and

b. Assessor Non Polri.

(2) Assessor Polri as referred to in paragraph (1)

the letter a is the Civil Servant on the Polri who has

following the training and certified Assessor

set by Kapolri to host

Assessment Center in the Polri environment.

(3) Assessor Non Polri as referred to in paragraph (1)

letter b is Assessor from outside the Polri environment

set by Kapolri to be together

Assessor Polri organizes Assessment Center Polri

based on the needs and requests of Polri with

the role and responsibility set in

mutual agreement.

Article 8

(1) Candidate Assessor Polri is given debriefing and

training on concepts, theories, and simulation at the stage

preparation, execution, writing of the report, and

giving feedback to Assessee.

(2) Training Assessor Polri is executed by Section

Assessment Of Staff Career Development Bureau Competency

Human Power Polri and can collaborate with

another instance (vendor/provider).

(3) The technical provisions regarding Assessor are set in

The Kapolri Human Resource Staff Assistant Regulation

about the Technical Lead of the Assessment Center

in the Polri environment.

BAB III

EXECUTION

Part Kesatu

Method

Article 9

(1) The method used in the implementation

Assessment Center among others:

a. psicometry;

b. Behavioral-based interviews (Behavior Event

Interview);

c. Personality test (inventory);

d. in tray;

e. discussion of group without leaders (Leaderless Group

Discussion);

f. presentation;

g. game (Games);

h. looking for facts (Fact Finding);

i. writing proposal (Proposal Writing);

j. case analysis (Problem Analysis); and

k. play the role (Role Play).

(2) In tray as referred to in paragraph (1) letter d

is a simulation of the real situation facing

Assesse in the day-to-day running of the task.

Second Section

Classification

Article 10

Classification of activities in Assessment Center Polri consists of:

a. Assessment Center activities are simple, which is an

assessment process competency by using

psychometric methods, behavior-based interviews, and

can be plus 1 (one) other methods;

b. Assessment Center activities , which is a process

competency assessment using the

psicometry, behavioral-based interview and plus

2 (two) other methods; and

c. Assessment Center activities complex, which is an

assessment process competency by using

psychometric methods, behavior-based interviews and

plus 3 (three) other methods or more.

Part Third

Dictionary and Competency Profile

Article 11

(1) Dictionary and Competency Profiles are guidelines for

Assessor in the hosting Assessment Center

Polri.

(2) Dictionary and competency profiles as intended

in paragraph (1) are listed in the attachment is

an inseparable part of this Chief Polri Regulation.

(3) In terms of the competency profiles that have not been listed

in this regulation it can be determined by meeting of the

Assessor and may involve user (user) accordingly

with the job competency profile needs.

(4) In the case there is an unlisted competency

on the competency profile in this regulation

in accordance with the development of the demands task or

user request can be plus/reduced through

meeting of the Assessor.

(5) Competency or competency profiles as

paragraph (3) and paragraph (4), changes are poured in

news of the event results meeting.

Fourth Quarter

Assessee

Article 12

(1) Assessee consists of:

a. Civil servants on the Polri appointed by:

1. Kapolri for the level of the Polri Headquarters; or

2. State Police Chief for the degree

Regional Police;

b. it is not a civil servant on the basis of the

request from the Ministry/private/private

after receiving approval from:

1. Kapolri for the level of the Polri Headquarters; or

2. Local Police Chief for the level

Regional Police.

(2) The Hosting Assessment Center at the request of

The ministry/private/private as intended

on paragraph (1) letter b executed in a manner work

same.

(3) The provisions of cooperation as intended

in paragraph (2) are set in the Staff Assistant Rules

Fifth Section

Tahapan

Article 13

(1) The hosting Assessment Center includes:

a. Preparation stage:

1. Drafting and determination of the competency profile;

2. determination method;

3. Schedule set;

4. The preparation of the means and the infrastructure;

5. Assessor designation; and

6. call Assessee;

b. performance stage:

1. explanation to the Assessee;

2. live history list;

3. test or testing;

4. data recording;

5. data analysis and results assessment by Assessor;

6. Assessor meeting to integrate results

scoring; and

7. creation of individual reports (profiles

individual competencies);

c. final stage:

1. Report set;

2. delivered the results of Assessment Center;

3. presented the results of Assessment Center

(when required);

4. provide feedback to Assessee;

and

5. conducting analysis and evaluation of results

Assessment Center.

(2) The technical provisions of the Assessment Center

are set in the Resource Staff Assistant Regulations

Assessment Center in Environment Polri.

BAB IV

OUTCOME ASSESSMENT

Article 14

(1) Results Assessment Center for a particular position with

category:

a. Highly qualified;

b. qualified;

c. fairly qualified;

d. still qualified; and

e. Unqualified.

(2) Results Assessment Center was poured in the profile form

Individual competencies Assessee and reported to:

a. Assistant Staff Human Resources Officer of Kapolri for

results of the State Employee assessment on Polri at the level

Polri Headquarters;

b. Head of the Police Human Resources Bureau

The area for the results of the Public Employees rating on

Polri at the Regional Police level; and

c. Chief of the Ministry/s/private/private user

or the applicant for non-civil servants at

Polri.

(3) Results Assessment Center Polri with the category:

a. as referred to in paragraph (1) the letter a until

with the letter d in effect for 24 (twenty

four) months from the following signed result

Assessment Center; and

b. as referred to in paragraph (1)

letter e valid for 12 (twelve) months

counts since signing the results Assessment

Center and may follow Assessment Center

return for office the same.

(4) Assessee which has followed Assessment Center for

a certain office with the result intended

on the paragraph (1) may follow Assessment Center for

other posts.

Section 15

(1) Results Assessment Center signed by:

a. Head Of The Coaching Bureau Competency Section

Career Staff Human Resources Polri at the level

Polri Headquarters; or

b. Team Leader Assessor Polda at the Police level

Area.

(2) The Assessment Center results are treated as a document

limited.

Article 16

(1) The File Assessment Center is stored consisting of:

a. Assess/Assessee dictionary;

b. The Assess;

c. method Assessment Center; and

d. results report Assessment Center.

(2) File Assessment Center is required to be stored in place

specifically at:

a. Career Development Bureau Competency section

Polri Human Resource Staff at the Headquarters

Large Polri; and

b. Resource Bureau Career Development

Human Police Department at the Police level

Area.

(3) The Head Of The Coaching Bureau Competency Section

Career Staff Human Resources Polri at the Headquarters level

Large Polri and Head of the Bureau's Career Coaching Section

The Human Resources Human Resources at the level

The area police are responsible for the storage

and the security of the Assessment Center.

Article 17

(1) Results Assessment Center is not given to

Assessee, but can be known by Assessee and

is given feedback (feedback).

(2) Feedback (feedback) provided directly by

Assessor to Assessee by direct meeting

or means of communication.

(3) The results of Assessment Center and feedback can

be passed on to lead.

BAB V

FINANCING

Article 18

(1) Charges Host Assessment Center for Employees

The country on Polri uses the Polri budget accordingly

The Budget Implementation Filings List.

(2) Charges Assessment Center for attendees

that is not Civil servants on the Polri are sourced from

the Ministry/lemas budget is in compliance with

the provisions of the laws.

BAB VI

MONITORING AND EVALUATION

Article 19

Monitoring and evaluation of the hosting Assessment Center

is done against:

a. Metode/tools;

b. Assessor;

c. The individual performance that has followed Assessment Center;

and

d. process of hosting Assessment Center.

Article 20

(1) Monitoring and evaluation of the methods that

used, performed periodically 1 (one) years

once to guarantee validity and reliability.

(2) The monitoring and evaluation of the Assessor is performed

periodically 1 (one) year through the system

assessment to know the capability of Assessor during

carrying out the assignment of Assessment Center up to

the time.

(3) the monitoring and evaluation of individual performance that

following Assessment Center is done randomly

(random sampling) through an assessment process from a superior,

co-workers, subordinates and may engage the party

external to know the suitability between

the individual competencies with the execution of the task.

(4) Monitoring and evaluation of the staging process

Assessment Center performed at any time after completion

hosting the Assessment Center Polri.

BAB VII

provisions CLOSING

Article 21

At the time the Polri Regulation is in effect, the Chief Regulation

Police Number 12 Year 2012 about the Hosting

Republic of Indonesia Year 2012 No. 316), revoked and

stated as not applicable.

Article 22

Rule of the Head The force entered into force on the date
