Chapter 1 Scope and definitions

§ 1. The law applies to sport and to promote sport, including competitive sports and exercise, with a view to strengthening individual health, well-being and physical, mental and social development and competitiveness.
§ 2. For sports purposes of this Act physical activities for exercise and recreation.

PCS. 2. For exercise purposes of this Act physical activities to burn calories and to strengthen the individual's general physical well-being and health.

PCS. 3. For recreation purposes of this Act leisure activities to restore the psychological, mental and physical activity.

PCS. 4. In competitive sports purposes of this Act the part of the sport, exercised under established rules and involving an element of competition.

Chapter 2
Safe, secure and clean sports and exercise
§ 3. sport organizations, sports organizations and sports and health and fitness centers and other businesses that offer sports or exercise activities and related activities must ensure that the pursuit of sports and exercise can be done in a safe and secure environment.
PCS. 2. The pursuit of sports and exercise in a safe and secure environment requires among other things that in paragraph. 1 mentioned organizations and companies do the following:

1) information on and comply with the rules on obtaining criminal records disclosures under the Parliament Act on the obligation to obtain børneattest,

2) ensure that different sports and exercise is done using proper physical facilities, the use of secure tools and methods, and

3) ensure that the granting injuries in sports and exercise practitioners with the necessary assistance and support for treatment and rehabilitation.

PCS. 3. The Government may establish rules on safe and secure environment for sports and exercise.
§ 4. sport organizations, sports organizations and sports and health and fitness centers and other businesses that offer sports or exercise activities and related activities must ensure that the pursuit of sports and exercise is done without the use of prohibited substances and without the use of prohibited methods and to the Anti Doping Greenland prescribed anti-doping rules are observed and enforced.
§ 5. Sport organizations, sports organizations and sports clubs must ensure that neither they, athletes or athlete support personnel involved in manipulation of sport competitions.

PCS. 2. The Government may set rules on the prevention and fight against manipulation of sports competitions, including the location of a secretariat for a platform for coordination of prevention and combating the manipulation of sports competitions.
§ 6. It is forbidden to give or receive a bribe in connection with a sports competition at a higher level. At higher levels mean competitions nationwide series, Greenlandic championships, international championships and international competitions for elite athletes.

PCS. 2. bribery purposes of this Act, the fact that they intentionally unjustified

1) gives, promises or offers anyone involved in, or carrying out missions associated with required under paragraph. 1 said athletic contests, gift or other advantage to induce him to do or refrain from anything that may affect the sports competition or

Chapter 3
Public authorities' responsibilities and tasks
§ 7. The Government and the municipal council, in cooperation with sports organizations to ensure that sports and exercise promoted in all sections of society, including pre- and elementary school, in education, in leisure, at work and on health and social services.
§ 8. The Government and the municipal council, in cooperation with sports organizations to ensure that sports and exercise is accessible to all throughout the country, including by promoting actions targeted groups with special needs and by measures to reduce financial barriers to participation.

PCS. 2. There must be a special focus on and prioritization of the following groups:

1) Children and young people.

2) Mature.

3) Individuals with functional barriers.


4) Particularly vulnerable groups.

PCS. 3. The Government may lay down rules on availability of sports and exercise, including special measures targeted groups with special needs and actions to reduce financial barriers to participation.
§ 9. The Government and the municipal council, in cooperation with sports organizations encourage, support and create good conditions for voluntary activities in sports and exercise area.
PCS. 2. The Greenland Government may lay down rules on voluntary activities, including rules establishing a register of volunteers.
§ 10. The Government has overall responsibility for a wide range of sports and exercise services for the entire population is provided, offered or made available.

PCS. 2. The Government has overall responsibility for the rules on safety and security in sports and exercise, see. § 3 and the rules of clean sports and exercise, see. §§ 4-5, are respected.
§ 11. The Government shall provide by end-use authorization on Finance an annual subsidy to Greenland's Athletic association business.

PCS. 2. The subsidy is paid as a framework assistance for the organization of administrative, training of employees, managers and directors, further distribution to the national federations and member associations, participation in international events and international sports cooperation.

PCS. 3. Parts of the grant funds will be reserved for use for certain purposes.

PCS. 4. The grant may be subject to specified conditions.

PCS. 5. The Government included a 4-year performance contract with Greenland's Athletic Association, the parties' expectations of activities, including performance requirements, requirements for reporting and accounting established. The contract is adjusted annually in relation to the current framework conditions, including appropriations, and new needs.
§ 12. The Government shall provide by end-use authorization on Finance an annual grant for Elite Sport Greenland's business.
PCS. 2. The subsidy is paid as a framework assistance for the organization of management fees and expenses for Elite Sport Greenland's activities, see. § 20.

PCS. 3. Parts of the grant funds will be reserved for use for certain purposes.

PCS. 4. The grant may be subject to fulfillment of specified conditions.

PCS. 5. The Government included a 4-year performance contract with Elite Sport Greenland in which the parties' expectations activities, including performance requirements, requirements for reporting and accounting established. The contract is adjusted annually in relation to the current framework conditions, including appropriations, and new needs.
§ 13. The Greenland Government subsidy to Greenland's Athletic Association and Elite Sport Greenland is subject to the following and enforcing the Anti Doping Greenland established rules on the prevention and fight against doping, in accordance. § 21 paragraph. 2, no. 5. Grove or repeated violations of these rules have broken the entitlement to subsidies and repayment of subsidies already paid.

PCS. 2. Greenland Government subsidy to Greenland's Athletic Association and Elite Sport Greenland may condition that they follow and enforce the Minister established rules on the prevention and combating manipulation of sports competitions, see. § 5, paragraph. 2. Grove or repeated violations of these rules have broken the entitlement to subsidies and repayment of subsidies already paid.
§ 14. The Government may subsidize the construction, renovation and equipping of sports facilities.

PCS. 2. Grants for the construction and fitting out, see. Paragraph. 1, granted primarily to national and regional sports facilities.
§ 15. The municipal council has the overall responsibility that offered a wide range of sports and exercise activities in the municipality, and sets targets and frameworks.

PCS. 2. The municipal council shall prepare an annual plan for sports and exercise activities in the municipal towns and settlements. The plan must be published on the municipality's website.

PCS. 3. The Government may, after formal consultations with local councils set rules on the form and content of the paragraph. 2 that plan.
§ 16. The municipal council may provide subsidies for construction, renovation and equipping of sports facilities.

PCS. 3. The local authority may provide funding for operating expenses for premises and outdoor facilities owned or rented by sports clubs.

PCS. 4. The municipal council may make grants to local sports and exercise activities, including grants to local sports associations and sports clubs.


PCS. 5. The Government may, after formal consultations with local councils set rules for in paragraph. 1-4 the grants.
§ 17. If the local council or other subsidizes construction, renovation and equipping of sports facilities or funding for operating expenses for premises and outdoor facilities owned or rented by sports clubs, the Greenland Government may reimburse part of the grant awarded.
§ 18. In areas outside the municipal division handles Naalakkersuisut the tasks under this Act are delegated to the local council.
PCS. 2. The Government may, by agreement with the local council in one or more municipalities allow these over the solution of the tasks in accordance with paragraph. 1 responsibility of the Greenland Government.

Chapter 4
Sports organizations
§ 19. Association of sports federations in Greenland, Greenland's Athletic Association, is Greenland's national and official representative of organized sports and exercise activities in Greenland. The organization represents Greenland in official, including international contexts.
§ 20. The private foundation Elite Sport Greenland is Greenland's national body for the promotion and development of elite sports. The organization represents, along with the Sports Confederation of Greenland, Greenland in official, including international contexts.

PCS. 2. Elite Sport Greenland, in cooperation with Greenland's Athletic Association and its sports associations, sports associations and health and fitness centers, promote its objectives including through support for:

1) sports talents' and top sportsmen and sportswomen training and competition participation, which enhances the potential for participation in international elite sport,

2) talent for future participation in international sport,

3) coaches and training for the elite,

4) development of sports medical expertise in Greenland, and

5) organizational development of the Greenlandic sports federations in the discharge of elite interests and international participation.

PCS. 3. Elite Sport Greenland, in cooperation with the Greenland Government support sports talents and elite athletes in such a way that sports talent and elite athlete the opportunity for training in parallel with the sports career.
§ 21. The Government set up an independent tribunal, Anti Doping Greenland, which aims to target, optimize and coordinate efforts against doping in sport and exercise, including the prevention and control.
PCS. 2. Anti Doping Greenland must to compliance with its purpose:

1) conduct awareness-raising and development activities on the prevention and fight against doping in sport and exercise

2) providing advice and assistance to public authorities in matters within the Anti Doping Greenland's operational area,

3) participate in international cooperation in the fight against doping,

4) take measures to restrict the availability and use of prohibited substances and methods in sport

5) establishing a national framework for preventing and combating doping (Doping Rules)

6) carry out doping controls, see. Paragraph. 3 and

7) decide on the measures, including sanctions, against athletes and athlete support personnel who violate doping rule or commits any other offense connected with doping in sports and exercise.

PCS. 3. Anti Doping Greenland establish a duly authorized and qualified doping control team in charge of doping control, including test planning, collection and handling, laboratory analysis, results management, hearings and appeals, see. However paragraph. 4.

PCS. 4. Anti Doping Greenland may as an alternative to or in addition to in paragraph. 3, the doping control team conclude cooperation agreements with foreign anti-doping agencies on full or partial performance of doping control.
§ 22. Anti Doping Greenland's management consists of 5 members. The members appointed Minister for setting according to the following distribution:

1) 2 members with knowledge of grassroots set by the Sports Confederation of Greenland.

2) 2 members with knowledge of elite set of Elite Sport Greenland.

3) 1 member with knowledge of sports medicine conditions set by the Country Doctor his office.

PCS. 2. The panellists that Greenland's Athletic Association and Elite Sport Greenland sets must not be a member of the Board of Greenland's Athletic Association or Elite Sport Greenland. Members may not be employed in any of these organizations.


PCS. 3. Board members are appointed for a 4-year period. Reappointment may take place once. If a member resigns before the expiry of the term of the Board, made a designation for the remainder of the period.

PCS. 4. The Committee shall elect its own chairman and deputy chairman and establish its own rules of procedure. It must be stated in the order, the President's vote is decisive in a tie.

PCS. 5. Greenland's Athletic Association shall make secretarial assistance available to the Board.
§ 23. In order to prevent the use of doping in sport and exercise outside of Greenland's Athletic Association included the sports federations, sports associations, sports clubs and health and fitness centers, the Anti Doping Greenland seek to conclude cooperation agreements on the prevention and fight against doping with the following partners :

1) Owners of exercise and fitness centers and other businesses that offer sports or exercise activities and related activities and which are not covered by the Greenland Sports Association, and

2) associations of sports and exercise practitioners unconnected to those of Greenland's Athletic Association included the sports federations, sports associations and health and fitness centers.

PCS. 2. The paragraphs. 1 mentioned cooperation agreements must ensure that the covered gym and fitness centers, etc. conducts doping control in a manner similar to the rules which apply to the Sports Confederation of Greenland included sports federations, sports associations, sports clubs and health and fitness centers.

PCS. 3. Anti Doping Greenland may charge referred to in paragraph. 1 of that Agreement parties payment of benefits under the present

PCS. 3. Anti Doping Greenland may lay down specific requirements for the design of the information.
§ 25. Anti Doping Greenland maintain an electronic register containing information about persons convicted of a doping sanction.

PCS. 2. Anti Doping Greenland can via registry disclose necessary information about the persons who are convicted of a doping sanction to the Sports Confederation of Greenland and the associated included the sports associations and federations, to Elite Sport Greenland and to the parties, which according to § 23 have entered a cooperation agreement with Anti doping Greenland on the prevention and fight against doping. It is only the information about the date of any sentenced doping sanctions expired, that can be passed. Data may only be used to enforce a doping sanction.

PCS. 3. Parties have access to in paragraph. 2 shall via the register is subject to the confidentiality of such information.
PCS. 4. The Government shall lay down detailed rules on the register keeping of reporting this and the maintenance thereof.
§ 26. The Government shall set up a complaints body, "Greenland Doping Board", which deals with complaints against Anti Doping Greenland decisions concerning violation of anti-doping rules.

PCS. 2. Greenland Doping Board consists of three members. The members appointed by the Government of Greenland in accordance with the following breakdown:

1) 1 member with a law degree, recommended by the deck referee.

2) 1 member with knowledge of sports medicine conditions recommended by the Country Doctor his office.

3) 1 member with knowledge of sport recommended by the Sports Confederation of Greenland and Elite Sport Greenland jointly.

PCS. 3. The panellists that Greenland's Athletic Association and Elite Sport Greenland sets, may not be members of the board of the Sports Confederation of Greenland or Elite Sport Greenland. Members may not be employed in any of these organizations.

Chapter 5
Finance and administration
§ 27. All expenses for sports and exercise lies with the municipalities, so far there is no explicit legal framework that spending whole or in part the responsibility of the PA or other. Government or the municipalities may conclude agreements for the provision of the Law tasks assigned fee.
PCS. 2. The expenditure. Paragraphs. 1 held in areas outside the municipal division of the Greenland Government.

Chapter 6
Accounting and auditing
§ 28. Greenland's Athletic Association, Elite Sport Greenland and Anti Doping Greenland shall within one Minister by fixing a deadline to submit their audited financial statements and other financial information for the previous financial year to the Greenland Government.

PCS. 2. Greenland's Athletic Association, together with its own accounts enclose audited financial statements for the sports federations, sports clubs, health and fitness centers, etc., falling within connected.

PCS. 3. Presentation of the accounts should be done according to rules laid down in the rules on the PA accounting. The accounts must be audited by an external chartered or certified accountant.
§ 29. Other recipients of grants from the Government of Greenland than in § 28 para. 1, shall verify and, upon request, provide evidence that the grant is used for the approved purpose.
§ 30. Granted subsidy may be fully or partially refunded if the beneficiary has made false declarations, conditions of the grant are not met or subsidy is used for purposes other than the allocated.
§ 31. The Government may establish rules for confirmation and documentation of grant application, accounting and audit and recovery of aid.

Chapter 7
Complaints
§ 32. The Greenland Government and the municipal council's decisions under this Act can not be brought before another administrative authority.

PCS. 2. Decisions taken by the municipal council on the tasks in agreement with the Government of Greenland has been transferred to local councils, may within 4 weeks of notification of the decision appealed to the Government of Greenland.

Chapter 8
Pilot schemes
§ 33. The Government may, in special cases as an interim arrangement deviate from the statutory provisions to the extent that it is considered necessary to promote innovative work within the law field.
PCS. 2. The Government may award grants for experimental activities, see. Paragraph. 1.

Chapter 9
Supervision and sanctions
§ 34. The Government leads overall compliance with the Act.

PCS. 2. The Government may require information that is deemed necessary to carry out its duties under this Act.
§ 35. There may be fined for violation of § 6 paragraph. 1, § 24 paragraph. 1 and 2 and § 25 paragraph. 3.

PCS. 2. For violation of § 6 paragraph. 1 may be imposed other sanctions under the rules of the Criminal Code for Greenland, where the ratio is aggravated, in particular due to execution mode, or because the deed is done with accomplices, or as a result of the magnitude of the gift or benefit.
PCS. 3. Where the Act or regulations issued pursuant to the Act provides for the imposition of fines, the fine imposed on a legal person under the provisions of the Criminal Code for Greenland.

PCS. 4. In regulations issued pursuant to this Act may be sanctions in the form of fines for violation of the regulation.

PCS. 5. Fines imposed under this Act or regulations issued pursuant to this Act shall accrue to the Treasury.


Chapter 10

Entry into force
§ 36. This Act shall come into force on 1 January 2017.

PCS. 2. Simultaneously with the commencement of the Act is repealed rules of Landsting Regulation no. 10 of 21 May 2002 on cultural and recreational activities with regard to sports and exercise.

PCS. 3. Rules established or maintained under Landsting Regulation no. 10 of 21 May 2002 on cultural and recreational activities, remain in force until repealed or replaced by rules laid down under this Act or other legislation.
