WITH THE GRACE OF THE ALMIGHTY GOD
MINISTER FOR EDUCATION AND CULTURE OF THE REPUBLIC OF INDONESIA,
DRAWS: A. that under the Law Number 23 Year 2014
on Local Government, the management policy

AND THE MEDIUM.
BAB I
provisions of UMUM
Article 1
In this Ministerial Ordinance referred to:
1. Primary and Secondary Education Quality is the level
fitness between primary education and
secondary education with the National Standards of Education
on primary education and secondary education.
2. Education Quality Assurance is a mechanism that is
systematic, integrated, and sustainable to
ensuring that the entire process of hosting
education has been compatible with quality standards.
3. Basic and Medium Education Mutu Assurance System
is an element-composed element,
policy, and integrated processes governing everything
activities to improve basic education quality and
moderately interacting medium,
planned and sustainable.
4. Basic Education Internal Mutu Warranty System and
Medium, which further shortened to SPMI-Dikdasmen
is an element of the element consisting of policy and
related processes for performing quality assurance

education executed by any educational unit
base and secondary education unit to guarantee
embodied quality education that meets or
exceeds the National Standard Education.
5. The Basic Education Mutu Warranty System and
Medium, which is further abbreviated to SPME-Dikdasmen,
is an element-composed element,
the policy, and the related processes to perform
facilitation and assessment through accreditation to determine
the eligibility and level of educational unit quality of education
base and secondary education.
6. The underlying education data (also known as Dapodik)
is a system managed by the Ministry
Education and Culture that contains unit data
education, learner, educator and power
education, and the substance of education that its data
sourced from a continuous educational unit
updated online.
7. The National Standards of Education are the minimal criteria of
the education system throughout the State Law region
Unity of the Republic of Indonesia.
8. Furthermore, the LPMP is the technical acting unit of the Ministry
Education and Culture in the province
and is in charge of assisting the Local Government in
supervision form, guidance, direction, advice, and assistance
technical to primary and secondary education units as well as
nonformal education, in various licensing efforts

9. The next National Standards Board of Education

BAB II
FUNCTION AND PURPOSE
Section 2
(1) The Basic and Medium Education Mutu System Warranty
serves to control the hosting of education
by the education unit on basic education and
secondary education so realized that education
is quality.
(2) The Basic and Medium Education Mutu Assurance System
aims to guarantee standard fulfillment in units
systemically, holistic, and sustainable education,
so it grows and develops quality culture on
self-education unit.

BAB III
QUALITY ASSURANCE SYSTEM
PRIMARY AND SECONDARY EDUCATION
Article 3
(1) The Basic and Medium Education Mutu Assurance System
consists of:
a. SPMI-Dikdasmen; and
b. SPME-Dikdasmen.
(2) SPMI-Dikdasmen as referred to in paragraph (1) letter
a planned, executed, controlled, and
developed by any educational unit on the formal line
on primary education and secondary education.
(3) The SPME-Dikdasmen as referred to in paragraph (1)
letter b is planned, executed, controlled, and
developed by the Government and the Local Government,
BSNP, and BAN-S/M in accordance with regulatory provisions
The laws.
(4) The results of the application of SPMI-Dikdasmen by the education unit
as referred to in paragraph (2) are used by BAN-
S/M as a reference for performing accreditation in units
education on primary education and education
medium.
Section 4
(1) Planning, execution, control, and
development of SPMI-Dikdasmen and SPME-Dikdasmen
refers to the National Standard of Education.
(2) The education unit may set the quality above Standard
National Education in planning, execution,
control, and development of SPMI-Dikdasmen
as referred to in paragraph (1).
Article 5
(1) SPMI-Dikdasmen as referred to in Section 3 of the paragraph
(2) has an activity cycle consisting of:

a. mapping the quality of education at the unit level
education based on the National Standards of Education;
b. create quality improvement planning that
is poured in the school work plan;
c. performing quality fulfillment in the management
education unit and learning process;
d. performing monitoring and evaluation of the execution process
The quality fulfilment has been done; and
e. Drafting a quality improvement strategy based on the results
monitoring and evaluation.
(2) SPMI-Dikdasment covers all aspects of hosting
education by utilizing resources to
reach the National Standard Education.
(3) The SPMI-Dikdasmen were evaluated and developed
sustained by any unit of education in
primary education and secondary education.
(4) SPMI-Dikdasmen is set by the education unit and
poured in the education unit management guidelines
as well as dissociative to the unit stakeholders
education.
Article 6
(1) The SPME-Dikdasmen as referred to in Section 3
paragraph (3) has an activity cycle consisting of:
a. mapping the quality of education at the unit level
education based on the National Standards of Education;
b. create quality improvement planning that
is poured in the Development Strategic Plan
Education;
c. facilitating quality fulfillment across the unit
education;
d. monitoring and evaluation of the process
execution of quality fulfilment;
e. evaluating and setting National Standards
Education and compiling quality improvement strategies;
and

f. perform unit accreditation in primary education and
secondary education.
(2) The SPME-Dikdasmen activity cycle as intended
in paragraph (1) letter a, letter b, letter c, and font d

(3) The SPME-Dikdasmen activity cycle as intended
in paragraph (1) the letter e is set by the Government and
is developed continuously by the BSNP as appropriate

(4) The SPME-Dikdasmen activity cycle as intended
in paragraph (1) of the letter f performed by BAN-S/M corresponds to
the authority.
Article 7
(1) The government develops a quality information system
education to support the quality mapping process
education as referred to in Section 6 of the paragraph (1)
letter a.
(2) The information system as referred to in paragraph (1)
integrates all data and information about the quality
education in accordance with the National Standards of Education.
(3) Data and quality information as referred to on the paragraph
(2) includes:
a. education results;
b. content content;
c. educational process;
d. education assessment;
e. teachers and educency;
f. education means of education;
g. education financing; and
h. education management;
(4) The information system as referred to in paragraph (1)
is based on Dapodics managed by PDSPK.
(5) Data and information in the quality information system
as referred to in paragraph (2) is used for:

a. monitoring and evaluating the level of exposure
National Standards of Education on educational units
base and secondary education units and/or by
Government, Local Government and schools appropriate
with authority masing;
b. monitoring and evaluating the level of exposure
National Standards of Education by BSNP; and
c. referrers for the implementation of education unit accreditation by
BAN-S/M.
BAB IV
DIVISION OF DUTIES AND AUTHORITY
Article 8
(1) The Ministry through the General Directorate has a task
and authority:
a. Harmonize the planning, execution,
control, and development of the SPMI-Dikdasmen and
SPME-Dikdasmen;
b. Drafting and developing system guidelines
Quality quality assurance;
c. conducting coaching, guidance, assistance,
supervision, and evaluation of education units
in the development of SPMI-Dikdasmen;
d. conduct coaching, guidance, assistance,
and supervision of Human Resources (SDM)
Local Government in the development of SPMI-
Dikdasmen and SPME-Dikdasmen;
e. Mapping the quality of education and execution of SPMI-

f. facilitate quality fulfilment of all units
education in accordance with its authority;
g. developing education quality information systems
base and medium; and

h. Compiling reports and recommendations of an upgrade strategy
education quality to the Minister based on mapping
as it is in letter d.
(2) the General Directorate in performing the duties and
authority as referred to in paragraph (1) is assisted by
LPMP.
(3) The LPMP has a duty and authority:
a. conduct coaching, guidance, assistance,
supervision, and evaluation of education units
in the development of SPMI-Dikdasmen;
b. Mapping the quality of education and execution of SPMI-

district/city in its work region;

Article 9
(1) The provincial regional government has a duty and
authority:
a. Harmonize the planning, execution,
control, and development of the SPMI-Dikdasmen in
education units on secondary education and
special education;
b. Conduct coaching, guidance, assistance,
supervision, and education unit control in
SPMI-Didasment development on education
middle and special education;

c. Facilitates quality mapping of education and
the implementation of SPMI-Dikdasmen in units of education at
secondary education and special education
based on data and information in the system information
educational quality;
d. facilitate quality fulfilment of all units
education in accordance with its authority; and
e. Building a strategic plan of quality enhancer
education based on mapping as
referred to in letter c.
(2) In carrying out duties and authority as
referred to in paragraph (1) the provincial government forms the team
education quality education for secondary education
and special education.
(3) Quality assurance team education as intended
in paragraph (2) has the task and authority:
a. conducting coaching, guidance, distraction,
and supervision of the inner education unit
SPMI-Dikdasmen development in the education unit
on secondary education and special education;
b. Mapping the quality of education and execution of SPMI-

provincial level; and
c. compiling a report of increased strategy recommendations

(4) The education quality licensing team referred to
in the verse (3) is at least composed of elements:

(5) Provincial Regional Governments in performing the duties and
its authority as referred to in paragraph (1)
conduct coordination and cooperation with LPMP as
representative of the Directorate General in the area.

Article 10
(1) The county/city county government has a duty and
authority:
a. Harmonize the planning, execution,
control, and development of the SPMI-Dikdasmen in
education unit on primary education;
b. performing coaching, guidance, assistance,
supervision, and education unit control in
SPMI-Being development in primary education;
c. facilitating education quality management and
execution SPMI-Dikdasmen in units of education in
basic education based on data and information in
education quality information systems;
d. facilitate quality fulfilment of all units
education in accordance with its authority; and
e. Building a strategic plan of quality enhancer
education based on mapping as
referred to in the letter c.
(2) In carrying out duties and authority as
referred to paragraph (1) of the county/city Regional Government
forming an educational quality assurance team for
primary education.
(3) The education quality team as intended
in paragraph (2) has the task and authority:
a. conduct coaching, guidance, assistance,
and supervision of the inner education unit
SPMI-Dikdasmen development on primary education;
b. Mapping the quality of education and execution of SPMI-
Based in education unit on primary education
based on data and information in information systems
education quality at county level/cota; and
c. compiling Upgrade strategy recommendation report

District/city government.
(4) The education quality licensing team referred to
in the verse (3) is at least composed of elements:

c. education board.
(5) The County/City Government in performing the duties and
its authority as referred to in paragraph (1)
conduct coordination and cooperation with LPMP as
General Directorate General in the area.
Article 11
(1) The education unit has a duty and authority:
a. planning, executing, controlling, and
developing SPMI-Dikdasmen;
b. Drafting the SPMI-Dikdasmen document consisting of:
1) policy documents;
2) standard documents; and
3) form documents;
c. creates quality improvement planning that
is poured in the school work plan;
d. carry out quality fulfillment, whether in
the management of the education unit and the process
learning;
e. forming a quality quality team on the unit
education; and
f. manage educational quality data at unit level
education.
(2) The SPMI-Dikdasmen document as referred to
paragraph (1) letter b is compiled as an educational unit reference
in implementing the SPMI-Dikdasmen.
(3) The General Directorate specified the technical instructions for
carrying out the task and authority of the education unit
as referred to in paragraph (1).
(4) The assignment of the education quality licensing team as
is referred to in paragraph (1) the letter e is:
a. coordinate the implementation of quality assurance in
level of education unit;
b. doing coaching, coaching, distraction,
and supervision of the education offender in the unit

education in development and quality assurance
education;
c. carry out educational quality mapping based on
education quality data in units of education;
d. performing monitoring and evaluation of the execution process
The quality fulfilment has been done; and
e. provide a quality improvement strategy recommendation
based on the monitoring and evaluation results to the head
education unit.
(5) The education quality team is in question
on the verse (1) of the least letter e consists of:
a. a representative of the education unit leadership;
b. teachers ' representative;
c. representative of the education power; and
d. school committee representative.
(6) The education unit in performing the task and
the authority as referred to in paragraph (1)
conduct coordination and cooperation with the team
the regional education quality of education.
BAB V
MONITORING AND EVALUATION
Article 12
(1) The government is carrying out monitoring and evaluation
against the application of the education quality licensing system
base and medium by the Local Government most
1 (one) times in 1 (one) year.
(2) The Local Government carries out monitoring and evaluation
against the application of the educational quality licensing system
by the education unit appropriate to the least authority
1 (one) times in 1 (one) year.

BAB VI
SANCTION
Article 13
(1) The education unit that does not run this regulation
in accordance with its duties and authority is given a warning
and/or termination quality improvement assistance.
(2) The Local Government that does not run this regulation
in accordance with its duties and authority is performed
the reduction and/or termination of the grant of assistance
quality improvement by the Government.
(3) Warning and/or relief outages
quality improvement as referred to in paragraph (1) and
paragraph (2) is further set forth in the technical instructions by
Director General.
BAB VII
CLOSING provisions
Article 14
At the time of this Minister's Ordinance Starting to apply, provisions
regarding the primary education quality licensing system and
medium as set in Minister Regulation
National Education Number 63 of 2009 on System
The warranty of the Education Mutu, revoked and declared not
in effect.
Article 15
The rules of the Minister are in effect on the date promulred.
