BAB I

provisions of UMUM

Article 1

In the intended National SAR Agency Head Regulation

with:

1. Search and help is all business and

activities looking, helping, saving and

evacuating human beings facing state

emergency and/or danger in accident, disaster

or a human endangering condition.

2. An accident is an event that overrides the aircraft

air, ship, train, motor vehicle and device

and/or threaten human safety.

3. A disaster is an event or series of events that

threatens and interferes with life and

the livelihood of the people caused, whether by

nature and/or nonnatural factors and factors

humans, damages environment, property loss

and the psychological impact.

4. Human endangering conditions are events that are

affliting, endangering and/or threatening

human safety, in addition to accidents and disasters.

5. Search and Help Alert is a series

activities performed to monitor, supervise,

anticipate, and coordinate activities

6. The Search and Rescue operation is a series

activities include the Implementation of the Search Operations and

SEARCH AND RESCUE UNIT

Section 2

(1) The Search and Rescue Standby unit is the unit

non-structural work in the Search and Help field

BAB III

THE STANDBY UNIT FORMATION

SEARCH AND HELP

Section 7

(1) The Search and Help Standby Unit may be set up in

each district/city.

(2) The formation of the Search and Help Standby unit

is implemented through the process of proposal and fulfillment

requirements.

(3) The Search and Help Standby Unit as

referred to in paragraph (1) in any further development

can be upgraded and set to be the SAR Post.

Section 8

(1) The process of proposing the formation of the Search Standby unit

and the Help as referred to in Section 7

paragraph (2) is submitted by the Head of the SAR Office and/or

Pemda to the Head of the Agency.

(2) The process of proposing the formation of the Search Standby unit

and the Help by Pemda as referred to

on the paragraph (1) must go through the SAR Office.

Article 9

The process of proposing the formation of the Search standby unit and

Help as referred to in Section 8 of the paragraph (1)

must pay attention to:

a. The crash and number of accidents, disasters and conditions

Endangering the Human;

b. effectiveness and coordination in the execution of tasks and

functions of the SAR Office; and

c. shortened response time in performing

Search and help.

(1) The fulfillment of the requirement the formation of the standby unit

Search and Help as intended in

Section 7 of the paragraph (2) must meet the classification criteria.

(2) The classification criteria as referred to in paragraph (1)

are given a maximum value of 10 (weights of 100%) with

share as follows:

a. Accident, Disaster and Condition

Endangers Human by 20%

(twenty percent);

b. The number of accidents, disasters and conditions

endangers the human with a 25%

(twenty-five percent);

c. The toll with a weighting of 25% (two

up to 20 percent);

d. Search for Search and Help coaching

with weights of 10% (ten percent); and

e. The amount of time with weights of 20% (two

of 20%).

(3) Crash, Disaster and Condition

Human endangerers as referred to

paragraph (2) of the letter a, the details of the magnication as follows:

a. Geographical conditions with weights of 10% (ten

percent) consist of:

1. The mountain with weights of 2% (two percent);

2. The ocean with weights of 2% (two

percent);

3. tourist spot with weights of 2% (two

percent);

4. mining with weights of 2% (two

percent); and

5. The plate or fault with weights of

2% (two percent).

b. Transport frequency with weights of 10%

(ten percent) consists of:

1. the number of flights with weights of 5%

(five percent); and

2. The number of voyage with weights of 5%

(five percent).

(4) The number of accidents, disasters and conditions

paragraph (2) of the letter b details of its use as follows:

a. Aviation accident with weights of 7%

(seven percent);

b. Shipping accident with weights of 7%

(seven percent);

c. Disaster with weights of 6% (six percent);

and

d. Human endangering conditions with weights

by 5% (five percent).

(5) The number of casualties as referred to in paragraph (2)

Article 11

Article 12

Tahapan the formation of the Search and Help Standby unit

consists of:

a. The local SAR and Pemda office are coordinating

to discuss the formation of the Search standby unit and

Help;

b. SAR and/or Pemda offices conduct a study of

proposals for the formation of the Search Standby unit and

Help;

c. proposal for the formation of the Search Standby unit and

Help is poured in the academic script and

submitted by the SAR Office to the Head of the Agency through

the eselon II work unit that enforces the organization and

ketatalakless;

d. The eselon II work unit that enforces the organization and

the tightness is coordinating with the eselon work unit

BAB IV

EXECUTION OF DUTY

STANDBY UNIT SEARCH AND HELP

Article 13

Susunan of the Organization of Search and Help Standby units

consists of:

a. Search and rescue unit coordinator and help;

b. Search and Help officers;

c. communications officer; and

d. Search and Help support power.

Section 14

(1) The least help and search unit

consists of 2 (two) teams.

(2) The team referred to in paragraph (1) is composed of:

a. 1 (one) the Search and Help Officer people;

b. 1 (one) Communications Officer; and

c. 3 (three) search support personnel and

help.

Section 15

(1) The Coordinator of the Search and Rescue Standby Unit

as referred to in Article 13 of the letter a designated

by the Head of the SAR Office.

(2) The Coordinator of the Search Standby Unit (s) and

Assistance as referred to in paragraph (1)

is specified by the Decree of the Head of the SAR Office.

(3) The unit coordinator as referred to in paragraph (1)

may be executed after the most

short 1 (one) year.

Section 16

To be designated as the Coordinator of Standby Unit

Search and assistance as referred to in

Section 15 of the paragraph (1) must meet the requirements as

following:

a. healthy physical and spiritual;

b. having a good attitude, leadership and mental;

c. occupied certain functional positions as low as-

low rescuers are skill;

d. has at least 6 years (6) years;

e. has a low rank palig of the Young Master Tk.I (II/b);

f. have education certificate and level-SAR training certificates

advanced; and

g. have knowledge and experience in the Operations field

Section 17

(1) The Search and Assistance Standby Unit coordinator has

authority in the operational aspect of the Search field and

Help in the area of the Search Standby unit and the Help.

(2) The authority of the operational aspect of the Search field and

Help as referred to in paragraph (1), include:

a. field of standby; and

b. Operating field.

Article 18

(1) The authority coordinator of the unit is on standby

as referred to in Section 17 of the paragraph (2) letter a

includes:

a. Set up the Search and Search Task Scheduled schedule and

Regular and special help in the Standby unit

Search and Help;

b. carry out the Search Alert and

Help with regular and special help;

c. proposed an office stationery needs for

operational and Search Standby unit;

d. submit the Appliance maintenance needs

Search and Help;

e. propose replacement of the Search tools and

damaged help; and

f. propose an operational charge of the Search Standby unit

and Help.

(2) The authority of the operating field unit coordinator

as referred to in Section 17 of the paragraph (2) letter b

includes:

a. carrying out the initial follow-up;

b. carry out Search and Help Operations

at the command of the Chief of the SAR Office;

c. perform coordination with the instance and

organization/Search Potency and Help for

and on behalf of the Chief of the SAR Office; and

d. attend the invitation/seminar associated with

Search and Help activities in the region

Article 19

(1) Search and rescue officers as

referred to in Section 13 of the letter b have the task

Search and assistance in accordance with the Coordinator's direction

Article 20

The communications officer as referred to in Section 13

Section 21

Search support and assistance as

Section 22

(1) Search Officer and Help and officers

communications are appointed by the Chief of the SAR Office.

(2) The assignment of Search Officers and Help and

communications officers as referred to in paragraph (1)

are specified with the Office Head assignment warrant

(3) Search and rescue officers and officers

communications as referred to in paragraph (1) can

BAB V

LAYOUT

Section 24

(1) The Coordinator of the Search and Assistance Unit in

(1) The Coordinator of the Search and Search Standby Unit

b. Quarterly report; and

c. annual report.

BAB VI

Article 29

The head of the SAR Office is conducting oversight of

the execution of the Search and Rescue Standby unit.

Article 31
