Centers tasks
§ 1. Each municipality must create one job, guidance and skills center in every town in the municipality.
§ 2. Job, guidance and skills upgrading centers are responsible for:

1) provide a nationwide unpaid service to promote the development of the labor market, including the strengthening of labor professional skills and geographic mobility.

2) Creating a proactive labor-market programs for business locally, regionally and nationally. They must also provide contact between job seekers and employers with a view to creating practical employment.

3) provide work to job seekers and labor to employers from all industries and all types of positions.

4) Handle guidance and administration of applicants for education.

5) Working with schools on the guidance of older school grades.

6) Provide career guidance and develop individual action plans in cooperation with jobseekers with the aim of permanent employment in the labor market.

7) Communicate professional courses for upgrading the skills of jobseekers. Job, guidance and skills upgrading centers may wind upgrading skills training or work readiness.

8) Carry match group ring of unemployed citizens.

9) Register available in a job board and other relevant databases.
§ 3. Job, guidance and skills upgrading centers manage labor and rehabilitation benefits paid to people undergoing rehabilitation and persons who receive social benefits.

PCS. 2. Job, guidance and skills upgrading centers, in cooperation with the citizens who are eligible for rehabilitation, prepare rehabilitation plans.
PCS. 3. Job, guidance and skills upgrading centers dealing with applications for mobility services.

PCS. 4. Job, guidance and skills upgrading centers must process applications from employers on the use of outside labor.

The municipal tasks
§ 4. The municipal council shall ensure that job, guidance and skills centers operated by qualified supervisors and caseworkers, see. Paragraph. 2, and under appropriate physical environment.

PCS. 2. Instructions and case management be carried out by persons who have a career counselor training approved by the Greenland Government, or who can demonstrate an equivalent level of professional competence. Greenland Government may upon application by the municipal council authorize guidance and case temporarily handled by a person other professional qualifications when the tutor is doing or intends to implement an education and supervisor training, approved by the Greenland Government.
§ 5. The municipal council shall operate job, guidance and skills upgrading center financially independent from the other municipal tasks and administration based on a performance contract with the Government of Greenland.
PCS. 2. The local authority may, as part of the job, guide- and qualification center set up advisory committees with the participation of business and social partners.

PCS. 3. The municipal council shall procure that for each job, guidance and skills center created 1 cooperation body with representatives from the job, guidance and skills upgrading center, social policy and public schools.
§ 6. The local council must ensure that they can exchange all relevant and necessary information to perform the job, guidance and skills upgrading centers tasks.

Supervision
§ 7. The Government oversees job, guidance and skills centers.
§ 8. The local council to report statistics on the job, guidance and skills centers for the Greenland Government. The local authority must use the programs provided by the Greenland Government for reporting.

PCS. 2. The Government may establish detailed rules on reporting.
Performance contract and means for operating
§ 9. The Government included a performance by the local council on jobs, guidance and skills centers. performance contract define detailed goals for the job, guidance and skills center.


PCS. 2. The Government may make reduce the funds allocated to each municipality for the operation of job information, guidance and skills upgrading centers in the service agreement if the local council does not meet the conditions of the service agreement.

Entry into force
§ 10. The Greenland Parliament Act comes into force on 1 January 2016.

PCS. 2. At the same time § 5, paragraph. 1 piece. 3 and paragraph. 5 and § 12 of the Greenland Parliament Act no. 5 of 8 June 2014 on employment, etc.

PCS. 3. Rules laid down on the basis of § 5, paragraph. 5, in the Greenland Parliament Act no. 5 of 8 June 2014 on employment agencies, etc., remain in force until replaced or repealed by regulations laid down in this or any other Act.
