REGULATION of the MINISTER of EDUCATION and CULTURE of the REPUBLIC of INDONESIA NUMBER 28-year QUALITY GUARANTEE SYSTEM ABOUT 2016 PRIMARY and SECONDARY EDUCATION with the GRACE of GOD ALMIGHTY the MINISTER of EDUCATION and CULTURE of the REPUBLIC of INDONESIA, Considering: a. that based on Act No. 23 of 2014 about local governance, policy management of secondary education has been transformed into the responsibility of the regional Government of the province; b. that the organizational structure of the Ministry of education and culture has been altered, so that the function related to the securing of quality of education need to be adjusted; c. that the quality assurance system of provisions on primary and secondary education as set forth in the regulation of the Minister of national education Number 63 in 2009 about Quality Assurance Education System has not been suitable and needed to be replaced; d. that based on considerations as referred to in letter a, letter b, letter c, and the need to set a regulation of the Minister of education and culture of the Quality Assurance system of primary and secondary education; Remember: 1. CHAPTER I GENERAL PROVISIONS article 1 In this ministerial regulation is: 1. The quality of primary and secondary education is the degree of conformity between the Organization of basic education and secondary education with the national standards of education in elementary education and secondary education. 2. Quality Assurance System 3. Primary and secondary education is a unity of the elements comprising the Organization, policies, and integrated processes that govern all activities to improve the quality of primary and secondary education are interacting in a systematic, well-planned and sustainable. 4. CHAPTER II FUNCTIONS and the PURPOSE of article 2 (1) the Quality Assurance system of primary and secondary education serves to control the conduct of the education by the education in elementary education and secondary education so that quality education is manifest. (2) Quality Assurance system of primary and secondary education aims to guarantee the fulfillment of the standards on units of education systemically, holistic, and sustainable, so grow and develop a culture of quality in educational units independently. www.peraturan.go.id 2016, no. 1263-6-the QUALITY ASSURANCE SYSTEM of CHAPTER III ELEMENTARY and SECONDARY EDUCATION article 3 (1) the Quality Assurance system of primary and secondary education consists of: a. the SPMI-Dikdasmen; and b. SPME-Dikdasmen. (2) the SPMI-Dikdasmen as referred to in paragraph (1) letter a planned, executed, controlled, and developed by each unit of education in the formal education of elementary and secondary education. (3) the SPME-Dikdasmen as referred to in paragraph (1) letter b planned, executed, controlled, and developed by the Government and local governments, and tires, BSNP-S/M in accordance with the provisions of the legislation. (4) the results of the application of SPMI-Dikdasmen by educational units as referred to in paragraph (2) are used by BAN-S/M as a reference to conduct accreditation in educational units on basic education and secondary education. Article 4 (1) the planning, execution, control, and development of Dikdasmen-SPMI and SPME-Dikdasmen refers to the national standards of education. (2) a unit of education may set the above quality education standards in the planning, execution, control, and development of SPMI-Dikdasmen as referred to in paragraph (1). (4) the SPMI-Dikdasmen assigned by the unit of education and management guidelines are poured in a unit of education and socialized to the stakeholders of education units. Article 7 (1) the Government has developed an information quality education to support the process of mapping quality of education as referred to in article 6 paragraph (1) letter a. (2) the information system referred to in subsection (1) to integrate all data and information on the quality of education in accordance with national standards of education. (3) Data and information quality as referred to in paragraph (2) includes the following: a. the results of education; b. the content of education; c. the process of education; d. assessment of education; e. teachers and educational personnel; f. educational infrastructure; g. Financing of education; and h. management of education; (4) the information system referred to in subsection (1) based on Dapodik which is managed by PDSPK. (5) Data and information in a quality information system referred to in subsection (2) is used for: www.peraturan.go.id

(3) the LPMP has duties and authorities: a. do coaching, tutoring, mentoring, supervision, and evaluation of the educational units in developing SPMI-Dikdasmen; b. charting the quality of education and implementation of SPMI-Dikdasmen based on data and information in the information system of quality education in the provincial and kabupaten/kota in the region it works; c. do the coaching, tutoring, mentoring, supervision and HUMAN RESOURCES against the local government in the development of SPMI-Dikdasmen in the region it works; d. compiling reports recommendation strategy educational enhancement in the provincial and kabupaten/kota to the Directorate General on the basis of mapping as mentioned in subparagraph b; and e. report recommendations the strategy of educational enhancement in the provincial and kabupaten/kota to provincial governments and district/city Governments. Article 9 (1) of the provincial local Government has the duty and authority to: a. harmonize planning, execution, control, and development of SPMI-Dikdasmen in educational units in secondary education and special education; b. do the coaching, tutoring, mentoring, supervision, and control of the educational units in developing SPMI-Dikdasmen in secondary education and special education; www.peraturan.go.id 2016, no. 1263-11-c. facilitates the mapping of the quality of education and implementation of SPMI-Dikdasmen in educational units in secondary education and special education based on data and information in the information system of quality education; d. facilitate the fulfillment of quality throughout the educational unit in accordance with those powers; and e. Drawing up the strategic plan educational enhancement based on mapping as stated on the letter c. (2) In carrying out the duties and powers referred to in subsection (1), the provincial government formed a team of quality assurance of education for secondary education and special education. (3) the quality assurance Team education referred to in subsection (2) has the duty and authority to: a. conduct the coaching, tutoring, mentoring, supervision and education in development units towards the SPMI-Dikdasmen in units of education in secondary education and special education; b. charting the quality of education and implementation of SPMI-Dikdasmen in educational units in secondary education and special education based on data and information in the information system of quality education at the provincial level; and c. strategy recommendations report improved quality education at the provincial level to the provincial government. (4) the team guarantee the quality of education as referred to in subsection (3) at least consist of: a. the item field in the education service; b. School Superintendent; and c. the Board of education. (5) local authorities of the province in carrying out the tasks and authority as referred to in paragraph (1) do the coordination and cooperation with the LPMP as Directorate General of representative in the area. www.peraturan.go.id 2016, no. 1263-12-article 10 (1) local government district/city has the duty and authority to: a. harmonize planning, execution, control, and development of SPMI-Dikdasmen in units of education on basic education; b. do the coaching, tutoring, mentoring, supervision, and control of the educational units in developing SPMI-Dikdasmen in primary education; c. facilitate pemetaaan quality of education and implementation of SPMI-Dikdasmen in units of education on basic education based on data and information in the information system of quality education; d. facilitate the fulfillment of quality throughout the educational unit in accordance with those powers; and e. Drawing up the strategic plan educational enhancement based on mapping as mentioned in letter c. (2) In carrying out the duties and powers referred to in subsection (1) of the local government district/municipality formed a team of quality assurance of education for primary education. (3) the quality assurance Team education referred to in subsection (2) has the duty and authority to: a. conduct the coaching, tutoring, mentoring, supervision and education in development units towards the SPMI-Dikdasmen in primary education; b. charting the quality of education and implementation of SPMI-Dikdasmen in units of education on basic education based on data and information in the information system of quality education in the district/city level; and c. strategy recommendations report improved quality of education at the level of district/city government/District of the city. (4) the team guarantee the quality of education as referred to in subsection (3) at least consist of: a. the item field in the education service; www.peraturan.go.id

(5) the Government of the district/city in carrying out the tasks and authority as referred to in paragraph (1) do the coordination and cooperation with the LPMP as Directorate General of representative in the area. Article 11 (1) of the Education Unit has the duties and authorities: a. to plan, execute, control, and develop the SPMI-Dikdasmen; b. compose documents SPMI-Dikdasmen consisting of: 1) policy document; 2 standard document); and 3) document forms; c. planning quality improvement which is poured in the school work plan; d. execute the fulfillment of quality, both in the management of the educational units as well as the learning process; e. quality assurance team formed in units of education; and f. managing data quality of education at the unit level of education. (2) documents the SPMI-Dikdasmen as referred to in paragraph (1) letter b composed as a reference unit of education in implementing the SPMI-Dikdasmen. (3) the Directorate sets the technical instructions to carry out the duties and authorities of the educational units as referred to in paragraph (1). (6) educational Units in carrying out the tasks and authority as referred to in paragraph (1) do the coordination and cooperation with regional education quality assurance team. Chapter V MONITORING and EVALUATION article 12 (1) the Government carry out monitoring and evaluation of the implementation of the quality assurance system of primary and secondary education by the local authorities at least 1 (one) time within 1 (one) year. (2) local governments carry out monitoring and evaluation of the implementation of the quality assurance system of education by educational unit according its at least 1 (one) time within 1 (one) year. www.peraturan.go.id 2016, no. 1263-15-CHAPTER VI SANCTIONS Article 13 (1) unit of education that do not run this task in accordance with the regulations and the authority given a warning and/or termination of assistance quality improvement.
