Chapter 1
scope
§ 1. Artistic activities include activities in the following art areas:

1) Architecture.

2) Fine.

3) Film.

4) Craft and design.

5) Literature.

6) Music.

7) Performing Arts.

PCS. 2. Artistic activities also includes activities in other art areas that can be equated with those arts areas.

PCS. 3. For art fields of architecture and art and design purposes only the artistic dimensions thereof.
PCS. 4.For art area visual means of artistic expression in painting, printmaking, drawing, mixed media, installation, sculpture and video.

PCS. 5. In the arts movie understood vivid images of all kinds, regardless of recording and showing, including photographic film and video programs, apart from TV broadcasts.

PCS. 6. In the arts literature understood fiction, including prose, poetry, drama, children's and youth literature and general culture and literature.

PCS. 7. In the arts music mean organized sound events, singing or playing an instrument.
PCS. 8. For the art field Performing Arts understood theater company in the form of plays, opera, ballet, dance, performance and other artistic performances for an audience.

Chapter 2
Responsibilities and tasks
§ 2. The Government must promote artistic activities in Greenland and Greenlandic art abroad and as far as possible ensure public access to a wide and varied range of Inuit art and artistic activities from abroad.

PCS. 2. Inuit art means works carried out by Greenlandic artists or artistic activity carried out by Greenlandic artists.

PCS. 3. In Greenlandic artists understood artists who have permanent residence in Greenland.
§ 3. The Government must to compliance with its obligations under the Parliament Act to provide financial support for artistic creation and dissemination, in. §§ 8-11.

PCS. 2. The Government may for compliance with its obligations under the Parliament Act also:

1) assist in providing suitable premises and other physical facilities, see. §§ 6-7,

2) provide suitable premises and other physical facilities, as described. §§ 6-7,

3) provide technical advisory services and

4) offering relevant education, training and continuing education.
§ 4. The local council shall promote artistic activities in the municipality and must as far as possible citizens in the municipality approach to a wide and varied range of Inuit art and artistic activities from abroad.
§ 5. The municipal council must for compliance with its obligations under the Parliament Act provide suitable premises and other physical facilities available and may contribute to the provision of suitable premises and other physical facilities, see. §§ 6-7.

PCS. 2. The municipal council can to compliance with its obligations under the Parliament Act also support financially and otherwise stimulate the pursuit and dissemination of artistic activities, see. §§ 8-11.

Chapter 3
Støtteberettigende business and support forms
Physical framework
§ 6. The Government and local councils to subsidize the construction, renovation and operation of buildings, facilities and other physical facilities used for artistic creation or dissemination of artistic activities, including exhibition halls, cinemas, theaters, rehearsal rooms and meeting halls.

PCS. 2. If the local council or other subsidizes construction, renovation and operation of buildings, facilities and other physical facilities used for artistic creation or dissemination of artistic activity, the Greenland Government may reimburse the grant completely or partially.
§ 7. The Government, in consultation with the local council set rules on subsidies for construction, renovation and operation of buildings, facilities and other physical facilities used for artistic creation or dissemination of artistic activities, including tasks and responsibilities, terms and conditions for grants, application procedures and accounting.

Artistic activities and dissemination
§ 8. The Government and local councils to award grants to:

1) engaging in creative activities, including travel expenses and accommodation costs,

2) development and production of artistic works, including material for artistic creation and


3) exhibition and communication also of artistic activity.
PCS. 2. Subsidies under paragraph. 1 can be provided as a guarantee of reimbursement when conditions in the subsidy grant are met.
PCS. 3. The Government shall lay down rules on subsidies for artistic creation and dissemination, including on the definition of eligible, priority criteria, the nature and extent of subsidies, grants conditions for the grant application requirements, procedures, administration, and grievance.
§ 9. The Government and local councils to buy Inuit art for the establishment of representative collections and decoration of public spaces.
PCS. 2. The Greenland Government may lay down rules on the purchase of Inuit art, including distribution, ownership and maintenance.
§ 10. The Government and the local council can order Inuit art to adorn public spaces (commissions).
PCS. 2. The Government and the local council may, for the decoration of public space launch initiatives other than actual commissioned works, including a call for outline proposals idéindkaldelser, competitions and support for already projected artworks in public spaces.

PCS. 3. The Government may establish rules on commissions and other initiatives for the decoration of public spaces, including the distribution of ownership and maintenance.
§ 11. The Greenland Government may lay down rules on viewing fees to artists whose works are on loan to exhibitions held by public authorities and institutions, including the definition of works that justify the salary, calculation of remuneration and the fee payment.

Chapter 4
Principles for supporting artistic activity
§ 12. Subsidies granted by the Greenland Government for creativity granted primarily to national and professional artistic activities.
PCS. 2. Subsidies granted by the municipal council for creativity granted primarily to local artistic creation.
§ 13. The Government and the local council provides funding for artistic activities based on an assessment of artistic quality and talent.
PCS. 2. The Government must by distributing grants also as far as possible ensure:

1) all artistic genres and forms of expression in § 1 shall arts areas

2) artistic activities that cut across several art areas

3) artistic activities involving children and young people or are targeting children and adolescents and

4) a geographical spread of artistic activity in the country.

Chapter 5

Finance and Administration
§ 14. The Greenland Government grants for artistic creation and dissemination occurs within a Finance Act rules provide funding.
§ 15. The Government can partially or completely leave the administration of the Greenland Government grants for artistic creation and dissemination to other authorities and institutions in Greenland.
§ 16. The Greenland Government may in whole or partial performance of the tasks related to the administration of the Greenland Government grants for artistic creation and dissemination establish councils, committees and the like.
PCS. 2. The Greenland Government may lay down rules on objectives, tasks, composition and functioning, including secretariat services for councils, committees and the like, wholly or partly responsible for the tasks related to the Greenland Government grants for artistic creation and dissemination.

PCS. 3. The Greenland Government may lay down regulations to councils, committees and the like, are wholly or partly responsible for the tasks related to the Greenland Government grants for artistic creation and dissemination, also perform other tasks related to task performance, including advice on matters relating artistic activities.
§ 17. The provisions of Rule Act on case management in public administration and Greenland Parliament Act on open government applies to in § 16 that council, committees and the like to the extent that, under the Parliament Act and regulations issued thereunder, shall be empowered to take decisions.

Chapter 6
Accounting and auditing
§ 18. Recipients of grants for artistic creation or dissemination must confirm and, upon request, provide evidence that the grant is used for the approved purpose.
PCS. 2. The Government may establish rules for confirmation and documentation of grant application, including requirements on implementation of accounting and auditing.

§ 19. Approval for grants for artistic creation or dissemination may lapse, and grants may be required to fully or partially refunded if the applicant has submitted false information, conditions of the grant are not met, or subsidy is used for purposes other than the allocated.

PCS. 2. The Government may establish rules for cancellation and recovery of aid.

Chapter 7
Complaints
§ 20. The Greenland Government and local council decisions under the Parliament Act or rules issued in pursuance thereof, can not be appealed to any other administrative authority.

PCS. 2. Decisions taken by the councils, committees and the like, wholly or partly responsible for the administration of the Greenland Government grants for artistic creation and dissemination, in. § 16, can not be appealed to any other administrative authority. As far as the legal framework for decisions, the complaint accordingly be brought before the Government of Greenland within 4 weeks of the decision date.

Chapter 8
Pilot schemes
§ 21. The Government may, in special cases as an interim arrangement deviate from Greenland Parliament Act provisions to the extent that it is considered necessary to promote innovative work within the scope Greenland Parliament Act.

PCS. 2. The Government may award grants for experimental activities, see. Paragraph. 1.

Chapter 9
supervision
§ 22. The Government leads the overall supervision of the local councils' administration of the law.
PCS. 2. The Government may require municipal information deemed necessary to carry out its duties under this Act.

Chapter 10
Commencement
§ 23. The Greenland Parliament Act comes into force on 1 January 2017.
